Proposals for Annual Field Governor Meeting February 24, 2013 The following proposals will be discussed and voted on at the annual General Membership/Field Governor meeting to be held February 24, 2013 at The Riverhouse in Bend, OR. I urge you to please read them carefully. No proposals were submitted for the annual Hunt Program meeting. According to the Oregon Bow Hunter organization By-Laws, every OBH chartered club should have a Field Governor and a Hunt Program Committee officer to represent their Club at the annual meetings to discuss and vote on any proposals presented. The Club President can attend and vote in their place if necessary. Each OBH chartered club has one vote at each meeting per proposal, and that vote can be sent with the person attending the meeting. Each OBH member has one vote, so if only one person is attending from any one OBH chartered club, and representing that club, that person could possibly have two (2) votes per proposal. An emergency proposal can be submitted at either of the annual meetings by Title only. The membership present at the meeting votes to hear (75% of members present)or not to hear the entire proposal from the Title given. If the proposal is heard in it’s entirety and a motion is made, then the proposal can be discussed and voted upon by the membership present. This works the same for both the Field Governor’s meeting and the Hunt Program Committee meeting. There may or may not be emergency proposals to submit at either of the meetings. PLEASE attend both of these meetings to show your support for OBH. The annual Field Governor meeting also doubles as the Annual Membership Meeting. FG PROPOsAl #1- Constitutional Amendment - Update Article VI of the Oregon Bow Hunters, Inc Constitution; Fiscal Year. Submitted By Mike McManus Endorsed By OBH Executive Board Whereas, Oregon Bow Hunters (OBH) Constitution Article VI subject is the OBH fiscal year; and Whereas, That fiscal year, as stated is; May 1st to April 30th every year; and Whereas, The OBH Bylaws Article XIX subject is the OBH fiscal year; and Whereas, That fiscal year, as stated is; January 1st through December 31st every year; and Whereas, The current Constitution and current Bylaws conflict with regards to the stated OBH fiscal year; and Whereas, The current Constitution was never amended to align with the addition of the new Article XIX of the OBH Bylaws in March of 2005; and Therefore Be It Proposed to the OBH Board of Field Governors on February 24, 2013 in Bend, OR that the following amendment to Oregon Bow Hunters Constitution Article VI Fiscal Year be voted and approved: Article VI (Fiscal Year) The fiscal year of OBH shall begin on the first day of January and end on the last day of December. FG PROPOsAl #2- Technology Proposal - Amend the OBH Bylaws to be current with available internet technology. Submitted By: Mike McManus Endorsed By OBH Executie Board Whereas, Oregon Bow Hunters (OBH) Bylaws were created before internet technology that is now available; and Whereas, That technology includes both internet and email; and Whereas, By including these technology options into the Bylaws will allow for a more brisk and efficient organization; and Whereas, With a reduction in the quantity of board meetings annually that have occurred over time; and Whereas, With the reduction in the publications of the OBH magazine; from monthly to bi-monthly to quarterly; and Whereas, Incorporating the following amendments to the Bylaws will help compensate for the reduction in meetings and magazine publications; and Therefore Be It Proposed to the OBH Board of Field Governors on February 24, 2013 in Bend, OR that the following amendments to Oregon Bow Hunters Bylaws be voted and approved: Article IV. EXECUTIVE BOARD section 4.07 Notice of Executive Board Meetings. Written notice of any regular or special meeting of the Executive Board shall be provided to Executive Board members not less than five days before the date of such meeting. Such notice shall specify the time and place of the meeting and, in the event of a special meeting, the purpose(s) for which the meeting has been called. The notice shall be delivered either by postal mail, email or in person at the direction of the President, Secretary or other persons calling the meeting. If mailed, such notice shall be deemed to be delivered when deposited in the United States mail addressed to the Executive Board member at the Executive Board member’s address as it appears on the records of OBH, with postage thereon prepaid. If emailed, such notice shall be deemed to be delivered when the sender has not received any indication that the email was undeliverable to the Board members email address as it appears on the records of OBH. An Executive Board member may waive his personal right to notice of a meeting. section 4.09 Vacancies. Any vacancy in the Board shall be filled for the unexpired portion of the term by a majority vote of the remaining Executive Board members, at any special meeting of the Board called for such purpose or by an email vote. ARTIClE VIII. BOARD OF FIElD GOVERNORs section 8.02 Proposals submitted for the annual Field Governors meeting. (e) All proposals must be distributed to OBH chartered clubs sixty (60) days prior to the annual meeting and will be published in the official OBH publication prior to the annual meeting or posted at the official OBH website not less than 15 days prior to the meeting. (i) If voted not an emergency, the originator shall assume all costs for the issue to be referred to the OBH chartered clubs for a postal mail vote or a vote by email may be substituted. (j) Forty-five (45) days after the postal mailing or email submission of the ballot, those ballots received shall be counted and the majority vote shall decide the issue. The OBH secretary shall submit the results to the President who shall thereupon declare the vote as the official action of the Executive Board. section 8.03 special Meetings. Any business requiring the action of the Board of Field Governors other than that presented at the annual Field Governors meeting or any other special Field Governors meeting may be transacted by mail in the following manner. (a) Upon petition of not less than three (3) Field Governors or upon a majority vote of the Executive Board, any question requiring the action of the Field Governors shall be submitted to the Field Governors by the secretary for a vote by postal mail or by email. If the petition is not adopted by the majority of the Board, the originator(s) shall assume all work and costs (if any) for the issue to be mailed. Article X. ANNUAl MEETINGs section 10.01 Meetings of the Members. (c) Written notice of any regular or special meeting of the Members shall be provided to Member’s entitled to vote at such meeting; not less than seven nor more than sixty days before the date of such meeting. Such notice shall specify the time and place of the meeting and, in the event of a special meeting, the purpose(s) for which the meeting has been called. The notice shall be delivered by first-class or registered mail. Such notice shall be deemed to be delivered when deposited in the United States mail addressed to the Member at the Member’s address as it appears on the records of OBH, with postage thereon prepaid. This notice shall be deemed delivered when posted at the official website of OBH. (e) With respect to the election of Executive Board members, Members may vote by postal mail or email on such terms and in such form as may be designated by the President and Secretary of OBH consistent with law. section 10.02 Meetings of the Board of Field Governors & Hunting Program Committee. (d) At all other times, an action of the Executive Board, Board of Field Governor’s or the Hunting Program committee shall be decided by postal mail or email as provided in the Constitution or By-Laws. Article XV. MEMBER OF THE YEAR AWARDs section 15.02 Procedures. (b) Nominations will open October 1st through December 31st. of that year. A notice shall be published in October through December issues of the official OBH publication or at the official OBH website during the same time period. FG PROPOsAl #3- Update Article XIV - Hunting Contests and Game Awards of the OBH Bylaws Submitted By: Mike McManus Endorsed By OBH Executive Board Whereas, Oregon Bow Hunters (OBH) Bylaws include an Article XIV pertaining to a Hunting Contest and Game Awards program; and Whereas, Over the years those bylaws have been updated and amended; and Whereas, The present bylaws no longer contain or refer to rules of the program; and Whereas, The only rules that are now available are posted at the OBH website; and Whereas, The current bylaws contain some inconsistencies with the rules posted at the website, some rules of the program are no longer being implemented and some of the wording within the rules and current bylaws may be confusing to contestants; and Whereas, This proposal to amend the entire Article XIV of the OBH Bylaws will not include any substantial changes to the existing intent of Article XIV or the Rules; and Whereas, The amendment only intends to “clean-up”, simplify, consolidate and organize the existing Article XIV; and Whereas, The only significant change to the rules is the elimination of the Big Game award patches; and Whereas, The amended Article XIV would refer to a set of official Hunting Contests and Game Awards Rules (“Official Rules”) to be posted and maintained at the OBH website; and Whereas, Those “Official Rules” would be governed by OBH Article XIV and certain portions of those “Official Rules” beginning with Section 4 may be amended by the Board of Directors as the need arises; and Therefore Be It Proposed to the OBH Board of Field Governors on February 24, 2013 in Bend, OR that the following amendment to Oregon Bow Hunters Article XIV.
