the summit provided a platform for interaction among producers, companies and institutions specialized in the steel industry 

The Arab Steel Summit 

2011, which was held 

in Doha in April, tackled 

an array of key issues, 

including competitiveness, 

growth strategies and investment 

opportunities in the sector. 

The three-day conference, 

under the patronage of HE 

the Minister of Energy and Industry 

Dr Mohamed Saleh al- 

Sada, was jointly organized by 

the Arab Iron and Steel Union 

(AISU) and Qatar Steel. Two key 

topics discussed were the “Arab 

steel industry: competitive position 

and growth strategies” and 

“Opportunities and trends of 

investment in the Arab region”. 

On the sidelines of the summit, 

AISU held the International 

Steel Exhibition 2011 which 

showcased various products 

and solutions that help enhance 

the industry’s productivity. 

The summit provided a platform 

for interaction among producers, 

companies and institutions 

specialized in the steel industry. 

Arab steel industry, whose production 

is expected to touch 

20 million tonnes this year and 

24 million tonnes by 2014, will 

require massive investments 

for enhancing its share in the 

world steel production, according 

to AISU. 

Demand for steel in the Arab 

world is expected to touch 60 

million tonnes by 2014 and 70 

million tonnes in 2015, making 

imports necessary. 

Qatar Steel, which is a member 

of AISU, called for intensive efforts 

to attain self-sufficiency in 

steel in the region. 

The Arab world is expected to 

contribute 2.7% of the world 

steel production by 2014 from 

the present level of 1.7%, according 

to AISU secretary general 

Mohammed Eid Al Ashqar. 

“An overview of the reality of development 

in our region reveals 

that the Arab region is witnessing 

a constant growth in its projects 

and that there is a need for 

optimal utilization and employment 

of the potentials and the 

national wealth in the development 

of Arab steel industry,” 

Qatar Steel general manager Ali 

bin Hassan Al Muraiki told the 

summit. 

The success of Arab steel industry 

will be achieved through 

the existence of mega projects 

with Arab investments, which 

should focus on advanced technology 

that can compete not 

only in the Arab markets but 

also in the global arena as well 

as through “reaching a stage 

of self-sufficiency in the region, 

eliminating the import gap and 

the transition to the export 

stage”, Al Muraiki said. 

Highlighting that Qatar had 

been going through unprecedented 

growth, he said “the 

new investments which are 

expected to be spent over the 

next 10 years are estimated to 

be $170 billion”. 

Stressing that the strategy of 

Qatar is based in accordance 

with the National Vision 2030, 

Al Muraiki said “all figures 

clearly reflect that the Qatari 

economy has achieved constant 

growth and surpluses in 

the budget and foreign trade 

and has built up reserves to be 

invested in diverse industrial 

projects that support our efforts 

to diversify income sources 

and reduce dependence on 

oil and gas”. 

Qatar Steel Company, in preparation 

of this, signed in March 

a contract for a 1.1 million 

tonnes/year steelmaking plant. 

Qatar is positioning itself as a 

regional and global center for 

investments. 

The 77 million tonnes of annual 

gas production, awarding of the 

organizing rights for the FIFA 

World Cup 2022, new legislations 

for improving the investment 

climate and earmarking 

$140 million in the next 10 

years for upgrading and putting 

in place a strong infrastructure

Arab region imported about 

90% of its iron ore needs, although 

they were available in 

Arab countries, saying that this

Key steel producers in the Arab 

world are Saudi Arabia, Egypt, 

Algeria, the UAE, Qatar and 

Libya. Iron ore is mainly found 

in Mauritania. 

Most of the iron ore used in the 

Mena region is imported from 

Brazil, India, China and Sweden. 

Al Ashqar said during the opening 

ceremony that the Arab 

world’s steel industry occupied 

third place globally behind China 

and India in terms of growth. 

He added that the industry was 

set to witness a set annual 

growth of 7% in the coming 

years. 

According to the World Steel 

Association, steel use may increase 

by 13.1% mainly due to 

industrial demand. The highest 

growth rates are expected in 

the CIS (Commonwealth of Independent 

States) economies 

(11.1%) followed by the Americas 

(9%), Europe (5.7%), Asia 

(4.1%) with India leading the 

demand with a growth rate of 

13.5% and South East Asia with 

7.4%. In China, the largest consumer 

and producer, growth is 

expected to slow down by 3.5% 

as opposed to a previous growth 

period which was in double digits. 

Due to this overall increase 

in the demand for steel and the 

continued bullish prices for raw 

materials, consumers will continue 

to see an increase in steel 

and related product prices.

The Arab Iron and Steel Union, 

founded in 1971, has now 85 

members. It is a non-profitable 

organisation that arranges 

meetings and conferences to 

help connect buyers and sellers. 

It also gives industry players an 

opportunity to exchange information. 

According to Engineer Ziad 

Kutayni, the Regional Director 

of the AISU based in Damascus, 

the organization also provides 

advice to the steel industry and 

its members, informing them 

of new technologies and future 

prospects. In an interview with 

QCS, Kutayni said the current

(RLIC COP) launched its road 

safety campaign targeting students 

of schools in the north of 

Qatar. 

The annual campaign, organized 

by RLIC COP “Safe Schools” program, 

aims to raise road safety 

awareness among children to 

prepare them to be better drivers. 

The RLIC COP has been developed 

to create a respectful, 

trust-based partnership between 

companies in Ras Laffan and surrounding 

communities as well as 

providing a forum for companies 

and residents to share ideas and 

concerns, in order to develop sus-

region was 17 million tonnes, 

with the figure expected to 

touch 25 million tonnes within 

four years. The main producers 

of steel in the region are Egypt, 

Saudi Arabia, the United Arab 

Emirates, Qatar and Libya. The 

Arab region imports 90% of its 

iron ore, mainly from Mauritania 

but also Brazil, Australia 

and Sweden. Asked whether it 

was becoming more expensive 

to produce steel in the Mena region 

under the current politically 

unstable conditions, Kutayni 

responded that the factors that 

really contributed to the price 

escalation were consumables 

like graphic electrodes, power, 

ferrous alloys and refractories 

rather than the price and avail- 

tainable programs to benefit the 

community in line with Qatar National 

Vision 2030. 

All the major RLIC companies are 

members of the outreach program, 

including Qatar Petroleum, 

Al Khaleej Gas, Dolphin Energy, 

Oryx GTL, Qatargas, RasGas and 

Qatar Shell. 

The Safe Schools initiative aims 

to raise awareness of health, 

safety and environmental matters 

among the youth of northern 

Qatar. This is the third year RLIC 

COP has organized its annual 

road safety campaign under the 

Safe Schools Program. 

More than 23 schools from the 

north participated in the event. 

The campaign was held in two 

locations: Al Kaban Youth Centre 

and in Al Khor Primary Independent 

Model School. 

This year’s focus was on bus safety 

with additional programs such 

as an information stand by the

the Qatar Green Building Conference 

& Exhibition 2011 to 

draw attention to the importance

hosted over 500 local and international 

construction and environmental 

experts.

and economic perspectives as

situation, especially the developments 

in Libya, had not really affected 

steel production. Libya is 

a leading producer of steel in the 

region but the largest producers 

are Egypt and Saudi Arabia 

which together manufacture almost 

60% of the region’s steel, 

5 million tonnes each.

main causes for serious traffic 

accidents. Prizes were awarded 

to the three best contributions in 

each school.

campaign during scheduled family 

evenings and a ladies’ evening.

Barwa, Pearl GTL sign lease agreement for Al 

Khor project 

Barwa Al Khor, an arm of Barwa 

Real Estate Company, has 

signed a leasing agreement 

with Pearl GTL for a new residential 

housing compound it is 

building. 

The housing compound will provide 

300 apartments and 50 

villas for Pearl GTL staff when 

it is handed over on January 1, 

2014. It will be part of Barwa’s 

QR30 billion ($8.2 billion) Urjuan 

waterfront development in 

Al-Khor. 

The Pearl plant, located 20 kilometers 

north of Al-Khor in 

the industrial city Ras Laffan, 

will be the world’s largest plant 

producing liquid fuels from gas 

when it becomes operational 

this year. The plant is being constructed 

by Royal Dutch Shell. 

Pearl GTL requires residential 

housing for its skilled operators, 

technicians and shift supervisors 

who are responsible for 

the day-to-day operations at the 

plant at Ras Laffan. Urjuan’s 

waterfront development is seen 

as an ideal location to accommodate 

oil and gas professionals, 

because of its proximity to 

Ras Laffan Industrial City. 

“This agreement comes in line 

with Barwa strategy to raise the 

bar in the real estate industry 

in Qatar and to promote and 

encourage the construction of 

new urban communities outside 

Doha,” Barwa said. 

“In Barwa, we are striving hard 

to manifest our long-term strategy 

through a number of new 

developments which we early 

announced, such as Salwa Bay 

and Barwa Motor City, and a 

number of projects yet to be announced.” 

Barwa Al Khor said it was delighted 

to have finalized this 

agreement with Pearl GTL on 

the basis of a very high specification 

competitive tender to 

house its management and 

staff based locally at Ras Laffan. 

“We believe it will become a 

coveted destination because of 

our emphasis on developing a 

truly green living environment 

with superb landscaping, recreational 

facilities and convenience 

in a spectacular location 

on the coast. We look forward 

to delivering the best in housing 

to Pearl GTL families with the final 

handover in less than three 

years’ time.”

appointed as Barwa Al Khor’s 

consultants providing architect, 

project management, engineering 

and structural engineering 

services for the project. 

Andy Brown, managing director,

Security to a very high standard 

will be provided in the form of 

CCTV and guardhouses. Recreational 

facilities will include

entertainment facilities, outdoor 

sports areas, a clubhouse 

with a gym, squash courts and 

indoor games like badminton, 

volleyball, billiards and table 

football. There will be playgrounds 

for children and tot lots 

for infants. Other features will

restaurant and mosque. 

Barwa Al Khor will prepare each 

housing unit for occupancy by 

coordinating the development’s 

site activities with the Pearl GTL

the handover in 2014.

QR6bn JV signed for mega retail and leisure development in Doha

have signed a QR6 billion 

joint venture agreement to construct 

a state-of-the-art entertainment 

and retail complex in 

Doha slated to become a driving 

force behind Qatar’s diverse 

economic development. 

The country’s largest multipurpose 

complex, located on the 

northern highway linking Doha 

International Airport with the 

proposed Bahrain Causeway, 

will include a retail centre, an 

entertainment park and two

Construction for the 

433,000sqm project will begin

Enforcement of Foreign Arbitration Awards in 

the State of Qatar

Arbitration is one of the most 

common mechanisms of dispute 

resolution in the region 

particularly in the case of complex 

construction disputes. Arguably, 

the most important part 

of the entire arbitration process 

is the enforcement of the arbitration 

award against the “losing” 

parties’ assets. 

As with many other jurisdictions, 

any arbitration award is 

required to be “ratified” (formally 

approved) by the local courts 

in Qatar as part of the enforcement 

process. The principles 

applied by the “execution” 

courts depend on whether the 

award is “foreign” or “domestic”. 

A foreign arbitration award 

is an award which is rendered 

outside of Qatar, that is, where 

the seat of the arbitration is 

outside of Qatar, for example, 

London or Geneva. Conversely, 

a domestic award will be an 

award rendered in Qatar, that 

is, where the seat of the arbitration 

is Qatar. 

This article briefly looks at the 

principles, and the source of 

those principles, adopted by 

the Qatar courts when ratifying 

a foreign arbitration award. 

The Qatar Arbitration Law is 

found in Law No. (13) of 1990, 

the Commercial and Civil Procedure 

Code (“the Code”). An unofficial 

English translation of Article 

379 of the Code provides: 

“Judgments and orders issued 

in a foreign country may be ordered 

to be executed in Qatar 

on the conditions in that country 

for execution of Qatari judg- 

ments and orders therein” 

Whilst the English translation 

of this provision refers to “judgments 

and orders” it is commonly 

accepted that this wording 

includes arbitration awards 

rendered in a foreign country. In 

accordance with this provision, 

therefore, the Qatar courts 

recognise the principle of “reciprocity”. 

As well as the statutory recognition 

of the principle of reciprocity, 

there are various reciprocal 

agreements between countries 

in respect of the enforcement 

of arbitration awards. When 

looking at the ratification of arbitration 

awards in Qatar, the 

United Nations Convention on 

the Recognition and Enforcement 

of Foreign Arbitral Awards 

(the “New York Convention”), 

the 1983 Convention on Judicial 

Co-operation between 

States of the Arab League (the 

“Riyadh Convention”) and the 

1995 Protocol on the Enforcement 

of Judgments Letters 

Rogatory and Judicial Notices 

issued by the Courts of the 

Member States of the Arab Gulf 

Co-operation Council (the “GCC 

Protocol”), are key. 

The New York Convention 

The New York Convention is one 

of the key instruments in the 

enforcement of foreign arbitration 

awards around the world. 

The New York Convention was 

adopted by a United Nations 

diplomatic conference in 1958 

and came into force in 1959. 

Currently, over 50 years later, 

there are 145 signatory states. 

Essentially, the New York Con- 

vention requires courts of signatory 

or “Contracting States” 

to recognise the enforcement of 

foreign arbitral awards in those 

Contracting States. 

Article 3 of the New York Convention 

provides that each 

Contracting State will recognise 

arbitral awards and enforce 

them in accordance with 

the Contracting State’s rules 

of procedure. The New York 

Convention applies not only to 

the recognition and enforcement 

by Contracting States of 

arbitral awards made in other 

Contracting States but also to 

the enforcement by Contracting 

States of arbitral awards made 

in non-contracting states, provided 

that such arbitral awards 

satisfy the basic conditions set 

down in the New York Convention. 

Contracting States are able to 

adopt certain reservations including; 

i) that the Contracting State will 

apply the New York Convention 

only to the recognition and enforcement 

of arbitration awards 

made in the territory of another 

Contracting State (the “Reciprocity 

Reservation”); and 

ii) that the Contracting State will 

apply the New York Convention 

only to differences arising out 

of legal relationships (whether 

contractual or otherwise) that 

are considered commercial under 

the national law of the Contracting 

State (the “Commercial 

Reservation”). 

Qatar, when ratifying the New 

York Convention in December 

2002, (the same coming into 

force in March 2003) did so 

without either reservation and 

thus, in effect, is able to recognise 

and enforce awards of any 

state subject to the following 

provisions. 

A Contracting State may, pursuant 

to Article 5 of the New 

York Convention, decline to 

recognise and enforce an arbitral 

award: 

(a) Where the party against 

whom the arbitral award is 

invoked can prove that: 

(i) The parties to the arbitration 

agreement were under some 

incapacity according to the 

law applicable to them; 

(ii) The arbitration agreement 

was not valid under its governing 

law; 

(iii) It was not given proper notice 

of the appointment of the 

arbitrator or of the arbitration 

or was otherwise unable to 

present his case; 

(iv) The arbitral award dealt 

with a dispute not contemplated 

by or not falling within 

the terms of the submission 

to the arbitration; 

(v) The composition of the arbitral 

authority was not in accordance 

with the arbitration 

agreement; or 

(vi) The arbitral award is not yet 

final or has been set aside or 

suspended by the courts in 

the jurisdiction of the seat of 

the arbitration; or 

(b) Where the competent authority 

of the Contracting 

State where enforcement of 

the arbitral award is sought, 

finds that: 

(i) The subject matter of the dispute 

is not capable of settlement 

by arbitration under the 

law of the Contracting State 

where enforcement of the arbitral 

award is sought; or 

(ii) The recognition or enforcement 

of the arbitral award 

would be contrary to the public 

policy of the Contracting 

State where enforcement of 

the arbitral award is sought. 

Enforcement of Arbitration 

Awards under the Riyadh Convention 

and the GCC Protocol 

Along with other member states 

of the Arab League, Qatar is a 

signatory to the 1983 Conven- 

tion on Judicial Co-operation 

between States of the Arab 

League (the “Riyadh Convention”) 

and to the 1995 Protocol 

on the Enforcement of Judgments 

Letters Rogatory and 

Judicial Notices issued by the 

Courts of the Member States 

of the Arab Gulf Co-operation 

Council (the “GCC Protocol”) 

along with Bahrain, Kuwait, 

Oman, Saudi and the UAE. Both 

agreements generally provide 

that each signatory (or “Recipient 

State”) will recognise 

judgments of a court of any 

other signatory (the “Originating 

State”) subject to certain 

exceptions. 

Similarly to the New York Convention, 

Article 37 of the Riyadh 

Convention (which deals specifically 

with arbitral awards), 

provides that awards from Originating 

States should be recognised 

and enforced in Recipient 

States, though the “competent 

judicial authority” may reject 

the enforcement of the award 

in the following cases: 

i) if the law of the Recipient 

State does not authorize the 

settlement of the subject matter 

of the dispute by arbitration; 

ii) if the award was made on 

the basis of a void arbitration 

agreement or the award is not 

final; 

iii) if the arbitral tribunal was 

not competent under the terms 

of the arbitration agreement or 

under the laws of the seat of arbitration; 

iv) if the parties to the arbitration 

were not properly notified 

in respect of the arbitration proceedings; 

or 

v) if the arbitral award is contrary 

to the provisions of Shari’a 

law, public order or good morals 

of the Recipient State where 

enforcement is being sought.

are similar to those as set 

out in the New York Convention.

Barwa Real Estate Company 

posted an 84% jump in full-year 

profit for 2010 on income from 

rents and services and profit on 

the sale of properties, a company 

statement said. 

“Increased revenues from rents 

and services and profit on the 

sale of properties and projects 

and sale of Barwa’s stake in a 

subsidiary, along with other exceptional 

returns resulting from 

Barwa being exempted from 

some commitments, led to this 

increase in net profits during 

2010,” the statement said. 

Barwa’s Board of Directors recently 

held the company’s Ordinary 

and Extraordinary General 

Assembly Meeting at Doha’s 

Ritz Carlton, with more than 

75% attendance of shareholders. 

The meeting discussed and approved 

all items on its agenda, 

including increase of the board 

members from five to seven 

members and amendment to 

some of the Articles of Association. 

The meeting also discussed 

and approved the company’s 

performance throughout the 

year, its financial position and 

Sharia Supervisory Board Report. 

Ghanim bin Saad Al Saad, 

Chairman and Managing Director, 

presented the Board of 

Directors report on the activity 

of the company and its financial 

position for the financial year 

ended 31/12/2010, its results 

for the year 2010 and plans for 

the year 2011. 

Al Saad said at the meeting 

that in 2010 the global and regional 

instability had continued 

in financial markets. The world 

had not fully recovered from the 

crisis that had its impact on all 

economies. 

Nevertheless, for Barwa the 

year 2010 was another successful 

year, with many businesses 

flourishing and significant 

achievements at both 

financial and administrative 

sides, he said. 

“In addition, the company is 

progressing in achieving its 

strategic goals through striving 

hard to continue maintain its 

success and growth on local, 

regional and international arenas.” 

Listing the achievements of 

Barwa and its subsidiaries during 

2010, Al Saad said that the 

net profit for 2010 had surged 

by 84% over the same period 

in 2009 due to the increase in 

total earnings which amounted 

to QR8 billion in 2010. The total 

earnings in 2010 saw a 266% 

rise compared to 2009 when 

they were QR3 billion. 

Increased revenues from rents 

and services and profit on the 

sale of properties and projects 

along with other returns led to 

the increase in net profits during 

2010. In 2010, earnings per 

share (EPS) reached QR4.06, 

compared to QR2.92 per share 

during 2009, a 39% increase. 

One of the milestones during 

2010 was the merger with Al 

Aqaria, which enabled Barwa to 

become the Qatar’s largest listed 

real estate company with a 

market capitalization of QR11.1 

billion. Complementing the real 

estate portfolio of Barwa in 

Qatar, Al Aqaria is a significant 

addition to Barwa’s asset base, 

helping to position the group for 

future growth. 

Other milestones achieved during 

2010 were the successful 

completions of some major developments. 

Barwa Village was 

complete and fully occupied. 

Affordable housing projects Masaken 

Al Mesaimeer and Masaken 

Al Sailiya are also both 

complete and largely occupied. 

Masaken has won two awards 

for its affordable development. 

Barwa Al Sadd is in the final 

stages of its completion and 

Barwa City in its final phase 

of construction. Barwa Commercial 

Avenue, which aims to 

transform the Industrial Area 

into a world-class commercial 

center, is set to be completed in 

2012. The leasing and marketing 

strategy for all the projects 

in progress are being finalized. 

Barwa Financial District, which 

has recently been sold to Qatar 

Petroleum, has won the “Best 

International Office Development” 

and the “Overall Best Office 

Development” for the Middle 

East Region prizes at the 

regional and international property 

awards held in association 

with Bloomberg. Achieving such 

a global award is unique for a 

commercial development in the 

region and it demonstrates Qatar’s 

ability to compete in the 

highly competitive international 

property arena, Al Sadd said. 

He pointed out that Barwa had 

adopted a comprehensive corporate 

governance policy during 

2010 to promote strong 

accountability and implementinternationally 

recognized accounting 

standards in making 

reserves and allocations, while 

maintaining the best results, 

profitability and earnings per 

share. 

To enhance the efficiency and 

effectiveness of our processes 

and improve our reporting to 

support sound decision making, 

Barwa implemented an 

Enterprise Resource Planning 

System (ERP system). 

Al Saad disclosed that the plan 

for the year 2011 was to continue 

this excellence and success 

and the true challenge would to 

maintain such a record. This, 

he said, could only be achieved 

by striving to do more. 

Barwa’s future plans include a 

new flagship tourism resort in 

Qatar called Salwa Bay Resort. 

Located on the south western 

coast of Qatar, it will be developed 

over the next six years. It 

will feature a mix of residential 

and hospitality properties to 

deliver new experiences for Qatar’s 

tourists. 

In addition, Motor City project, 

which costs QR2 billion and 

covers an area of 1.8sq meters, 

is another major future development. 

As Qatar prepares to host the 

2022 FIFA World Cup, Barwa’s 

strategy will focus on capitalizing 

on development plans 

to support the infrastructural 

needs of the country so that 

Barwa’s projects contribute to 

ensure that the Word Cup is a 

resounding success. Therefore, 

Barwa strategy’s main 

focus shall be on local market 

to ensure successful delivery of 

infrastructure projects that contribute 

to the success of Qatar 

economy. 

Barwa’s priority during 2011 is 

a focus on enhancing business 

efficiency and overall growth of 

the company. This is in order to 

improve net operating revenue 

and cash flow through effective 

sales and marketing strategies 

that ensure the highest standards 

of professionalism and 

excellence. 

The external auditor’s report on 

the financials for the year ended 

31/12/2010 was presented 

by Ahmad Hussein, KPMG & 

Partners. 

The representative of Sharia 

Supervisory Board (SSB) read 

the SSB report on the company’s 

activities for the financial 

year ended 31/12/2010. He 

talked on the SSB’s role in the 

company as the authority to review 

all its activities, confirming 

that the contracts and activities 

entered into during the financial 

year ended 2010, as well as 

the calculations of profits and 

losses on investment accounts,

recommendation to increase 

its number of members from 

five to seven members. 

The EGM also approved the

rail job 

Qatar Railways Company and 

Qatari Diar have signed a fiveyear 

contract with Parsons 

International and Aecom to 

manage the construction of the 

new Lusail light rail transit system, 

highlighting the growing 

business and investment ties 

between Qatar and the United 

States. 

The Lusail light rail transit system 

is central to the transportation 

infrastructure of Lusail City, 

one of the largest real estate 

development projects being 

undertaken in the Middle East 

and North Africa region. It will 

feature 30km of track, 7km of 

which are underground, 24 stations 

(seven of which are underground), 

service depots and 

a viaduct. 

The contract was signed in New 

York at the Business and Investment

Khalid Cement to take part in Project Qatar 2011 

Khalid Cement is a vital part of 

Qatar’s commendable growth 

with its sustainable and credible 

involvement in landmark 

projects and technological initiatives 

like its recent sulphur 

concrete production technology, 

launched in cooperation 

with Shell. 

This new manufacturing process 

releases lower carbon 

emissions than Portland-cement 

concrete because emissions 

associated with limestone 

conversion in the cement 

manufacturing process are being 

avoided. Further, requisites 

of zero water environment, 

production and recyclability 

underline Khalid Cement’s “Go 

Green” movement. 

“Our wider collaboration is cre- 

ating new markets within Qatar 

for the utilization of indigenous 

sulphur resources, to develop 

new processes for manufacturing 

pre-cast sulphur concrete 

products,” says a spokesman of 

Khalid Cement Industries Complex 

(KCIC). 

The collaboration could contribute 

to reducing the environmental 

impact of many 

construction activities while 

providing new outlets for Qatar’s 

rapidly-increasing sulphur 

production. Finding new ways 

to use sulphur would enable 

Qatar to improve the economic 

return derived from this natural 

resource. 

Referring to its project listing, 

the spokesman pointed to precast 

stadiums, precast commercial 

& residential complexes, 

precast parking structures, 

precast pavilions, precast 

boundary walls, sea walls, including 

bulk ready-mix concrete 

supply, being undertaken for its 

esteemed clients such as Barwa, 

Dohaland, Lusail Development, 

Kahrama, Ashghal and 

Old Doha Port Redevelopment. 

Recently, KCIC launched its new 

“precast block panel”, a combination 

of block to make panels 

and “stamped concrete products” 

in addition to its growing 

list of other precast elements.

‘KCIC Precast Tour’ at the venue

and produced from our experts 

in the Design and Finished Concrete

KCIC plans to enter new projects 

and widen its product 

base as it continues on its path 

of development. “Our asphalt 

production and concrete tile 

manufacturing plants are in the 

pipeline. Also, the diversification

commitment and role in promoting bilateral ties 

Doka Gulf FZE, the UAE

The stadiums will look

Cables, has said that Elsewedy 

provides a turnkey solution to 

major companies like Kahramaa, 

Qatar Petroleum, Ras- 

Gas, ABB and Areva. Elsewedy 

specializes in electrical cabling 

such as extra-high voltage 

(EHV), medium voltage (MV) 

and low voltage (LV). 

The Elsewedy factory in Qatar 

can manufacture and supply 

up to an MV grade of cable. 

All EHV cables are made in 

the Elsewedy Cables factory in 

Egypt. 

In an interview, Eng Thamim 

said that Elsewedy provided a 

whole range of solutions from 

design, feasibility study, electrical 

infrastructure and the 

project management of the 

cable installation. He described 

Elsewedy Cables as a member 

of the electrical infrastructure 

industry, specializing in cabling, 

particularly underground and 

EHV (extra-high voltage) cables 

used to connect electricity substations. 

On being asked about the value 

of the cabling market, Eng 

Thamim said that in 2008 Kahramaa, 

which is the main authority 

in cable laying in Qatar, 

issued tenders to the value of 

$2,800 million during Phase 8 

of a bid process that is ongoing. 

Vendors, like Elsewedy, are now 

awaiting results for Phase 10. 

Elsewedy is the first cable factory 

in the State of Qatar. Built 

on an area of 70,200 m², the 

factory is in a joint venture 

with Doha Cables a subsidiary 

of Aamal Holdings. According 

to its website, the planned 

production capacity of the factory 

is estimated to be a total 

of 40,000 tons (copper) for the 

coming five years. 

The Elsewedy Cables Group 

has its facility for polymeric 

compounds, a key component 

of the PVC (polyvinyl chloride) 

material for the outer jacket 

material of the low and medium 

voltage (LV and MV) cables and 

HDPE (High Density Polyethylene) 

material for high and extra 

high voltage (EHV) cables. The 

group’s vision is to be one of 

the top brand names in cable 

manufacturing. Its cabling products 

include:

When asked about the turnkey 

solution that Elsewedy Cables 

offers, Eng Thamim reiterated 

that the company’s knowledge 

of different products enabled 

it to offer operators a product 

based on the perspective for 

each solution. 

He added that the company’s 

systems integration facilities 

in Dubai, Abu Dhabi and Cairo 

were “used to assemble, configure 

and test systems and 

solutions as well as provide the 

facilities to host integrated factory 

acceptance testing (IFAT) 

of various equipment prior to 

installation in the field”. 

He said that Elsewedy not only 

manufactured cable but also 

designed the cable route. He 

said: “We give a complete solution, 

an EPC solution.” 

Elsewedy Cables works as a 

subsidiary of Doha Cables 

which is in a joint venture with 

the Aamal group. 

Most of the noted cable makers 

in the region are members of 

the Arab Cab (Arab Cable Manufacturers 

Association founded 

in 2004) but not all. For example, 

Oman Fibre Optics which 

produces optical fibre and fibre 

optic cable and Teleco Câbles 

in Tunisia, are not listed as 

members. There are also many 

cable companies in the non- 

Arab countries of Mena (Turkey, 

Israel and Iran), and these do 

not, of course, belong to Arab 

Cab. 

According to industry sources, 

when looking at global investments 

in the Mena cable industry, 

manufacturing activity by 

the major global cable groups in 

this region, other than in Turkey, 

is relatively limited. The main 

exception is Nexans, which has 

a number of interests in North 

Africa and the Middle East, 

including Lebanon, Morocco, 

Egypt as well as Turkey. 

Prysmian has a substantial 

presence in Turkey while Corning 

Cable Systems has manu- 

facturing operations in both 

Turkey and Egypt. Elsewhere in 

the region, Draka has a stake 

in Oman Cables Industry. Except 

for Corning, US interests in 

the region are limited to Israel, 

where the Alpine Group is the 

largest shareholder in Superior 

Cables, a company formed from 

the merger of three established 

players. 

There has been some development 

of cross-border interests 

in the region, as cable companies 

based in one country 

within Mena invest in manufacturing 

operations in another, 

either through acquisition or 

through building green-field 

operations. Examples of cable 

companies based in Mena that 

have established or bought 

cross-border operations are 

Saudi Cable Company (Turkey 

and Bahrain), Riyadh Cables 

(the UAE) and the Egyptian 

group El Sewedy (Saudi Arabia, 

Sudan and Qatar). 

But the cable industry in Mena 

remains fragmented, as no 

really large groups have yet 

emerged in this region with a 

pan-national presence comparable 

with, for example, 

Nexans, Prysmian or Draka in 

the European market. This is 

not surprising as the region is 

not integrated economically, 

though there are developing 

areas of economic co-operation 

such as the GCC and Maghreb 

countries. 

In Egypt the main cable making 

companies are El Sewedy 

group, Electro Cable Egypt, 

Giza Cables Company and International 

Cable Company. 

The latter company is a subsidiary 

of the Nexans group. 

Cable operations in El Sewedy 

group include Arab Cables, Egytech 

Cables, Egytech Telecom 

Cables & Networks and United 

Industries. In addition to these 

larger groups, there are also 

several other smaller Egyptian 

cable producers, mainly active 

in LV energy cables. 

The Gulf region’s main cable 

producers are in Saudi Arabia 

and the UAE. There are three 

large cable producers in Saudi 

Arabia: Riyadh Cables, Saudi 

Cable and Jeddah Cable, each 

of which produces a range of 

energy and communication 

cables. After Saudi Arabia, the 

UAE is the second largest cable 

market in the GCC region. Two 

of the leading UAE-based cable 

companies are Dubai Cable 

and National Cable Industries. 

The Saudi Arabian Riyadh Cable 

group also has a substantial 

operation in the UAE. Three 

smaller cable companies also 

operate in the UAE: Tekab (part 

of the GIBCA group), Abu Dhabi 

Cables and Sharjah Cables. 

Smaller players include Kuwait, 

Bahrain and Oman. 

According to industry experts, 

the cable industry is both highly 

capital intensive and dependent 

on the price of raw materials: 

labour and energy do not 

account for a significant share 

of the total end-product cost. 

Consequently, little cost reduction 

margins are to be obtained 

by manufacturing cables locally. 

However, high transportation 

costs justify the rational for local 

production. 

Elsewedy Cables was chosen as 

a vendor within Phase 9 of Kahramaa’s 

infrastructure development 

plan. Phase 9 included 

work within the Ezdan project 

as well as Lusail City. Although 

the main project owners were 

from the private sector, Kahramaa

$24,4 million. 

3) ABB: Project number 2 – 

Ezdan and Gharaffa Mall substation. 

This project is worth 

QR26,5 million/$7,05 million. 

4) Yuksel/Midmac. Elsewedy 

has a subcontract to divert the 

current 66KV cable that is obstructing 

the construction of 

the Salwa Road Expressway. 

It has just completed a project 

for Kahramaa (Contract No: 

GTC 330) which was worth 

QR4,185 million. The project 

was completed on schedule, 

with no accidents and to the 

customer’s satisfaction. According 

to Eng Thamim, one of 

the objectives of the projects 

division is to ensure that the 

client is satisfied and that the 

project is completed with no accidents. 

He emphasized that a 

healthy “balance sheet” is good 

for the company but “a good 

reputation is even better”.

‘Guaranteed’ 

outlet for gas 

The Golden Pass LNG Terminal 

will provide a “guaranteed outlet” 

for Qatar into the world’s largest 

natural gas market, which is the 

US, ConocoPhillips Qatar president 

Erec Isaacson has said. The 

terminal will facilitate “steady 

production” from Qatargas 3, in 

which ConocoPhillips has a significant 

stake. “The joint ownership 

with Qatar Petroleum allows us 

to maintain a balanced relationship 

throughout the value chain,” 

Isaacson told Gulf Times. 

The Golden Pass Terminal is 70% 

owned by Qatar Petroleum (QP) 

while the remaining 30% are 

shared by ConocoPhillips and 

ExxonMobil. The multi-billion dollar 

terminal was formally inaugurated 

on the sidelines of the Business 

and Investment in Qatar 

Forum held in New York in April. 

The terminal and pipeline in Jefferson 

County, Texas, had recently 

commenced commercial 

operations after obtaining “in 

service authority” by the US Federal 

Energy and Regulatory Com- 

mission (FERC). 

Isaacson expressed his country’s 

pride in participating with 

Qatar Petroleum in both the Qatargas 

3 project in Qatar and the 

Golden Pass LNG Terminal in the 

US. Echoing statements made 

by ConocoPhillips chairman Jim 

Mulva at the inaugural event, 

Isaacson said: “During our several 

years of development work 

on these significant projects, we 

have enjoyed the opportunity 

to establish close, collaborative 

relationships with Qatargas, Qatar 

Petroleum and the people 

of Qatar.” Isaacson said that all 

projects in which ConocoPhillips 

participated with Qatar were on 

the “cutting edge” of sustainable 

development. The facilities at the 

Golden Pass Terminal were built 

to “maximize efficiencies and 

minimize environmental impacts” 

and included LNG ships with 

onboard re-liquefaction capability 

and facilities with boil-off gas 

capture during loading to significantly 

reduce flaring. 

Condensate 

sales begin 

Qatar International Petroleum 

Marketing Company (Tasweeq) 

has started sales of condensate 

separated from natural gas used 

as feedstock for the country’s 

multi-billion dollar gas-to-liquid 

joint venture with Royal Dutch 

Shell, trade sources said. The 

company is offering 400,000- 

600,000 barrels of start-up quality 

condensate for May loading, 

they said. 

The super light oil will be of a similar 

quality to Qatar’s Low Sulphur 

Condensate (LSC) when production 

stabilizes, a source said. Up 

to 40,000 barrels 

per day (bpd) 

of condensate 

will be produced 

when the plant 

at Qatar’s industrial 

city of Ras

Shell, operator of the Pearl GTL 

plant, said in a March 23 statement 

it had opened natural gas 

wells offshore, allowing the first

plant onshore. “Sections of the 

Pearl GTL plant will be started 

up progressively over the coming 

months,” the company said. The 

$18-$19 billion project has a capacity 

to produce 140,000 bpd 

of GTL products which include 

diesel, kerosene, naphtha and 

lubricant oils.

of Directors, the company is 

opening its mission in Doha, 

according to a Russian agency

Japan gets more 

LNG from Qatar 

Qatargas will supply an additional 

4 million tonnes of 

liquefied natural gas (LNG) 

to Japan, which was hit by 

an earthquake and tsunami 

recently. The Qatari LNG will 

be dispatched to long-term 

customers in Japan over the 

next 12 months. Qatargas is 

already contracted to supply 

6 million tonnes per year (tpy) 

over a 25-year period. Qatargas 

had signed two sales and 

purchase agreements with 

Chubu Electric and seven 

other Japanese power and 

gas companies in 1992 and 

1994. 

Qatargas said the additional 

supply of 4 million tonnes 

would be enough to generate 

approximately 28 terrawatthours 

(TWh) of electricity, or 

meet the average electricity 

consumption of 5 million Japanese 

households for a year. 

Qatargas CEO Sheikh Khalid 

bin Khalifa al-Thani had visited 

Japan recently. During his 

talks with officials and LNG 

customers, Sheikh Khalid re- 

iterated Qatar’s support to Japan 

at its time of need. 

Qatargas, established in 

1984, is the largest LNG 

producer in the world, with 

an annual production capacity 

of 42 million tonnes per 

year. Qatargas has seven 

LNG trains, of which four are 

“mega trains” and the largest 

in the world. Each one has a 

production capacity of 7.8 million 

tonnes per year.

ensuing tsunami and aftershocks 

in March smashed 

Japan’s infrastructure and 

wiped out communities in a 

wide area of north-east Honshu. 

The disasters damaged 

the Fukushima atomic power 

plants, sparking the most 

serious nuclear crisis since 

the 1986 Chernobyl reactor 

explosion. Analysts expect 

Japan to sharply increase its 

imports of fuels such as LNG 

and fuel oil for thermal power 

generation to compensate for 

the loss of electricity from its 

compromised nuclear plants.

Royal Dutch Shell PLC’s

ramp up to full production by 

mid-2012, an executive from 

the oil major said. Shell completed 

mechanical construction 

of the plant at the end of 

2010 and has started up its 

utilities, offshore component 

and feed gas processing plant. 

The company is now following 

through to the gas-to-liquids 

section, Shell Vice President, 

LNG & Gas Processing, Marjan 

van Loon, told an industry 

gathering. “This will still be 

quite a long road. It’s a very 

complex plant and it takes another 

12 months to ramp up to 

full production by the middle 

of 2012, followed by the second 

train in gas-to-liquids,” 

van Loon said.
