HSE Transformation Programme: The Transformation Programme refers to the<br />

HSE’s stated transformation priorities for 2007‐2010.<br />

Value for Money Programme: There is an explicit legislative requirement on the<br />

HSE to deliver value for money which is set out in the <strong>Health</strong> Act 2004, Section 7<br />

(5) (e). In addition, compliance with Department <strong>of</strong> Finance Guidelines on Value<br />

for Money is a general condition <strong>of</strong> the Minister for Finance’s sanction to incur<br />

public expenditure.<br />

HIQA: <strong>Health</strong> Information and Quality Authority whose function is to develop<br />

health<br />

information; promote and implement quality assurance programmes<br />

n ationally; and oversee health technology assessment.<br />

GMS patient: A person who has established their eligibility for a medical card on<br />

the basis that they are unable to provide general practitioner, medical and surgical<br />

services for themse lves and their dependents without undue hardship<br />

Non­GMS patient: A patient who does not qualify for a medical card.<br />

PCRS: The Primary Care Re‐imbursement <strong>Service</strong> administers payments to<br />

doctors, pharmacists and dentists who provide services under the Primary Care<br />

Re‐imbursement <strong>Service</strong> (PCRS) scheme. All aspects <strong>of</strong> the management and<br />

operation <strong>of</strong> the Primary Care Re‐imbursement Schemes are operated through the<br />

HSE.<br />

This scheme was previously called the General Medical <strong>Service</strong>s Payments<br />

Board.<br />

<strong>Out</strong> <strong>of</strong> <strong>Hours</strong>: <strong>Out</strong>side <strong>of</strong> normal working hours between 6pm and 8am on Monday<br />
