Elk 30 Elk Valles Caldera National Preserve (VCNP) Elk Hunt-2008 Hunters seeking access to the Valles Caldera National Preserve (VCNP) Unit 6B for elk hunting in 2008 must enter a national lottery conducted by the Valles Caldera Trust. Hunters MUST NOT apply through the regular Department of Game and Fish public elk draw for these hunts. The Trust will hold its own drawing for access authorizations. However, hunters can apply concurrently for any other elk hunt in New Mexico in this booklet. Applicants who successfully draw a VCNP access authorization will be automatically removed from the regular Department public elk drawing. To be eligible to hunt elk on the VCNP, applicants must purchase at least one lottery chance directly from the Valles Caldera Trust. The cost to purchase a lottery chance for a mature bull or either sex hunt is $25 each. Lottery chances for antlerless hunts are $15 each. Applicants may purchase additional chances, not to exceed 20 chances per hunt. The drawing for the VCNP hunts will take place before the Department’s regular public elk draw. The state quota will be applied to each VCNP hunt. The quota will award 78% of the licenses to New Mexico residents, 12% to nonresidents who use an outfitter and 10% to nonresidents who choose not to use an outfitter. VCNP HUNTS ARE NOT ONCE-IN-A-LIFETIME HUNTS. Applicants who successfully draw a VCNP access authorization must provide their access authorization to any Department of Game and Fish office to then purchase an elk hunting license. See page 7 for license fees. Applicants For a Valles Caldera Hunt MAY NOT: • Apply for a VCNP elk hunt on a Department of Game and Fish Form 2008 through the regular public draw. • Transfer any access authorization or license he or she receives for a VCNP hunt to another hunter. Rules for Hunters While on the Preserve: • Hunters and one allowed guest must attend a mandatory hunt orientation session prior to their assigned hunt. (Two guests are allowed for the Mobility-Impaired and Youth-Only hunt.) A VCNP-approved outfitter or a guide may also accompany a hunter and their guest. • To offer a quality hunting experience and ensure safety, hunters are assigned to a specific area on the Preserve. Hunt area assignments will be made through a drawing at the orientation meeting. • Scouting for elk is allowed prior to the beginning of the hunters assigned hunt. • One vehicle per hunter will be restricted to established roads designated by the Trust for use during the hunt. No all-terrain vehicles will be allowed. Hunters will be allowed to use their own horse or a VCNP provided game cart to pack out their elk. • Hunters may hunt on horseback. Hunters must provide pelleted feed (not hay) while on the Preserve to prevent the spread of noxious weeds. • All hunters and their guests participating in Any Legal Sporting Arm hunts must wear at least 244 square inches of blaze orange (the size of a standard hunting vest) during their hunt • Camping is available on nearby public lands but is not currently available on the VCNP. • The Trust reserves the right to withdraw access to any hunter for violating any rules or restrictions. • All state laws, federal laws and all New Mexico Department of Game and Fish rules apply on the VCNP. • Youth hunters (persons younger than 18 years of age) participating in any firearm hunt on the Preserve must have successfully completed a Hunter Education class and show proof when purchasing a license for a firearm hunt. • The Trust may have additional restrictions or provide additional services. Private Land Authorization Certificates Hunter Access to E-PLUS Private Land Landowners in New Mexico have the ability to receive elk authorizations through the E-PLUS Program. For detailed information on E-PLUS hunting or lists of participating properties, visit our Web site: www.wildlife.state.nm.us/. Obtaining an E-PLUS Elk License A hunter must first negotiate with a participating landowner to obtain a private land authorization. If successful, the landowner will provide the hunter with the appropriate information to convert the authorization into a license. If the GMU has huntable public lands, landowners within the COER (Core ccupied Elk Area) have the option each season to sign up their deeded land as unit wide. Unit-wide properties are required to allow free, unrestricted and equal access, including vehicle access, to any legally licensed person to their entire ranch during each public elk hunt in that GMU. Department policy does not allow changes to the bag limit or sporting arm type for the authorization. Hunters may NOT hold both a private land and a public elk license in the same year. Hunters may NOT exchange a public draw license for a private land license. Units 4, 5A, and 46 Private Land Licenses Private land elk licenses issued for Units 4, 5A, and 46 are valid for use on the private lands for which they were issued (ranch only). They also may be used on other private lands within the same GMU if the hunter possesses written permission from the other landowners. Ranch-Only Quality Elk Hunts Quality elk license fees shall apply to the conversion of any mature bull (MB) or either sex (ES) private land authorization (except Youth- Only) that include any hunt dates from Sept. 15-Oct. 15 for private lands that lie within the COER in GMUs 15, 16, and 17, but shall not apply to private lands outside COER areas.
