Dur<strong>in</strong>g the last couple of years, as a result of the f<strong>in</strong>ancial crisis, the role of rat<strong>in</strong>g agencies has come under<br />

scrut<strong>in</strong>y <strong>in</strong> Europe and <strong>in</strong> the USA. The EU has been concerned <strong>in</strong> particular with the de facto oligopoly of rat<strong>in</strong>g<br />

agencies and its effects. The experience <strong>in</strong> Europe might be useful for <strong>Africa</strong>.<br />

The <strong>Round</strong> <strong>Table</strong> aims to br<strong>in</strong>g together <strong>Africa</strong>n and European experts <strong>in</strong> order to exchange views about the role<br />

of the ‘big three’ agencies <strong>in</strong> <strong>Africa</strong> and on the chances of other or new rat<strong>in</strong>g agencies, <strong>in</strong> general and <strong>in</strong> the<br />

context of the EPAs [please <strong>in</strong>sert full name].<br />

The purpose of the discussions is to develop specific policy recommendations for the EU and AU, to be used by<br />
