CHAPTER 2<br />
Establish<strong>in</strong>g a better governance model<br />
Project Elephant was launched by <strong>the</strong> Government <strong>of</strong> <strong>India</strong> <strong>in</strong> <strong>the</strong> year<br />
1992 as a Centrally Sponsored Scheme <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> <strong>Environment</strong> and<br />
Forests (MoEF). It was <strong>in</strong>tended to provide f<strong>in</strong>ancial and technical support<br />
to <strong>the</strong> elephant range states <strong>of</strong> <strong>India</strong> <strong>for</strong> <strong>the</strong> protection <strong>of</strong> elephants, <strong>the</strong>ir<br />
habitat and corridors and address issues <strong>of</strong> human-animal conflict. It also<br />
sought to promote welfare <strong>of</strong> captive elephants. Adm<strong>in</strong>istratively, it<br />
<strong>for</strong>med one division <strong>of</strong> <strong>the</strong> Wildlife W<strong>in</strong>g <strong>of</strong> <strong>the</strong> MoEF.<br />
The ma<strong>in</strong> stated objective <strong>of</strong> Project Elephant is to ensure long-term<br />
conservation <strong>of</strong> viable populations <strong>of</strong> <strong>the</strong> Asian elephant (Elephas maximus)<br />
and its natural habitats <strong>in</strong> <strong>India</strong>.<br />
Aga<strong>in</strong>st this overall prime objective, <strong>the</strong> immediate goals <strong>of</strong> <strong>the</strong> Project<br />
Elephant scheme are:<br />
• Ecological restoration <strong>of</strong> exist<strong>in</strong>g natural habitats and migratory<br />
routes or movement paths <strong>of</strong> elephants.<br />
• Development <strong>of</strong> scientific and planned management programmes<br />
<strong>for</strong> conservation <strong>of</strong> elephant habitats and <strong>of</strong> viable populations <strong>of</strong><br />
wild Asian elephants <strong>in</strong> <strong>India</strong>.<br />
• Promotion <strong>of</strong> measures <strong>for</strong> mitigation <strong>of</strong> human elephant conflict<br />
<strong>in</strong> crucial habitats and moderat<strong>in</strong>g pressures <strong>of</strong> human and<br />
livestock activities <strong>in</strong> crucial elephant habitats.<br />
• Streng<strong>the</strong>n<strong>in</strong>g <strong>of</strong> measures <strong>for</strong> protection <strong>of</strong> wild elephants from<br />
poachers and unnatural causes <strong>of</strong> death.<br />
• Research on elephant management related issues.<br />
• Public education and awareness programmes.<br />
• Eco-development.<br />
• Veter<strong>in</strong>ary care.<br />
