on technical matters with cable companies and with the Logistics and Communications<br />
Service, Office of Planning and Support, Department of Peace-keeping Operations,<br />
for processing and dispatching outgoing cables, and for receiving and distributing<br />
incoming cables;<br />
(c) The Computing Technology Service has responsibility for establishing<br />
and maintaining the system for communication by electronic mail.<br />
Facsimile transmissions may be made by departments and offices with authorized<br />
facsimile machines. Communications for transmission by cable or telegram are collected<br />
for transmission by the cables and telegrams units. Electronic mail is transmitted<br />
directly by the originating department or office. Guidelines for the use of<br />
electronic mail are set out in information circulars ST/IC/1997/11 of 4 February<br />
1997 and ST/IC/1997/70 of 27 October 1997 and administrative instruction<br />
ST/AI/386 of 23 August 1993. The <strong>United</strong> <strong>Nations</strong> Telephone Directory contains a<br />
list of <strong>United</strong> <strong>Nations</strong> telefax offices and numbers.<br />

11. The Records Information Systems Unit and the Archive and Records Centre of<br />
the Archives and Records Management Section develop policy and guidelines relating<br />
to filing plans and to the maintenance and retention of <strong>United</strong> <strong>Nations</strong> records,<br />
including electronic media; provide advice for improved record keeping in the<br />
<strong>United</strong> <strong>Nations</strong>, including the effective utilization of information technology; promote<br />
research use of <strong>United</strong> <strong>Nations</strong> archives consistent with security and authorized<br />
access and participate in strategic information planning Organization-wide.
