TAX AND REFERENDUM UPDATE
ONCE AGAIN, THANKS TO THE SUPPORTERS OF THE REFERENDUM AND THE
COMMITTEE MEMBERS WHO MADE IT HAPPEN!
Due to the successful referendum, we are able to maintain programs and services for 2006-2007
with minimal changes. We were allowed a $150,000 revenue limit increase for this year. The
budget was about $190,000 in deficit. By reducing staffing and making some small adjustments
in programming we have a balanced budget.
But the questions of "What did it cost?" and "How close were the estimates?" can now be
answered.
The estimated mill rate for 2006-2007, which was publicized as part of the referendum plan, was
10.77 mils.
The ACTUAL IS 10.19 mils. This is .58 mils less than our forecasted rate.
How does this prepare us for the future?
In 07-08 when we add another $150,000 to the revenue limit I estimate this should increase the
base mil rate by only about .7 mils compared to about 1.1 mils this year (on the first $150,000).
The difference is that we get state aid on the first $150,000 (06-07) in the 07-08 budget year.
The resulting .7 could be further impacted if state aid increases or decreases in 07-08.
Why can the estimated increase change because of state aid?
If the previous year's state aid to schools is decreased it WILL result in a school property tax that
is higher than I have determined using forecasting models. The Revenue Limit does not change
based upon state aid. If there is a decrease in state aid payments to schools the gap between the
revenue limit and the funds provided by the state increases and are offset by increased local
property taxes. That is the connection between state aid and the revenue limit.
As we move forward, there will continue to be the need for the district to be
conservative regarding expenditures, to find ways to cooperate with others to
save money, and for the district to evaluate the community's responsibility to
fund the necessary educational programs we currently provide. We will strive to
earn the continued support of all community members.
HELP NEEDED
#1 When the athletic facility was improved, a walking path was put in. In the 10 or so years
since we have completed the project, the path had decreased in quality. Even with yearly
maintenance of weeds, etc. it has not been enough. Weeds and grass are definitely overtaking us,
areas are low & uneven, and some areas need more "fines" on top. To try & get the path back in
shape we will need some expertise and volunteers.
If you can help in the following areas please call Sharon or Steve at 763-2163.
We need someone who is certified to spray for weeds on public property to help in planning and
application at the appropriate time. This is not intended for ongoing maintenance but to help get
the project ready for repair and use.
We also need volunteers who can provide equipment and manpower to break up the path/turn it
over, grade it, add "fines" to the correct areas, and provide general direction/knowledge in this
area of development.
Whatever YOU can provide would be appreciated.
#2 REMINDER: FINE ARTS PROJECT
Thanks to the generosity of Mr. Keith Livens, a former student and community member…. We
have embarked on a project to improve fine arts performances that would impact concerts, plays,
and musicals. Mr. Livens has committed a donation of $40,000 and has challenged alumni and
others to meet his challenge or to do whatever you can to support the cause. The hope is to
secure enough funds to consider if a community facility can be built at the school for school and
local productions. If that is not possible, we will consider re-working the acoustic capability of
current facilities with lighting and sound. Appropriate storage areas and movable seating/staging
are further considerations.
I know that most alumni and residents have received a mailing. I am requesting that you
continue to consider how you can be a part of this project. One-time donations, ongoing (over
time) donations, and charitable trusts are all possible options. If you need more information,
contact Sharon Bierman at 763-2163.
Mrs. Uppena’s Multi-Age Room
Mrs. Uppena's multi-age class had lots of fun in the month of October. We were excited to have
a tour of the kitchen at the Red Robin in Dubuque before we got to meet the famous author, Jan
Brett! We spent a week reading and doing lots of fun activities to go along with her book, The
Gingerbread Baby. We even made gingerbread cookies in class. We had a lot of fun dressing up
on Halloween too. We got to decorate a pumpkin cookie and make an edible spider web. We
also made a castle out of a freezer box that we love to read in. We read so many fairy tales in
October, and we even wrote some of our own. In November, we will be studying about our
country long ago and today.
