Editorial<br />
Communique Amsterdam, 9 th March <strong>2011</strong><br />
MARC is extremely disappointed with FABEC, as the project<br />
has now reached complete paralysis. All six States have now<br />
apparently backed down from their responsibility to reach<br />
a common position on service provision. They are satisfied<br />
with the “FABEC State Treaty”, and seem to have abandoned<br />
the very idea of a Declaration of Intent. Not one of them has<br />
had the courage to answer the only true question: how can<br />
FABEC providers become one? There is no institutional roadmap,<br />
neither a final objective.<br />
Much is expected from FABEC. Yet, as long as States and providers<br />
think national, stall and avoid their responsibilities,<br />
hardly anything will come out of it. FABEC will go on taking<br />
over existing programs and projects, and re- label them as<br />
FABEC initiatives. Despite massive investments in money as<br />
well as in human resources, that will be all. Our message has<br />
never varied since the beginning of FABEC. There is only one<br />
way to turn FABEC into a reality. Build a single public provider<br />
for FABEC airspace, from ground to unlimited, placed<br />
under States’ ownership and supervision.<br />
Together, the trade unions and professional associations<br />
gathered in MARC re- affirm their solidarity and commitment<br />
to build one single public provider for FABEC. Staff cannot<br />
decide on its own about the future of service provision in<br />
FABEC. This is not our role, but we face our responsibilities.<br />
We think international rather than national. To act as one,<br />
you have to decide that you must be one. We are ready, and<br />
willing, but apparently we are the only ones….<br />
