The <strong>Asian</strong> countries also have high rat<strong>in</strong>gs for two <strong>of</strong> the first three policy dimensions <strong>and</strong><br />

thus share some similarities with the <strong>European</strong> Innovation Leaders. The relatively lower<br />

rat<strong>in</strong>g for the last three dimensions (Private RTDI <strong>policies</strong>, Entrepreneurship & new firm<br />

creation, Framework conditions) is due to the relatively few mentioned policy schemes for<br />

those dimensions, <strong>and</strong> the still relatively large emphasis on <strong>policies</strong> <strong>in</strong>volv<strong>in</strong>g public R&D.<br />

There is, however, a trend towards <strong>policies</strong> address<strong>in</strong>g the dem<strong>and</strong>-side, <strong>in</strong>clud<strong>in</strong>g schemes<br />

address<strong>in</strong>g <strong><strong>in</strong>novation</strong> <strong>in</strong> SME’s, but these policy efforts are still difficult to quantify.<br />

Secondly, the low rat<strong>in</strong>g on the last three <strong><strong>in</strong>novation</strong> policy dimensions is to some extent<br />

compensated by policy to attract Foreign Direct Investment (FDI). For countries like<br />

S<strong>in</strong>gapore <strong>and</strong> Malaysia <strong>in</strong> Asia, <strong>and</strong> Irel<strong>and</strong> <strong>and</strong> Czech Republic <strong>in</strong> Europe (<strong>and</strong> other<br />

<strong>European</strong> NIS <strong>in</strong> transition) attract<strong>in</strong>g FDI is a major policy effort which impacts <strong><strong>in</strong>novation</strong>,<br />

<strong>and</strong> is therefore <strong>of</strong>ten close to direct <strong><strong>in</strong>novation</strong> policy efforts.<br />

New Zeal<strong>and</strong> has high scores for ‘governance structure’ <strong>and</strong> ‘public research’ <strong>and</strong> is different<br />

from Australia which has high scores for ‘pubic private’ <strong>and</strong> ‘framework conditions’.<br />

Compar<strong>in</strong>g the New Zeal<strong>and</strong> scores with all other countries shows lower rat<strong>in</strong>g on the policy<br />

dimensions regard<strong>in</strong>g ‘private RTDI <strong>policies</strong>’ <strong>and</strong> ‘entrepreneurship & new firm creation’. On<br />

the other, higher-rated dimensions the scores are similar to the Lead<strong>in</strong>g <strong>and</strong> Follower<br />

<strong>European</strong> countries. New Zeal<strong>and</strong>’s average score <strong>of</strong> three puts it beh<strong>in</strong>d Australia <strong>and</strong><br />

Europe, <strong>and</strong> equivalent to the Moderate countries.
