0. Executive summary<br />

The technical specification for Interop<strong>era</strong>bility on Wagons (WAG TSI) has been adopeted the 13 th<br />

March 2<strong>01</strong>3.<br />

In this TSI sev<strong>era</strong>l clauses have been detected to be amended.<br />

This <strong>report</strong>:<br />

­ contains the proposed amendments, including their justifications; and<br />

­ is the supporting document to Annex 1 of <strong>ERA</strong> Executive Di<strong>rec</strong>tor’s Recommendation<br />

<strong>ERA</strong>/REC/<strong>01</strong>-2<strong>01</strong>3/REC.<br />

1. Introduction<br />

Article 12 of [1] states that “the Agency shall… propose to the Commission amendments to the<br />

TSIs which it considers necessary”.<br />

Article 7 of [2] and Section 2.2 of the Annex of [3] the Framework Mandate 2007 indicates the<br />

way to deal with the improvements in the TSIs.<br />

This <strong>report</strong> is based on the English version of the TSI WAG adopted the 13 th March 2<strong>01</strong>3. [4]<br />

This <strong>report</strong> is intended to inform the European Commission and RISC concerning:<br />

­ the work carried out for drafting the <strong>ERA</strong> Executive Di<strong>rec</strong>tor’s <strong>rec</strong>ommendation<br />

<strong>ERA</strong>/REC/<strong>01</strong>-2<strong>01</strong>3/REC on amendments to TSI WAG adopted the 13 th March 2<strong>01</strong>3 [4]<br />

according to art 2(a) of [1]; and<br />

­ the justification behind each single amendment.<br />

2. Workgroups<br />

The list of proposed amendments has been:<br />

­ prepared by <strong>ERA</strong>, taking into account comments <strong>rec</strong>eived from members of the WP<br />

established to revise the 2006 WAG TSI [5]; and<br />

­ made available to the members of the above mentioned WP.<br />

3. Working methods<br />

The list of proposed amendments does not include:<br />

­ translation errors (versions in other languages than English); and<br />

­ minor editorial inconsistencies and typos.<br />

GROUPING OF THE DEFICIENCIES<br />

Sev<strong>era</strong>l clauses of the TSI can be affected by the same amendment.<br />

In this <strong>report</strong>, amendments are grouped according to their content.<br />

On Annex 1 of Executive Di<strong>rec</strong>tor’s <strong>rec</strong>ommendation <strong>ERA</strong>/REC/<strong>01</strong>-2<strong>01</strong>3/REC, amendments are<br />

listed in “TSI structure approach” (i.e. from clause 1 to appendix D) to ease further legal<br />

procedures.<br />

In order to have a clear correlation between those two approaches, the proposed amendment<br />

numbers refer to Executive Di<strong>rec</strong>tor’s <strong>rec</strong>ommendation.<br />

STRUCTURE OF THE TSI FOR PROPOSED AMENDMENTS<br />

For the purpose of this document, the following TSI breakdown structure is used: article 1 , chapter<br />

(e.g. 4), section (e.g. 4.1), clause (e.g. 4.1.1).<br />

All the sentences without num<strong>era</strong>tion are called gen<strong>era</strong>lly paragraph.<br />

The term “bullet point” indicates any bullets list, no matter the kind of listing symbol used.<br />

Numbered list (e.g. 1, 2… I, II…) or lettered list (e.g. a, b… A), B)…) are respectively mentioned.<br />

4. Proposed amendments<br />

In this <strong>report</strong> there are 18 groups of amendments; in Annex 1 to <strong>ERA</strong> Executive Di<strong>rec</strong>tor’s<br />

<strong>rec</strong>ommendation <strong>ERA</strong>/REC/<strong>01</strong>-2<strong>01</strong>3/REC there are 36 amendments.<br />

For clarity sake, the following table shows the correlation between the two numbering systems.<br />

updated version of the above mentioned document.<br />

4.2. Proposed amendments num. 16a, 16b, 23c<br />

Clause 6.1.2.4 “Axle”<br />

The text of the first paragraph is replaced by the following:<br />

“In addition to the requirement on the assembly above, the demonstration of conformity of<br />

mechanical resistance and fatigue characteristics of the axle shall be based on clauses 4, 5 and 6<br />

of EN13103:2009+A2:2<strong>01</strong>2”<br />

Clause 6.1.2.4 “Axle”<br />

The text of the second paragraph is replaced by the following:<br />

“The decision criteria for the permissible stress are specified in clause 7 of EN<br />

EN13103:2009+A2:2<strong>01</strong>2. A verification procedure shall exist to ensure at the production phase<br />

that no defects may detrimentally affect safety due to any change in the mechanical<br />

characteristics of the axles. The tensile strength of the material in the axle, the resistance to<br />

impact, the surface integrity, the material characteristics and the material cleanliness shall be<br />

verified. The verification procedure shall specify the batch sampling used for each characteristic to<br />

be verified.”<br />

4.3. Proposed amendment num. 7<br />

Clause 4.2.4.3.3 “Thermal capacity “<br />

The text of the second paragraph is replaced by the following:<br />

“The thermal load, the unit is capable to withstand without any adverse loss of brake<br />

performance due to thermal or mechanical effects, shall be defined and expressed in terms of<br />

speed, axle load, gradient and brake distance.”<br />

The discussion had in CBB WP showed that the previously required combination of parameters is<br />

not suitable to express the thermal capacity: the proposed combination is the cor<strong>rec</strong>t one.<br />

4.4. Proposed amendments num. 9, 22a, 22b, 22c, 23f, 23g, 23h<br />

Clause 4.2.6.3. “Attachment devices for rear-end signal”<br />

The text of the clause is replaced by the following:<br />

“On all units designed to <strong>rec</strong>eive a rear-end signal, two devices at the end of the unit shall provide<br />

for the installation of two lamps or two reflective plates as set out in Appendix E on the same<br />

height above rail not higher than 2000 mm. The dimensions and clearance of these attachment<br />

devices shall be as described in chapter 1 of <strong>ERA</strong> technical document <strong>ERA</strong>/TD/2<strong>01</strong>2-04/INT version<br />

Appendix C “Additional optional conditions”<br />

Clause 6.1.2.3 “Wheel”<br />

The text in indent (b), second paragraph is replaced by the following:<br />

“A verification procedure shall exist to ensure at the production phase that no defects may<br />

detrimentally affect safety due to any change in the mechanical characteristics of the wheels. The<br />

tensile strength of the material in the wheel, the hardness in the rim, the fracture toughness (only<br />

for tread-braked wheels), resistance to impact, the material characteristics and the material<br />

cleanliness shall be verified. The verification procedure shall specify the batch sampling used for<br />

each characteristic to be verified.”<br />

The wording (from “running surface” to “rim”) has been aligned with EN13262 “Railway<br />

applications - Wheelsets and bogies - Wheels - Product requirements”.<br />

Clause 4.2.4.3.2.2 “Parking brake”<br />

calculations as defined in clause 6 of EN 14531-6:2009.”<br />

4.8. Proposed amendment num. 11<br />

Clause 4.4 “Op<strong>era</strong>ting rules”<br />

the relevant content from the prENs are copied into an <strong>ERA</strong> Technical Document (TD) until the<br />

prEN are not published as EN. In this specific case the same information was included in<br />

“Appendix B”, now out of date and to be removed.<br />

4.11. Proposed amendment num. 3<br />

Clause 4.2.3.5.2 “Running dynamic behaviour”<br />

The text of the fourth paragraph is replaced as following:<br />

“Running dynamic behaviour is permitted to be assessed at interop<strong>era</strong>bility constituent level in<br />

accordance with point 6.1.2.1. In this case a specific test or simulation at subsystem level is not<br />

required.<br />

Justification to proposed amendment num. 3<br />

Clarification to assure that the running dynamic behaviour can always alternatively be assessed at<br />

IC “running gear” level; with this wording section 6.3 does not apply.<br />

4.12. Proposed amendment num. 4<br />

Clause 4.2.3.6.1 “Structural design of bogie frame”<br />

The text of the second paragraph is replaced by the following:<br />

“The integrity of the structure of a bogie frame is permitted to be assessed at interop<strong>era</strong>bility<br />

constituent level in accordance with point 6.1.2.1. In this case a specific test or simulation at<br />

subsystem level is not required.”<br />

Justification to proposed amendment num. 4<br />

Clarification to assure that the running dynamic behaviour can always alternatively be assessed at<br />

IC “running gear” level; with this wording section 6.3 does not apply.<br />

4.13. Proposed amendment num. 19<br />

Section 6.3 “Subsystem containing components corresponding to an interop<strong>era</strong>bility constituents<br />

not holding an EC declaration”.<br />

The text of the first paragraph of the section is replaced by following:<br />

“ A Notified Body is permitted to issue an EC certificate of verification of a subsystem, even if one<br />

or more of the components corresponding to interop<strong>era</strong>bility constituents incorporated within<br />

the subsystem are not covered by a relevant EC declaration of conformity in accordance with this<br />

TSI (non-certified ICs), if the constituent was manufactured before the entry into force of this TSI<br />

and the type of constituent has been:<br />

– used in a subsystem already approved, and<br />

– put in service in at least one Member State before the entry in force of this TSI.”<br />

Justification to proposed amendment num. 19<br />

The former line a) “The constituent falls under the transition period as set out in Article 8” has<br />

been deleted being not more needed according to the list of ICs.<br />

4.14. Proposed amendment num. 1<br />

Enacting part.<br />

The text of the article 8, clause 4, is replaced by the following:<br />

“After a transition period of one year after the entry into force of this Regulation, newly produced<br />

interop<strong>era</strong>bility constituents “rear-end signal”, shall be covered by the required EC declaration of<br />

conformity.”<br />

Justification to proposed amendment num. 1<br />

According to the list of ICs, this paragraph is applicable only “rear-end signal” ICs; thus this specific<br />

word has been added.<br />

4.15. Proposed amendment num. 20<br />

Section 6.5 “Constituents holding an EC declaration of conformity”<br />

The text of the indent b) is replaced by the following:<br />

[920 mm; 1 000 mm] during braking (the brake weight shall be limited to 18 tonnes). The<br />

mass/axle is limited to 20 t/axle and the corresponding λ is 90%. If it is required λ > 100% with<br />

mass/axle > 18 t then it is necessary to consider another kind of brake.<br />

(8) λ must not exceed 125%, considering for brake only on wheels (brake blocks), the maximum<br />

mean retardation force admitted of 16 kN/axle (for running speed at 120km/h).<br />

(9) Changeover in accordance with EN 15624:2008+A1:2<strong>01</strong>0.<br />

(10) Variable load relay in accordance with EN 15611:2008+A1:2<strong>01</strong>0 in combination with variable<br />

Justification to proposed amendment num. 22c<br />

The requirements from table C.3 have been originally determined from UIC leaflet 543 chapter<br />

1.3.9. For the braking performance of s1 wagons in braking mode P, equipped with a changeover<br />

for a running speed of 100 km/h only a brake percentage of 65 % is required by the leaflet. There<br />

is no justification for the current more severe requirements in the current TSI.<br />

4.18. Proposed amendment num. 8<br />

In clause 4.2.4.3.4 “Wheel slide protection (WSP)” the text of the fourth paragraph is replaced as<br />

following:<br />

“The following types of units shall be fitted with WSP:<br />

­ Equipped with all types of brake blocks except composite brake blocks, for which the<br />

maximum mean utilisation of adhesion is greater than 0,12.<br />

­ Equipped with disc brakes only and/or with composite brake blocks, for which the<br />

maximum mean utilisation of adhesion is greater than 0,11.”<br />
