The Future Begins Now it running off, and I was sitting there in shock of what I had just done. Walking up on the bull was unreal. All I could see were the tips of his antlers, but I could see that he was big. This was a great memory made. Every hunt is different; hunts for different species are worlds apart. To see how they all intertwine is amazing, and it makes me feel even closer to nature those who claim to save the earth by eating a salad for lunch. I have always considered myself a sportsman, and love doing my part controlling predators. It would mean missing a week of school or baseball practice, but it would all be worth it to go spring bear hunting. The three bear that I have killed, in four years, could kill over 100 elk calves. It was truly amazing to see the number of elk, bulls more specifically, in the area. Proposals Continued from page 9 Article XIV. HUNTING CONTEsTs AND GAME AWARDs section 14.01 Hunting Contests a. There shall be a “Bow Hunter of the Year” competition with winners determined by a competitive point system and awards for three Divisions: I. A Men’s Division ii. A Women’s Division iii. A Youth Division; defined as under 16 years of age. For purpose of competition, a youth shall be considered the age of 15 for the entire year if he/she is age 15 on January 1st of the New Year. b. There shall be “Husband and Wife Bow Hunter of the Year” competition with winners determined by a combined point system. c. There shall be a “Trophy Contest.” section 14.02 Game Awards a. There shall be a “Big Game Awards” program. b. There shall be a “Small Game Awards” program. section 14.03 General Contest Rules a. There shall be a set of official OBH Hunting Contests & Game Awards Rules governing each contest and awards program. These rules shall be posted at the OBH website. b. Any animal entered for OBH awards must be taken legally with a bow and arrow in accordance with all applicable rules and regulations for the location in which it is harvested. Some animals, especially but not limited to furbearers, listed as eligible for hunting contest awards may require special licensing and/or tag requirements in addition to general hunting licenses and/or tags. Individuals submitting animals for OBH awards are solely responsible for determining and complying with all applicable harvest rules and regulations. c. Entries for the Big Game Awards and Small Game Awards may be harvested in any state, province or country provided they are taken according to the laws, rules and regulations of the locality(ies) where they are taken. e. To qualify for an award, a person must be an OBH member at the time of harvesting the game. f. The calendar year shall be the starting and ending dates of these competitions annually. g. Applications for all awards must be made by January 15th of the year after the harvest. h. The Director of Hunting Games shall be responsible for all Hunting Contests and Game Awards, as well as the regulations concerning the awards. FG PROPOsAl #4- Submitted By Dick Maxson NOT Endorsed By OBH Executive Board Whereas, The Oregon Bow Hunters tournament secretary has been receiving $100 for each championship shoot that OBH offers; and Whereas this is fair compensation for a job that requires many hours of travel and work; and Whereas, our By-laws have not been updated to reflect the increased financial change from the past fee that was paid; and Whereas, future E-Boards and the OBH membership would be unaware of this unwritten change to our Bylaws; Therefore Be It Proposed to the OBH Board of Field Governors on February 24, 2013 in Bend, OR that Article XII, Section 12.08 which now reads “A tournament secretary shall receive $40 for each of the Championship Tournaments as listed.” be changed to read “A tournament secretary shall receive $100 for each of the Championship Tournaments as listed under section 12.01 (a) (b) (c).” FG PROPOsAl #5- Submitted By Dick Maxson NOT Endorsed By OBH Executive Board Whereas, it was stated to a member of the NFAA Compliance Committee in September 2012 that any proposal to make changes in the General Tournament Rules should be submitted to the E-Board; and Whereas, it was stated that the E-Board with a quorum could make changes to the Tournament Rules at a regular Board meeting even though there is no language in our (OBH) Constitution or By-laws that gives the E-Board this authority over the membership; Therefore Be It Proposed to the OBH membership meeting in convention on February 24, 2013 in Bend, OR that Article VIII, Section 8.02 (b) in the Bylaws which now reads “All proposals submitted shall go to a resolutions committee of three (3) OBH members appointed by the President for his/her term of office.” Add to the By-laws “Article VIII, Section 8.02 “All tournament rule proposals shall be sent to annual meeting to be acted on by the entire membership present.
