Applying for Draw Licenses, Permits <strong>and</strong> Population Management Hunts<br />

For elk <strong>and</strong> deer draw hunts, there are st<strong>and</strong>ard (S), quality (Q), highdem<strong>and</strong><br />

(HD), or both quality <strong>and</strong> high-dem<strong>and</strong> (Q/HD) hunts. There<br />

are no quality or high-dem<strong>and</strong> hunts for any other species. Those hunt<br />

types are all st<strong>and</strong>ard (S). Refer to deer <strong>and</strong> elk-season pages for the<br />

correct fee type.<br />

Fill in the total amount enclosed with this form. This is the total dollar<br />

amount for all hunters applying on the form. Applicants should include<br />

the appropriate license fee listed under License Fees on<br />

page 7. Hunters should send the fee for THE MOST EXPENSIVE<br />

HUNT for which they are applying. If you draw a less expensive<br />

hunt, you will receive a refund for the difference. Deer, bear, <strong>and</strong><br />

turkey draw applicants should send only the $8 application fee for each<br />

applicant. Make checks, cashier’s checks, or money orders payable to<br />

the Department of <strong>Game</strong> <strong>and</strong> <strong>Fish</strong>. Do not send cash, a blank check<br />

or a blank money order.<br />

Up to 4 hunters per form may apply for deer permits, elk, javelina <strong>and</strong><br />

pronghorn antelope draw licenses. When more than one person applies<br />

per form for pronghorn antelope, members of the party may have to be<br />

assigned to separate but nearby ranches. Up to 2 hunters may apply for<br />

oryx once-in-a-lifetime hunts, WSMR Badged hunts, <strong>and</strong> turkey draw<br />

hunts. Only 1 hunter may be listed per application for bighorn sheep,<br />

ibex, bear <strong>and</strong> all population-management hunts.<br />

For ibex only: If you have purchased an ibex IBX-1-528 license <strong>and</strong> are<br />

applying for a draw ibex hunt, indicate license number here <strong>and</strong> submit<br />

only the $8 application fee. Do not apply for IBX-1-528 on Form 2008.<br />

Applicants for deer draw permits or elk draw licenses may choose to<br />

accept any permit or license (same sporting arms type as the applicant’s<br />

first choice) in one of the four quadrants of the state by designating<br />

the fourth choice on the application. See pages 20 <strong>and</strong>/or 32 for more<br />

information on 4th choice hunts. A hunter who draws the fourth choice<br />

will receive a license or permit for a specific hunt within that quadrant.<br />

A hunter drawing a fourth choice elk hunt could receive a cow license<br />

even if the first three choices were for bull licenses <strong>and</strong> vice versa. If any<br />

choice is for a bull elk, the bull elk license fee must be sent.<br />

Nonresidents must indicate whether they will be using an outfitter. Use<br />

of an outfitter is optional, see page 16. Those nonresidents who plan to<br />

contract with an outfitter must have a signed contract before applying<br />

for a draw hunt <strong>and</strong> include that outfitter’s number on the application<br />

form. State law requires that nonresidents who use an outfitter’s<br />

number on a Form 2008 must have a valid contract with that outfitter<br />

<strong>and</strong> must use that outfitter for the hunt. Lists of registered outfitters are<br />

available from Department offices <strong>and</strong> are on our Web site at: www.<br />

wildlife.state.nm.us/. Residents will receive 78% of the<br />

licenses or permits drawn. Nonresidents who submit a valid outfitter’s<br />

registration number on their application, <strong>and</strong> hire that outfitter, will<br />

receive up to 12% of the licenses or permits. Nonresidents who apply to<br />

hunt without outfitters will receive up to 10% of the licenses. This quota<br />

does not apply to oryx, ibex <strong>and</strong> bighorn sheep hunts.<br />

Check <strong>and</strong> initial the left box if you want your LICENSE mailed to your<br />

outfitter instead of to you. Check <strong>and</strong> initial the right box if you want<br />

your REFUND mailed to your outfitter instead of to you. If you do not<br />

check either box, your license <strong>and</strong>/or refund will be mailed directly to<br />

you.<br />

If you are using an outfitter, fill in their registration number here. You<br />

must have the outfitter’s current permission to use their number.<br />

Applicants must provide the last four digits of their Social Security<br />

Number when applying for a license or permit.<br />

Fill in your date of birth with the month, day <strong>and</strong> year.<br />

Fill in your check or money order number here. Each applicant<br />

should indicate his or her check number if multiple checks are<br />

submitted.<br />

Fill in the amount submitted for this applicant. Total amount for<br />

all applicants combined goes on the front of application under<br />

total amount enclosed. See License Fees on page 7.<br />

Applicants must enter their correct MAILING address.<br />

Fill in the applicant’s daytime phone number. This should be a<br />

telephone number where the applicant can be reached during<br />

normal business hours, 8 AM to 5 PM.<br />

Any applicant under the age of 18 on the day they apply for a<br />

firearm hunting license, must submit proof of passing a statesponsored<br />

hunter education course. In addition, to be eligible<br />

for a youth-only hunt, they must be under the age of 18 on the<br />

first day of the youth-only hunt for which they are applying.<br />

If your hunter education certificate has no number, attach a<br />

photocopy of it to Form 2008.<br />

If the applicant has been certified Mobility-Impaired, place that<br />

number here. See page 8, License Information, for definitions.<br />

Check if you have submitted your Hunter/Trapper Report(s).<br />

EVERY applicant must sign <strong>and</strong> date the application in the<br />

appropriate box. Unsigned applications will be rejected.<br />

Your Application May Be Rejected<br />

Your application may be rejected for ANY of the following reasons.<br />

• You did not report your hunting or trapping results to the <strong>New</strong><br />

<strong>Mexico</strong> Hunter-Trapper Reporting System. See back cover.<br />

• You provided an incomplete application.<br />

• There are more applicants than allowed for on Form 2008.<br />

• You have previously held a once-in-a-lifetime license for that<br />

species or hunt area.<br />

• You are not certified as Mobility-Impaired when applying for a<br />

Mobility-Impaired hunt.<br />

• You did not submit required military certification with application.<br />

• You did not submit the specially marked Form 2008 for deer<br />

hunting private l<strong>and</strong> in Units 2A, 2B, 2C, 4, or 5A.<br />

• You do not meet age requirements for youth only hunts or did<br />

not include the hunter education certificate number on your<br />

application.<br />

• The application number is a duplicate. You cannot reproduce<br />

Form 2008.<br />

• You improperly submitted more than one application for the same<br />

species.<br />

• You did not submit enough money with your application.<br />

• Your check was returned for insufficient funds.<br />

• Your credit card was rejected for insufficient funds.<br />

• Your hunting, fishing, <strong>and</strong>/or trapping privileges have been<br />

revoked.<br />

• An individual applicant may be rejected on a party application.<br />

• Rejected applications will be charged the $8 application fee.<br />

If you re-submit a rejected application, it must still be postmarked<br />

by the deadline.<br />
