BilanŃul dezastrelor ecologice arată că acest gen de evenimente s-a multiplicat continuu,
cu efecte tot mai apocaliptice şi diversificate. Mai mult, în ultimii ani, aceste fenomene şi-au
schimbat structura probabilistică şi intensitatea în raport cu acelaşi tip de fenomene înregistrate
cu un deceniu în urmă, ceea ce îngreunează orice măsură de prevenŃie.

Abstract
Is well-known the surrounding environment and human society often bears the action of
some extremely dangerous phenomena with diverse origin, natural or human, being able to
produce destructive and brutal detuning in certain established systems or situations. These events
(earthquakes, volcanic eruptions, tsunami, land slides, storms, flows, drought, fires, technological
accidents, conflict situations etc.) are usually produces unexpectedly and can provoke many
victims as humans and animals, a large volume of material wastages, ecological unbalances
and even hard disturbances of psychological and moral state of population being under the
incidence of respective phenomenon.
The ecological disasters summing-up shows this genre of events continuously multiplied,
with more apocalyptical and diversified effects. Moreover, these phenomena changed their
probabilistic structure and intensity in report to the same type of phenomena registered a
decade ago, this hardening any prevention measure.

Rezumat
Infrastructurile critice sunt constituite din sisteme materiale şi cibernetice esenŃiale pentru
desfăşurarea activităŃilor minime în economia şi guvernul unei naŃiuni. Acestea cuprind
telecomunicaŃiile, resursele energetice, sistemul bancar şi financiar, transporturile, sistemele de
aprovizionare cu apă şi serviciile de urgenŃă, atât cele de stat, cât şi cele private. Multe dintre
infrastructurile critice naŃionale s-au dezvoltat, atât material cât şi logic ca sisteme separate, cu
foarte puŃine interdependenŃe. Ca urmare a progreselor din tehnologia informaŃiei şi
comunicaŃiilor şi a necesităŃii privind creşterea eficienŃei, aceste infrastructuri au devenit din ce în
ce mai automatizate şi interconectate. Pe de altă parte, aceste evoluŃii au creat noi
vulnerabilităŃi determinate de defectarea echipamentelor, erorile umane, starea vremii şi alte
cauze naturale, atacurile fizice şi cibernetice. Aceste vulnerabilităŃi solicită abordări flexibile şi
graduale care să vizeze ambele sectoare (de stat şi privat), să asigure securitatea naŃională şi să
contribuie la cea internaŃională.

Abstract
Critical infrastructures are those physical and cyber-based systems essential to the
minimum operations of the economy and government. They include, but are not limited to,
telecommunications, energy, banking and finance, transportation, water systems and
emergency services, both governmental and private. Many of the national critical infrastructures
have historically been physically and logically separate systems that had little interdependence.
As a result of advances in communication and information technology and the necessity of
improved efficiency, however, these infrastructures have become increasingly automated and
interlinked. These same advances have created new vulnerabilities to equipment failure, human
