coherence is difficult to achieve <strong>and</strong> a trade-<strong>of</strong>f will be the freedom <strong>of</strong> <strong>in</strong>dividual policy<br />

doma<strong>in</strong>s to exercise <strong>in</strong>fluence <strong>and</strong> the freedom to negotiate for efficient policy compromises.<br />

Some countries will prefer this type <strong>of</strong> adversarial approach to policy mak<strong>in</strong>g cont<strong>in</strong>ues.<br />

Score 5 – F<strong>in</strong>l<strong>and</strong>, Estonia, Irel<strong>and</strong>.<br />

These countries have good horizontal coherence. In some cases, there was a merger <strong>of</strong><br />

m<strong>in</strong>istries <strong>and</strong> a strong framework has been put <strong>in</strong> place. Estonia has a relatively new<br />

<strong><strong>in</strong>novation</strong> system <strong>and</strong> has not encountered problems <strong>and</strong> Irel<strong>and</strong> reports very strong cohesion<br />

across a complex array <strong>of</strong> agencies. Interest<strong>in</strong>gly, Irel<strong>and</strong> does not have a well developed<br />

public research <strong>in</strong>stitute system <strong>and</strong> is heavily <strong>in</strong>fluenced by foreign funded R&D <strong>and</strong> EUsupported<br />

R&D. This suggests policy makers are not so much concerned with creat<strong>in</strong>g new<br />

policy as ensur<strong>in</strong>g that they adhere to external <strong>in</strong>fluences.<br />

Score 4 – Japan, Belgium, Switzerl<strong>and</strong>.<br />

In these countries horizontal coherence is compromised to a small extent. For Japan, their<br />

high-level council, the Council for Science <strong>and</strong> Technology Policy, has limited power <strong>and</strong> is<br />

ma<strong>in</strong>ly a watchdog. For Belgium, their federal government has a complex task, more so than<br />

most countries, <strong>and</strong> is focussed on coord<strong>in</strong>ation <strong>of</strong> several regions <strong>and</strong> communities. In<br />

Switzerl<strong>and</strong>, two ma<strong>in</strong> m<strong>in</strong>istries create scope for some disharmony.<br />

Score 3 - Korea, Netherl<strong>and</strong>s, Denmark, Australia.<br />

These countries recognise horizontal coherence as an issue <strong>and</strong> are tak<strong>in</strong>g formal steps to<br />

improve it. Some countries such as Korea <strong>and</strong> Denmark have merged multiple m<strong>in</strong>istries to<br />

form super m<strong>in</strong>istries <strong>and</strong> this supports coherence.<br />

Score 2 - Icel<strong>and</strong>, Italy, Slovenia, Sweden, Austria, NZ pre-chg, NZ post-chg, Norway,<br />

Portugal, Chile, Czech Republic.<br />

These countries recognise horizontal coherence as an issue. Note that 2010 reforms <strong>in</strong> NZ are<br />

not designed to radically change horizontal coherence so much as to improve vertical<br />

coherence <strong>and</strong> stakeholder <strong>in</strong>volvement (see later).<br />

On this dimension, the <strong>European</strong> Innovation Leaders have scores rang<strong>in</strong>g from two to five<br />

that is, there appears to be no relationship between high level <strong>of</strong> <strong><strong>in</strong>novation</strong> <strong>and</strong> horizontal<br />

coherence.<br />

Delivery agency <strong>in</strong>fluence <strong>in</strong> priority sett<strong>in</strong>g<br />

Delivery agency <strong>in</strong>fluence on priority sett<strong>in</strong>g occurs when the agency responsible for<br />

deliver<strong>in</strong>g fund<strong>in</strong>g for research also <strong>in</strong>fluences fund<strong>in</strong>g policy.<br />

Score 5 – F<strong>in</strong>l<strong>and</strong>, NZ post – chg, Netherl<strong>and</strong>s.<br />

In these countries the delivery agency explicitly plays a key role <strong>in</strong> sett<strong>in</strong>g policy priorities.<br />

The <strong>in</strong>fluence <strong>of</strong> policy delivery agencies – such as fund<strong>in</strong>g agencies – can reflect many<br />

different factors. The government may have a very pragmatic approach to policy <strong>and</strong> prefer<br />

that policy is <strong>in</strong>fluenced by agencies which implement policy <strong>and</strong> the researchers <strong>and</strong> bus<strong>in</strong>ess<br />

people they connect with. Possibly this expla<strong>in</strong>s the strong role <strong>of</strong> TEKES <strong>in</strong> F<strong>in</strong>l<strong>and</strong> <strong>and</strong><br />

SenterNoven <strong>in</strong> Netherl<strong>and</strong>s. In New Zeal<strong>and</strong>, follow<strong>in</strong>g the merger <strong>of</strong> MoRST <strong>and</strong> FRST,<br />

the former m<strong>in</strong>istry <strong>and</strong> the former delivery agency will be one <strong>and</strong> the same. This is designed<br />

to reduce fragmentation <strong>and</strong> overlapp<strong>in</strong>g policy decision-mak<strong>in</strong>g.<br />
