Öz<br />
Tütün epidemisi gelişmekte olan ve gelişmiş<br />
ülkelerde en önemli ölüm nedenleri arasında yer<br />
almaktadır. Bu epidemi ile 2000’li yıllardan bu yana<br />
mücadelede küresel uzlaşının başlaması, Türkiye’nin<br />
de içinde olduğu pek çok ülkede içeriğe yönelik<br />
çalışmaların artmasına neden olmuştur. Türkiye’nin,<br />
tütün kontrolü konusunda mücadelesi dünyaya<br />
başarı örneği olarak gösterilmesine rağmen, zaman<br />
içerisinde piyasaya sunulan ürün çeşitliliği ve<br />
ihracatın artmasıyla sorunun temelini oluşturan<br />
endüstriyi kontrol altına alabilmek mümkün<br />
olamamıştır. Bu gibi veriler Türkiye’nin Dünya Sağlık<br />
Örgütü’nün MPOWER stratejisi çerçevesinde<br />
uygulamaya koyduğu ulusal tütün kontrol<br />
programının hem felsefesinde hem de uygulama<br />
aşamasında hayati sorunların olduğuna işaret<br />
etmektedir. Bu yazı kapsamında mevcut durum<br />
temel alınarak tütün kontrolünde başarı amacıyla<br />
gelecek için kimi öngörü ve önerilere yer verilmiştir.<br />

Abstract<br />
Tobacco epidemic is still among the leading causes<br />
of deaths both in developed and developing<br />
countries. As the global consensus to struggle with<br />
the tobacco epidemic has started globally since<br />
2000s, specific work in many countries including<br />
Turkey has increased in content.<br />
Although Turkey’s tobacco control experiences have<br />
been accepted as “success story” globally, it has<br />
almost been impossible to control the tobacco<br />
industry in Turkey as the prior responsible actor<br />
contributing to the increasing trend in the existence<br />
of various tobacco products and to the enlargement<br />
of tobacco export. Such data highlights that there<br />
are blocks and crucial problems in Turkey’s tobacco<br />
control program both in its philosophy and the<br />
implementation steps framed with M-POWER<br />
strategies of the World Health Organization.<br />
In this paper, future expectations and<br />
recommendations have been presented based on<br />
today’s tobacco control experiences.<br />
