Thursday, 23 November 2006 Briefings and Discussion at the OSCE Headquarters in Prishtina minutes taken by Elena Kulipanova Werner Wnendt, Head of the OSCE Mission in Kosovo After having welcomed the group, Ambassador Werner Wnendt started his speech. He talked about the necessity of defining the status of Kosovo, the role of international community and the current role and future of the OSCE Mission in Kosovo particularly. Ambassador Wnendt said it is a very interesting time for Kosovo and for Western Balkans at whole. The status of Kosovo should be defined and more responsibility should be transferred to local institutions and from UNMIK to international civilian representatives. Much has been done on the process, but still the UN, the OSCE and other organizations have much work to do. For example, it is necessary to decide about the division of responsibilities. The transition process has begun and the proposals of Marti Ahtisaari are expected to be published in late January or in February. These proposals will go to the Security Council in New York probably in March. Talking about the international presence in Kosovo, Ambassador Wnendt said that even after seven years of international presence in Kosovo, responsibilities still remain. It will be a European process, so the full integration of Western Balkans in the EU should be achieved. Ambassador Wnendt doesn’t understand the opponents of this idea who argue with too much enlargement and the failure of adopting the constitution. From his point of view, integration of the Western Balkans can’t be compared to that of the Eastern Balkans. The People from Kosovo are confronted with a tragic history, a lot should be done the ethnicities can live together. But Ambassador Wnendt is optimistic about the development in Kosovo and said that it would proceed peacefully, but the obstacles could be in current economic and political development. First of all stability and security are needed. Speaking about the OSCE role, Ambassador Wnendt stressed that OSCE is not working for a particular state, but for the people and with the aim of creating and strengthening democratic institutions in Kosovo. OSCE works on increasing the capabilities of the Assembly of Kosovo and participates in police training. Although OSCE won’t be a part of the European presence in the future, it will work closely together with the European Union supporting the ongoing implementation of the standards. Then Ambassador Wnendt had to leave because of another meeting. He said goodbye to the participants and passed the word to Mr. Rexhaj. 5
