It is my sincere pleasure to welcome you<br />

to the <strong>2012</strong> <strong>American</strong> <strong>Fraternal</strong> <strong>Alliance</strong><br />

Annual Meeting in the remarkable city of<br />

New Orleans. This combination of<br />

educational content and location will make<br />

this one of the most memorable meetings<br />

in our organization’s 126-year history.<br />

We are thrilled to be able to have Mary Matalin and James<br />

Carville address our group, especially in this election year. They<br />

have roots in New Orleans, so we will benefit from both the timely<br />

and balanced political observations as well as some local flavor.<br />

And we can hardly believe that we were able to secure Jim<br />

Collins as a keynote speaker. The ideas on management,<br />

technology and organization of this best-selling author of Built to<br />

Last, Good to Great and How the Mighty Fall will continue to have a<br />

large impact on 21 st Century <strong>American</strong> business, and will no<br />

doubt help your society as well. The take-aways from his<br />

presentation will be invaluable in all your future decision-making<br />

and strategic planning.<br />

And if these three speakers weren’t enough, the workshops<br />

will be outstanding. They were designed to anticipate the<br />

changing requirements in governance, advocacy, marketing,<br />

technology and much more. Of course, there will be ample time<br />

to socialize with colleagues and enjoy fine dining and the standup<br />

comedy of Jimmy Travis on Saturday night.<br />

But there is another star of the show! The City of New Orleans<br />

is unique, described as not being a Southern city but a Caribbean<br />

city. Remnants of its historical European, Creole, African and<br />

Haitian heritage still influence its culture today. We have a prime<br />

location here at the beautiful Ritz Carlton to allow you to explore<br />

it all.<br />

Stuart B. Buchanan<br />

2011-<strong>2012</strong> <strong>American</strong> <strong>Fraternal</strong> <strong>Alliance</strong> Chair of the Board<br />

Stuart B. Buchanan serves as Catholic Order of Foresters' (COF) high secretarytreasurer<br />

and CFO. Since assuming these roles, he has participated in negotiations<br />

that led to two successful mergers and helped develop and initiate COF's general<br />

expense reduction initiative resulting in one of the fraternal system’s lowest cost per<br />

certificate.He directed COF's underwriting procedures re-engineering that<br />

significantly reduced application processing time and underwriting costs. Most<br />

recently, he led the Order through an administrative system conversion.<br />

Prior to his 2006 appointment as high secretary-treasurer, Buchanan was senior<br />

vice president of insurance operations, directing product development, leading the<br />

development and introduction of three long-term care plans and initiating the<br />

Order's first marketing alliance with another society. His responsibilities also<br />

included oversight of underwriting, administration, policy service, and information<br />

systems departments.<br />

Buchanan, a graduate of the University of Illinois, with a B.A. in economics, is<br />

Past President of the Illinois <strong>Fraternal</strong> <strong>Alliance</strong>. A member of the FINRA dealers, he<br />

holds Series 7 and 63 licenses. Buchanan earned the insurance industry Fellow Life<br />

Management Institute with distinction designation.<br />

Jim Collins is a student and teacher of enduring great<br />

companies — how they grow, how they attain superior<br />

performance, and how good companies can become great<br />

companies. Having invested nearly a quarter of a century of<br />

research into the topic, Jim has authored or co-authored six<br />

books that have sold in total more than ten million copies<br />

philanthropic arm of the organization. Cynthia won the<br />

<strong>2012</strong> <strong>Fraternal</strong>ist of the Year Presentation<br />

The <strong>Fraternal</strong>ist of the Year Award <strong>Program</strong> is open to all<br />

member societies. This award is given, annually, to the member<br />

who, throughout the past year, exhibited extraordinary acts of<br />

fraternalism, provided outstanding volunteer service in the<br />

community and uncommon leadership in his/her volunteer<br />

service in the community. Entries were evaluated by an<br />

independent panel of judges.<br />

Deborah Young is a very active face of<br />

fraternalism, not only in Winsor, but across the border as well.<br />

Some of the projects Deborah has led her council, jurisdiction<br />

and in conjunction with the Michigan jurisdiction include the<br />

• JOIN HANDS DAY: Ontario members worked with the<br />

Scarlet Nobles and Ladies of Windsor Club to host a dinner<br />

and evening for mentally disabled and physically challenged<br />

adults.<br />

• Friends of Atkinson Park: Provided swimming lessons and<br />

summer picnics for underprivileged children.<br />

• Hiatus House: Ongoing support of donations and supplies for<br />

this women and children’s shelter.<br />

• “Well”-Come Center: Cleaning and refurbishing this women’s<br />

safe haven.<br />

• Toys for Tots: Led participation in the toy drive and<br />

volunteered for the Festival of the Bands fundraiser.<br />

• Mic Mac Park <strong>Program</strong>: Obtaining bicycles and helmets for<br />

children in this Safety Patrol program.<br />

• Downtown Mission: Preparation of food baskets and gift<br />

parcels at the holidays.<br />

• Three Day Run: Organized Team Coronation for this breast<br />

cancer research activity.<br />

• Better World Today Association: “Dancing With the Local<br />

Stars” fundraising and bone marrow awareness event.<br />

• Muscular Dystrophy Association: Organized the members’<br />

culinary crew to prepare food for Jerry’s Kids during the<br />

weekend telethon.<br />

• Youth Soccer League:Provided equipment and uniforms.<br />

• Community Senior Center: Volunteers with members to host<br />

“dining out” experiences for the residents.<br />

• Windsor/Essex House Hospice: Packaging compassion car<br />

parcels and blankets for the terminally ill.<br />

• Selling Pink: Promoting breast cancer awareness with pink<br />

items whose proceeds benefit cancer research.<br />

• Friendship Baby Shower: Coordinating this activity where<br />

baby care items were gifted to those in need.<br />

• Grant Zavitz Memorial Award: Helped establish this<br />

outstanding youth volunteer recognition.<br />

Wilbert earned a Masters of Education and retired as<br />

principal of the Wall Elementary School, having been named<br />

<strong>2012</strong> Jacobson-Rugland Award<br />

The Jacobson-Rugland Award, established by Luther College,<br />

was named in honor of the late Reuben Jacobson (of the former<br />

Lutheran Brotherhood) and Walter Rugland (of the former Aid<br />

Association for Lutherans) and recognizes an outstanding<br />

fraternal actuary who has made valuable contributions to the<br />

actuarial and fraternal benefit fields. The selection committee is<br />

Doug has worked at Thrivent Financial for<br />

Lutherans since 2001 where he currently serves as Thrivent’s<br />

Director of Capital and Model Management. He also served in the<br />

various officer roles of the <strong>Alliance</strong> Actuaries Section from<br />

2003- 2005. Prior to joining the fraternal world at Thrivent,<br />

Doug spent 1 2 years as a valuation and modeling actuary in the<br />

commercial insurance world at Fortis Financial Group in St.<br />

Paul, MN.<br />

Doug has been the key actuarial contact for the <strong>Alliance</strong><br />

regarding Risk Based Capital (RBC) for fraternals. Initially, he<br />

worked with the <strong>Alliance</strong> in 2002 to begin discussions with the<br />

NAIC. He participated with the <strong>Fraternal</strong> Capital Adequacy<br />

Task Force during 2008-201 0 to address solvency issues for<br />

fraternals raised by New York and Minnesota. The work of this<br />

group eventually led to a recommendation to apply statutory<br />

RBC principles to fraternals. The suggestion for a separate<br />

<strong>Fraternal</strong> RBC Model Act has helped forestall more onerous,<br />

state-by-state regulation.<br />

Since 2002, Doug has assisted both fraternal and state<br />

regulators on RBC issues and continues to be a first actuarial<br />

contact for the <strong>Alliance</strong> and Thrivent lawyers whenever any<br />

questions arise regarding RBC.<br />

<strong>2012</strong> Marcia D. Heywood <strong>Fraternal</strong> Communications Award<br />

This award is to honor an outstanding communicator for<br />

contributions to the communications profession and the<br />

advancement of the fraternal benefit system. It was named in<br />

honor of the late the late Marcia D. Heywood, Woodmen<br />

Financial Services, Inc., a communications professional who<br />

actively volunteered to serve her society, her state fraternal<br />

ability to grow and modernize. Educated delegates are critical<br />

to conventions making decisions – some of which can take<br />

Melvin L. Rambo, FSA, MAAA, MBA, LLIF is<br />

President and Chief Executive Officer of the<br />

Equitable Reserve Association. He joined<br />

Equitable Reserve Association in May 2005 as Vice<br />

President– Administration, and was elected to his current<br />

position in June 2006.<br />

Previously Rambo was the President and COO of National<br />

Travelers Life Company, West Des Moines, Iowa. In 2004 and<br />

through April of 2005, Mr. Rambo had been pursuing his<br />

MBA at Drake University in Des Moines and working as a<br />

consulting actuary. In 2008, he completed his MBA through<br />

Drake University.<br />

Rambo earned his BSBA degree from Drake University,<br />

graduating Summa Cum Laude. He has been a LOMA<br />

Instructor. His professional affiliations include Fellow –<br />

LIMRA Life Institute, Fellow – Society of Actuaries, and<br />

Janice Whipple became national president of<br />

Woman's Life Insurance Society in 1 990. She<br />

had been with the Woman’s Life Insurance Society since<br />

1 979, serving as legal counsel before becoming its national<br />

president. She retired from the presidency in 201 2 and now<br />

serves as its chair of the board.<br />

Before joining the Society, she served as legal counsel to<br />

the Legislative Service Bureau for the State of Michigan and<br />

as a legal editing assistant for that same government agency.<br />

She was the first woman, and youngest person ever, to<br />

serve as president of the Association of <strong>Fraternal</strong> Benefit<br />

Counsel. She also served as president of the Law Section of<br />

the <strong>American</strong> <strong>Fraternal</strong> <strong>Alliance</strong> and was the first person to<br />

Mrs. Whipple served on the <strong>Alliance</strong> Law Committee. She<br />

was elected to a three-year term on the <strong>Alliance</strong> Board of<br />

Directors in 2002, becoming vice-chair of the board in<br />

September 2005 and installed as Chair of the Board in<br />

September 2006.<br />

She is an honors graduate of Central Michigan University<br />

and holds a Juris Doctor degree (cum laude) from Thomas<br />

M. Cooley Law School in Lansing, Michigan. She is a Fellow<br />

of the Life Management Institute (FLMI) and a designated<br />

<strong>Fraternal</strong> Insurance Counselor (FIC).<br />

Todd Martin is a shareholder with the law firm<br />

In particular, her practice concentrates on various<br />

life insurance contract compliance issues. Since 1 998, Daniela<br />

has represented clients in over 70 proceedings with the IRS to<br />

obtain relief for life insurance contracts that fail to comply with<br />

applicable federal income tax laws (such as failures to comply<br />

with Internal Revenue Code sections 101(f), 7702, and 7702A<br />

as well as reporting failures. Drawing on this experience, Daniela<br />

and others in the firm submitted comments in response to IRS<br />

Notice 2007-1 5 recommending that changes be made to the<br />

correction procedures for “failed life insurance contracts” and<br />

“inadvertent MECs” in order to address the insurance industry’s<br />

concerns about the amounts due under such procedures and the<br />

administrative burdens such procedures placed on taxpayers. In<br />

addition, since the release of the new correction procedures in<br />

2008, Daniela has spoken before numerous groups about these<br />

procedures and has represented clients seeking relief under<br />

these procedures.<br />

Edward L. Potter was named executive director of the<br />

International Cooperative and Mutual Insurance Federation/<br />

Regional Association for The Americas (ICMIF/Americas) in<br />

February, 2004. Founded in 1922, ICMIF serves as the global<br />

voice for cooperative and mutual insurance industry, today<br />

representing 221 member-owned insurance companies in 70<br />

countries around the world.<br />

As ICMIF’s regional association for The Americas,<br />

ICMIF/Americas serves 63 member cooperative and mutual<br />

insurers in 20 countries throughout North, Central and South<br />

America and the Caribbean. Collectively members in The<br />

Americas region represent over 1 400 insurers with over US<br />

$111 billion in assets and US$41.5 billion in premium income.<br />

A certified association executive (CAE), Potter has more than 24<br />

years of experience in international trade, professional and<br />

philanthropic associations and international development. He has<br />

also worked for several international non-profit organizations<br />

including the <strong>American</strong> Society of Association Executives,<br />

Partners of the Americas, the International Exchange Association,<br />

and the International Youth Foundation.<br />

Potter holds a degree in International Studies from the<br />

University of Michigan in Ann Arbor. He is fluent in Spanish<br />

and Portuguese, and conversant in French.<br />

CEO of the <strong>Fraternal</strong> <strong>Alliance</strong>, Joe is responsible for managing<br />

the day-to-day operations of the organization. He also serves as<br />

the voice of the fraternal industry to all internal and external<br />

audiences, and the leading advocate for the system before state<br />

and federal public policymakers. In conjunction with the Board<br />

of Directors, he provides strategic guidance to the organization<br />

in order to build and affirm the <strong>Fraternal</strong> <strong>Alliance</strong>’s mission,<br />

Charles joined McBee Strategic in 201 0. Charles brings over ten<br />

years of bicameral Congressional experience to the firm, including<br />

three years within senior Republican leadership. Most recently,<br />

Charles served as Chief of Staff to Rep. Adam Putnam (R-FL).<br />

Through his work with Rep. Putnam, he both served as Policy<br />

Director at the House Republican Conference and served as Chief<br />

of Staff to the Republican Policy Committee. Prior to this, Charles<br />

served as Legislative Director for Rep. Mario Diaz-Balart (R-FL),<br />

where he was responsible for the Congressman’s work on the<br />

Budget Committee and the Transportation and Infrastructure<br />

Committee. He also served as Legislative Assistant for Rep. Felix<br />

Grucci (R-NY), where he handled the Congressman’s housing<br />

portfolio on the House Financial Services Committee. Charles<br />

started his career on Capitol Hill working within the U.S. Senate<br />

for Senator Jon Kyl (R-AZ) and Senator Connie Mack (R-FL).<br />

Charles received his Bachelor of Arts degree in political science<br />

steering overlooked campaigns to unexpected landslide victories<br />

and for re-making political underdogs into upset winners.<br />

His winning streak began in 1 986, when he managed the<br />

gubernatorial victory of Robert Casey in Pennsylvania. In 1 987,<br />

Carville helped guide Wallace Wilkinson to the governor's seat<br />

in Kentucky. Carville continued his winning streak with wins in<br />

New Jersey with Frank Lautenberg elected to the US Senate.<br />

He next managed the successful 1 990 gubernatorial campaign<br />

of Georgia's Lieutenant Governor Zell Miller, and in 1 991 ,<br />

Carville— who had already become prominent in political<br />

circles— drew national attention when he led Senator Harris<br />

Wofford from 40 points behind in the polls to an upset<br />

landslide victory over former Pennsylvania Governor and U.S.<br />

Attorney General Richard Thornburgh. But his most prominent<br />

victory was in 1 992 when he helped William Jefferson Clinton<br />

win the Presidency.<br />

In recent years, Carville has been focusing on campaigns in<br />

more than 20 countries around the globe, including leading<br />

Ehud Barak to victory in his campaign to become the Prime<br />

Minister of Israel in 1 999.<br />

Along with pollster Stanley Greenberg, Carville founded<br />

Democracy Corps, an independent, non-profit polling<br />

organization dedicated to making government more responsive<br />

to the <strong>American</strong> people. Democracy Corps has conducted over<br />

200 national, congressional and local surveys, interviewing over<br />

220,000 <strong>American</strong> voters during the past 1 0 years.<br />

Carville is a frequent political commentator and contributor<br />

on CNN. He also serves as a Professor of Practice at Tulane<br />

University in New Orleans.<br />

Mary Matalin is a celebrated conservative voice and political<br />

contributor for CNN. Matalin formerly served as assistant to<br />

President George W. Bush and counselor to Vice President<br />

Dick Cheney, and was the first White House official to hold<br />

that double title.<br />

Before joining the Bush/Cheney White House, Matalin hosted<br />

CNN’s critically acclaimed debate show, Crossfire. Matalin is the<br />

former founding co-host of the Washington-based political<br />

weeknight talk show, Equal Time, which premiered in May 1 993<br />

on CNBC. She served as co-host until shortly after the 1 996<br />

national political conventions. Matalin also co-authored the bestselling<br />

political campaign book All’s Fair: Love, War and Running<br />

for President with her husband, James Carville. Her most recent<br />

book, Letters to My Daughters (April 2004), was named a <strong>Book</strong> of<br />

the Month Club selection as well as made The New York Times<br />

and The Washington Post best-seller lists.<br />

Matalin took her sharp wit and free-spirited political repartee<br />

to the airwaves during her own three-hour afternoon radio<br />

program on the CBS Talk Radio Network. The Mary Matalin<br />

Show highlighted current events, featured distinguished guests<br />

and listener calls. In addition, Talk Daily recognized The Mary<br />

Matalin Show with its “Great Web Site Award”. Matalin recently<br />

appeared, with Carville, on HBO’s critically acclaimed series K<br />

chief of staff for the RNC. In 1 992, President Bush named her<br />

the deputy campaign manager for political operations. Matalin<br />

is editor-in-chief of Threshold Editions. She also co-hosts the<br />

nationally-syndicated radio program Both Sides Now. She serves<br />

on the boards of the Washington Humane Society, the Richard<br />

B. and Lynne V. Cheney Cardiovascular Institute at The George<br />

Brad Hewitt has the honor to serve the only Fortune 500<br />

faith-based membership organization as the president and CEO.<br />

Leading an organization whose purpose is to connect faith and<br />

finances for Christian communities and their members, he<br />

Brad brings more than 28 years of experience to Thrivent<br />

Financial. He joined the organization in 2003 as senior vice<br />

president of <strong>Fraternal</strong> Operations and has also served as president<br />

of the Thrivent Financial for Lutherans Foundation. In November<br />

2008, he was promoted to chief operating officer. He was named<br />

president and chief executive officer in February 201 0.<br />

Brad began his career in 1 982 with Minnesota Mutual Life in<br />

the Actuarial Services department and then joined Charter<br />

Med (now UnitedHealth Group) in 1 986 as director of<br />

Underwriting. From 1 993 to 1 998, he served as CFO and then<br />

as president and CEO of Diversified Pharmaceutical Services<br />

(now Express Scripts). After a successful business career, Brad<br />

felt called to the Lutheran Church Extension Fund, then to be<br />

the chief administrative officer of The Lutheran Church –<br />

Missouri Synod in St. Louis, Missouri, from 1 998 to 2003.<br />

Brad currently serves as the chair of the board of regents of<br />

Concordia University, St. Paul, Minnesota. He is also on the<br />

board of the Lutheran Community Foundation and the board<br />

AMERICAN FRATERNAL ALLIANCE<br />

ANTITRUST GUIDELINES<br />

The <strong>American</strong> <strong>Fraternal</strong> <strong>Alliance</strong> is an association of fraternal<br />

benefit societies organized to promote the general welfare of the<br />

fraternal benefit system and its individual members by uniting<br />

societies in matters of mutual concern and interest. Its aim is to<br />

promote unity and understanding among member-societies.<br />

The <strong>Alliance</strong> is not intended to, and may not, play any role in<br />

business decisions of its member societies. No agreements,<br />

express or implied, will be authorized, sanctioned or permitted<br />

which restrict the individual member-society’s freedom to make<br />

independent business decisions.<br />

Through its annual meetings, sections meetings, committee<br />

meetings and other activities, <strong>Alliance</strong> brings together officers<br />

and employees of societies which may in a broad sense<br />

occasionally be in competition for members. While <strong>Alliance</strong><br />

activities are principally educational, the <strong>Alliance</strong> Board of<br />

Directors recognizes the possibility that the association and its<br />

activities could be seen by some as an opportunity for<br />

anticompetitive conduct. The Board unequivocally opposes any<br />

act, omission or communication which has a tendency to<br />

restrict competition within the fraternal benefit system. The<br />

Board further states its uncompromising support for the<br />

principles of competition and freedom of economic decisionmaking<br />

embodied in the antitrust laws of the United States.<br />

It is the responsibility of every participant in <strong>Alliance</strong><br />

activities to avoid the appearance of anticompetitive conduct<br />

and otherwise act in strict compliance with the antitrust laws of<br />

the United States and its individual states. Problems and issues<br />

may be discussed; statistics and information designed to inform<br />

members may be shared. However, no polls should be taken and<br />

no agreements should be reached, express or implied,<br />

suggesting a particular course of action regarding the day-to-day<br />

business affairs of individual fraternal benefit societies.<br />

Premium formulas, agent commissions and coverage exclusions<br />

are subjects that must be approached with particular sensitivity<br />

and caution. In general, every effort should be made to promote<br />

individual decision-making on all matters involving the business<br />

affairs of individual member-societies.<br />

On May 5, 201 2, thousands of individuals came together in<br />

communities across America for the eleventh annual JOIN<br />

HANDS DAY. Youths and adults, seniors and children —<br />

fraternal benefit society members and non-members —<br />

mobilized in their own neighborhoods to solve problems and<br />

build new relationships. People of all ages began to understand<br />

the value in youths and adults working together. Many heard<br />

about fraternal benefit societies for the first time because of<br />

JOIN HANDS DAY and they were impressed. Remember the<br />

first Saturday in May as the day when generations unite to<br />

improve their communities.<br />
