Finding of NDAI, Former San Francisco Nike Battery SF-31, J09CA1103 Page 3 4. SITE HISTORY: Prior to Department of Defense (DoD) use, the site was a watershed for the East Bay Municipal Utility District (EBMUD). Nike Battery SF-31 was established in 1955 when the U.S Army acquired the acreage through a lease with the County of Alameda (7.38 acres) and an informal lease with the EBMUD (110.25 acres). Nike Battery SF-31L was located approximately 270 yards east of the southern end of Lake Chabot and consisted of eight launchers and two magazines (underground storage bunkers) that held a total of 20 MIM-3 Nike-Ajax multi-stage, surface-to-air missiles. The magazines were modified from May 1958 until June 1959 to hold 12 of the larger MIM-14 Nike-Hercules missiles. Additional facilities were constructed on Nike Battery SF-31L, including missile and warhead assembly, crew readiness, and security buildings. Nike Battery SF-31A contained the site’s administrative and support functions. This included troop housing, mess hall, recreational facilities, battery administration, supply buildings, and vehicle maintenance facilities. Nike Battery SF-31C was the location of the site’s radar and fire control systems. It was located across Lake Chabot, approximately 1.1 miles to the west of Nike Battery SF-31A and SF-31L. On 6 February 1963, the U.S. Army acquired an additional 17.552 acres of land from the San Leandro Rock Company for the expansion of Nike Battery SF-31C to allow the installation of a High Power Acquisition Radar (HIPAR) system. In March 1974, Nike Battery SF-31 was deactivated and all Nike missiles were removed from the site. On 31 August 1974, the U.S. Army terminated all of the leases and returned control of the site to the property owners. 5. SITE INSPECTIONS/CURRENT STATUS: The U.S. Army Corps of Engineers, Sacramento District (USACE), conducted site reconnaissance at Nike Battery SF-31A/L on 20 July 2006 and at Nike Battery SF-31C on 17 August 2006. The site visit to Nike Battery SF-31A/L was conducted with Don Goodknow of EBRPD. Don Jayamanne with the Alameda County General Services Agency Communications Department accompanied USACE during the visit to Nike Battery SF-31C. The USACE found that the majority of the Nike Battery SF-31 buildings remain on site. The EBRPD uses all of the remaining buildings on the Nike Battery SF-31A/L site. Nike Battery SF- 31L is used as a maintenance and storage yard, and Nike Battery SF-31A is used as the park police and fire department headquarters. The Alameda County General Services Agency uses the HIPAR Building on the Nike Battery SF-31C. Since obtaining control of the site, both Alameda County and EBRPD have used and/or removed and replaced several underground storage tanks (USTs) and aboveground storage tanks (ASTs) and other site facilities. In 1995, the USACE contracted for the removal of a 6,000-gallon diesel underground storage tank and associated piping at Nike Battery SF-31L, the removal of an aboveground fuel storage tank saddle and 1.5 cubic yards of contaminated soil at Nike Battery SF-31A, and the cleaning of the hydraulic systems at the missile magazines at Nike Battery SF-31L. All other known USTs and ASTs at the site have been removed or utilized by Alameda County or EBRPD. On a 25 February 2011 site visit, USACE identified one FUDS-eligible area of interest, the Acid Fueling Station at Nike Battery SF-31L. During the site visit, USACE met with Alameda County and Regional Park District representatives to determine whether further inspection was necessary at the acid fueling station. During the site visit, no evidence of stressed vegetation, chemical odors, surface stains, FUDS-eligible underground or aboveground storage tanks and associated
Finding of NDAI, Former San Francisco Nike Battery SF-31, J09CA1103 Page 4 fill or vent pipes, drum storage, or any other signs of adverse environmental conditions associated with the Nike Battery SF-31 site was observed. USACE personnel also met and/or talked with County and Regional Park District staff familiar with the property. Don Goodnew, EBRPD Administrator, indicated that he had not observed any evidence of FUDS-associated contamination at the launch and administration site, and that previous USACE inspections had also not identified any FUDS-associated contamination. Alameda County has indicated that they are not aware of any FUDS-associated contamination at the control site. 6. RECOMMENDATION: The Property known as Nike Battery SF-31, Project Number J09CA0110301 (Containerized/HTRW) is recommended for No Department of Defense Action indicated (NDAI). In addition, the FUDS Property itself is also recommended for NDAI. 7.
