Reserve areas.<br />
The Task Force recognizes that <strong>the</strong> boundaries <strong>of</strong> certa<strong>in</strong> reserves may<br />
need to be rationalized as <strong>the</strong>y were not drawn on scientific and ecological<br />
pr<strong>in</strong>ciples that <strong>for</strong>m <strong>the</strong> foundation <strong>of</strong> <strong>the</strong> conservation <strong>of</strong> elephants and<br />
associated biodiversity <strong>of</strong> <strong>the</strong> wild. For <strong>in</strong>stance, Jamshedpur falls with<strong>in</strong><br />
<strong>the</strong> current boundaries <strong>of</strong> an Elephant Reserve. It is recommended that an<br />
Expert Committee be <strong>for</strong>med under <strong>the</strong> aegis <strong>of</strong> NECA who will<br />
rationalize <strong>the</strong> ER boundaries after basel<strong>in</strong>e <strong>in</strong><strong>for</strong>mation <strong>of</strong> elephant<br />
numbers and distribution is made available under <strong>the</strong> new protocols.<br />
It is recognized that states normally appo<strong>in</strong>t a Director <strong>for</strong> each Elephant<br />
Reserve and this should be cont<strong>in</strong>ued with.<br />
In addition an Operational Reserve Level Management Committee should<br />
be set up chaired by <strong>the</strong> Director <strong>of</strong> <strong>the</strong> Reserve. A nom<strong>in</strong>ee <strong>of</strong> <strong>the</strong> District<br />
Commissioner, Local peoples’ elected representatives (MLAs, Zila<br />
Parishad, Gram Panchayat and Gram Sabha), local conservationists, NGOs<br />
and <strong>of</strong>ficers <strong>in</strong> charge <strong>of</strong> l<strong>in</strong>e departments such as railways, block<br />
development authority and block veter<strong>in</strong>ary <strong>of</strong>ficer should be members.<br />
This committee will be advisory <strong>in</strong> nature <strong>for</strong> operational matters <strong>in</strong> <strong>the</strong><br />
ER. It will hold public hear<strong>in</strong>gs at least twice a year <strong>for</strong> redressal <strong>of</strong><br />
grievances. The roles and responsibilities <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>the</strong><br />
Management Committee shall be clearly def<strong>in</strong>ed.<br />
Under <strong>the</strong> aegis <strong>of</strong> <strong>the</strong> Reserve Level Management Committee, each<br />
Reserve Director should be tasked with develop<strong>in</strong>g and implement<strong>in</strong>g a<br />
clear five year Management Plan with goals and objectives. The plan<br />
should also have activities spelt out <strong>for</strong> those at <strong>the</strong> follow<strong>in</strong>g levels <strong>of</strong><br />
management. DCF and Range Officer levels (<strong>for</strong> territorial divisions and<br />
PAs); Director/Manager level <strong>for</strong> private undertak<strong>in</strong>gs where relevant,<br />
and field biologists/scientific organization <strong>for</strong> research and monitor<strong>in</strong>g.<br />
The Action Plan should have per<strong>for</strong>mance <strong>in</strong>dicators to measure progress<br />
at each level <strong>of</strong> management to judge <strong>the</strong> effectiveness <strong>of</strong> elephant<br />
conservation <strong>in</strong> <strong>the</strong> reserve. The sanction <strong>of</strong> budgets should be on <strong>the</strong> basis<br />
