Annex 2: Letter from Human Rights Watch to Alejandro Poiré Romero, Former Secretary of the Interior, March 1, 2012 On March 1, 2012, Americas director José Miguel Vivanco delivered the following letter to Mexico’s then-secretary of the interior, Alejandro Poiré Romero, at a meeting between Human Rights Watch and the Ministry of the Interior.
