paper presents a summary of the catastrophic events on Japain and a comparison of the
Fukushima accident with the Cernobyl disaster; also will be highlighted the world perspective on
nuclear energy after the dramatic post-Fukushima situation added to the international economic
crisis and is exacerbating many of the problems that proponents of nuclear energy are facing.

Rezumat
Accidentul de la centrala Fukushima Daiichi (Japonia) din martie 2011 a avut un impact
semnificativ asupra energeticii nucleare internaŃionale, impunând, ca şi în cazul accidentelor de
la Three Mile Island (1979, S.U.A.) şi Cernobîl (1986, U.R.S.S.), revizuirea globală a reglementărilor
internaŃionale privitoare la securitatea nucleară, în primul rând a celor referitoare la gestionarea
situaŃiilor de criză şi la prevenirea accidentelor.
Această lucrare prezintă pe scurt succesiunea evenimentelor, precum şi principalele
concluzii ale întâlnirilor internaŃionale dedicate analizei accidentului de la Fukushima.

Abstract
The Fukushima Daiichi (Japan) NPP accident in March 2011 had a significant impact on
world nuclear power, imposing, as previously after Three Mile Island (1979, U.S.A.) and Chernobyl
(1986, U.S.S.R.), a global review of the international regulations governing nuclear safety,
especially of those concerning crisis management and the prevention of risks.
The aim of this paper is to overview the accident facts and events, followed by the main
conclusions of the international meetings dedicated to Fukushima lessons to be learnt.

Sunt prezentate modalităŃi de organizare la nivelul Centrelor operaŃionale pentru situaŃii
de urgenŃă la nivel urban, structurile profesioniste specializate în intervenŃii pe timpul crizelor şi/sau
situaŃiilor de urgenŃă şi modulele funcŃionale ce se pot integra la acest nivel. Sunt evidenŃiaŃi paşii
de urmat pentru implementarea unui Centru operaŃional orăşenesc.

Abstract
Are shown ways of organizing the operational centers for emergency situations in urban
level, professional structures specialized in interventions during crisis and / or emergency and
functional modules that can be integrated at above mention level. I highlight the steps to
implement an operational center town.
