-Develop communication between NGOs and local and central<br />
administration with competence in disaster risk management by organizing<br />
roundtables locally and nationally which will lead to the identification of<br />
possible ways of cooperating on specific themes and areas.<br />
Specific fields where NGOs can contribute with their expertise, experience and<br />
flexibility in the steps of disaster management were identified:<br />
-raising awareness of decision-makers and the public on disaster prevention;<br />
-influencing the activities of environmental NGOs towards disaster<br />
prevention;<br />
-involvement in the elaboration and implementation of public policies and in<br />
the activities of lobby;<br />
-training delivery;<br />
-evaluation of risk levels and vulnerability for the community;<br />
-involving the community in preparing and alleviating the impact in case of<br />
disaster.<br />
The role of NGOs in disaster prevention is expected to intensify through:<br />
-Mobilizing the energy of local communities (including through providing the<br />
volunteers management);<br />
-Long -term support of project submitted by authorities allowing citizens to<br />
participate to the identification of long-term solutions for life quality<br />
improvement;<br />
-Supporting the correlation of essential components of sustainable<br />
development - ecologic, economic and social;<br />
-Support the population to face the community changes and hence reducing<br />
their vulnerability to disasters caused by rapid population increase,<br />
urbanization, and technological evolution to the extent that these contribute<br />
to environmental degradation;<br />
-The public administration opportunity to use of tendency of financers to give<br />
money for disaster prevention to national and international NGOs;<br />
Moreover, to improve the implication of environmental NGOs in disaster<br />
management we make the following recommendations to the local and central<br />
public institutions with responsibility in disaster management and to NGOs:<br />
-Developing an integrated and decentralized national system of crisis<br />
administration to allow flexibility and adaptability to the specific needs of<br />
regions and communities;<br />
-Including environmental NGOs as actors in the process of constructing this<br />
system and especially in the local and regional structures with responsibility<br />
in the field of emergencies management. Hence, it is important to see the<br />
