Graham: Not yet be<strong>in</strong>g elected, I can’t say how it is done now, but if elected,<br />

I would press for a requirement that all grants, as a contractual requirement<br />

of the grantee, be subject to detailed l<strong>in</strong>e item certified audit performed by a<br />

third party <strong>in</strong>dependent audit firm.<br />

Hickey: <strong>The</strong> problem isn’t with grant recipients, but rather their receipt of tax<br />

dollars from the district. Two grand juries said this was never approved by<br />

voters. District boundaries are blurred. East Palo Alto, not <strong>in</strong> the district, is a<br />

prime example of benefits spill<strong>in</strong>g over.<br />

Shefren: Grant applications require a detailed description of the <strong>in</strong>tent of the<br />

grant, the process by which it will be accomplished as well as measures to<br />

determ<strong>in</strong>e if the goals were met. <strong>The</strong> application also requires a description<br />

of how district residents will benefit from the program, and grants are not<br />

extended to programs not <strong>in</strong>tended for district residents. <strong>The</strong> grant recipients<br />

report twice yearly to the district and the district adm<strong>in</strong>istration visits the<br />

grantees at least yearly.<br />

Stogner: Proof that money received from SHD goes toward improv<strong>in</strong>g the<br />

health of district residents is irrelevant consider<strong>in</strong>g the fundamental issue of<br />

the illegality of the existence of the district <strong>in</strong> the first place.<br />

West-Gorr<strong>in</strong>: <strong>The</strong> board is aware of the importance of oversight of all funds<br />

allocated from the district. Program evaluation efforts are already under way,<br />

and <strong>in</strong>creased oversight will provide valuable feedback to the board and the<br />

grants committee <strong>in</strong> determ<strong>in</strong><strong>in</strong>g future goals and fund allocations.<br />

Woodside Terrace A.M. Kiwanis Club<br />

S<strong>in</strong>ce October 1956, the Woodside Terrace A.M. Kiwanis Club has been<br />

devoted to community service <strong>in</strong> <strong>Redwood</strong> City. Through the decades,<br />

the club has provided funds to help many worthy community programs<br />

and cont<strong>in</strong>ues to add more community projects. <strong>The</strong> Key Club of Sequoia<br />

High School, sponsored by the Woodside Terrace A.M. Kiwanis Club, was<br />

chartered <strong>in</strong> 1994 and has been <strong>in</strong>volved <strong>in</strong> rais<strong>in</strong>g money and donat<strong>in</strong>g time<br />

and effort to many programs.<br />

<strong>The</strong> Woodside Terrace A.M. Kiwanis Club meets every Tuesday even<strong>in</strong>g<br />

6–7 p.m. at Harry’s Hofbrau, 1909 El Cam<strong>in</strong>o Real (one block north of<br />

Woodside Road). <strong>The</strong>y <strong>in</strong>vite you to come to their meet<strong>in</strong>gs and check out the<br />

Woodside Terrace Optimist Club<br />

This is a unique club made up of senior citizens who want to stay <strong>in</strong>volved.<br />

Most, but not all, come from the residence at Woodside Terrace. <strong>The</strong> club is<br />

open to all of the community and provides an opportunity for seniors to be<br />

useful. <strong>The</strong> club’s funds are raised by a card, candy and necklace sale held<br />

on the fourth Wednesday of each month <strong>in</strong> the ma<strong>in</strong> lobby at 485 Woodside<br />

Road, open to the public.<br />

Lunches/meet<strong>in</strong>gs are at 12:30 p.m. on the second and fourth Wednesdays<br />

of each month <strong>in</strong> the Assisted Liv<strong>in</strong>g D<strong>in</strong><strong>in</strong>g Room at Woodside Terrace.<br />

YES Read<strong>in</strong>g<br />

This local organization is dedicated to empower<strong>in</strong>g students through literacy<br />

and <strong>in</strong>vest<strong>in</strong>g community members <strong>in</strong> underserved public schools. YES<br />

Read<strong>in</strong>g recruits and tra<strong>in</strong>s community volunteers to provide one-on-one<br />

tutor<strong>in</strong>g for elementary and middle school students read<strong>in</strong>g below grade level.<br />

YES Read<strong>in</strong>g operates several read<strong>in</strong>g centers on the Pen<strong>in</strong>sula and <strong>in</strong><br />

the South Bay, <strong>in</strong>clud<strong>in</strong>g a site at Selby Lane School <strong>in</strong> Atherton. If you are<br />
