PHASE 2.<br />

Preparation of Position Papers<br />

and trial population of Framework<br />

Participants were divided <strong>in</strong>to three<br />

groups. Members of the groups<br />

presented overviews of the pre-service<br />

and <strong>in</strong>-service provision with respect of<br />

<strong>ICT</strong> <strong>for</strong> teachers <strong>in</strong> their country, and<br />

reactions were requested regard<strong>in</strong>g<br />

similarities, differences, and emergent<br />

issues.<br />

This aga<strong>in</strong> stimulated much discussion.<br />

The groups then began prepar<strong>in</strong>g<br />

position papers which exam<strong>in</strong>ed the<br />

key issues, tak<strong>in</strong>g <strong>in</strong>to account the<br />

nature, structure and implementation of<br />

the Framework proposed <strong>in</strong> Phase 1.<br />

In plenary session, participants were<br />

then asked to try populat<strong>in</strong>g the<br />

previously negotiated model of the<br />

Framework, <strong>in</strong> order to ga<strong>in</strong> clearer<br />

understand<strong>in</strong>g of how this process<br />

might best be carried out and to test<br />

the validity of the model.<br />

Three work<strong>in</strong>g groups were <strong>for</strong>med <strong>for</strong><br />

this purpose, each dedicated to a<br />

different area of the Framework.<br />

The results were presented and<br />

discussed <strong>in</strong> plenary session.<br />

PHASE 3.<br />

Next steps, feasibility and report<strong>in</strong>g<br />

Plenary discussion exam<strong>in</strong>ed the<br />

structure and organisation of the<br />

publications which would emerge from<br />

the event and the timescale required to<br />

achieve the outputs. Participants were<br />

then <strong>in</strong>vited to express their op<strong>in</strong>ions on<br />

the prospects <strong>for</strong> Framework<br />

implementation <strong>in</strong> their countries and<br />

on suitable strategies <strong>for</strong> enhanc<strong>in</strong>g its<br />

adoption: their written responses were<br />

then collated and analysed, and a<br />

thematic overview presented.<br />

F<strong>in</strong>ally, feedback on the success of the<br />

sem<strong>in</strong>ar was requested from<br />

participants. It was recognised that<br />

produc<strong>in</strong>g a draft European Framework<br />

<strong>in</strong> this area is an extremely demand<strong>in</strong>g<br />

task, one that necessarily entails a long<br />

term process call<strong>in</strong>g <strong>for</strong> susta<strong>in</strong>ed<br />

commitment. It was generally felt that<br />

much had been achieved and that the<br />

basis <strong>for</strong> future development had been<br />

constructed: the National Investigators’<br />

preparatory work and the opportunity<br />

<strong>for</strong> compar<strong>in</strong>g national contexts and<br />

achievements dur<strong>in</strong>g the sem<strong>in</strong>ar were<br />

central to this ef<strong>for</strong>t. The view was also<br />

expressed that a more tangible<br />

outcome could have been achieved had<br />

the partners adopted a more guided<br />

approach to the activities and had there<br />

been more <strong>in</strong>tensive focus on<br />

populat<strong>in</strong>g the Framework itself.<br />

Nevertheless, many of the participants<br />

were keen to participate <strong>in</strong> further<br />

development of the Framework carried<br />

out onl<strong>in</strong>e. F<strong>in</strong>ally, all appreciated the<br />

excellent organisation of the sem<strong>in</strong>ar<br />

and the pleasant surround<strong>in</strong>gs, which<br />

helped to create a friendly and<br />

constructive work<strong>in</strong>g environment.
