Ladies and Gentlemen,
I wish you a warm welcome to Montréal. Our city is honoured to host the CUTA Fall Conference 2009 and
Trans-Expo 2009. Your conference on Public Transit: Towards Sustainable Solutions is of special interest to me,
as the topic represents one of our city’s key priorities for transportation.
Public transit is a powerful engine for sustainable development. Since adopting its first Transportation Plan:
Reinvent Montréal, in 2008, we have focused on making public transit one of the key tools in reducing
greenhouse gases and improving quality of life. This plan includes a number of projects, including the creation
of a tramway system in the heart of our city, upgrading and extending our metro system and the creation of a
rapid bus system running on its own reserved lanes. These projects will help us boost public transit ridership.
Fortunately, the many improvements that the Société de transport de Montréal (STM) has already made to our
metro and bus lines have resulted in ridership levels unmatched since 1949. In just one year (2008), overall
ridership for our public transit system is up 4.1%, or 382.5 million trips.
I salute the work of the STM and all of our transportation partners. Through their remarkable efforts, we can
offer Montrealers a present and a future that will meet their expectations and those of future generations. Now
more than ever, we can Reinvent Montréal.
I wish you an excellent stay in our city!
unanimous endorsement by the CUTA Board of
Directors earlier this year, this session explores
perspectives on the Vision from stakeholders outside
the transit industry who were directly involved or
consulted in its development. Planners, urbanists,
land developers, municipal and youth leaders discuss
their future vision and debate where trends will lead
and what we must do together to maximize the
benefits of public transit for the next generation.
Urban Planning
Sustainable transport systems play a positive environmental,
social and economic role in the communities
they serve. Public transit systems that are integrated
into the urban landscape can provide a fast, effective
and economical transportation option for city residents,
Session 6: Transit Operator Selection Toolkit
The STRADA Recruitment Toolkit is the latest
initiative of the CUTA Human Resources Committee.
Three years of consultation, research and task force
work have resulted in the exciting launch of the
Recruitment Toolkit. The industry expressed a need
for tools to increase the probability of selecting the
best candidates for the position of bus operator, to
reduce staff time in the recruitment process and to
reduce costs associated with recruitment as well as
budget lost through training unsuccessful candidates.
Come join us at the official launch of this exciting new
grassroots project! Hear how the idea was conceived and
achieved with participation from 16 CUTA members
from coast to coast and validated with almost 750 bus
operators participating in the study. Speakers will discuss
industry participation which drove the project, the science
and psychology upon which the tool was developed, the
implementation process and the next steps for the project.
Technical Tour 2 – 2:30pm
The Operational Centre of the
Montreal Metro: New cutting-edge facilities
Each day, the Montreal Metro carries over 775,000
riders and provides its clientele with more than two
million hours of service annually. The Metro serves
68 stations on four lines.
The Operational Centre is truly the nerve centre of
the network and ensures that Metro riders get to
where they want to go efficiently, regularly and safely.
Thanks to highly sophisticated computer systems, all
information relating to metro activities, from train
traffic, electrical power, equipment, communications
to monitoring, is channelled to the Centre.
In response to needs arising from the extension of the
metro to Laval in 2007 and since the time has come to
renew its technological equipment, the STM began
moving its Operational Centre into new premises. The
Centre, which also houses the STM’s emergency
coordination measures unit, will be operational in 2010.
Technical Tour 3 - Legendre Centre: Modern,
energy-efficient facilities
The recently inaugurated Legendre Transportation
Centre and Body Maintenance Centre (Centre de
transport Legendre and Centre de carrosserie
Legendre) were built in keeping with sustainable
development principles. These facilities required an
investment of $102 million and enabled STM to
significantly increase its ability to maintain its vehicles
and storage spaces to accommodate a fleet of close to
320 buses, including 202 articulated buses.

During your visit, you will be able to see the repair
shop for articulated buses and shops that look after
tire retreading and repairs to the fleet of service
vehicles. You will visit the new body maintenance
centre that is equipped with solar walls, green walls
and roofs; and water catch basins.
A short presentation of the entire construction project
will give you a taste of the various principles underlying
the completion of these facilities and the daily
vehicle maintenance and service delivery activities.
Technical Tour 4 - An underground fire prevention
training centre: Training in a real-life environment
The first fire prevention school was opened following two
major fires that broke out in the Montreal Metro in the
early 1970s. Renamed the Underground Fire Prevention
Training Centre (Centre de formation souterrain en
prévention des incendies), the school moved into its new
location that reproduces a portion of the Montreal Metro
and welcomed its first students in 2007.
Today, the Centre trains more than 500 people a year.
In addition to STM employees, numerous stakeholders
from emergency departments in Montreal and the
surrounding areas, particularly firefighters, police
officers and paramedics, receive instruction from 10
training inspectors in an environment that simulates
the special conditions encountered during an incident
in an underground setting.
During your visit, you will see a simulation of a fire as
part of a train operator’s training. You will find this
absolutely striking!
Technical tour 5 - Plateau Youville: Ensuring reliable
and safe metro cars
The tour begins at the minor repair workshop, which
specializes in the maintenance and servicing of MR-73
metro cars. You will be able to see for yourself the work
done on metro cars that are scheduled for inspection
(every 9,000 km) and periodic maintenance and repairs.
You will then stop at the Operating Vehicle Intervention
Centre (Centre d’intervention des véhicules en
exploitation (CIVEX)), whose operations will be
explained briefly to you.
The tour will end at the major repair workshop where
you will see major maintenance being done on metro
cars, including a complete mechanical overhaul of the
bogies, the reconditioning of mechanical, pneumatic,
electrical and electronic components; and body
components.
Come meet the team of experts that play a key role in
maintaining service and safely moving more than
800,000 Montreal Metro riders.
Technical tour 6 - Specialized transit:
A growing service
In 2008, the specialized transit team of the STM carried
close to 2.3 million riders in the Greater Montreal
Region, an increase of 8.3% over 2007. With its fleet
of more than 86 minibuses, 13 taxi contractors with
some 750 four-door cars and accessible vehicles, more
than 18,500 customers were served.
The specialized transit team will present all of its
activities – its mission, personnel, a client profile, the
level of service, financial framework and future projects.
They will then invite you to tour its facilities, including
the Client Service Centre and the Service Planning
Centre, where the discussion will focus on the
management of trip requests, the organization and
planning of service and the management of minibus
and taxi service delivery. In addition, you will have an
opportunity to visit the vehicle maintenance facility.
Come meet an attentive team that will share their
experience.
Technical Tour 7 - Preferential measures for buses:
The St. Michel Blvd. example
Until only recently, STM used 77 km of roadside
reserved lanes during rush hour. Over the next few
years, this network will be expanded to over 350 km
with the implementation of new measures that can
include new reserved lanes, priority lights for buses,
intelligent transit systems and rapid bus systems.
In 2009, STM brought in preferential measures for buses
along three major arteries in Montreal, including St.
Michel Blvd. The measures along that boulevard include
a curb-side reserved lane, priority traffic light system with
detection in real time and limited-stop express bus
service. This visit will enable participants to see for
themselves the benefits these types of measures have
produced. Participants will board a bus and travel down
St. Michel Blvd, at which time experts will explain,
among other things, how the priority light detection
system operates, as the bus will stop at an intersection so
that they can see the interior of a traffic light controller
and the equipment on board the vehicle.
System Governance
Establishing effective and efficient governance
structures that strike an optimal balance between
political oversight, customer input and accountability,
is a major challenge. Yet these considerations are
critical in developing sustainable, customer-oriented
agencies into the future, especially in and around large
metropolitan areas where numerous municipal
jurisdictions co-exist with contiguous transit service
areas. Join this session to learn from the experiences
of transportation authorities in Canada’s largest
metropolitan areas, as well as from the unique model
