Erol Thomas Isim gründete Pharma Action bereits 1988, zunächst
als klassische Außenhandelsfirma. Seit 1996 betreibt
sein Unternehmen Handel mit in Lohn hergestellten Wirkstoffen
wie Steroiden, Eisen-Hydoxid-Polymaltose, Pankreatin, Chondroitin
und vor allem Heparin. »Wenn sie als Händler produkt-
berührende Tätigkeiten ausüben, ist laut Arzneimittelgesetz allerdings
eine Herstellergenehmigung nötig«, erklärt er. Es lag nah, einen
Schritt weiter zu denken. Der Focus lag auf dem Hauptprodukt,
dem Heparin.
Heparin dient der Blutgerinnungshemmung und wird weltweit
vorbeugend und zur Behandlung von Thrombosen eingesetzt.
Das Rohheparin, das hauptsächlich aus der Dünndarmmukosa des
Schweins gewonnen wird, ist so genanntes »crude Heparin«. Es wird
vorwiegend aus China importiert, dann aufgereinigt und zum Wirkstoff
verarbeitet. Pharma Action hat sich zunächst darauf spezialisiert, den
Rohstoff soweit aufzureinigen, dass er europäischen und amerikanischen
Maßstäben gerecht wird. »Die Entscheidung, noch weiter
in den Herstellungsprozess einzusteigen, war nicht unwesentlich
durch den »Baxter Case« beeinflusst«, sagt Herr Isim.
Baxter Case – der Heparin Skandal
Vor vier Jahren kam es nach der Gabe von Heparin des Herstellers
Baxter in den USA bei mehr als tausend Patienten zu schweren
allergischen Reaktionen. 81 Menschen starben. Der Rohstoff war mit
übersulfatiertem Chondroitinsulfat verunreinigt, das wie Heparin zu
den Mucopolysacchariden zählt. Wegen der Ähnlichkeit blieb es zu-

Erol Thomas Isim founded Pharma Action in 1988, initially as a classic
foreign trade company. Since 1996, his company deals in pharma-
ceuticals produced under contract, such as steroids, pancreatin,
chondroitin, and especially heparin. “However, if you perform
activities as a dealer that bring you into contact with products, a
manufacturer’s license is necessary according to the German
Pharmaceutical Act”, he declares. It was logical to think one step
further. The focus was on the main product, Heparin.
Heparin is an anticoagulant and is used worldwide for the prevention
and treatment of thromboses. Raw heparin, which is primarily produced
from the mucosa of the small intestines of pigs, is so-called
“crude Heparin”. It is imported primarily from China, then purified
and processed into the active substance. In the past few years,
Pharma Action has specialized in purifying the raw material to the
point that it meets European and American standards. “The decision
to become more involved in the manufacturing process was greatly
influenced by the ‘Baxter Case’”, says Mr. Isim.
Baxter Case – the Heparin Scandal Four years ago, more than a
thousand patients had severe allergic reactions after being given
heparin from the manufacturer Baxter in the USA. 81 people died.
The raw material was contaminated with over-sulfated chondroitin
sulfate, which is a mucopolysaccharide like heparin. It was initially
undetected due to the similarity. The raw heparin came from China.
In Germany, about 80 cases of allergic reactions occurred after
the use of heparin during the same period. Here, too, deliberately
