<strong>Keep</strong> <strong>Track</strong> (KT): Wo steht das bereits<br />
in den Medien kommunizierte Projekt<br />
einer Ringstraßenbahn heute tatsächlich?<br />
Torsten Neumann: Im Maßnahmenkatalog<br />
des aktuellen „Verkehrskonzeptes<br />
Vorarlberg 2006“ wird ein Stadtbahnsystem<br />
Rheintal als ein in Landeszuständigkeit<br />
zu prüfendes Projekt aufgeführt.<br />
Die <strong>Rhomberg</strong> <strong>Bahntechnik</strong><br />
GmbH hat in Vorleistung eine Projektentwicklung<br />
einer Ringstraßenbahn begonnen<br />
und dazu eine öffentliche Diskussion<br />
angestoßen.<br />
KT: Wie sieht das Netz der<br />
Ringstrassenbahn aus?<br />
Neumann: Bei diesem Projekt handelt<br />
es sich in der ersten Ausbaustufe um ein<br />
42 km langes neues Strassenbahnnetz<br />
mit ca. 70 Haltestellen auf 3 Linien<br />
(Bregenz – Höchst, Höchst – Lustenau<br />
– Dornbirn, Bregenz – Dornbirn).<br />
KT: Welche Vorteile bietet eine<br />
Stra-ssenbahn gegenüber dem<br />
bestehenden Busnetz?<br />
Neumann: Eine Strassenbahn ist schneller,<br />
komfortabler, leiser, umweltfreundlicher,<br />
leistungsfähiger und pro angebotenem<br />
Platz-km 20 % günstiger betreibbar<br />
als eine Buslinie. Die Ringstrassen-<br />
bahn wird eine sinnvolle Ergänzung und<br />
Verbesserung des bisherigen Öffentlichen<br />
Personennahverkehrs-Angebots<br />
darstellen.<br />
KT: Wann wird die erste Bahn fahren<br />
bzw. in welchem Zeitrahmen könnte<br />
sie realisiert werden?<br />
Neumann: Mit einer Verkehrsaufnahme<br />
kann etwa ab Mitte des nächsten Jahrzehnts<br />
gerechnet werden, da jeweils ca.<br />
4 Jahre für die Planung und Realisierung<br />
zu veranschlagen sind.<br />
KT: Welches sind die nächsten<br />
Schritte und was kostet es?<br />
Neumann: In den nächsten Schritten<br />
sollte im Planungsprozess eine politische<br />
Meinungsfindung in den Gemeinden,<br />
im Land und beim Verkehrsverbund<br />
angestrebt werden. In einer ersten Abschätzung<br />
wird von 160 bis 200 Mio.<br />
Kosten für die Errichtung der Infrastruktur<br />
ausgegangen.<br />
KT: Vielen Dank für das Gespräch<br />
Herr DI Neumann.<br />
<strong>Keep</strong> <strong>Track</strong> (KT): The circular tramway<br />
project has already had some media<br />
coverage – what’s the actual status at<br />
the present?<br />
Torsten Neumann: The proposals outlined<br />
in the most recent edition of<br />
“Vorarlberg Transport Concepts 2006”<br />
include a Rhine Valley light rail system as<br />
a project to undergo viability assessment<br />
by the state. In anticipation, <strong>Rhomberg</strong><br />
<strong>Bahntechnik</strong> GmbH has developed a circular<br />
tramway project, thereby initiating<br />
public debate.<br />
KT: What does the circular tramway<br />
network look like?<br />
Neumann: As far as this project is concerned,<br />
in the initial construction phase<br />
we are looking at a new 42km tramway<br />
network with approx. 70 stops on three<br />
lines (Bregenz – Höchst, Höchst – Lustenau<br />
– Dornbirn, Bregenz – Dornbirn).<br />
KT: What are the advantages of a tramway<br />
over the existing bus network?<br />
Neumann: A tram is quicker, more comfortable,<br />
quieter, friendlier to the environment,<br />
more efficient and per passengerkm<br />
20 % cheaper to operate than a bus<br />
line. The circular tramway will be a highly<br />
efficient enhancement and improvement<br />
to the current public transport<br />
system.<br />
KT: When could the first tramway start<br />
running, or more specifically how long<br />
will it take to complete such a project?<br />
Neumann: It would be feasible to see<br />
operation around the middle of the next<br />
decade, as you would have to factor in<br />
approx. four to five years each for both<br />
planning and realisation phases.<br />
KT: What are the next steps, and what<br />
will it cost?<br />
Neumann: The next steps in the planing<br />
process will involve a political assessment<br />
of the opinion in local communities,<br />
in Vorarlberg and with transport authorities.<br />
Initial estimates put the cost of infrastructure<br />
construction at between 160<br />
and 200 million euros.<br />
