Måling af støjemission i henhold til bekendtgørelse nr. 304/1991 fra Miljøministeriet,<br />

samt beregning af støj ved naboer<br />

Resumé: Der er foretaget måling af støjemission fra 4 stk. DVT400 møller i Kappel vindmøllepark.<br />

Møllerne er udvalgt som værende blandt de mest støjende i mølleparken. Møllernes<br />

A-vægtede lydeffektniveau ved referencevindhastigheden 8 m/s (LWA,ref) varierede<br />

mellem 96.2 og 99.3 dB re. 1pW, med energimiddelværdien 98.1 dB.<br />

På baggrund heraf, er støjbidraget fra de 18 idriftværende møller beregnet ved 3<br />

naboejendomme til et A-vægtet lydtrykniveau på mellem 34.2 og 36.7 dB re. 20<br />

μPa, idet der ikke er fundet belæg for korrektion for tydeligt hørbar tone eller impulser.<br />

Værdierne gælder ved referencevindhastigheden 8 m/s. De beregnede niveauer<br />

overskrider ikke grænseværdierne.<br />

Uden for rapportens akkreditering er der foretaget en orienterende støjmåling ved<br />

ejendommen Vesternæsvej 56, men det var ikke muligt at bestemme møllernes bidrag<br />

til støjimmissionen på grund af vindstøj i vegetationen.<br />

1. Indledning<br />

Denne rapport dokumenterer støjemissionen fra 4 stk. DVT400 400 kW vindmøller placeret i Kappel<br />

vindmøllepark på Lolland. Desuden er støjimmissionen fra møllerne beregnet ved 3 naboejendomme<br />

omkring mølleparken. Undersøgelsen opfylder de krav til Miljømåling, ekstern støj, der er<br />

beskrevet i Miljøstyrelsens vejledning nr. 5/1993, ”Beregning af ekstern støj fra virksomheder” samt<br />

i Miljøministeriets bekendtgørelse nr. 304/1991 ”Bekendtgørelse om støj fra vindmøller”.<br />

Det var oprindelig planlagt at måle støjemission fra 5 møller, men som følge af lang ventetid på de<br />

rette målebetingelser blev det besluttet at basere undersøgelsen på 4 møller. På baggrund af de<br />

opnåede emissionsmåleresultater, som viser en standardafvigelse på 1.4 dB, forventes det ikke, at<br />

måleresultatet fra yderligere én mølle vil påvirke de beregnede støjbelastningsbidrag væsentligt. I<br />

henhold til bekendtgørelse nr. 304/1991, er det i øvrigt tilstrækkeligt, at basere beregning af mølleparkens<br />

støjbelastningsbidrag på den målte støjemission fra 3 møller.<br />

I forbindelse med undersøgelsen har der været personer involveret fra Dong Energy samt fra ÅF-<br />

Ingemansson AB. I bilag 1 findes en liste med kontaktpersoner for de involverede parter.<br />

2. Måleobjekt<br />

Kappel vindmøllepark består af 24 stk. DVT400 møller opstillet i 1990. Møllerne er placeret langs<br />

havdiget i en nordvest-sydøst-gående række. Møllerne er nummereret 1-24 nordfra.<br />

Den ind<strong>by</strong>rdes afstand mellem møllerne er ca. 100 m. Afstanden mellem møllerne og de omliggende<br />

beboelser varierer mellem ca. 500 m og ca. 2900 m. Figur 1 viser en plan af situationen.<br />

Vindmøllerne er af typen horisontal aksel. Møllerne er forsynet med en 3-bladet opvind pitchreguleret<br />

rotor med diameter 35 m, som gennem en gearkasse trækker en 400 kW generator. Møllerne er<br />

monteret på et rørtårn af stål med navhøjden 32 m. Rotoromdrejningstallet er 35 o/min.<br />

Enkelte af møllerne er taget ud af drift på grund af tekniske problemer. Det gælder i efteråret 2007<br />

møllerne: 1, 5, 10, 14, 20 og 24.<br />

3. Måling af støjemission<br />

3.1. Målemetode<br />

Støjemissionen er målt i henhold til retningslinierne i Miljøministeriets bekendtgørelse nr. 304/1991,<br />

Bekendtgørelse om støj fra vindmøller. Støjen blev målt med mikrofonen placeret på terræn (reflekterende<br />

plade 1.5x2.0 m 2 ) 50 m bag møllen. Der blev målt med såvel møllen i drift som møllen<br />

standset (baggrundsstøj). Under måling var begge nabomøller standset.<br />

Vindhastigheden blev målt med et kalibreret kopanemometer placeret 10 m over terræn 50 m foran<br />

møllen. På grund af de lokale terrænmæssige forhold, var det ikke i alle tilfælde muligt at anbringe<br />

anemometret foran møllen. I de tilfælde blev anemometret placeret ca. 50 m ved siden af møllen.<br />

Det vurderes, at denne afvigelse ikke har haft væsentlig indflydelse på de målte støjemissioner.<br />

Anvendte instrumenter er kalibreret med sporbarhed til nationale og internationale referencer i henhold til Ingemanssons<br />

kvalitetssystem, som er i overensstemmelse med ISO/IEC 17025.<br />

3.3. Målebetingelser<br />

Støjmålingerne blev foretaget den 12. september og den 16. oktober 2007. I måleperioden var de<br />

meteorologiske forhold som angivet i tabel 2.<br />

Landskabet omkring møllerne er åbne marker med enkelte levende hegn, og med havet sydvest for<br />

mølleparken. Ved be<strong>by</strong>ggelsen omkring Vesternæsvej forekommer træbeplantning i en vis udstrækning.<br />

3.4. Måleusikkerhedhed<br />

Ubestemtheden på det A-vægtede lydeffektniveau er ±2 dB (coverage factor K=1.96 => 95% konfidensinterval).<br />

De målte lydtrykniveauer som funktion af vindhastigheden for såvel totalstøj som baggrundsstøj er<br />

4.1. Lydeffektniveau<br />

Totalstøj<br />

Baggrundsstøj<br />

Møllernes støjemission er bestemt i henhold til Miljøministeriets bekendtgørelse nr. 304. Lydeffektniveauet<br />

ved referencevindhastigheden 8 m/s er bestemt som:<br />

LWA,ref = LAeq,ref +10log4π(d 2 +h 2 )-6; hvor d er 50 m og h er 32 m.<br />

Lydtrykniveauet Leq,ref ved referencevindhastigheden er bestemt ved lineær regression som det lineære<br />

estimat ved 8 m/s for hvert af oktavbåndene mellem 63 Hz og 8000 Hz. Leq,ref er bestemt separat<br />

for støjen med møllen i drift (totalstøjen), og med møllen standset (baggrundsstøj). Totalstøjen<br />

er derefter korrigeret for baggrundsstøj til møllestøj.<br />

Generelt var forskellen mellem totalstøj og baggrundsstøj mindre end minimumsværdien 6 dB i 8<br />

kHz frekvensbåndet, men støjen i det pågældende frekvensbånd har dog ingen betydning for det<br />

totale A-vægtede lydeffektniveau.<br />

Lydeffektniveauet i dB re. 1 pW pr. 1/1-oktav frekvensbånd er vist i tabel 3-6.<br />

4.2. Toneindhold<br />

Der er foretaget smalbåndsfrekvensanalyse af støjen til bestemmelse af toneindholdet. Subjektivt<br />

vurderet under målingerne var der hørbar - i visse tilfælde tydeligt hørbar - tonestøj fra møllerne i<br />

målepositionerne 50 m bag møllerne. Der kunne også forekomme eksempler på impulsstøj fra krøjebremser.<br />

Supplerende er der foretaget en objektiv tonekorrektionsanalyse efter retningslinierne i<br />

Miljøstyrelsens vejledning nr. 6/19984 samt orientering nr. 22 fra Miljøstyrelsens Referencelaboratorium<br />

for støjmålinger ”Støj fra vindmøller”. Resultatet af smalbåndsanalyserne er vist i figur 6-9.<br />

Der kan som vist i figur 6-9 objektivt konstateres tonekomponenter forskellige steder i spektrene.<br />

Disse var i flere tilfælde tydeligt hørbare i målepositionerne 50 m bag møllerne, men vurderes ikke<br />

at være tydeligt hørbare ved nabobeboelserne 500-2900 m fra møllerne.<br />

4.3. Lydtrykniveau som funktion af afstand<br />

Som angivet i Miljøministeriets bekendtgørelse 304, er der foretaget en beregning af det forventede<br />

A-vægtede lydtrykniveau i større afstand fra møllen. Resultatet af beregningen er vist i figur 10-13.<br />

4.4. Lydtrykniveau ved naboer<br />

Ved 3 naboejendomme i området øst for Kappel vindmøllepark, er det totale støjbelastningsbidrag<br />

fra de 18 i drift værende møller beregnet i henhold til Miljøministeriets bekendtgørelse 304. Supplerende<br />

er støjbelastningsbidraget beregnet ved drift af alle 24 møller.<br />

Hver af møllernes støjemission er antaget som værende energimiddelværdien af støjemissionen for<br />

de 4 målte møller (LWA,ref = 98.1 dB re. 1 pW). Resultatet er gældende for referencevindhastigheden<br />

8 m/s. Resultatet af beregningen er sammenfattet i tabel 7, og vist detaljeret i bilag 2.<br />

Det samlede beregnede støjbelastningsbidrag fra de 18 møller ved referencevindhastigheden 8<br />

m/s, svarer således til et A-vægtet lydtrykniveau på mellem 34.2 og 36.7 dB re. 20 μPa ved nabobeboelser,<br />

idet der ikke skal korrigeres for tydeligt hørbar tone eller impulser.<br />

5. Konklusion<br />

Der er foretaget måling af støjemission fra 4 stk. DVT400 møller i Kappel vindmøllepark. Møllerne<br />

er udvalgt som værende blandt de mest støjende. Møllernes A-vægtede lydeffektniveau ved referencevindhastigheden<br />

8 m/s varierede mellem 96.2 og 99.3 dB re. 1pW, med energimiddelværdien<br />

98.1 dB.<br />

På baggrund heraf, er støjbidraget fra de 18 idriftværende møller beregnet ved 3 naboejendomme<br />

til et A-vægtet lydtrykniveau på mellem 34.2 og 36.7 dB re. 20 μPa, idet der ikke er fundet belæg for<br />

korrektion for tydeligt hørbar tone eller impulser. Værdierne gælder ved referencevindhastigheden 8<br />

m/s. De beregnede niveauer overskrider ikke grænseværdierne.<br />

6. Målinger uden for akkreditering<br />

Som supplement til måling af møllernes støjemission, er der foretaget orienterende måling af støjimmissionen<br />

ved ejendommen Vesternæsvej 56. Immissionsmålinger er ikke omfattet af Miljøministeriets<br />

bekendtgørelse nr. 304/1991 ”Bekendtgørelse om støj fra vindmøller”, og målingen er derfor<br />

ikke en del af den akkrediterede rapport.<br />

Ejendommen Vesternæsvej 56 er placeret ca. 10 m øst for Vesternæsvej. Mikrofonen blev placeret<br />

1.5 m over terræn i haven mellem beboelseshuset og vejen. I samme position blev vindhastigheden<br />

målt 10 m over terræn. Området omkring ejendommen er tæt bevokset med træer og buske, hvilket<br />

medfører en vis vindstøj i vegetationen. Endvidere er vindhastigheden målt 10 m over terræn væsentligt<br />

lavere end vindhastigheden ved møllerne langs kysten på grund af vegetationen.<br />

Målingen blev foretaget den 16. oktober 2007 i tidsrummet kl. 11.30-13.15. Der blev foretaget måling<br />

dels med alle 18 driftsklare møller i drift, dels med alle møller standset. I måleperioden var vinden<br />

sydvestlig ca. 230 grader, og vindhastigheden målt på stedet 10 m over terræn var 3-5 m/s.<br />

Vinden ved kysten var i samme periode i middel ca. 8 m/s.<br />

Der er foretaget bestemmelse af det energiækvivalente A-vægtede lydtrykniveau med integrationstid<br />

1 minut (LAeq,1min) som funktion af vindhasigheden målt på stedet. Ved analysen er uvedkommende<br />

støj fra fx. biler, markarbejde og overflyvninger udeladt. Figur 14 viser resultatet af målingen.<br />

Som vist i figur 14, var der ikke signifikant forskel på støjniveauet med henholdsvis uden møllerne i<br />

drift. Sammenfattende var det ikke muligt at måle støjbidraget fra møllerne under de givne forhold,<br />

idet forskellen mellem totalstøjen (dvs. møllestøj plus baggrundsstøj) og baggrundsstøjen var mindre<br />

end 1 dB.<br />

Støjniveauet på stedet var under de givne forhold domineret af vindstøj i vegetationen. Ved en<br />

vindhastighed på 3-4 m/s var det energiækvivalente A-vægtede lydtrykniveau på stedet ca. 43 dB<br />

med 18 møller i drift, dvs. under grænseværdien på 45 dB. Denne observation understøttes af, at<br />

den beregnede støjimmission på stedet er ca. 34 dB, dvs. væsentligt under det målte niveau. Ved<br />

en vindhastighed på stedet svarende til referencehastigheden 8 m/s, må det A-vægtede lydtrykniveau<br />

forventes at være ca. 50 dB jfr. figur 14.<br />

Subjektivt kunne der ikke konstateres tydeligt hørbare toner eller impulser i målepositionen. Som<br />

støtte for denne vurdering er der foretaget smalbåndsfrekvensanalyse af støjen i målepositionen<br />

som vist i figur 15. Den objektive analyse støtter denne vurdering.<br />

DANSKE REGLER FOR STØJBEREGNING.<br />

Beregningen er baseret på "Bekendtgørelse nr. 304 af 14. maj 91" fra<br />

Miljøstyrelsen.<br />

Det tilladelige støjniveau ved nærmeste udendørs opholdsareal, f.eks.<br />

en terasse, er 45 dB i landområder og 40 dB i tættere befolkede<br />

områder, begge ved en vindhastighed på 8 m/s.Hvis een mølle har<br />

rentoner i støjemissionen, reduceres det tilladelige støjniveau med 5<br />

dB.<br />

DANISH RULES FOR NOISE CALCULATION.<br />

The calculation is based on the "Bekendtgørelse nr. 1518 af 14. dec 2006" from the Danish<br />

Environmental Agency.<br />

The noise impact from WTGs are not allowed to exceed the following limits: (Wind speeds in 10<br />

m height)<br />

1) At outdoor areas maximum 15 m from neighbor settlements in the open land.<br />

a) 44 db(A) at wind speed 8 m/s.<br />

b) 42 db(A) at wind speed 6 m/s.<br />

2) At outdoor areas in residential or recreational areas.<br />

a) 39 db(A) at wind speed 8 m/s in residential areas.<br />

b) 37 db(A) at wind speed 6 m/s in residential areas.<br />

If a WTG has pure tones in the noise emission, a penalty of 5 dB is added.<br />

DANISH RULES FOR NOISE CALCULATION.<br />

The calculation is based on the "Bekendtgørelse nr. 1518 af 14. dec 2006" from the Danish<br />

Environmental Agency.<br />

The noise impact from WTGs are not allowed to exceed the following limits: (Wind speeds in 10<br />

m height)<br />

1) At outdoor areas maximum 15 m from neighbor settlements in the open land.<br />

a) 44 db(A) at wind speed 8 m/s.<br />

b) 42 db(A) at wind speed 6 m/s.<br />

2) At outdoor areas in residential or recreational areas.<br />

a) 39 db(A) at wind speed 8 m/s in residential areas.<br />

b) 37 db(A) at wind speed 6 m/s in residential areas.<br />

If a WTG has pure tones in the noise emission, a penalty of 5 dB is added.<br />

The calculation is based on the "Bekendtgørelse nr. 1518 af 14. dec 2006" from the Danish<br />

Environmental Agency.<br />

The noise impact from WTGs are not allowed to exceed the following limits: (Wind speeds in 10<br />

m height)<br />

1) At outdoor areas maximum 15 m from neighbor settlements in the open land.<br />

a) 44 db(A) at wind speed 8 m/s.<br />

b) 42 db(A) at wind speed 6 m/s.<br />

2) At outdoor areas in residential or recreational areas.<br />

a) 39 db(A) at wind speed 8 m/s in residential areas.<br />

b) 37 db(A) at wind speed 6 m/s in residential areas.<br />

If a WTG has pure tones in the noise emission, a penalty of 5 dB is added.<br />
