Property and real state markets<br />

continue to show strong growth<br />

in the Pearl River Delta<br />

Although the Chinese government<br />

has been trying to cool the<br />

development of the property and<br />

real estate sector for more than<br />

half a year, the prices in the<br />

sector keep rising. The Central<br />

bank has raised an eyebrow over<br />

the trend and urged banks to<br />

adopt measures that curb growth<br />

rate. Nonetheless, domestic as<br />

well as foreign investments in<br />

real estate continue to rise at a<br />

high pace. According to the<br />

Xinhua News Agency, the prices<br />

for new housing increased in<br />

comparison to last year at a rate<br />

of 10% for cities like Beijing,<br />

Changsha, Fuzhou and<br />

Shenzhen. Real estate firm Jones<br />

Lang LaSalle also reports that the<br />

boom is attracting foreign capital<br />

in the high-end real estate which<br />

account for 60% percent of the<br />

total volume in that range.<br />

According to Savills Property<br />

Services Guangzhou, our city also<br />

follows the trend. In a recent<br />

presentation, the property<br />

agency indicated that the three<br />

main commercial areas in<br />

Guangzhou (GZ) - Huan Shi Dong,<br />

Tian He Bei and Pearl River New<br />

City - the average rents for Grade<br />

‘A’ office stocks slightly rose to<br />

RMB 128/m2 while the vacancy<br />

rate continually decreased to<br />

8.09%. Savills expects the<br />

occupancy rate to remain on a<br />

high level due to the<br />

improvements in GZ’s economy<br />

and the increase in Foreign Direct<br />

Investment. As of the last<br />

quarter, the total amount of<br />

available Grade ‘A’ office was<br />

0.67 million sq.m.. This kept<br />

rental high and occupancy rates<br />

of more than 90%. However, the<br />

agency predicts that the shortage<br />

of Grade ‘A’ space will be slowly<br />

phased out by the opening of<br />

several new buildings within this<br />

year. This will not necessarily<br />

rein-in growth but more likely<br />

stabilize rental rates in mature<br />

areas and “soften” them in new<br />

ones. All in all, expect rental<br />

value to still grow in GZ. □<br />

Big Turnout for 2007 GCC AGM and Board Elections<br />

The Annual General Meeting (AGM) took<br />

place in Guangzhou’s Garden Hotel at<br />

19h00 on April 3rd. The event invited<br />

chamber members to a dinner where the<br />

GCC’s executive director, Alexandra<br />

Voss, offered an update on how the<br />

Chamber is evolving. In complement, the<br />

AGM also included a presentation held by<br />

Dr. Roland Rhode from the<br />

Bundesagentur für Außenwirtschaft (bfai).<br />

It described the findings of his recent<br />

2007 Pearl River Study on economic<br />

developments. Lastly, the event culminated<br />

with the elections of a new Board.<br />

� The Customs and Immigration bureaus<br />

in Baiyun Airport will offer over 30<br />

innovative services that will include 24hour<br />

passenger clearance service, Credible<br />

customs procedures, and application of<br />

the "multi-point declaration" policy in<br />

the country's main trading areas.<br />

being the chamber’s executive<br />

Shenzhen 2007 All China Board Meeting hailed a success<br />

The discussion covered “Deutschlandtag<br />

2007”, which successfully took place this<br />

year in Stuttgart; the progress of the<br />

Chamber’s joint publications - GC Ticker<br />

and the GCC Handbook 2008; the 3 year<br />

“Deutschland in China” initiative,<br />

Germany’s mandate during this year’s EU<br />

presidency, the cooperation with the<br />

Hong Kong GCC and GCC Guangzhou’s<br />

new responsibilities in Sichuan. After the<br />

meeting, the board met German<br />

companies from Shenzhen in an informal<br />

cocktail. The next day, the board was<br />

invited to visit the facilities of ZTE,<br />

China’s largest public owned<br />

telecommunications corporation and to a<br />

meeting with the Mayor of Shenzhen.<br />

� Stricter “green” rules will be imposed in<br />

Guangdong setting mountainous and<br />

rural areas off limits and aiming to<br />

"accelerate" the desulphurization work<br />

in power plants, as well as improve the<br />

online monitoring systems. The project<br />

adds further hurdles for polluting<br />

industries in the area.<br />

Individual Income Tax<br />

The GCC organized 2 presentations<br />

covering IIT in Guangzhou and<br />

Shenzhen on February 6 th and 13 th .<br />

The first seminar took place at the<br />

Pricewaterhouse Coopers office in<br />

Guangzhou. Presented by Claus<br />

Schuermann it was entitled<br />

“Individual Income Tax Self Reporting<br />

Requirement”, the interactive<br />

presentation attracted over 25<br />

members. The second discussion was<br />

hosted by Olaf Griese, from Dezan<br />

Shira & Associates. Entitled “New<br />

Requirements on Individual Income<br />

Tax”, it provided an in-depth study of<br />

the issue with illustrated cases.<br />

GCC–GZ HR– BUSINESS ROUNDTABLE:<br />

“Effective Interviewing & Assessment<br />

Skills for PRC Employees”<br />

On March 28 th Ms. Vicky Wong<br />

chaired a discussion on effective<br />

interviewing techniques and candidate<br />

assessment skills in Hewitt Associates<br />

Guangzhou’s meeting room. Over 15<br />

participants joined the dialogue,<br />

marking thus the revival of the GCC<br />

Business Rountable Series. These<br />

gatherings offer members a frank<br />

and open forum where to discuss the<br />

challenges that face companies<br />

working in Southern China and to<br />

analyze how to translate them into<br />

everyday practices.<br />

Corporate Social Responsibility<br />

The German Consulate in Canton and<br />

the GCC set up two CSR<br />

presentations reporting on Bremen<br />

University of Applied Science’s<br />

ongoing survey of German SMEs<br />

Corporate Governance. On March 13,<br />

Prof. Dr. Schaedler presented in the<br />

Consul General’s residence in<br />

Guangzhou how locus of decision<br />

making, means of controlling and<br />

CSR measures affect company<br />

performance. The next day, in the<br />

Kempinski Hotel – Shenzhen, her<br />

colleagues Dr. Renate Krieg and<br />

Tatjana Erlewein presented how<br />

April 11 th , the GCC held presentations<br />

on these topics in both GZ and SZ.<br />

influence foreign investments, what<br />

chances and risks result through it<br />

developments in tax policies but also<br />

non-tax developments, issues that<br />

may have significant impact on<br />

foreign investors who have<br />

operations in China and about the<br />
