8 Al Wakrah Municipality has a QR5.47-million plan for the maintenance of its streets, Eng Rashid Al Khalifa, the Director of Technical Affairs for the municipality, has disclosed. He confirmed in an interview with Qatar Construction <strong>Sites</strong> that the current year would witness the completion of a series of vital projects on road maintenance as well as establishment and development of several public parks. The beautification of Al Wukair main road, undertaken in stages and estimated to cost QR6.65 million, is nearing completion. In addition, beautification of several roundabouts in Al Wakrah is being undertaken. It is expected to cost QR1.30 million. Three parks at Al Wakrah will be renovated at a cost of QR3.40 million. A new public park will be built at Al Wukair, costing QR5.30 million. Interview in detail: What are Al Wakrah Municipality’s most important projects to be completed during this year? The projects to be completed during 2012 include the third phase of the interlock project in a number of Al Wakrah streets, costing QR100,000. Other projects to be completed include the second phase of the beautification project of Al Wukair main road at a cost of QR6.65 million, as well as beautifying several roundabouts costing QR1.30 million. Al Wakrah Municipality also plans to renovate three parks at a cost of QR3.40 million. A public park is being built at Al Wukair with the value of QR5.30 million. The designing and construction of a public park at Al Wakrah is also expected to cost QR5.30 million. The ongoing projects encompass Al Wakrah beach development and building of children’s playgrounds with a cost of QR2 million. What about the comprehensive maintenance of internal roads in Al Wakrah? There is an estimated budget amounting to QR5.47 million, for the maintenance of internal roads in Al Wakrah. The project continues until 2013. The municipality is implementing the project using the latest technology. A pickup vehicle washes and cleans road signs daily. A van has all the equipment needed for quick maintenance of roads with the cold asphalt technology to treat excavations and land dips in few minutes. SITES ConstruCtion Several key road projects progressing in Al Wakrah There is an estimated budget amounting to QR5.47 million, for the maintenance of internal roads in Al Wakrah The development project includes building bumps where necessary and maintaining old bumps by painting them and adding reflectors to them. The project covers repairing damaged sidewalks and maintaining traffic signs as well as removing damaged ones replacing them with new ones in addition to drawing street lines and painting sidewalks. What about damaged streets? How are they maintained? There is a periodical scan with the aid of a PDA device with a camera which has the capability to connect to satellites in order to determine newlydamaged locations and streets and help collecting information which is normally sent using a special program. The duration of this contract is 600 days and the aim of the work is to provide a thorough study on conditions of streets located in areas covered. This study facilitates taking necessary decisions to enhance the quality of roads. Follow-up is carried out by a municipality work crew which is qualified for this type of business. The study contains information on the status of street conditions such as lights, sidewalks and road signs. What about other facilities and what were the most impor- Eng Rashid Al Khalifa tant achievements of last year? We undertook the maintenance and renewal of three parks: Ghasham, Al-Jow and Al-Uweyna. We have completed the second stage of labor accommodation with three residential buildings consisting of two floors, a mosque, a supermarket, gardens, two playgrounds, one for volleyball and another for football. All health and safety requirements are strictly followed under the guidance of His Excellency the Minister of Municipality and Urban Planning.As for the projects that were completed last year, the most important were the establishment of Plaza No 2 and playground No 3, costing QR8.12 million. The central island at Al Wukair main road is beautified and the first phase of the project cost QR2.17million. The establishment of phase two of labor accommodation is expected to cost QR1.76 million. The project of developing Al Wakrah beach in its three phases costs QR5 million. The establishment of Al Wakrah cemetery is expected to cost around QR10.80 million and it is under construction. In some cases, new projects negatively affect some facilities: did the construction of internal roads affect the availability of parking spaces for residents? The Public Works Authority (Ashghal) coordinated with the Al Wakrah Municipality to transfer sidewalks existing in the design of narrow internal roads to parking spaces because streets are narrow and it is not possible MunicipaLity FocuS to establish exclusive parking spaces unlike in broad streets that have car parking areas in their designs. There are some new areas in Al Wakrah which have witnessed growth in population, but their roads remain unpaved. Are there plans to pave these roads? The Public Works Authority also coordinated with the municipality on several road construction projects in new areas in Al Wakrah. It has executed road projects in 12 locations at Al Wakrah with a length of 40 kilometers. As for streets located in the area south of Al Wakrah’s new hospital, work is on for the establishment of roads of about 50 kilometers. It is expected that after the completion of these two projects, more than 95% of Al Wakrah roads would have been paved. What about main roads and building permits? This year, streets will be paved in different areas in Al Wakrah city and Al Wukair with a cost of 34.90 million. The development of north and south roads of Al Wakrah at Zone 1 and Zone 4 costs 280 million. The project of connecting houses to sanitation in different areas in Al Wakrah costs 5 million while extending the sewage system to house connections in different areas costs 26 million. Between 2009 and 2011, Al Wakrah Municipality issued 2284 building permits, 701 permits for total maintenance, 716 permits for construction completion and 57 demolition permits.
MunicipaLity FocuS New park opens The Department of Parks and Landscaping at the Ministry of Municipality and Urban Planning has opened a new park at Al Wakrah with an area of 2,200 square meters. The park, built at a cost of QR8 million, includes recreational equipment and a small playground for football. It also has drinking water fountains as well as toilets. This is the third park to be located in a residential neighborhood in Al Wakrah city. The other two are South Wakrah Park and Al-Jow Park, both established over the past four years. The Department of Parks and Landscaping is keen to increase green areas and to provide elements of entertainment and recreation through the establishment of parks in all parts of the country. The department has been working on neighborhood park projects for years now. Meanwhile, the Ministry of Municipality and Urban Planning has announced that the number of public parks projects executed or under implementation until the end of the first quarter of 2012 will reach up to 38, valued at about QR331 million. Khalid Al-Sindi, Project Manag- er of Public Parks Department of the Ministry of Municipality and Urban Planning, explained that these projects were distributed among all municipalities. There are 13 projects in Doha municipality areas, 10 parks in Al Rayyan municipality, two projects in Al Wakrah municipality, three at Umm Salal, five at Al Da’ayen, two at Al Khor and Al Dukhira each and three more at the Al Shamal area. Al-Sindi pointed out the department planned to implement 30 projects during 2012 in the state. He stressed that all these projects came “as the embodiment of the plans of expanding green areas within cities by planting streets and raising individual share of them in the range of 20 to 25 square meters as a perfect standard”. He explained that the task of Public Parks Department was to implement these projects and maintain them for a period of 400 days after execution and until delivery to the municipality concerned, which subsequently carries out these duties. He also noted that the department had undertaken the task of increasing the number of seasonal plants and flowers throughout its various nurseries, providing them to municipalities, institutions and organizations in the state. In addition, it introduces and adapts new plants that suit Qatar’s environment. He stressed that the future projects of the Public Parks Department would apply the “highest and finest international and Gulf standards”. He pointed out that the department had taken over amendments and developments of chapter 28 of Qatar Construction Specifications Guide which handles agriculture and irrigation. He said that this guide would be released soon.
