Well here we are its November going<br />
on December and for most of us our<br />
hunting seasons have either concluded or<br />
are about to. One<br />
season is coming<br />
to a conclusion<br />
and another is<br />
upon us.<br />
Yes, the<br />
holiday season<br />
is here and I<br />
hope that your<br />
Thanksgiving<br />
Holiday was a<br />
joyous and fun<br />
filled occasion. That being said I would<br />
also like to wish each of you, on behalf<br />
of myself and my wife, Kathy, a Very<br />
Blessed and Joyous Christmas.<br />
It’s coming!!! It’s just around the<br />
corner!!! What am I talking about? It’s<br />
one of the great events of the year. What<br />
is it you ask? Why, it’s the 2013 <strong>Oregon</strong><br />
<strong>Bow</strong> <strong>Hunters</strong> Annual Convention and<br />
Banquet, to be held on February 22,<br />
23rd and 24th of 2013 at the Bend<br />
Riverhouse on the river in the Heart of<br />
Bend.<br />
It is anticipated that this will be one<br />
of our best conventions ever and it is all<br />
due to the incredibly hard work of many<br />
individuals throughout the year to bring it<br />

all together.<br />
Once again, Karen Demaris, our<br />
Convention Chair, has acquired for<br />
us a fantastic and beautiful facility to<br />
accommodate our convention and a<br />
wonderful speaker in Dave Doran, an<br />
archery historian, and owner of Archery<br />
Past of Bend, <strong>Oregon</strong>.<br />
Throughout the duration of the<br />
convention many activities will take<br />
place. Just to name a few there are the<br />
State Indoor Championships (the 1st<br />
leg of the Triple Crown), the Youth<br />
Tournament, the Auction & Raffle, the<br />
Awards Banquet Seminars and Exhibits,<br />
the Game Committee Meeting and the<br />
Field Governors Meeting.<br />
I bring this to your attention because<br />
I want to emphasize that <strong>Oregon</strong> <strong>Bow</strong><br />
<strong>Hunters</strong> is not just about hunting but<br />
rather about all aspects of archery<br />
including competitive target shooting.<br />
This convention affords everyone<br />
an opportunity to either familiarize<br />
themselves with the sport of archery or<br />
to increase their knowledge of the sport,<br />
equipment, laws, shops and organizations.<br />
As many of you know archery is the<br />
number one growing sport in <strong>Oregon</strong><br />
and across the country. The movie “The<br />
Hunger Games” has gone a long way<br />
in sparking the interest of our youth in<br />
the sport of archery. I bring this to your<br />
attention because this is an incredible<br />

opportunity for anyone who wants to<br />
become acquainted with the sport of<br />
archery. On Friday, February 22nd at<br />
5pm we will offer a free shooting clinic,<br />
open to the public, with all equipment<br />
and instruction provided. This clinic is<br />
an incredible opportunity, as I said, for<br />
adults and youth alike to have some fun<br />
and to become acquainted with archery at<br />
no cost.<br />
This is an invitation to all of you who<br />
are receiving this magazine to either<br />
bring with you or to invite your friends<br />
and acquaintances who are not involved<br />
in archery to come and participate<br />
in the clinic and the festivities of the<br />
convention.<br />
I would also point out that youth<br />
archery is a large part of what <strong>Oregon</strong><br />
<strong>Bow</strong> <strong>Hunters</strong> is all about. We just recently<br />
introduced a new category for youth<br />
membership in <strong>OBH</strong> with a cost of only<br />
$10.00.<br />
For my final request I ask that you<br />
come and join us in a fun time and<br />
experience at the 2013 <strong>Oregon</strong> <strong>Bow</strong><br />
<strong>Hunters</strong> Convention and Banquet.<br />

This issue we feature an article from<br />
ODF&W about western juniper, its impact<br />
on wildlife and what ODF&W is doing<br />
about it. I have long known about juniper<br />
and what a problem it has become over<br />
the last century. Removing it is one of my<br />
great passions. I burn nothing but juniper<br />
firewood and use it for building furniture<br />
and construction every chance I get.<br />
Just about the time I was going to start<br />
editing the copy for this issue, while cutting<br />
juniper 2x6 for a new fence I was clumsy<br />
enough to stick my left ring finger into the<br />
spinning blade of my Skill saw. It’s healing<br />
fine and with the bulky hospital bandage<br />
replaced with band aids I’m able to touch<br />
type without too many mistakes.<br />
The juniper story begins over a hundred<br />
years ago when European man arrived. We<br />
did two things simultaneously; we overgrazed<br />
the range and suppressed wildfires.<br />
This allowed the brush to prosper and the<br />
deer herds exploded. Now the browse has<br />
been overgrown by juniper and it is dying,<br />
thus the need for removal.<br />
Part of the removal problem is cost.<br />
If juniper was easy to process and a good<br />
market available we wouldn’t have a<br />

problem. But it isn’t. Here locally many<br />
have tried to establish a juniper lumber<br />
industry, all who have tried have given up.<br />
It’s too bad because the wood is beautiful.<br />
If you want to see what can be done with it,<br />
drop by my home sometime and see my den.<br />
Years ago a local company produced and<br />
marketed 1x4 tongue & groove for paneling.<br />
It is gorgeous. My bar is made out of 2x6<br />
boards laminated and coated with an epoxy<br />
surface. You have to see it to appreciate it.<br />
Another thing about juniper is that<br />
horses, and my mules, won’t eat it. Douglas<br />
fir and even pressure treated lumber they<br />
will chew on until they eat it completely<br />
in two. So it is that a year and a half ago I<br />
had the opportunity to cut some juniper into<br />
saw logs and finally get it cut into lumber,<br />
mostly 2x6 for corral fencing. All together<br />
this fence has been over 20 years under<br />
construction. Now it’s done and every time<br />
I look at it I know that I have helped our<br />
western mule deer. The area it was cut from<br />
is now being managed as a food plot for the<br />
deer.<br />
It is comforting to know that when you<br />
travel eastern <strong>Oregon</strong> you will now see<br />
thousands of acres of juniper forest that is<br />
being reclaimed for wildlife habitat. And for<br />

Proposals for Annual Field Governor Meeting<br />
February 24, 2013<br />
The following proposals will be discussed and voted<br />
on at the annual General Membership/Field Governor<br />
meeting to be held February 24, 2013 at The Riverhouse<br />
in Bend, OR. I urge you to please read them carefully.<br />
No proposals were submitted for the annual Hunt<br />
Program meeting. According to the <strong>Oregon</strong> <strong>Bow</strong> Hunter<br />
organization By-Laws, every <strong>OBH</strong> chartered club should<br />
have a Field Governor and a Hunt Program Committee<br />
officer to represent their Club at the annual meetings to<br />
discuss and vote on any proposals presented. The Club<br />
President can attend and vote in their place if necessary.<br />
Each <strong>OBH</strong> chartered club has one vote at each meeting<br />
per proposal, and that vote can be sent with the person<br />
attending the meeting. Each <strong>OBH</strong> member has one vote,<br />
so if only one person is attending from any one <strong>OBH</strong><br />
chartered club, and representing that club, that person<br />
could possibly have two (2) votes per proposal.<br />
An emergency proposal can be submitted at either<br />
of the annual meetings by Title only. The membership<br />
present at the meeting votes to hear (75% of members<br />
present)or not to hear the entire proposal from the Title<br />
given. If the proposal is heard in it’s entirety and a motion<br />
is made, then the proposal can be discussed and voted<br />
upon by the membership present. This works the same for<br />
both the Field Governor’s meeting and the Hunt Program<br />
Committee meeting. There may or may not be emergency<br />
proposals to submit at either of the meetings. PLEASE<br />
attend both of these meetings to show your support for<br />
<strong>OBH</strong>. The annual Field Governor meeting also doubles as<br />
the Annual Membership Meeting. Thank you for your time<br />
and see you at the Events Weekend/State Indoor shoot the<br />
weekend of February 22-24, 2013.<br />

Article VI of the <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong>, Inc Constitution;<br />

Whereas, <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> (<strong>OBH</strong>) Constitution<br />
Article VI subject is the <strong>OBH</strong> fiscal year; and<br />
Whereas, That fiscal year, as stated is; May 1st to<br />
April 30th every year; and<br />
Whereas, The <strong>OBH</strong> Bylaws Article XIX subject is the<br />
<strong>OBH</strong> fiscal year; and<br />
Whereas, That fiscal year, as stated is; January 1st<br />
through December 31st every year; and<br />
Whereas, The current Constitution and current Bylaws<br />
conflict with regards to the stated <strong>OBH</strong> fiscal year; and<br />
Whereas, The current Constitution was never<br />
amended to align with the addition of the new Article XIX<br />
of the <strong>OBH</strong> Bylaws in March of 2005; and<br />
Therefore Be It Proposed to the <strong>OBH</strong> Board of Field<br />
Governors on February 24, 2013 in Bend, OR that the<br />
following amendment to <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> Constitution<br />
Article VI Fiscal Year be voted and approved:<br />
Article VI (Fiscal Year) The fiscal year of <strong>OBH</strong> shall<br />
begin on the first day of January and end on the last day<br />
of December.<br />
FG PROPOsAl #2- Technology Proposal - Amend<br />
the <strong>OBH</strong> Bylaws to be current with available internet<br />

Whereas, <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> (<strong>OBH</strong>) Bylaws were<br />
created before internet technology that is now available;<br />
and<br />
Whereas, That technology includes both internet and<br />
email; and<br />
Whereas, By including these technology options<br />
into the Bylaws will allow for a more brisk and efficient<br />
organization; and<br />
Whereas, With a reduction in the quantity of board<br />
meetings annually that have occurred over time; and<br />
Whereas, With the reduction in the publications of the<br />
<strong>OBH</strong> magazine; from monthly to bi-monthly to quarterly;<br />
and<br />
Whereas, Incorporating the following amendments<br />
to the Bylaws will help compensate for the reduction in<br />
meetings and magazine publications; and<br />
Therefore Be It Proposed to the <strong>OBH</strong> Board of Field<br />
Governors on February 24, 2013 in Bend, OR that the<br />
following amendments to <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> Bylaws be<br />
voted and approved:<br />
Article IV. EXECUTIVE BOARD section 4.07<br />
Notice of Executive Board Meetings. Written notice of<br />
any regular or special meeting of the Executive Board shall<br />
be provided to Executive Board members not less than five<br />
days before the date of such meeting. Such notice shall<br />
specify the time and place of the meeting and, in the event<br />
of a special meeting, the purpose(s) for which the meeting<br />
has been called. The notice shall be delivered either by<br />
postal mail, email or in person at the direction of the<br />
President, Secretary or other persons calling the meeting.<br />
If mailed, such notice shall be deemed to be delivered<br />
when deposited in the United States mail addressed to<br />
the Executive Board member at the Executive Board<br />
member’s address as it appears on the records of <strong>OBH</strong>,<br />
with postage thereon prepaid. If emailed, such notice<br />
shall be deemed to be delivered when the sender has not<br />
received any indication that the email was undeliverable<br />
to the Board members email address as it appears on the<br />
records of <strong>OBH</strong>. An Executive Board member may waive<br />
his personal right to notice of a meeting.<br />
section 4.09 Vacancies. Any vacancy in the Board<br />
shall be filled for the unexpired portion of the term by a<br />
majority vote of the remaining Executive Board members,<br />
at any special meeting of the Board called for such purpose<br />
or by an email vote.<br />
ARTIClE VIII. BOARD OF FIElD GOVERNORs<br />
section 8.02 Proposals submitted for the annual Field<br />
Governors meeting.<br />
(e) All proposals must be distributed to <strong>OBH</strong> chartered<br />
clubs sixty (60) days prior to the annual meeting and will<br />
be published in the official <strong>OBH</strong> publication prior to the<br />
annual meeting or posted at the official <strong>OBH</strong> website not<br />
less than 15 days prior to the meeting.<br />
(i) If voted not an emergency, the originator shall<br />
assume all costs for the issue to be referred to the <strong>OBH</strong><br />
chartered clubs for a postal mail vote or a vote by email<br />
may be substituted.<br />
(j) Forty-five (45) days after the postal mailing or<br />
email submission of the ballot, those ballots received shall<br />
be counted and the majority vote shall decide the issue.<br />
The <strong>OBH</strong> secretary shall submit the results to the President<br />
who shall thereupon declare the vote as the official action<br />
of the Executive Board.<br />
section 8.03 special Meetings. Any business<br />
requiring the action of the Board of Field Governors other<br />
than that presented at the annual Field Governors meeting<br />
or any other special Field Governors meeting may be<br />
transacted by mail in the following manner.<br />
(a) Upon petition of not less than three (3) Field<br />
Governors or upon a majority vote of the Executive Board,<br />
any question requiring the action of the Field Governors<br />
shall be submitted to the Field Governors by the secretary<br />
for a vote by postal mail or by email. If the petition is not<br />
adopted by the majority of the Board, the originator(s)<br />
shall assume all work and costs (if any) for the issue to<br />
be mailed.<br />
Article X. ANNUAl MEETINGs section 10.01<br />
Meetings of the Members.<br />
(c) Written notice of any regular or special meeting<br />
of the Members shall be provided to Member’s entitled to<br />
vote at such meeting; not less than seven nor more than<br />
sixty days before the date of such meeting. Such notice<br />
shall specify the time and place of the meeting and, in the<br />

such terms and in such form as may be designated by the<br />
President and Secretary of <strong>OBH</strong> consistent with law.<br />
section 10.02 Meetings of the Board of Field<br />
Governors & Hunting Program Committee.<br />
(d) At all other times, an action of the Executive<br />
Board, Board of Field Governor’s or the Hunting Program<br />
committee shall be decided by postal mail or email as<br />
provided in the Constitution or By-Laws.<br />
Article XV. MEMBER OF THE YEAR AWARDs<br />
section 15.02 Procedures.<br />
(b) Nominations will open October 1st through<br />
December 31st. of that year. A notice shall be published<br />
in October through December issues of the official <strong>OBH</strong><br />
publication or at the official <strong>OBH</strong> website during the same<br />
time period.<br />

Contests and Game Awards of the <strong>OBH</strong> Bylaws<br />

Whereas, <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> (<strong>OBH</strong>) Bylaws<br />
include an Article XIV pertaining to a Hunting Contest<br />
and Game Awards program; and<br />
Whereas, Over the years those bylaws have been<br />
updated and amended; and<br />
Whereas, The present bylaws no longer contain or<br />
refer to rules of the program; and<br />
Whereas, The only rules that are now available are<br />
posted at the <strong>OBH</strong> website; and<br />
Whereas, The current bylaws contain some<br />
inconsistencies with the rules posted at the website, some<br />
rules of the program are no longer being implemented and<br />
some of the wording within the rules and current bylaws<br />
may be confusing to contestants; and<br />
Whereas, This proposal to amend the entire Article<br />
XIV of the <strong>OBH</strong> Bylaws will not include any substantial<br />
changes to the existing intent of Article XIV or the Rules;<br />
and<br />
Whereas, The amendment only intends to “clean-up”,<br />
simplify, consolidate and organize the existing Article<br />
XIV; and<br />
Whereas, The only significant change to the rules is<br />
the elimination of the Big Game award patches; and<br />
Whereas, The amended Article XIV would refer to a<br />
set of official Hunting Contests and Game Awards Rules<br />
(“Official Rules”) to be posted and maintained at the <strong>OBH</strong><br />
website; and<br />
Whereas, Those “Official Rules” would be governed<br />
by <strong>OBH</strong> Article XIV and certain portions of those “Official<br />
Rules” beginning with Section 4 may be amended by the<br />
Board of Directors as the need arises; and<br />
Therefore Be It Proposed to the <strong>OBH</strong> Board of<br />
Field Governors on February 24, 2013 in Bend, OR that<br />
the following amendment to <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> Article<br />

Hopefully, most <strong>OBH</strong> members know<br />
by now that ODFW has eliminated<br />
general season deer hunting in the<br />
Wenaha, Walla Walla and Mt. Emily units<br />
for 2013 and beyond as part of an overall<br />
strategy for controlling the poaching of<br />
branch bull elk during archery season<br />
by individuals without the required<br />
controlled hunt elk tag. The impact on<br />
deer hunting was adopted at the October<br />
Commission meeting as part of ODFW’s<br />
move to control spike elk hunting in the<br />
units. Beginning with the 2013 season,<br />
the only bowhunters allowed to hunt<br />
deer during the general archery season<br />
in those units (and the Chesnimnus and<br />
Sled Springs units which already had the<br />
restriction) will be individuals who have<br />
drawn a controlled elk tag.<br />
At the Commission meeting where<br />
the ODFW proposal was adopted,<br />

<strong>OBH</strong> argued against the restriction<br />
on deer hunting on the basis that the<br />
five (5) northeast units where the<br />
restriction would be in place make<br />
up a very substantial part of that area<br />
of <strong>Oregon</strong> where bowhunters were<br />
able to realistically pursue a Whitetail<br />
Deer with a general archery deer tag.<br />
Although they went ahead and adopted<br />
the ODFW proposal, some members of<br />
the Commission expressed a concern<br />
about its impact on archery deer hunting<br />
opportunity in northeast <strong>Oregon</strong>.<br />
In an effort to make up for some of<br />
the hunting opportunity lost as a result<br />
of the recent ODFW action, <strong>OBH</strong> has<br />
submitted a formal proposal to the<br />
Commission for establishment of a late<br />
season controlled deer hunt in the area<br />
where the general season opportunity<br />
has now been restricted. If approved, the<br />
hunt would likely occur sometime in the<br />
November-December time period (after<br />
the rifle elk season has concluded) and<br />
May 26-27 sylvan’s range Memorial 3-D - 40 unmarked targets<br />
June 6 sylvan’s range Broadhead League-Wed. nites (6-6 thru 8-8)<br />
June 22-23-24 spirit Mt., Or.** 3-D suPER sHOOT 100 targets unmarked<br />
July 21-22 sherwood, Or. (Elks Lodge) sherwood-Nottingham<br />

would provide an archery deer hunting<br />
opportunity that <strong>OBH</strong> has long sought.<br />
Because the proposed hunt would be on a<br />
different schedule, it could occur without<br />
the concern for poaching of branch bulls<br />
during a concurrent season like our<br />
general season.<br />
<strong>OBH</strong> has had some informal indication<br />
that ODFW will propose some form of a<br />
late season archery deer hunt in northeast<br />
<strong>Oregon</strong> when they present proposed<br />
regulatory changes next Spring (generally<br />
in May) . Unfortunately, any ODFW<br />
action to offset the loss of general season<br />
archery deer hunting opportunity in the<br />
northeast <strong>Oregon</strong> units almost certainly<br />
won’t occur until at least 2014. <strong>OBH</strong> will<br />
be monitoring the ODFW proposals when<br />
they come out and will be looking for a<br />
late season archery hunting opportunity<br />
that makes up for the hunting opportunity<br />
lost as a result of the recent ODFW action<br />
impacting bowhunters who hunt deer in<br />
the northeast <strong>Oregon</strong> units.<br />
Range facilities include food, camping<br />
(no hookups), and bathrooms.<br />
The range is located between sherwood and<br />
Wilsonville. From I-5 take Exit 283 (Wilsonville).<br />
go west on Wilsonville Road (1.9 miles) to<br />
Bell Road. Right on Bell Road for<br />

Napoleon famously said that an<br />
army marches on its stomach. Likewise,<br />
an animal’s ability to escape from a<br />
predator, survive a bad winter and<br />
reproduce is dependent on its overall<br />
nutrition and health.<br />
That’s why wildlife biologists think<br />
of habitat as the umbrella everything<br />
else falls under. There won’t be more<br />
mule deer without a better umbrella.<br />
There needs to be the right amount of<br />

on the landscape, to sustain a wildlife<br />
population. Without increasing the forage<br />
available for mule deer, <strong>Oregon</strong> won’t<br />
see a long-term change in their numbers.<br />
If you think of <strong>Oregon</strong>’s landscape<br />
as a grocery store, the shelves have<br />
grown bare. Over the last few decades<br />
in Eastern <strong>Oregon</strong>, juniper has expanded<br />
into areas not historically found. A 2005<br />
report by the USDA Forest Service,<br />
Pacific Northwest Research station<br />
estimates that acreage of juniper forest<br />
and savanna in <strong>Oregon</strong> increased from<br />
1.5 million acres in the 1930s to 6.5<br />
million acres.<br />
Juniper trees offer shelter for mule<br />
deer, but not much else. They suck up<br />
water and out-compete bitterbrush and<br />
other vegetation deer eat and browse by<br />
chemically inhibiting these other plants’<br />
growth.<br />

population declines. Much of the $5<br />
million we’ve put into on-the-ground<br />
projects is focused on improving habitat<br />
by cutting juniper trees.<br />
Removing juniper does two important<br />
things. “First, it improves the water table<br />
available for other plants and animals,”<br />
explains Don Whittaker, ODFW wildlife<br />
biologist. “Second, removing the<br />
chemical and competitive deterrents of<br />
the juniper allows the establishment and<br />
growth of plant species that are more<br />
palatable to and nutritious for mule<br />
deer.” Not all juniper trees are removed<br />
in these treatments, so deer can still use<br />
what’s left for the cover they need.<br />
Since other natural resource agencies<br />
and private landowners recognize the<br />
juniper problem, ODFW has been able to<br />
partner with BLM, U.S. Forest Service,<br />
the Natural Resource Conservation<br />
Service, Soil and Water Districts and<br />
others to work more strategically and<br />
in larger blocs of land. For example,<br />
more than 20,000 acres of juniper have<br />
been cut in the Maury Unit by working<br />
with partners. In Murderers Creek Unit,<br />
ODFW, BLM and the US Forest Service<br />
cooperatively manage the 100,000+ acre<br />
Murderers Creek Coordinated Resource<br />
area, so we’re able to accomplish largerscale<br />
projects.<br />
ODFW has also been able piggyback<br />
on the effort to restore habitat for other<br />
species. Sage-grouse are a candidate<br />
species for listing under the federal<br />
Endangered Species Act so there is<br />
much focus on improving their habitat.<br />
Thousands of acres of juniper have been<br />
cut in Warner Unit because the work<br />
benefits both sage-grouse and mule deer.<br />
Our habitat improvements for mule<br />
deer total nearly 100,000 acres. Of<br />
course, making a difference will take<br />
time. But the early evidence is that the<br />
things we are doing on the landscape are<br />
making a difference. Ranchers are telling<br />
us they are seeing water in streams that<br />
haven’t run in years. We’re carefully<br />
following fawn and buck ratios and mule<br />
deer populations and hope to report back<br />
soon with more detailed good news, once<br />
we have more data to measure.<br />

The beginning of this story took place during<br />
a recent spring bear hunt in Idaho that Jeff<br />
and I went o. We did not take a bear on this<br />
trip but we saw some incredible sights, met<br />
some great people and Jeff saw more bears<br />
in one week than he had seen in his lifetime.<br />
Besides, there are more important things<br />
than punching a tag.<br />
The morning is calm and quiet, the<br />
chilled air was still. The sun rises over<br />
the mountains of Eastern Idaho greeting<br />
the day as the bear makes it way to the<br />
bait site. Additional movement is spotted<br />
in the underbrush, when not one but two<br />
cubs playfully make their way into the<br />
open. Although a welcomed sight these<br />
bears are safe from the perched bow hunter<br />
from <strong>Oregon</strong>, however the rut has begun<br />
so patience is the name of the game here.<br />
The time passed slowly but watching the<br />
interaction of mother and her cubs was<br />
entertaining and kept the senses keen. The<br />
noise from up the ridge deserves some deep<br />
attention; the grip was tightened on the bow.<br />
The string was drawn to its comfortable<br />
anchor and the pin was settled on the sweet<br />
spot…<br />
The year was 1979. The Doctor’s reaction<br />
to a common test was surprising. A young<br />
man was getting a physical so he could play<br />
high school football his freshman year in<br />
Klamath Falls <strong>Oregon</strong>. That young man is<br />
Jeff Fenner. The Doctor could not believe<br />
how high Jeff’s blood pressure was and<br />
he was very concerned that he could have<br />
a stroke at any time, and that day started a<br />
lifelong medication program that continues<br />
to this day. After high school, Jeff married<br />
the most beautiful girl he had ever met,<br />
Loris Meyers, a short time after meeting her<br />
at a social gathering of family and friends.<br />
They pretty much grew up in the same<br />
town and had never met until that fateful<br />
night. They lived in Central CA. when their<br />
daughter Sheena was born then a new career<br />
opportunity brought them back to Klamath<br />
Falls in 1989. That was the year I met the<br />
man who would become a very special<br />
person in my life. Jeff and I worked together<br />
for many years but more importantly we<br />
became close, the best of friends away from<br />
work. It wasn’t long before I convinced<br />
Jeff to pick up a bow and he hasn’t looked<br />
back. Jeff and Loris had 3 more children,<br />
all sons, while they lived in Klamath Falls;<br />
Wes, Dalton and Curtis. Jeff took advantage<br />
of a transfer opportunity at our workplace<br />
and relocated his family to Idaho. He was<br />
hospitalized only a few short months after<br />
the move when he was diagnosed with<br />
Diabetes at the age of 33.<br />
The company Jeff and I worked for<br />
continued to grow and a new location was<br />
opening in Southern <strong>Oregon</strong>. Jeff’s parents<br />
and his in-laws still live in <strong>Oregon</strong> and he<br />
wanted his kids to have more opportunity<br />
to see their grandparents , so when the new<br />
location was almost finished , he put in for<br />
a transfer and soon came back to Southern<br />
<strong>Oregon</strong> in 1999, to stay. The following<br />
years contained some of the most exciting<br />
and memorable hunting seasons for these<br />
two aging bow hunters, which included our<br />
first trip to Alaska.<br />
It was only a week before Jeff’s 44th<br />
birthday when I received one of the worst<br />
phone calls I have ever taken. Jeff was in<br />
the hospital due to a heart attack. I made<br />
the trip to Jeff’s hometown while he was<br />
being admitted into the hospital for surgery,<br />
a quadruple bypass, I later found out. Being<br />
one of the strongest men I have ever met,<br />
along with his young age, Jeff recovered<br />
rather quickly and was back on his feet in<br />
a matter of weeks. Jeff was getting stronger<br />
everyday and we were looking forward to<br />
hunting season, but the Docs and his wife<br />
didn’t want him shooting his bow for quite<br />
a while. Jeff was feeling as strong as an ox<br />
but we decided it was best to take off the<br />

upcoming hunting season, due mainly to the lack of practice. Well<br />
fall came and went and in came the New Year. A couple days before<br />
Jeff’s 45th birthday (Valentine’s Day) I received another phone call<br />
that he had a stroke while at work. By the time I made it to the<br />
hospital Jeff was ready to go home. He showed no ill effects from<br />
the stroke but the hospital staff was waiting for more test results. He<br />
remained in the hospital for a week waiting on the results when a<br />
specialist discovered Jeff had some serious artery blockage leading<br />
to his brain. He and his wife loaded up and headed to OSHU in<br />
Portland where they did numerous tests on Jeff before determining<br />
he was, once again, in need of surgery.<br />
The doctors discovered that the main artery leading to the right<br />
side of Jeff’s brain was over 90% blocked. They were to place a<br />
wingspan stent in his neck, close to his brain to open the artery<br />
allowing more blood flow. After many more tests and a mountain<br />
of paperwork, the surgery was scheduled. Jeff made it through the<br />
surgery with flying colors and after a day or two of recovery, he was<br />
sent home. Jeff and Loris were only home a few days, when Jeff<br />
strained himself, causing a brain bleed. After an ambulance ride to<br />
his local ER, he and his wife were shortly aboard a life flight plane<br />
headed back to OHSU in Portland.<br />
He was placed in a medically induced coma to stave off any<br />
more brain damage. My wife and I drove all night and made it to<br />
OHSU before the sun came up. I cannot tell you how hard it was<br />
to see my best friend, my brother, lying there with more wires and<br />
tubes coming out of him than my trucks engine in a room with<br />
more beeps than a Jerry Springer episode. They kept him in a coma<br />
for about 24 hours as they continued to monitor the fluid draining<br />
from his brain while pumping him full of Plasma infusions. When<br />
they brought Jeff around one of the first things he asked was if he<br />
had a hole drilled in his head? Which he did. Blurry vision was the<br />
only lasting symptom that Jeff had from this deep brain bleed. He<br />
was talking normal and suffered no facial paralysis common with<br />
strokes and was soon walking around the hospital ward, which was<br />
rare on the floor where he was admitted. In fact the staff couldn’t<br />
believe it. Jeff remained in the hospital for observation for another<br />
day or two and then we headed home.<br />
Is he out of the woods? Unfortunately nobody really knows.<br />
The Doctors have said they are in unchartered waters. The medical<br />
term that is causing the arterial blockage is called Cerebrovascular<br />
Disease. It is complicated by the Diabetic Neuropathy throughout his<br />
body and heart disease. It is hereditary. Jeff and Loris have traveled<br />
thousands of miles and have seen some of the best specialists but<br />
have not been given any real definite answers. The medical team is<br />
finding things that they have rarely, if ever seen. Jeff often says with<br />
a laugh. “They are writing books about me, I am an anomaly”. He<br />
periodically has some symptoms similar to blacking out; basically<br />
his brain shuts off for a split second. He has fallen down and injured<br />
himself due to these “episodes”. I personally have witnessed it and<br />
it is not a pretty sight. Most of the time Jeff can sense when an<br />
episode will happen and he can sit back down before he falls. If you<br />
have a chance to see him you would think he was perfectly healthy,<br />
like he says “I look great on the outside”.<br />
Jeff and Loris have recently been blessed with their first<br />
grandchild, Hudson. He has brought many hours of joy to their<br />
recently troubled lives. As I mentioned before Jeff is the strongest<br />
man I have ever met, he has the patience of a statue plus he is one<br />
heck of a bowhunter. But more importantly, Jeff has become a<br />
brother to me. In fact, my wife and I count Jeff and his family as very<br />

important people in our lives. I believe our strong friendship has<br />
helped us both get through these trying times. If you are fortunate<br />
enough to have a Jeff Fenner in your life take a moment or two and<br />
tell them how much they mean to you. I am twice blessed for having<br />
a friend as a brother.<br />
Jeff I love you brother. I can never repay you for what you have<br />
done for me, the happiness and adventure you have brought to my<br />
life. Thank you for allowing me to linger in your light. I cannot wait<br />
until our next adventure. Here’s to the days that turned into nights,<br />

Most people get into hunting the<br />
same way their dad did. I didn’t have<br />
that opportunity, and yet I still ended<br />
up in the local archery shop every<br />
week, hearing the stories of amazing<br />
hunts. One man in particular, Wayne<br />
Endicott noticed my fascination with<br />
the tales of the woods. After proving<br />
me proficient with a bow, he decided<br />
that he would take me on my very first<br />
deer hunt.<br />
Being only nine years old, I couldn’t<br />
sit still in a blind for very long. Wayne<br />
knew this from turkey hunts he had<br />
taken me on, so he knew it would be<br />
best to walk around. Right as we were<br />
about to call it quits, a deer appeared. A<br />
minute later, it was on the ground, and<br />
I had joined the ranks of many who can<br />
provide for their families. After taking<br />
a turkey in the same day, I was hooked.<br />
I didn’t know it yet, but that day would<br />
serve as a guide for my entire life.<br />
My mom was blessed enough to<br />
draw the Wenaha archery tag with only<br />
a single point. Using the mentored<br />
youth program, which I was no<br />
stranger to, I could hunt off of her tag.<br />
Why she was crazy enough to give it<br />
to me, I still don’t know. Wayne once<br />
again set me up with a prime spot,<br />
where we had been getting lots of<br />
big bulls every day since August. As<br />
hunting goes, the disappeared the day<br />
season started.<br />
The rut hunt went better, as we<br />
actually saw elk this time. One<br />
morning, things were hot from the<br />
start. There were at least six bulls<br />
bugling, all no more than 600 yards<br />
away. This was the first time hunt that<br />
I had ever heard an elk bugle, and my<br />
favorite part of the hunt wasn’t even<br />
shooting a bull. It was knowing that<br />
on the other side of that tree was a 900<br />
plus pound animal, screaming so loud<br />
that I couldn’t hear myself think. I<br />
could however, hear my heart beating.<br />
The bugle had triggered something<br />
primitive inside me. I felt closer to<br />

my ancestors, those who had done the<br />
exact same thing thousands of years<br />
ago. 50 yards away was meat for a<br />
year, and I was ready to do what man<br />
has been doing since the start of time.<br />
Time slowed down as I drew<br />
my bow on a giant 6x6 elk. He was<br />
quartering to me, and offered no shot.<br />
I didn’t want to let down, but I had to.<br />
He then disappeared, simply vanished<br />
into thin air. When I saw movement<br />
behind a tree, I instinctively drew my<br />
bow. Out stepped a set of antlers, a<br />
head, a body, an elk. It was so huge,<br />
although 25 yards away, his body filled<br />
up my entire sight picture. I don’t<br />
remember hitting my release, but I do<br />
remember the arrow hitting the animal,<br />

The Future Begins Now<br />
it running off, and I was sitting there in<br />
shock of what I had just done. Walking<br />
up on the bull was unreal. All I could<br />
see were the tips of his antlers, but I<br />
could see that he was big. This was a<br />
great memory made.<br />
Every hunt is different; hunts for<br />
different species are worlds apart. To<br />
see how they all intertwine is amazing,<br />
and it makes me feel even closer to<br />
nature those who claim to save the<br />
earth by eating a salad for lunch. I<br />
have always considered myself a<br />
sportsman, and love doing my part<br />
controlling predators. It would mean<br />
missing a week of school or baseball<br />
practice, but it would all be worth it to<br />
go spring bear hunting. The three bear<br />
that I have killed, in four years, could<br />
kill over 100 elk calves. It was truly<br />
amazing to see the number of elk, bulls<br />
more specifically, in the area. I believe<br />
that I was rewarded with one bull, by<br />
potentially saving many.<br />

may require special licensing and/or tag requirements in<br />
addition to general hunting licenses and/or tags. Individuals<br />
submitting animals for <strong>OBH</strong> awards are solely responsible<br />
for determining and complying with all applicable harvest<br />
rules and regulations.<br />
c. Only animals legally taken in the state of <strong>Oregon</strong><br />

Whereas, it was stated to a member of the NFAA<br />
Compliance Committee in September 2012 that any<br />
proposal to make changes in the General Tournament<br />
Rules should be submitted to the E-Board; and<br />
Whereas, it was stated that the E-Board with a quorum<br />
could make changes to the Tournament Rules at a regular<br />
Board meeting even though there is no language in our<br />
(<strong>OBH</strong>) Constitution or By-laws that gives the E-Board this<br />
authority over the membership;<br />
Therefore Be It Proposed to the <strong>OBH</strong> membership<br />
meeting in convention on February 24, 2013 in Bend, OR<br />
that Article VIII, Section 8.02 (b) in the Bylaws which now<br />
reads “All proposals submitted shall go to a resolutions<br />
committee of three (3) <strong>OBH</strong> members appointed by the<br />
President for his/her term of office.” Add to the By-laws<br />
“Article VIII, Section 8.02 “All tournament rule proposals<br />
shall be sent to annual meeting to be acted on by the entire<br />
membership present. The Executive Board shall not have<br />
the authority to make changes to the tournament rules at<br />
any special or regular board meeting.”<br />

Whereas, the two clubs that have been bidding for and<br />
holding the State outdoor shoot have been receiving $7 per<br />
day per shooter;<br />
Therefore Be It Proposed to the voting <strong>OBH</strong><br />
members meeting in Bend, OR for the annual Field<br />
Governors meeting on February 24, 2013 that Article XII,<br />
Section 12.11 (b) in the Bylaws be removed; and<br />
Be It Further Proposed that the General Tournament<br />
rules I #5 be changed to read “<strong>OBH</strong> shall pay the host<br />
club or range $7.00 per registered shooter per day for<br />
a Championship Tournament, except for the the 3-D<br />
Championship Tournament which will be a negotiated<br />

Therefore Be It Proposed to the <strong>OBH</strong> Field Governors<br />
on February 24, 2013 in Bend, OR that the following<br />
amendments to the <strong>Oregon</strong> <strong>Bow</strong> <strong>Hunters</strong> Bylaws be voted<br />
and approved:<br />
Article XI. Tournaments<br />
section 1. Tournament Program. The following<br />
tournaments shall be conducted bye <strong>OBH</strong>: The <strong>OBH</strong><br />
Executive Board shall:<br />
(a) The Field Championship Tournament shall be held<br />
the last full weekend of June. At their discretion set the<br />
date and finalize all details for all <strong>OBH</strong> Tournaments. This<br />
will usually occur by the end of October the year prior to<br />
the competition.<br />
(b) The 3-D Championship Tournament shall be<br />
held one of the last full weekend of July. Conduct all<br />
tournaments in a manner consistent with maintaining<br />
NFAA Association Membership. (see NFAA Bylaws)<br />
(c) The Indoor Championship Tournament shall<br />
be held one of the last two weekends of February or in<br />
March. Hold all <strong>OBH</strong> officers accountable for their role<br />
in promoting <strong>Oregon</strong> Archery through <strong>OBH</strong>’s tournament<br />
program.<br />
(d) The Target Championship Tournament shall be<br />
held the weekend after July 4th. Make a good faith effort to<br />
rotate the Outdoor Championship tournaments throughout<br />
the State.<br />
(e) The Indoor Classified Mail-In Tournament shall<br />
be held November through March. Coordinate the Indoor<br />
Championship with the <strong>OBH</strong> Annual Meeting.<br />
(f) Tournaments shall not conflict with NFAA or when<br />
Easter is in March. The date may be changed. Make a<br />
good faith effort to schedule tournaments to not conflict<br />
with religious holidays, national archery events or other<br />
inopportune times.<br />
(g) Conduct at a minimum a Championship Indoor,<br />
Championship Field, and Championship 3-D tournament<br />
on most years.<br />
(h) The <strong>OBH</strong> specific Tournament rules will be the<br />
responsibility of the <strong>OBH</strong> Executive Board. These rules<br />
will not supercede current NFAA rules and will only act as<br />
an informational synopsis and will be labeled as such.<br />
section 2. Tournament Bids.<br />
(a) All bids for <strong>OBH</strong> Championship Tournaments<br />
will be submitted in writing no later than October 1 of the<br />
preceding year, for assigned district bids or open bids. The<br />
<strong>OBH</strong> Executive Board shall maintain and make available<br />
a standard form for receiving Bids. (Appendix will include<br />
host responsibility sheet, <strong>OBH</strong> responsibility sheet, Bid<br />
proposal form, and sample cash flow example.)<br />
(b) The <strong>OBH</strong> Executive Board will decide on all bids<br />
at their October meeting, with immediate notification to<br />
host clubs. All Bids will be submitted to the <strong>OBH</strong> V.P.<br />
of Tournaments prior to October 1st the year prior to the<br />

proposed tournament.<br />
(c) If a bid is not received for one of the Championship<br />
Tournaments within a reasonable time to host that<br />
tournament, then said tournament will not be held that<br />
year only. Host Clubs will be notified timely after the<br />
determination of the successful bid.<br />
section 3.-5,- Delete current in entirety<br />
section 3. General <strong>OBH</strong> Tournament Rules.<br />
(a) All <strong>OBH</strong>/NFAA Championship Tournaments will<br />
be conducted consistent with NFAA Rules found in the<br />
current NFAA Bylaws. Any variation allowed by the NFAA<br />
for State sanctioned, non-championship NFAA sanctioned<br />
tournaments, that <strong>OBH</strong> applies will be disseminated by the<br />
Specific Tournament rules prior to competition.<br />
(b) Plaques or trophies of equal prestige consistent<br />
with the <strong>Oregon</strong> <strong>Bow</strong> Hunter’s State Championship will<br />
be awarded for the top three scoring competitors in each<br />
NFAA style and division of competition. In addition, For<br />
Youth and Cub shooters there will be metals or pins for the<br />
fourth and fifth place finishers.<br />
(c) All results of <strong>OBH</strong> tournaments shall be published<br />
in the official <strong>OBH</strong> magazine. This should include a<br />
narrative and images that portray the archers, archery and<br />
<strong>OBH</strong> in a positive manner. This information should be<br />
published at the next reasonable opportunity.<br />
(d) To compete for awards in any <strong>OBH</strong> Championship<br />
Tournament you must be a member of <strong>OBH</strong> and the<br />
NFAA and a current resident of <strong>Oregon</strong> at the time of the<br />
tournament. All competitors must be prepared to show<br />
proof of membership and residence.<br />
section 4. Tournament secretaries.<br />
3(a) The Executive Board may appoint one or more<br />
Tournament Secretaries in charge of Registration and score<br />
tabulation at the <strong>OBH</strong> tournaments. A tournament secretary<br />
shall receive compensation to be determined by the <strong>OBH</strong><br />
Executive Board for each Championship tournament.<br />
3(b) A tournament secretary may manage more than<br />
one tournament and receive the allotted monies.<br />

(a) The 20 Pin program will be managed and pins<br />
awarded by the V.P. of Tournaments in accordance with<br />
the <strong>OBH</strong>/NFAA. (see NFAA Bylaws)<br />
section 10. 9.<br />
section 11. 10. Tournament Fees<br />
(a) The balance sheet for each tournament will<br />
be presented to the <strong>OBH</strong> Executive Board within 15<br />
days of the completion of the tournament by the V.P. or<br />
Tournaments.<br />
(b) It is the responsibility of the <strong>OBH</strong> Executive Board<br />
to manage the Tournament Program in order to ensure<br />
the program operates with a modest profit, ensuring the<br />
perpetude of the Program and <strong>OBH</strong>.<br />

Submitted by NFAA/<strong>OBH</strong> constitution committee<br />
consisting of Buck Kelty, George Johnson, Don Mendez,<br />
Linda Maxson and technical advisor Mike Thomas, <strong>OBH</strong>’s<br />
NFAA Director. These changes are recommended by the<br />
NFAA Director.<br />
Whereas, <strong>OBH</strong>’s NFAA Director has informed <strong>OBH</strong><br />
that some of their By-laws and tournament rules are not in<br />
compliance with NFAA rules<br />
Therefore Be It Proposed that the entire body meeting<br />
in Bend, OR for the annual Field Governors meeting on<br />
Feb. 24, 2013 act upon the following changes:<br />
General Tournament Rules. NFAA has a rule that the<br />
state must offer one indoor tournament and one outdoor<br />
tournament and if no one can host a State Field tournament<br />
then the 3D outdoor tournament may be used.<br />
(2) which now reads: The Championship Tournaments<br />
shall follow NFAA rules, age divisions and shooting<br />
styles unless otherwise stated in the rules for the specific<br />
tournament (such as the 3-D Tournament). Add to (such<br />
as the 3-D Tournament unless the 3-D Tournament is used<br />
in place of State Field for that year then NFAA rules shall<br />
apply for the 3-D Tournament for that year only.)<br />
(3) which now reads: All competitors competing for<br />
awards must have a current membership in good standing<br />
with <strong>OBH</strong> and the National Field Archers Association<br />
(NFAA), except the 3-D Championship. There are no<br />
residency requirements for any tournament.<br />
Change to read: All competitors competing for awards<br />
must have a current membership in good standing with<br />
<strong>OBH</strong> and the National Field Archers Association (NFAA),<br />
except the 3-D Championship unless the 3-D Tournament<br />
is used in place of State Field for that year then NFAA<br />
membership is required. You must be a resident of the<br />
State of <strong>Oregon</strong> to compete for awards.<br />
(10) which now reads: There shall be a guest division<br />
for any non-members of <strong>OBH</strong>/NFAA, paying normal<br />
registration fees and not competing for any awards.<br />
Change to read: There shall be 2 guest divisions<br />
paying normal registration fees neither of whom may<br />
compete for awards. A guest competitor shall be a NFAA<br />
member from another state. A guest participant refers to<br />
non-NFAA/<strong>OBH</strong> members.<br />
Protest rule:<br />
(12) which now reads: Decisions of the target captain<br />
are final unless followed by submission of written protest<br />
to the <strong>OBH</strong> Tournament Director within 45 minutes upon<br />
completion of the last competitive shooter. The Director<br />
plus two appointed members will review the protest and<br />
$50 fee must accompany the written protest, which will<br />
be refunded if the protest is upheld. The Director, plus two<br />
appointed members will review the protest and a decision<br />
will be made at that time.<br />
Change to read: Protests arising at tournaments will<br />
be discussed and ruled upon by a committee consisting of<br />
the Tournament Director and two appointed NFAA/ <strong>OBH</strong><br />
members. A list of the members of this committee shall<br />
be posted in public view. Protests must be submitted in<br />
writing to the Tournament Director within 1 hour after<br />
the end of the day’s shooting or, if indoors, the end of the<br />
line on which alleged offense occurred along with a $50<br />
fee which will be refunded if the protest is upheld. The<br />
Tournament Director plus the two appointed members will<br />
review the protest and a decision will be at that time. No<br />
protest that is filed after the time limit will be considered<br />
or acted upon.<br />
111 <strong>OBH</strong> INDOOR CHAMPIONSHIP<br />
TOURNAMENT<br />
(1) Requirements to hold the tournament shall be:<br />
i. reads A heated range.<br />
Change to read: A heated range, an inspected and<br />
approved range, chartered with NFAA/<strong>OBH</strong> and shall<br />
have liability insurance equal to or greater than NFAA.<br />
Because NFAA requires the state to hold one indoor<br />
and one outdoor tournament once a year Delete from<br />
the By-laws Art XII, sec. 12.02 c which reads: If a bid is<br />
not received for one of the Championship tournaments<br />
within a reasonable time to host the tournament, the said<br />
tournament will not be held that year only.<br />
Because NFAA requires that we use official NFAA<br />
animal targets Delete from the tournament rules #15 which<br />
reads: <strong>OBH</strong> will not use any paper, cardboard, flat or 3-D<br />
targets of any animal on the Federal or State government<br />
threatened or endangered species list. Also delete from the<br />
Policy Page # 7 which basically states the same idea.
