Private L<strong>and</strong> Authorization Certificates<br />

Hunter Access to E-PLUS Private L<strong>and</strong><br />

L<strong>and</strong>owners in <strong>New</strong> <strong>Mexico</strong> have the ability to receive elk<br />

authorizations through the E-PLUS Program. For detailed<br />

information on E-PLUS hunting or lists of participating properties,<br />

visit our Web site: www.wildlife.state.nm.us/.<br />

Obtaining an E-PLUS Elk License<br />

A hunter must first negotiate with a participating l<strong>and</strong>owner to<br />

obtain a private l<strong>and</strong> authorization. If successful, the l<strong>and</strong>owner will<br />

provide the hunter with the appropriate information to convert the<br />

authorization into a license.<br />

If the GMU has huntable public l<strong>and</strong>s, l<strong>and</strong>owners within the COER<br />

(Core ccupied Elk Area) have the option each season to sign up<br />

their deeded l<strong>and</strong> as unit wide. Unit-wide properties are required to<br />

allow free, unrestricted <strong>and</strong> equal access, including vehicle access, to<br />

any legally licensed person to their entire ranch during each public<br />

elk hunt in that GMU.<br />

Department policy does not allow changes to the bag limit or<br />

sporting arm type for the authorization. Hunters may NOT hold<br />

both a private l<strong>and</strong> <strong>and</strong> a public elk license in the same year.<br />

Hunters may NOT exchange a public draw license for a private l<strong>and</strong><br />

license.<br />

Units 4, 5A, <strong>and</strong> 46 Private L<strong>and</strong> Licenses<br />

Private l<strong>and</strong> elk licenses issued for Units 4, 5A, <strong>and</strong> 46 are valid for<br />

use on the private l<strong>and</strong>s for which they were issued (ranch only).<br />

They also may be used on other private l<strong>and</strong>s within the same<br />

GMU if the hunter possesses written permission from the other<br />

l<strong>and</strong>owners.<br />

Fees include a $15 application fee <strong>and</strong> Depredation Damage Stamp<br />

fee. Habitat Stamps are required for hunting, fishing, <strong>and</strong> trapping<br />

on U.S. Forest Service <strong>and</strong> BLM l<strong>and</strong>s <strong>and</strong> must be purchased<br />

separately. A Habitat Management <strong>and</strong> Access Validation is<br />

required <strong>and</strong> must also be purchased separately.<br />

Ranch-Only Quality Elk Hunts<br />

Quality elk license fees shall apply to the conversion of any mature<br />

bull (MB) or either sex (ES) private l<strong>and</strong> authorization (except Youth-<br />

Only) that include any hunt dates from Sept. 15-Oct. 15 for private<br />

l<strong>and</strong>s that lie within the COER in GMUs 15, 16, <strong>and</strong> 17, but shall not<br />

apply to private l<strong>and</strong>s outside COER areas.<br />

Unit-Wide Quality Elk Hunt Fees<br />

Quality elk license fees shall apply to the conversion of any mature<br />

bull (MB) or either sex (ES) private l<strong>and</strong> authorizations (except<br />

Youth-Only) for the following hunts:<br />

Any Legal Sporting Arm Hunts<br />

ELK-1-238, ELK-1-245, ELK-1-237, ELK-1-252, ELK-1-259,<br />

<strong>and</strong> ELK-1-260.<br />

Bow Only Hunts<br />

ELK-2-226, ELK-2-236, ELK-2-244, ELK-2-250, ELK-2-258,<br />

ELK-2-266, <strong>and</strong> ELK-2-275.<br />

Muzzleloader <strong>and</strong> Bow Only Hunts<br />
