Voluntary PROGRAMME ACTIVITY DESIGN DOCUMENT FORM (VPA-DD) - Version 01
NAME /TITLE OF THE PoA:
“Qori Q’oncha – Improved Cookstove Diffusion Programme in Peru”
Voluntary page 40
SECTION D. Stakeholders’ comments
D.1. Please indicate the level at which local stakeholder comments are invited.
Justify the choice:
As defined in the PoA, Stakeholder consultations have been organized at LPP level as all
three LPPs activities happen in different regions where there have not been other SHC in
recent years.
D.2. Brief description how comments by local stakeholders have been invited and
compiled:
All stakeholders were invited to each LSH Consultation. Beneficiaries’ presence and
participation was promoted and highly valued. In the 3 events (Recuay for ADRAPERU,
Urubamba for PROPERU and Agallpampa for ITYF), an average of 50% of attendants was
beneficiaries.
Only in the case of ITYF feedback formats with three questions each were handed out, and
we received a total of 178, meaning 246 opinions (not every stakeholder fill out the whole
feedback format) about the project. This were tabulated and analysed in Part B section ii of
the corresponding LSH report. In general, they all agreed that the project would benefit
them all. A general comment was that all of the indicators were considered with positive
score. This was answered back in the assessment, stage at which we argued that no
sufficient proof were at hand to support this general convention. Still, the project was gladly
and positively received.
Similar happened in the other 2 LSH Consultation events, but no feedback formats were
handed out. This was because most of the beneficiaries in Cuzco are illiterate and it might
have been seen as a sign of disrespect when asking to write down their opinions.
Nevertheless, all oral interventions were counted, even in their mother tongue (quechua,
with different variants as is spoken in Cuzco and Ancash). As LPP members speak
quechua and it was no problem to receive and reply this comments. They were, also,
categorised in the report and answered.
D.3. Summary of the comments received:
Most comments were referred to:
• Environmental care (Avoids air pollution, protects biodiversity, etc.)
• Health Benefits
• Carbon Market
• Allows Economic savings
• How cookstoves might have positive impact in soil conditions, water conditions,
biodiversity protection.
