of rolling hills populated mainly by sheep.
There was material for an entire series of Yes,
Minister in the Department’s bias towards
investment in the South East, as well as the
insistence that procurement is not a political
issue and almost everything to do with the
Government Car Service.
The system throws up dozens of documents
to read and decisions to make for Ministers
every day, as well as meetings galore, visits and
announcements. Then there are the serious and
all-consuming issues that arrive unannounced
– a security problem, snow or an Icelandic
volcanic ash cloud – disturbing the business
and harmony of the Department.
Being Andrew Adonis’ SpAd was an
education in how to keep a laser focus on
delivering your priorities in Government
whilst dealing with the day-to-day business
of the Department. Adonis identified and
enthused those talented Civil Servants who
could advance his policies, and they devotedly
delivered for him. That High Speed 2 and rail
electrification were new policies when Lord
Adonis arrived in the Department in late
2008 and yet by the 2010 General Election the
same policies were locked in and a part of the
three main parties’ manifestos is all the more
incredible when you have seen close-up how
slowly the system moves and how difficult it
is to effect significant change, especially as a
General Election looms closer.
As a Special Advisor you are reliant on
the patronage of your Secretary of State.
Effectiveness in your job comes from how well
connected you are, to the Minister but also to
the civil servants. I found that good working
relationships, especially with the Private and
Press Offices, were essential given that they
usually knew (or could find out) what was
going on. It helped there were dozens of them
compared to only two special advisers.
always party political
