-Develop communication between NGOs and local and central
administration with competence in disaster risk management by organizing
roundtables locally and nationally which will lead to the identification of
possible ways of cooperating on specific themes and areas.
Specific fields where NGOs can contribute with their expertise, experience and
flexibility in the steps of disaster management were identified:
-raising awareness of decision-makers and the public on disaster prevention;
-influencing the activities of environmental NGOs towards disaster
prevention;
-involvement in the elaboration and implementation of public policies and in
the activities of lobby;
-training delivery;
-evaluation of risk levels and vulnerability for the community;
-involving the community in preparing and alleviating the impact in case of
disaster.
The role of NGOs in disaster prevention is expected to intensify through:
-Mobilizing the energy of local communities (including through providing the
volunteers management);
-Long -term support of project submitted by authorities allowing citizens to
participate to the identification of long-term solutions for life quality
improvement;
-Supporting the correlation of essential components of sustainable
development - ecologic, economic and social;
-Support the population to face the community changes and hence reducing
their vulnerability to disasters caused by rapid population increase,
urbanization, and technological evolution to the extent that these contribute
to environmental degradation;
-The public administration opportunity to use of tendency of financers to give
money for disaster prevention to national and international NGOs;
Moreover, to improve the implication of environmental NGOs in disaster
management we make the following recommendations to the local and central
public institutions with responsibility in disaster management and to NGOs:
-Developing an integrated and decentralized national system of crisis
administration to allow flexibility and adaptability to the specific needs of
regions and communities;
-Including environmental NGOs as actors in the process of constructing this
system and especially in the local and regional structures with responsibility
in the field of emergencies management. Hence, it is important to see the
