5.4 Tests that have not passed will be flushed by the Representative and re-tested. If the second<br />

test does not pass, the builder will be notified to have the water service excavated and<br />

repaired. The <strong>City</strong> Representative will retest at the builder’s expense.<br />

5.5 The <strong>City</strong> Representative shall record service sketch measurements for locating the curb<br />

stop/box with respect to the watermain, property line and the building.<br />

5.6 Should the Contractor use the water service prior to meter installation, a back flow device<br />

shall be installed.<br />

6.0 WATER SERVICE REPAIR PROCEDURE<br />

6.1 When a water service is identified as leaking, the <strong>City</strong>’s Representative will establish an<br />

approximate location <strong>of</strong> the leak. The location <strong>of</strong> the leak will determine who is responsible<br />

for the remedial action.<br />

a) The property owner is responsible for repairs to all leaks located on private property.<br />

If the leak, in the <strong>City</strong>’s Representative's opinion, requires immediate attention, the<br />

<strong>City</strong> will undertake the necessary repairs or replacements. The property owner will<br />

be invoiced for the costs involved. The property owner may be able to recover the<br />

repair costs from the builder.<br />

b) ASSUMED SUBDIVISION<br />

The <strong>City</strong> will repair all leaks located on assumed road allowances using procedures<br />

deemed appropriate by the <strong>City</strong>’s Representative, at the <strong>City</strong>'s expense.<br />

UNASSUMED SUBDIVISION<br />

The <strong>City</strong>’s Representative will contact the Developer to explain the situation and<br />

confirm a repair date.<br />

If the scheduled date is unacceptable in the <strong>City</strong>’s Representative's opinion OR if the<br />

Developer refuses to acknowledge responsibility OR if in the <strong>City</strong>’s Representative's<br />

opinion the leak requires immediate attention, the <strong>City</strong> will undertake the necessary<br />

repairs or replacements. The Developer will be invoiced for the costs involved.<br />

Should the invoice not be paid, the <strong>City</strong> will proceed to recover the costs by drawing<br />

on the Letter <strong>of</strong> Credit for this development.<br />

7.0 DOMESTIC WATER METERS<br />

For meters up to and including 50 mm, the Developer/Owner shall provide a capital<br />

contribution to the <strong>City</strong> for the applicable meter, service inspection costs and installation <strong>of</strong><br />

the water meter. This meter shall be provided and installed by the <strong>City</strong> prior to occupancy <strong>of</strong><br />

the premises. All meters above 50 mm shall be supplied and installed by the<br />

Developer/Owner. The meter will be the property <strong>of</strong> the <strong>City</strong> at the time <strong>of</strong> occupancy.
