I have sent out renewal notices to all the clubs and shops that I am aware of which were chartered
at one time with OBH. As stated last year, OBH wants all charters for OBH to be due at the same time, the
start of the year. If your club or shop is chartering through NFAA disregard OBH renewal notice. send all
OBH and NFAA charter forms to glen Walker.
WINTER 2013 OregOn BOwhunter

Buck kEltY, President
Well here we are its November going
on December and for most of us our
hunting seasons have either concluded or
are about to. One
season is coming
to a conclusion
and another is
upon us.
Yes, the
holiday season
is here and I
hope that your
Thanksgiving
Holiday was a
joyous and fun
filled occasion. That being said I would
also like to wish each of you, on behalf
of myself and my wife, Kathy, a Very
Blessed and Joyous Christmas.
It’s coming!!! It’s just around the
corner!!! What am I talking about? It’s
one of the great events of the year. What
is it you ask? Why, it’s the 2013 Oregon
Bow Hunters Annual Convention and
Banquet, to be held on February 22,
23rd and 24th of 2013 at the Bend
Riverhouse on the river in the Heart of
Bend.
It is anticipated that this will be one
of our best conventions ever and it is all
due to the incredibly hard work of many
individuals throughout the year to bring it
OregOn BOwhunter WINTER 2013
president’s
Message
all together.
Once again, Karen Demaris, our
Convention Chair, has acquired for
us a fantastic and beautiful facility to
accommodate our convention and a
wonderful speaker in Dave Doran, an
archery historian, and owner of Archery
Past of Bend, Oregon.
Throughout the duration of the
convention many activities will take
place. Just to name a few there are the
State Indoor Championships (the 1st
leg of the Triple Crown), the Youth
Tournament, the Auction & Raffle, the
Awards Banquet Seminars and Exhibits,
the Game Committee Meeting and the
Field Governors Meeting.
I bring this to your attention because
I want to emphasize that Oregon Bow
Hunters is not just about hunting but
rather about all aspects of archery
including competitive target shooting.
This convention affords everyone
an opportunity to either familiarize
themselves with the sport of archery or
to increase their knowledge of the sport,
equipment, laws, shops and organizations.
As many of you know archery is the
number one growing sport in Oregon
and across the country. The movie “The
Hunger Games” has gone a long way
in sparking the interest of our youth in
the sport of archery. I bring this to your
attention because this is an incredible
www.brokenarrowarchery.com
opportunity for anyone who wants to
become acquainted with the sport of
archery. On Friday, February 22nd at
5pm we will offer a free shooting clinic,
open to the public, with all equipment
and instruction provided. This clinic is
an incredible opportunity, as I said, for
adults and youth alike to have some fun
and to become acquainted with archery at
no cost.
This is an invitation to all of you who
are receiving this magazine to either
bring with you or to invite your friends
and acquaintances who are not involved
in archery to come and participate
in the clinic and the festivities of the
convention.
I would also point out that youth
archery is a large part of what Oregon
Bow Hunters is all about. We just recently
introduced a new category for youth
membership in OBH with a cost of only
$10.00.
For my final request I ask that you
come and join us in a fun time and
experience at the 2013 Oregon Bow
Hunters Convention and Banquet.
Registration and an agenda can be found
on our website at Oregonbowhunters.
com.
Once again may your Christmas
Holiday be blessed beyond belief and I
look forward to seeing you at convention.
May your arrows fly true and straight.
Afield
Jack ElBErt
This issue we feature an article from
ODF&W about western juniper, its impact
on wildlife and what ODF&W is doing
about it. I have long known about juniper
and what a problem it has become over
the last century. Removing it is one of my
great passions. I burn nothing but juniper
firewood and use it for building furniture
and construction every chance I get.
Just about the time I was going to start
editing the copy for this issue, while cutting
juniper 2x6 for a new fence I was clumsy
enough to stick my left ring finger into the
spinning blade of my Skill saw. It’s healing
fine and with the bulky hospital bandage
replaced with band aids I’m able to touch
type without too many mistakes.
The juniper story begins over a hundred
years ago when European man arrived. We
did two things simultaneously; we overgrazed
the range and suppressed wildfires.
This allowed the brush to prosper and the
deer herds exploded. Now the browse has
been overgrown by juniper and it is dying,
thus the need for removal.
Part of the removal problem is cost.
If juniper was easy to process and a good
market available we wouldn’t have a
11945 SW Pacific Hwy
Tigard, OR 97223
(503) 639-3553
archers@archersafield.com
problem. But it isn’t. Here locally many
have tried to establish a juniper lumber
industry, all who have tried have given up.
It’s too bad because the wood is beautiful.
If you want to see what can be done with it,
drop by my home sometime and see my den.
Years ago a local company produced and
marketed 1x4 tongue & groove for paneling.
It is gorgeous. My bar is made out of 2x6
boards laminated and coated with an epoxy
surface. You have to see it to appreciate it.
Another thing about juniper is that
horses, and my mules, won’t eat it. Douglas
fir and even pressure treated lumber they
will chew on until they eat it completely
in two. So it is that a year and a half ago I
had the opportunity to cut some juniper into
saw logs and finally get it cut into lumber,
mostly 2x6 for corral fencing. All together
this fence has been over 20 years under
construction. Now it’s done and every time
I look at it I know that I have helped our
western mule deer. The area it was cut from
is now being managed as a food plot for the
deer.
It is comforting to know that when you
travel eastern Oregon you will now see
thousands of acres of juniper forest that is
being reclaimed for wildlife habitat. And for
that I am grateful. BJ
Proposals for Annual Field Governor Meeting
February 24, 2013
The following proposals will be discussed and voted
on at the annual General Membership/Field Governor
meeting to be held February 24, 2013 at The Riverhouse
in Bend, OR. I urge you to please read them carefully.
No proposals were submitted for the annual Hunt
Program meeting. According to the Oregon Bow Hunter
organization By-Laws, every OBH chartered club should
have a Field Governor and a Hunt Program Committee
officer to represent their Club at the annual meetings to
discuss and vote on any proposals presented. The Club
President can attend and vote in their place if necessary.
Each OBH chartered club has one vote at each meeting
per proposal, and that vote can be sent with the person
attending the meeting. Each OBH member has one vote,
so if only one person is attending from any one OBH
chartered club, and representing that club, that person
could possibly have two (2) votes per proposal.
An emergency proposal can be submitted at either
of the annual meetings by Title only. The membership
present at the meeting votes to hear (75% of members
present)or not to hear the entire proposal from the Title
given. If the proposal is heard in it’s entirety and a motion
is made, then the proposal can be discussed and voted
upon by the membership present. This works the same for
both the Field Governor’s meeting and the Hunt Program
Committee meeting. There may or may not be emergency
proposals to submit at either of the meetings. PLEASE
attend both of these meetings to show your support for
OBH. The annual Field Governor meeting also doubles as
the Annual Membership Meeting. Thank you for your time
and see you at the Events Weekend/State Indoor shoot the
weekend of February 22-24, 2013.
the OBH Bylaws to be current with available internet
FG PROPOsAl #3- Update Article XIV - Hunting
Contests and Game Awards of the OBH Bylaws
Submitted By: Mike McManus
Endorsed By OBH Executive Board
Whereas, Oregon Bow Hunters (OBH) Bylaws
include an Article XIV pertaining to a Hunting Contest
and Game Awards program; and
Whereas, Over the years those bylaws have been
updated and amended; and
Whereas, The present bylaws no longer contain or
refer to rules of the program; and
Whereas, The only rules that are now available are
posted at the OBH website; and
Whereas, The current bylaws contain some
inconsistencies with the rules posted at the website, some
rules of the program are no longer being implemented and
some of the wording within the rules and current bylaws
may be confusing to contestants; and
Whereas, This proposal to amend the entire Article
XIV of the OBH Bylaws will not include any substantial
changes to the existing intent of Article XIV or the Rules;
and
Whereas, The amendment only intends to “clean-up”,
simplify, consolidate and organize the existing Article
XIV; and
Whereas, The only significant change to the rules is
the elimination of the Big Game award patches; and
Whereas, The amended Article XIV would refer to a
set of official Hunting Contests and Game Awards Rules
(“Official Rules”) to be posted and maintained at the OBH
website; and
Whereas, Those “Official Rules” would be governed
by OBH Article XIV and certain portions of those “Official
Rules” beginning with Section 4 may be amended by the
Board of Directors as the need arises; and
Therefore Be It Proposed to the OBH Board of
Field Governors on February 24, 2013 in Bend, OR that
the following amendment to Oregon Bow Hunters Article
XIV. Hunting Contests and Game Awards be voted and
OBH PrOPOses Late Deer Hunt In ne OregOn
Craig starr, 2nd VP
Bowhunting & Legislation
Hopefully, most OBH members know
by now that ODFW has eliminated
general season deer hunting in the
Wenaha, Walla Walla and Mt. Emily units
for 2013 and beyond as part of an overall
strategy for controlling the poaching of
branch bull elk during archery season
by individuals without the required
controlled hunt elk tag. The impact on
deer hunting was adopted at the October
Commission meeting as part of ODFW’s
move to control spike elk hunting in the
units. Beginning with the 2013 season,
the only bowhunters allowed to hunt
deer during the general archery season
in those units (and the Chesnimnus and
Sled Springs units which already had the
restriction) will be individuals who have
drawn a controlled elk tag.
At the Commission meeting where
the ODFW proposal was adopted,
www.sylvanarchers.org
the Oldest established club in the state of Oregon
FoundEd in
0 shoot schEdulE
OBH argued against the restriction
on deer hunting on the basis that the
five (5) northeast units where the
restriction would be in place make
up a very substantial part of that area
of Oregon where bowhunters were
able to realistically pursue a Whitetail
Deer with a general archery deer tag.
Although they went ahead and adopted
the ODFW proposal, some members of
the Commission expressed a concern
about its impact on archery deer hunting
opportunity in northeast Oregon.
In an effort to make up for some of
the hunting opportunity lost as a result
of the recent ODFW action, OBH has
submitted a formal proposal to the
Commission for establishment of a late
season controlled deer hunt in the area
where the general season opportunity
has now been restricted. If approved, the
hunt would likely occur sometime in the
November-December time period (after
the rifle elk season has concluded) and
May 26-27 sylvan’s range Memorial 3-D - 40 unmarked targets
June 6 sylvan’s range Broadhead League-Wed. nites (6-6 thru 8-8)
June 22-23-24 spirit Mt., Or.** 3-D suPER sHOOT 100 targets unmarked
July 21-22 sherwood, Or. (Elks Lodge) sherwood-Nottingham
(sherwood vs England)
For info contact Dave Osler - 503-913-3470 for 3-D shoots
Keith Kemmerer - 503-922-0653 for sherwood-Nottingham
**3-D super shoot to be held at spirit Mountain archer range by Fort Hill state Park
would provide an archery deer hunting
opportunity that OBH has long sought.
Because the proposed hunt would be on a
different schedule, it could occur without
the concern for poaching of branch bulls
during a concurrent season like our
general season.
OBH has had some informal indication
that ODFW will propose some form of a
late season archery deer hunt in northeast
Oregon when they present proposed
regulatory changes next Spring (generally
in May) . Unfortunately, any ODFW
action to offset the loss of general season
archery deer hunting opportunity in the
northeast Oregon units almost certainly
won’t occur until at least 2014. OBH will
be monitoring the ODFW proposals when
they come out and will be looking for a
late season archery hunting opportunity
that makes up for the hunting opportunity
lost as a result of the recent ODFW action
impacting bowhunters who hunt deer in
the northeast Oregon units.
Range facilities include food, camping
(no hookups), and bathrooms.
The range is located between sherwood and
Wilsonville. From I-5 take Exit 283 (Wilsonville).
go west on Wilsonville Road (1.9 miles) to
Bell Road. Right on Bell Road for
(2.7 miles) to the range.
Napoleon famously said that an
army marches on its stomach. Likewise,
an animal’s ability to escape from a
predator, survive a bad winter and
reproduce is dependent on its overall
nutrition and health.
That’s why wildlife biologists think
of habitat as the umbrella everything
else falls under. There won’t be more
mule deer without a better umbrella.
There needs to be the right amount of
food and shelter, in the right places
on the landscape, to sustain a wildlife
population. Without increasing the forage
available for mule deer, Oregon won’t
see a long-term change in their numbers.
If you think of Oregon’s landscape
as a grocery store, the shelves have
grown bare. Over the last few decades
in Eastern Oregon, juniper has expanded
into areas not historically found. A 2005
report by the USDA Forest Service,
Pacific Northwest Research station
estimates that acreage of juniper forest
and savanna in Oregon increased from
1.5 million acres in the 1930s to 6.5
million acres.
Juniper trees offer shelter for mule
deer, but not much else. They suck up
water and out-compete bitterbrush and
other vegetation deer eat and browse by
chemically inhibiting these other plants’
growth.
Creating more and better groceries
is an important part of the Mule Deer
Initiative, ODFW’s effort to reverse
population declines. Much of the $5
million we’ve put into on-the-ground
projects is focused on improving habitat
by cutting juniper trees.
Removing juniper does two important
things. “First, it improves the water table
available for other plants and animals,”
explains Don Whittaker, ODFW wildlife
biologist. “Second, removing the
chemical and competitive deterrents of
the juniper allows the establishment and
growth of plant species that are more
palatable to and nutritious for mule
deer.” Not all juniper trees are removed
in these treatments, so deer can still use
what’s left for the cover they need.
Since other natural resource agencies
and private landowners recognize the
juniper problem, ODFW has been able to
partner with BLM, U.S. Forest Service,
the Natural Resource Conservation
Service, Soil and Water Districts and
others to work more strategically and
in larger blocs of land. For example,
more than 20,000 acres of juniper have
been cut in the Maury Unit by working
with partners. In Murderers Creek Unit,
ODFW, BLM and the US Forest Service
cooperatively manage the 100,000+ acre
Murderers Creek Coordinated Resource
area, so we’re able to accomplish largerscale
projects.
ODFW has also been able piggyback
on the effort to restore habitat for other
species. Sage-grouse are a candidate
species for listing under the federal
Endangered Species Act so there is
much focus on improving their habitat.
Thousands of acres of juniper have been
cut in Warner Unit because the work
benefits both sage-grouse and mule deer.
Our habitat improvements for mule
deer total nearly 100,000 acres. Of
course, making a difference will take
time. But the early evidence is that the
things we are doing on the landscape are
making a difference. Ranchers are telling
us they are seeing water in streams that
haven’t run in years. We’re carefully
following fawn and buck ratios and mule
deer populations and hope to report back
soon with more detailed good news, once
we have more data to measure.
BlesseD
Travis “Deadeye” undErWood
The beginning of this story took place during
a recent spring bear hunt in Idaho that Jeff
and I went o. We did not take a bear on this
trip but we saw some incredible sights, met
some great people and Jeff saw more bears
in one week than he had seen in his lifetime.
Besides, there are more important things
than punching a tag.
The morning is calm and quiet, the
chilled air was still. The sun rises over
the mountains of Eastern Idaho greeting
the day as the bear makes it way to the
bait site. Additional movement is spotted
in the underbrush, when not one but two
cubs playfully make their way into the
open. Although a welcomed sight these
bears are safe from the perched bow hunter
from Oregon, however the rut has begun
so patience is the name of the game here.
The time passed slowly but watching the
interaction of mother and her cubs was
entertaining and kept the senses keen. The
noise from up the ridge deserves some deep
attention; the grip was tightened on the bow.
The string was drawn to its comfortable
anchor and the pin was settled on the sweet
spot…
The year was 1979. The Doctor’s reaction
to a common test was surprising. A young
man was getting a physical so he could play
high school football his freshman year in
Klamath Falls Oregon. That young man is
Jeff Fenner. The Doctor could not believe
how high Jeff’s blood pressure was and
he was very concerned that he could have
a stroke at any time, and that day started a
lifelong medication program that continues
to this day. After high school, Jeff married
the most beautiful girl he had ever met,
Loris Meyers, a short time after meeting her
at a social gathering of family and friends.
They pretty much grew up in the same
town and had never met until that fateful
night. They lived in Central CA. when their
daughter Sheena was born then a new career
opportunity brought them back to Klamath
Falls in 1989. That was the year I met the
man who would become a very special
person in my life. Jeff and I worked together
for many years but more importantly we
became close, the best of friends away from
work. It wasn’t long before I convinced
Jeff to pick up a bow and he hasn’t looked
back. Jeff and Loris had 3 more children,
all sons, while they lived in Klamath Falls;
Wes, Dalton and Curtis. Jeff took advantage
of a transfer opportunity at our workplace
and relocated his family to Idaho. He was
hospitalized only a few short months after
the move when he was diagnosed with
Diabetes at the age of 33.
The company Jeff and I worked for
continued to grow and a new location was
opening in Southern Oregon. Jeff’s parents
and his in-laws still live in Oregon and he
wanted his kids to have more opportunity
to see their grandparents , so when the new
location was almost finished , he put in for
a transfer and soon came back to Southern
Oregon in 1999, to stay. The following
years contained some of the most exciting
and memorable hunting seasons for these
two aging bow hunters, which included our
first trip to Alaska.
It was only a week before Jeff’s 44th
birthday when I received one of the worst
phone calls I have ever taken. Jeff was in
the hospital due to a heart attack. I made
the trip to Jeff’s hometown while he was
being admitted into the hospital for surgery,
a quadruple bypass, I later found out. Being
one of the strongest men I have ever met,
along with his young age, Jeff recovered
rather quickly and was back on his feet in
a matter of weeks. Jeff was getting stronger
everyday and we were looking forward to
hunting season, but the Docs and his wife
didn’t want him shooting his bow for quite
a while. Jeff was feeling as strong as an ox
but we decided it was best to take off the
upcoming hunting season, due mainly to the lack of practice. Well
fall came and went and in came the New Year. A couple days before
Jeff’s 45th birthday (Valentine’s Day) I received another phone call
that he had a stroke while at work. By the time I made it to the
hospital Jeff was ready to go home. He showed no ill effects from
the stroke but the hospital staff was waiting for more test results. He
remained in the hospital for a week waiting on the results when a
specialist discovered Jeff had some serious artery blockage leading
to his brain. He and his wife loaded up and headed to OSHU in
Portland where they did numerous tests on Jeff before determining
he was, once again, in need of surgery.
The doctors discovered that the main artery leading to the right
side of Jeff’s brain was over 90% blocked. They were to place a
wingspan stent in his neck, close to his brain to open the artery
allowing more blood flow. After many more tests and a mountain
of paperwork, the surgery was scheduled. Jeff made it through the
surgery with flying colors and after a day or two of recovery, he was
sent home. Jeff and Loris were only home a few days, when Jeff
strained himself, causing a brain bleed. After an ambulance ride to
his local ER, he and his wife were shortly aboard a life flight plane
headed back to OHSU in Portland.
He was placed in a medically induced coma to stave off any
more brain damage. My wife and I drove all night and made it to
OHSU before the sun came up. I cannot tell you how hard it was
to see my best friend, my brother, lying there with more wires and
tubes coming out of him than my trucks engine in a room with
more beeps than a Jerry Springer episode. They kept him in a coma
for about 24 hours as they continued to monitor the fluid draining
from his brain while pumping him full of Plasma infusions. When
they brought Jeff around one of the first things he asked was if he
had a hole drilled in his head? Which he did. Blurry vision was the
only lasting symptom that Jeff had from this deep brain bleed. He
was talking normal and suffered no facial paralysis common with
strokes and was soon walking around the hospital ward, which was
rare on the floor where he was admitted. In fact the staff couldn’t
believe it. Jeff remained in the hospital for observation for another
day or two and then we headed home.
Is he out of the woods? Unfortunately nobody really knows.
The Doctors have said they are in unchartered waters. The medical
term that is causing the arterial blockage is called Cerebrovascular
Disease. It is complicated by the Diabetic Neuropathy throughout his
body and heart disease. It is hereditary. Jeff and Loris have traveled
thousands of miles and have seen some of the best specialists but
have not been given any real definite answers. The medical team is
finding things that they have rarely, if ever seen. Jeff often says with
a laugh. “They are writing books about me, I am an anomaly”. He
periodically has some symptoms similar to blacking out; basically
his brain shuts off for a split second. He has fallen down and injured
himself due to these “episodes”. I personally have witnessed it and
it is not a pretty sight. Most of the time Jeff can sense when an
episode will happen and he can sit back down before he falls. If you
have a chance to see him you would think he was perfectly healthy,
like he says “I look great on the outside”.
Jeff and Loris have recently been blessed with their first
grandchild, Hudson. He has brought many hours of joy to their
recently troubled lives. As I mentioned before Jeff is the strongest
man I have ever met, he has the patience of a statue plus he is one
heck of a bowhunter. But more importantly, Jeff has become a
brother to me. In fact, my wife and I count Jeff and his family as very
OregOn BOwhunter WINTER 2013
important people in our lives. I believe our strong friendship has
helped us both get through these trying times. If you are fortunate
enough to have a Jeff Fenner in your life take a moment or two and
tell them how much they mean to you. I am twice blessed for having
a friend as a brother.
Jeff I love you brother. I can never repay you for what you have
done for me, the happiness and adventure you have brought to my
life. Thank you for allowing me to linger in your light. I cannot wait
until our next adventure. Here’s to the days that turned into nights,
with a friend who turned into family.
Cody oFFchiss
Editors Note: Cody Offchiss is now
13 years old. He took his bull with his
mother’s tag on the Mentors Program
when he was 12.
Most people get into hunting the
same way their dad did. I didn’t have
that opportunity, and yet I still ended
up in the local archery shop every
week, hearing the stories of amazing
hunts. One man in particular, Wayne
Endicott noticed my fascination with
the tales of the woods. After proving
me proficient with a bow, he decided
that he would take me on my very first
deer hunt.
Being only nine years old, I couldn’t
sit still in a blind for very long. Wayne
knew this from turkey hunts he had
taken me on, so he knew it would be
best to walk around. Right as we were
about to call it quits, a deer appeared. A
minute later, it was on the ground, and
I had joined the ranks of many who can
provide for their families. After taking
a turkey in the same day, I was hooked.
I didn’t know it yet, but that day would
serve as a guide for my entire life.
My mom was blessed enough to
draw the Wenaha archery tag with only
a single point. Using the mentored
youth program, which I was no
stranger to, I could hunt off of her tag.
Why she was crazy enough to give it
to me, I still don’t know. Wayne once
again set me up with a prime spot,
where we had been getting lots of
big bulls every day since August. As
hunting goes, the disappeared the day
season started.
The rut hunt went better, as we
actually saw elk this time. One
morning, things were hot from the
start. There were at least six bulls
bugling, all no more than 600 yards
away. This was the first time hunt that
I had ever heard an elk bugle, and my
favorite part of the hunt wasn’t even
shooting a bull. It was knowing that
on the other side of that tree was a 900
plus pound animal, screaming so loud
that I couldn’t hear myself think. I
could however, hear my heart beating.
The bugle had triggered something
primitive inside me. I felt closer to
Toll Free 866-428-9067 www.VaneTec.com
my ancestors, those who had done the
exact same thing thousands of years
ago. 50 yards away was meat for a
year, and I was ready to do what man
has been doing since the start of time.
Time slowed down as I drew
my bow on a giant 6x6 elk. He was
quartering to me, and offered no shot.
I didn’t want to let down, but I had to.
He then disappeared, simply vanished
into thin air. When I saw movement
behind a tree, I instinctively drew my
bow. Out stepped a set of antlers, a
head, a body, an elk. It was so huge,
although 25 yards away, his body filled
up my entire sight picture. I don’t
remember hitting my release, but I do
remember the arrow hitting the animal,
it running off, and I was sitting there in
shock of what I had just done. Walking
up on the bull was unreal. All I could
see were the tips of his antlers, but I
could see that he was big. This was a
great memory made.
Every hunt is different; hunts for
different species are worlds apart. To
see how they all intertwine is amazing,
and it makes me feel even closer to
nature those who claim to save the
earth by eating a salad for lunch. I
have always considered myself a
sportsman, and love doing my part
controlling predators. It would mean
missing a week of school or baseball
practice, but it would all be worth it to
go spring bear hunting. The three bear
that I have killed, in four years, could
kill over 100 elk calves. It was truly
amazing to see the number of elk, bulls
more specifically, in the area. I believe
that I was rewarded with one bull, by
potentially saving many.
FG PROPOsAl #8-
Submitted by NFAA/OBH constitution committee
consisting of Buck Kelty, George Johnson, Don Mendez,
Linda Maxson and technical advisor Mike Thomas, OBH’s
NFAA Director. These changes are recommended by the
NFAA Director.
Whereas, OBH’s NFAA Director has informed OBH
that some of their By-laws and tournament rules are not in
compliance with NFAA rules
Therefore Be It Proposed that the entire body meeting
in Bend, OR for the annual Field Governors meeting on
Feb. 24, 2013 act upon the following changes:
General Tournament Rules. NFAA has a rule that the
state must offer one indoor tournament and one outdoor
tournament and if no one can host a State Field tournament
then the 3D outdoor tournament may be used.
(2) which now reads: The Championship Tournaments
shall follow NFAA rules, age divisions and shooting
styles unless otherwise stated in the rules for the specific
tournament (such as the 3-D Tournament). Add to (such
as the 3-D Tournament unless the 3-D Tournament is used
in place of State Field for that year then NFAA rules shall
apply for the 3-D Tournament for that year only.)
(3) which now reads: All competitors competing for
awards must have a current membership in good standing
with OBH and the National Field Archers Association
(NFAA), except the 3-D Championship. There are no
residency requirements for any tournament.
Change to read: All competitors competing for awards
must have a current membership in good standing with
OBH and the National Field Archers Association (NFAA),
except the 3-D Championship unless the 3-D Tournament
is used in place of State Field for that year then NFAA
membership is required. You must be a resident of the
State of Oregon to compete for awards.
(10) which now reads: There shall be a guest division
for any non-members of OBH/NFAA, paying normal
registration fees and not competing for any awards.
Change to read: There shall be 2 guest divisions
paying normal registration fees neither of whom may
compete for awards. A guest competitor shall be a NFAA
member from another state. A guest participant refers to
non-NFAA/OBH members.
Protest rule:
(12) which now reads: Decisions of the target captain
are final unless followed by submission of written protest
to the OBH Tournament Director within 45 minutes upon
completion of the last competitive shooter. The Director
plus two appointed members will review the protest and
$50 fee must accompany the written protest, which will
be refunded if the protest is upheld. The Director, plus two
appointed members will review the protest and a decision
will be made at that time.
Change to read: Protests arising at tournaments will
be discussed and ruled upon by a committee consisting of
the Tournament Director and two appointed NFAA/ OBH
members. A list of the members of this committee shall
be posted in public view. Protests must be submitted in
writing to the Tournament Director within 1 hour after
the end of the day’s shooting or, if indoors, the end of the
line on which alleged offense occurred along with a $50
fee which will be refunded if the protest is upheld. The
Tournament Director plus the two appointed members will
review the protest and a decision will be at that time. No
protest that is filed after the time limit will be considered
or acted upon.
111 OBH INDOOR CHAMPIONSHIP
TOURNAMENT
(1) Requirements to hold the tournament shall be:
i. reads A heated range.
Change to read: A heated range, an inspected and
approved range, chartered with NFAA/OBH and shall
have liability insurance equal to or greater than NFAA.
Because NFAA requires the state to hold one indoor
and one outdoor tournament once a year Delete from
the By-laws Art XII, sec. 12.02 c which reads: If a bid is
not received for one of the Championship tournaments
within a reasonable time to host the tournament, the said
tournament will not be held that year only.
Because NFAA requires that we use official NFAA
animal targets Delete from the tournament rules #15 which
reads: OBH will not use any paper, cardboard, flat or 3-D
targets of any animal on the Federal or State government
threatened or endangered species list. Also delete from the
Policy Page # 7 which basically states the same idea.
