BOCMA SIGNS AN MOU WITH A<br />
NAMIBIAN PARTNER<br />
On the 19th of October 2012, a Memor<strong>an</strong>dum of Underst<strong>an</strong>ding was signed between<br />
the <strong>Breede</strong>-<strong>Overberg</strong> CMA <strong>an</strong>d the Olush<strong>an</strong>dja Sub-Basin M<strong>an</strong>agement Committee,<br />
a sub-basin of the Cuvelai-Etosha Basin.<br />
The BOCMA was recently visited by officials of the<br />
cuvelai-etosha basin in namibia. this visit was as a<br />
result of negotiations <strong>an</strong>d a previous visit to the cuvelaietosha<br />
basin by mr buthelezi, the ceo of the <strong>bocma</strong><br />
<strong>an</strong>d mr v<strong>an</strong> staden, the water resource m<strong>an</strong>ager of<br />
the <strong>bocma</strong>, where it became clear that a <strong>partner</strong>ship<br />
between the <strong>bocma</strong> <strong>an</strong>d the cuvelai-etosha basin would<br />
be of benefit to both org<strong>an</strong>isations.<br />
the purpose of the visit to south africa, by the namibi<strong>an</strong><br />
<strong>partner</strong> was to exch<strong>an</strong>ge knowledge <strong>an</strong>d to share skills<br />
in the various areas of water m<strong>an</strong>agement. the group<br />
visited the central breede river <strong>an</strong>d the Hex river<br />
Valley water User associations, where they received<br />
on-site information on the m<strong>an</strong>agement of the water<br />
resource <strong>an</strong>d the c<strong>an</strong>als. they were also exposed to the<br />
different irrigation methods used by the local farmers.<br />
mr rudolph röcher from the Department of agriculture’s<br />
l<strong>an</strong>d care Programme presented on the successful alien<br />
clearing project in the sl<strong>an</strong>ghoek area. He emphasised<br />
the import<strong>an</strong>ce of <strong>partner</strong>ship; in this case between<br />
the wolseley water User association, the l<strong>an</strong>d care<br />

the group also paid a visit to the waste water treatment<br />
works <strong>an</strong>d the solid waste treatment pl<strong>an</strong>t in<br />
Herm<strong>an</strong>us.<br />
the purpose of the memor<strong>an</strong>dum of Underst<strong>an</strong>ding is<br />
to forge areas of cooperation. In particular:<br />
• Capacity building of institutions <strong>an</strong>d<br />
stakeholders<br />
skills <strong>an</strong>d expertise exch<strong>an</strong>ge between the<br />
breede-overberg cma <strong>an</strong>d the olush<strong>an</strong>dja<br />
sub-basin m<strong>an</strong>agement committee, including<br />
<strong>an</strong> exch<strong>an</strong>ge of skills for emerging farmers <strong>an</strong>d<br />
resource poor farmers.<br />
• Institutional establishment<br />
establishment <strong>an</strong>d exp<strong>an</strong>sion of institutions<br />
on operational matters, provide information<br />

regarding institutional best practices. both<br />
institutions learn from each other as they evolve<br />
in their water resources m<strong>an</strong>agement functions.<br />
• Information sharing on best practices<br />

promotion of sound, integrated water resources<br />
m<strong>an</strong>agement.<br />
• Programme <strong>an</strong>d Project M<strong>an</strong>agement<br />
Design a water resources m<strong>an</strong>agement<br />
programme <strong>an</strong>d associated projects during the life<br />
sp<strong>an</strong> of this memor<strong>an</strong>dum of Underst<strong>an</strong>ding.<br />
The BOCMA looks forward to a beneficial <strong>partner</strong>ship <strong>with</strong><br />
the olush<strong>an</strong>dja sub-basin m<strong>an</strong>agement committee.
WASTE-DISCHARGE CHARGE SYSTEM<br />
As a me<strong>an</strong>s of pursuing the goal of sustainable water use in South Africa, the Department<br />
of Water Affairs (DWA) developed the Waste Discharge Charge System (WDCS).<br />
the wDcs was established under the pricing strategy<br />
for water use charges in terms of Section 56 of the<br />
National Water Act (Act 36 of 1998) <strong>an</strong>d serves as <strong>an</strong><br />
economic instrument that aims to improve water quality<br />
<strong>an</strong>d to achieve water quality objectives through waste<br />
reduction, either at the source or in the water resource.<br />
legislation that pertains to the wDcs is informed by<br />
the water Uses listed in section 21 of the nwa, in<br />
particular:<br />
• Section 21 (e): engaging in a controlled activity.<br />
• Section 21 (f): discharging waste or water<br />
containing waste into a water resource.<br />
• Section 21 (g): Disposing of waste in a m<strong>an</strong>ner<br />
which may detrimentally impact on a water<br />
resource.<br />
• Section 21 (h): Disposing of water which contains<br />
waste from, or which has been heated in, <strong>an</strong>y<br />
industrial or power generation process.<br />
the wDcs is based on the polluter-pays principle, <strong>an</strong>d<br />
aims to:<br />
• Promote the sustainable development <strong>an</strong>d<br />
efficient use of the water resource.<br />
• Promote the internalisation of environmental<br />
m<strong>an</strong>agement processes.<br />
• Create fin<strong>an</strong>cial incentives for discharges to<br />
reduce waste <strong>an</strong>d to use the water resource in a<br />
more optimal way.<br />
• Recover costs that are associated <strong>with</strong> mitigating<br />
water quality impacts of waste discharge.<br />
the wDcs creates a win-win situation where economic<br />
<strong>an</strong>d environmental factors are both considered for<br />
sustainable development. the economic <strong>an</strong>d social<br />
circumst<strong>an</strong>ces are also taken into account to ensure<br />
that the system is affordable. the charge structure<br />
<strong>an</strong>d its estimation are simple, so as to be understood<br />
by both the implementing agent <strong>an</strong>d the discharger of<br />
waste. the estimation <strong>an</strong>d disbursement of charges<br />
are accomp<strong>an</strong>ied by <strong>an</strong> extensive consultative process<br />
<strong>with</strong> the participation of the affected parties <strong>an</strong>d uses<br />
information that is in the public domain. the system<br />
complements the regulatory approach of water resource<br />
m<strong>an</strong>agement <strong>an</strong>d the direct linkage <strong>an</strong>d interaction<br />
between these two systems ensures effectiveness <strong>an</strong>d<br />
consistency.<br />
Waste Constituents under the<br />
WDCS:<br />
Salinity (Electrical conductivity (EC), chloride,<br />
sodium, <strong>an</strong>d/or sulphate)<br />
Nutrients (Soluble phosphorus, Nitrate,<br />
Ammonium<br />
PH<br />
Heavy metals: Arsenic, cadmium, chromium,<br />
copper, mercury, lead, nickel, zinc<br />
Org<strong>an</strong>ics: Biochemical Oxygen Dem<strong>an</strong>d (BOD)<br />
or Chemical Oxygen Dem<strong>an</strong>d (COD)<br />
the Dwa is responsible for the national roll-out of the<br />
wDcs <strong>an</strong>d retains the oversight <strong>an</strong>d support functions.<br />
the catchment m<strong>an</strong>agement agencies (cmas) are to<br />
assume key responsibility for implementation, which<br />
includes pl<strong>an</strong>ning, identifying discharges, invoicing, debt<br />
collection <strong>an</strong>d fin<strong>an</strong>cial m<strong>an</strong>agement disbursement, <strong>an</strong>d<br />
monitoring <strong>an</strong>d evaluation.<br />

THE BARRYDALE REDFIN:<br />
A FISH ON THE BRINK OF EXTINCTION<br />
The <strong>Breede</strong> River system is home to a unique indigenous fish, the <strong>Breede</strong> River<br />
redfin (Pseudobarbus burchelli). A study by the South Afric<strong>an</strong> Institute for Aquatic<br />
Biodiversity (SAIAB) has shown that the <strong>Breede</strong> River redfin is in fact three genetically<br />
distinct fish, which are currently being described as new species.<br />

one of these species occurs in the breede river<br />
(Burchell’s redfin), one in the Heuningnes river system<br />
on the Agulhas Plain (Heuningnes redfin), <strong>an</strong>d one in<br />
the tradouw river system. this species is known as the<br />
Barrydale redfin.<br />
the barrydale redfin has a very limited natural<br />
distribution, only the tradouw river <strong>an</strong>d its major<br />
tributary, the Huis river. this river runs through the town<br />
of barrydale. a recent assessment by the International<br />
Union for the conservation of nature (IUcn) shows that<br />
the Barrydale redfin is Critically End<strong>an</strong>gered. This me<strong>an</strong>s<br />
that it will soon become extinct if it is not conserved<br />
immediately.<br />
The survey shows that the Barrydale redfin’s distribution<br />
has ch<strong>an</strong>ged signific<strong>an</strong>tly in recent years <strong>an</strong>d has<br />
become much smaller.<br />
this is due to a number of threats, which include:<br />
• excessive <strong>an</strong>d unregulated abstraction of water<br />
from the river for domestic <strong>an</strong>d agricultural use;<br />
• modification of the stream habitat by unsound<br />
agricultural practices such as bulldozing <strong>an</strong>d<br />
removing the ripari<strong>an</strong> vegetation;<br />
• pollution of the water resource by agricultural<br />
chemicals <strong>an</strong>d sewage effluent; <strong>an</strong>d<br />
• alien fish species in the river.<br />
Alien fish threaten indigenous fish, such as redfins,<br />
through predation (eating the indigenous fish) <strong>an</strong>d<br />
by competing <strong>with</strong> the indigenous fish for food. The<br />
ecological threats in the tradouw river <strong>an</strong>d its tributaries<br />
are not unique <strong>an</strong>d occur in m<strong>an</strong>y rivers in the cape<br />
Floristic region (cFr).<br />

To protect the Barrydale redfin<br />
<strong>an</strong>d ensure its survival in the<br />
wild, a conservation pl<strong>an</strong><br />
was initiated by capenature.<br />
this pl<strong>an</strong> aligned is <strong>with</strong><br />
guidelines that are published<br />
in the national environmental<br />
m<strong>an</strong>agement: biodiversity<br />
act (nemba) (act no. 10 of<br />
2004). The guidelines call<br />
for <strong>an</strong> integrated approach<br />
to species conservation<br />
whereby stakeholders from<br />
government departments,<br />
municipalities <strong>an</strong>d private<br />
the tradouw Pass: the<br />
main area of distribution<br />
of the Barrydale redfin.<br />
l<strong>an</strong>downers are included through a public participation<br />
process. the participation of all stakeholders in the<br />
process me<strong>an</strong>s that maximum awareness is created <strong>an</strong>d<br />
knowledge is disseminated to non-conservation agencies.<br />
this then aligns the priorities of all stakeholders from<br />
the different sectors.<br />

large<strong>mou</strong>th bass which is threatening the survival of the<br />
Barrydale redfin
Conserve the indigenous fish of the<br />
<strong>Breede</strong> River system<br />
L<strong>an</strong>downers <strong>an</strong>d farmers c<strong>an</strong> help to conserve the unique fish fauna of the Western<br />
Cape, such as the Barrydale redfin, through:<br />
Good l<strong>an</strong>d use m<strong>an</strong>agement:<br />
• Do not exp<strong>an</strong>d farming operations into sensitive areas such as floodplains <strong>an</strong>d ripari<strong>an</strong> zones. By law, no<br />
farming activities or residential development c<strong>an</strong> occur <strong>with</strong>in the 1:100 year flood-line of a river system.<br />
• Do not graze <strong>an</strong>imals, such as cattle, on riverb<strong>an</strong>ks as their trampling damages the ripari<strong>an</strong> vegetation.<br />
• Remove <strong>an</strong>d m<strong>an</strong>age invasive alien vegetation (e.g. wattle trees) in ripari<strong>an</strong> zones.<br />
ensuring a healthy aquatic ecosystem:<br />
• Do not over-abstract water from rivers during low-flow summer months; <strong>an</strong>d ensure that all water-use is<br />
registered <strong>with</strong> the <strong>bocma</strong>.<br />
• Do not bulldoze or c<strong>an</strong>alize a river as it destroys the instream aquatic habitat.<br />
• Never move or stock live fish <strong>with</strong>out a tr<strong>an</strong>sport permit from CapeNature.<br />
Upper <strong>Breede</strong> Alien Clearing <strong>an</strong>d Restoration<br />
Project<br />
The Upper <strong>Breede</strong> Alien Clearing <strong>an</strong>d restoration project is a Collaborative approach<br />
to alien clearing by me<strong>an</strong>s of a Memor<strong>an</strong>dum of underst<strong>an</strong>ding between the 3 parties<br />
involved namely the Wolseley Water User Association, the Department of Agriculture<br />
(L<strong>an</strong>d Care Division) <strong>an</strong>d the <strong>Breede</strong>-<strong>Overberg</strong> Catchment M<strong>an</strong>agement Agency.<br />
It is also a success story th<strong>an</strong>ks to the dedication<br />
of the farmers along the stretch of river. the role<br />
of the farmer is the supervision of the team <strong>an</strong>d<br />
the cost of the petrol needed for the chain saws.<br />
the farmer also registers at the Department of<br />
agriculture for the herbicide needed for the project<br />
<strong>an</strong>d takes responsibility to see to the efficient <strong>an</strong>d<br />
correct h<strong>an</strong>dling <strong>an</strong>d spraying thereof.<br />
The project identified alien clearing needs over a 15 km<br />
stretch of the Upper breede river <strong>with</strong> <strong>an</strong> estimated<br />
project cost of R2 million of which 60% was estimated<br />
to be labour costs.<br />
<strong>with</strong> the funds made available the task was taken on.<br />
to date the collaborative effort has cleared <strong>an</strong> a<strong>mou</strong>ntof<br />
551 ha along the river at a total cost of R545 235. The<br />
project provided 2270 person days during this time.<br />
the farmer contribution towards the project has been<br />
R73 810 thus far.<br />
the breede-overberg catchment m<strong>an</strong>agement agency<br />
is proud to form part of the collaborative <strong>an</strong>d innovative<br />
project <strong>an</strong>d th<strong>an</strong>ks all the parties involved for their<br />
dedication towards the project!<br />

WATER USER ASSOCIATIONS<br />
There are 21 established Water User Associations (WUAs) in the <strong>Breede</strong> Water<br />
M<strong>an</strong>agement Area. The BOCMA is responsible for the oversight of these water<br />
m<strong>an</strong>agement institutions, although they are free <strong>with</strong>in the law to make their<br />
own decisions.<br />
the roles <strong>an</strong>d responsibilities of wUas include:<br />
• water resource protection, pollution prevention<br />
<strong>an</strong>d conservation;<br />
• self regulation of local water use activities;<br />
• monitoring of water resource status <strong>an</strong>d use;<br />
• providing a mech<strong>an</strong>ism whereby water users<br />
are directly involved in m<strong>an</strong>agement <strong>an</strong>d<br />
decision-making;<br />
• responsibility for Government Water Schemes;<br />
<strong>an</strong>d<br />
• billing agent services to water users<br />
the <strong>bocma</strong> provides assist<strong>an</strong>ce to the water User<br />
associations through water use registration <strong>an</strong>d<br />
authorization, by providing advice on the m<strong>an</strong>agement<br />
<strong>an</strong>d administration of water use by members of the<br />
wUa; <strong>an</strong>d through providing a platform for the<br />
sharing of ideas <strong>an</strong>d knowledge <strong>with</strong> other wUas.<br />

Irrigation Boards in the <strong>Breede</strong> Water<br />
M<strong>an</strong>agement Area, should according to the<br />
National Water Act (36 of 1998) tr<strong>an</strong>sform<br />
into Water User Associations.<br />
In the <strong>bocma</strong> area, most of the Irrigation boards established<br />
under the previous Water Act (Act 52 of 1956) have been<br />
tr<strong>an</strong>sformed, or are in the process of being tr<strong>an</strong>sformed<br />
into water User associations. there are however, some<br />
that have not yet engaged in this process.<br />

seven years through this, has accomplished positive<br />

saaFwaU is currently also involved in: the revision of<br />
the national water act; the national water resource<br />
strategy-2; <strong>an</strong>d the delegation of powers to water<br />

the <strong>Breede</strong> Water M<strong>an</strong>agement Area.<br />

the association aims to identify challenges facing<br />

NATIONAL WATER RESOURCE STRATEGY<br />
The draft of the Second National Water Resources Strategy (NWRS-2) has been<br />
gazetted for public comment, <strong>an</strong>d as a result, the South Africa Water Community is<br />
once again engaged in a critical national conversation.<br />

Cooperation in the Water Sector<br />
On the 18th of October 2012, a workshop on Co-operation in the Water Sector took place at the Caledon Spa.<br />
the workshop was part of the strategic <strong>partner</strong>ship between the <strong>bocma</strong>, world waternet <strong>an</strong>d water comp<strong>an</strong>y<br />
Groningen.<br />
the aim of the <strong>partner</strong>ship is to improve perform<strong>an</strong>ce<br />
at municipal <strong>an</strong>d water m<strong>an</strong>agement levels; as well<br />
as to strengthen institutional arr<strong>an</strong>gements in the<br />
water sector through capacity development initiatives<br />
on drinking water, waste water <strong>an</strong>d ground- <strong>an</strong>d<br />
surface-water systems.<br />
the workshop was attended by members of world<br />
waternet, the breede-overberg cma, the Dutch<br />
embassy, the Department of water affairs, cape<br />

cape minister of agriculture <strong>an</strong>d<br />
rural Development, mr Gerrit c<strong>an</strong><br />
rensburg said that “Farmers must<br />
be able to trust <strong>an</strong>d depend on<br />

The <strong>Breede</strong>-<strong>Overberg</strong> CMA exhibited at the Agri Mega-Week in Bredasdorp this year.<br />
The theme was One Agriculture: One Vision.<br />
platform for the agricultural sector,<br />
r<strong>an</strong>ging from farm workers to large<br />
commercial enterprises, to interact<br />
<strong>with</strong> government officials in order<br />
to work towards a singular vision for<br />
agriculture in south africa”.<br />
our exhibition st<strong>an</strong>d was visited by<br />
m<strong>an</strong>y of our stakeholders, including<br />
school children from the area <strong>an</strong>d<br />
water users <strong>with</strong> questions about our<br />
Gazetted catchment m<strong>an</strong>agement strategy. we gave out<br />
information pamphlets, newsletters <strong>an</strong>d a total of 600<br />
goodie-bags during agri mega week 2012.
Compli<strong>an</strong>ce, Monitoring <strong>an</strong>d Enforcement<br />
in the Water Sector<br />
Regulation is a key function of the Department of Water Affairs which involves<br />
regulating all aspects of water use <strong>an</strong>d m<strong>an</strong>agement. Regulation was identified as a<br />
key risk area that requires dedicated attention <strong>an</strong>d as a result, it was established as<br />
a dedicated programme in 2009, <strong>with</strong> implementation from 2010.<br />
the current functions that are covered by the regulation<br />
Programme are:<br />
• Water allocation<br />
• Resource protection <strong>an</strong>d waste<br />
• Abstraction <strong>an</strong>d in-stream use<br />
• Water services regulation <strong>an</strong>d<br />
• Compli<strong>an</strong>ce, monitoring <strong>an</strong>d enforcement.<br />
In <strong>an</strong> effort to curb water tr<strong>an</strong>sgression, a compli<strong>an</strong>ce,<br />
monitoring <strong>an</strong>d enforcement unit was established. this<br />
unit aims to ensure the protection of water resources in<br />
south africa through compli<strong>an</strong>ce <strong>with</strong> water legislation,<br />
which includes the national water act, the water<br />
services act <strong>an</strong>d other related legislative provisions.<br />
Currently, <strong>with</strong>in the unit, 30% of staff are allocated to<br />
the National Office <strong>with</strong> the focus on Enforcement, <strong>with</strong><br />
70% of staff deployed to the Regional Offices, <strong>with</strong> focus<br />
on compli<strong>an</strong>ce monitoring.<br />
The Verification <strong>an</strong>d Validation Process that is currently<br />
being implemented by the breede-overberg cma is the<br />
first step in Compli<strong>an</strong>ce Monitoring; as only after the<br />
verification process on a property has been completed<br />
(Section 35 NWA), c<strong>an</strong> the water use be determined to<br />
be legal or not.<br />
compli<strong>an</strong>ce, monitoring <strong>an</strong>d enforcement applies<br />
to all water users, including individuals, industry,<br />
municipalities <strong>an</strong>d other government users. the aim of<br />
the cme programme is ultimately to:<br />
• Improve the quality of drinking water;<br />
• Eradicate unlawful water use (e.g. irrigation);<br />
• Ensure compli<strong>an</strong>ce of Waste Water Treatment<br />
works;<br />
• Ensure compli<strong>an</strong>ce of Waste Water Discharge<br />
(e.g. Industry <strong>an</strong>d mines); <strong>an</strong>d<br />
• Implement the Enforcement Protocol against<br />
org<strong>an</strong>s of state.<br />
the aims <strong>an</strong>d objectives of the cme programme will be<br />
realised not only through legal action, but also through<br />
finding alternative options <strong>an</strong>d strategies to illegal water<br />
use.<br />

is, is die wet op nasionale<br />
Omgewingsbestuur (Wet 107<br />
v<strong>an</strong> 1998 – oftwel ‘NEMA’) en sy<br />
omgewingsimpakregulasies, die<br />
Nasionale Waterwet (Wet 36 v<strong>an</strong><br />
1998) en die Wet op die Bewaring<br />
v<strong>an</strong> L<strong>an</strong>dbouhulpbronne (Wet 43<br />
v<strong>an</strong> 1983).<br />
Grondverskuiwings en uitgrawings<br />
binne waterlope val direk onder die beheer v<strong>an</strong><br />
Aktiwiteit nr. 18 v<strong>an</strong> Lyskennisgewing 1 v<strong>an</strong> die 2010<br />
nema-omgewingsimpakregulasies en artikels 21(c) en<br />
21(i) v<strong>an</strong> die nasionale waterwet. laasgenoemde het<br />
betrekking op ver<strong>an</strong>derings a<strong>an</strong> die bedding en oewers<br />
v<strong>an</strong> rivierlope, en die belemmering of ver<strong>an</strong>dering a<strong>an</strong><br />
die vloei v<strong>an</strong> water in ‘n rivierloop. Sulke aktiwiteite<br />
word oorhoofs deur watergebruikslisensies en, onder<br />
voorgeskrewe toest<strong>an</strong>de, deur algemene magtiging<br />
beheer. Al is ‘n watergebruikslisensie nie nodig<br />
nie, k<strong>an</strong> daar wel vereis word dat die skoonhou en<br />
algemene inst<strong>an</strong>dhouding v<strong>an</strong> ‘n rivier op ‘n plaas as ‘n<br />
watergebruik geregistreer word.<br />

Die nema-omgewingsimpakregulasies word in die wes-<br />
Kaap deur die provinsiale Departement omgewingsake<br />
en Ontwikkelingsbepl<strong>an</strong>ning toegepas. Aktiwiteit 18<br />
verskyn op die eerste v<strong>an</strong> die drie lyste aktiwiteite wat<br />
deur die nema-omgewingsimpakregulasies beheer word.<br />
Kragtens hierdie aktiwiteit, is dit onwettig om meer as<br />
vyf kubieke meter material (s<strong>an</strong>d, gruis, spoelklippe ens)<br />
sonder omgewingsmagtiging in ‘n waterloop te stort, te<br />
skuif of te verwyder. ‘n Mens k<strong>an</strong> dadelik die relev<strong>an</strong>sie<br />
v<strong>an</strong> hierdie aktiwiteit raaksien t.o.v.<br />
die inst<strong>an</strong>dhouding en bestuur<br />
v<strong>an</strong> riviere in l<strong>an</strong>dbou-opsette<br />
(lw hierdie aktiwiteit is slegs v<strong>an</strong><br />
toepassing op grondverskuiwings<br />
ens in waterlope; konstruksie<br />
en uitbreiding v<strong>an</strong> infrastruktuur<br />
binne 32 meter v<strong>an</strong> waterlope<br />

Ingevolge hierdie maatreël, mag ‘n<br />
mens meer as vyf kubieke meter<br />
materiaal (klip, gruis, s<strong>an</strong>d ens)<br />
sonder omgewingsgoedkeuring vir die doeleinde v<strong>an</strong><br />
inst<strong>an</strong>dhouding in ‘n rivier of vlei stort, uitgrawe of<br />
verskuif mits die omgewingsowerhede ‘n bestuurspl<strong>an</strong><br />
hiervoor goedgekeur het (sien Aktiwiteit 18 v<strong>an</strong><br />
Staatskennis-gewing R. 544 v<strong>an</strong> 18 April 2010, soos<br />
gewysig). As daar níé so ‘n bestuurspl<strong>an</strong> deur<br />
die wes-Kaapse Departement omgewingsake en<br />
ontwikkelingsbepl<strong>an</strong>ning goedgekeur is nie, sal daar<br />
vir omgewingsgoedkeuring a<strong>an</strong>soek gedoen moet<br />
word. Daarsonder maak jy jou potensieel skuldig a<strong>an</strong><br />
‘n oortreding.<br />
Prakties-gesproke, k<strong>an</strong> ‘n grondeienaar – of verkieslik<br />
‘n watergebruikersvereniging of besproeiingsraad (wat
estuursoptredes in riviere op ‘n gepaste hidrologiese<br />
en ekologiese skaal k<strong>an</strong> prioritiseer en koördineer)<br />
– noodsaaklike inst<strong>an</strong>dhouding onderneem sonder<br />
dat daar elke keer eers by wyse v<strong>an</strong> ‘n omslagtige<br />
omgewingsimpakproses vir amptelike goedkeuring<br />
a<strong>an</strong>soek gedoen hoef te word.<br />
‘n Goedgekeure inst<strong>an</strong>dhoudingspl<strong>an</strong> sal, v<strong>an</strong>uit<br />
volhoubaardheidsoorwegings, riglyne neerlê vir<br />
hoe daar in en rondom ‘n rivier gewerk moet<br />
word. sulke bestuursriglyne moet verkieslik a<strong>an</strong><br />
volhoubaardheidsdoelwitte gekoppel word waartoe die<br />
betrokke oewer-eienaars en –bestuurders ingestem het.<br />
Ekologiese monitering en rapportering vorm ‘n bel<strong>an</strong>grike<br />
komponent v<strong>an</strong> enige omgewingsbestuursprogram.<br />
wat is die voordele hierv<strong>an</strong>? ekonomiese-gesproke, raak<br />
dit heelwat goedkoper om a<strong>an</strong> omgewingswetgewing<br />
te voldoen w<strong>an</strong>neer ‘n groep produsente saamsp<strong>an</strong><br />
the conference was org<strong>an</strong>ised by the water research<br />
commission <strong>an</strong>d the Department of water affairs,<br />
together <strong>with</strong> the australi<strong>an</strong> national University. the<br />
conference had a programme of 94 papers (one of which<br />
was presented by Dr s. adey of the <strong>bocma</strong>), workshops,<br />
special sessions, p<strong>an</strong>el discussions, side events <strong>an</strong>d<br />
role playing games (including the online game, aqua<br />
republica at www.aquarepublica.com). apart from south<br />
afric<strong>an</strong> presenters, papers were presented by speakers<br />
from europe, north <strong>an</strong>d south america, India, asia <strong>an</strong>d<br />
the rest of africa.<br />
On Sunday the 4th November, a special session was<br />
held on the Incomati cma. the aim of the session was<br />
to bring together the water m<strong>an</strong>agers <strong>an</strong>d researchers<br />
in order to identify <strong>an</strong>d discuss the research needs <strong>an</strong>d<br />
future outcomes in this International river basin. <strong>an</strong>d,<br />
also to develop a strategic research focus that c<strong>an</strong> be<br />
applied both at the operational <strong>an</strong>d policy level. later that<br />
evening, eim<strong>an</strong> Karar, the conference chair welcomed<br />
423 delegates from 32 different countries.<br />

the International conference on Freshwater<br />
Govern<strong>an</strong>ce For sustainable Development<br />
The international conference on freshwater govern<strong>an</strong>ce for sustainable development<br />
was held in the Drakensberg from the 4th to the 7th of November 2012, <strong>with</strong> noted<br />
academic <strong>an</strong>d author Professor Ali Mazrui as the main speaker.<br />
the chair of the wrc board, barbara schreiner gave the<br />
opening address on Monday the 5th November <strong>an</strong>d said<br />
that: “water is a critical component of the development<br />
scenario in south afric<strong>an</strong> <strong>an</strong>d we need to ensure that it<br />
is integrated into the govern<strong>an</strong>ce systems of the country<br />
as a whole, the mind-set of all decision makers: we need<br />
to place water at the centre of the development agenda<br />
of the country. our govern<strong>an</strong>ce systems need to support<br />
that approach”.<br />
sam<strong>an</strong>tha adey of the <strong>bocma</strong> presented a paper in the<br />
session on multi-level water Govern<strong>an</strong>ce <strong>an</strong>d adaptive<br />
m<strong>an</strong>agement, the title of her presentation was: the role<br />
of water User associations in Viable Decentralisation for<br />
adaptive m<strong>an</strong>agement: lessons learned from the breede<br />
water m<strong>an</strong>agement area.<br />

My Masters Degree in ‘Innovation sciences’ looks at the impact of technology on<br />
society from different perspectives: social, economic <strong>an</strong>d political. this aligns well<br />
<strong>with</strong> the <strong>bocma</strong>’s m<strong>an</strong>date to m<strong>an</strong>age water resources <strong>with</strong>in a social, economic <strong>an</strong>d<br />
ecological context. the <strong>bocma</strong> engages <strong>with</strong> the stakeholders in these sectors, <strong>an</strong>d<br />
the different interests that have to be taken into account raise the complexity of this<br />
task. my research attempts to underst<strong>an</strong>d the stakeholder dynamics by <strong>an</strong>alysing the<br />
different interests, powers, relations <strong>an</strong>d contexts of water resource m<strong>an</strong>agement.<br />
after this <strong>an</strong>alysis, recommendations c<strong>an</strong> then be derived for the <strong>bocma</strong> on how<br />
to make use of the stakeholder dynamics as a way to deal more efficiently <strong>with</strong><br />
integrated water resource m<strong>an</strong>agement.<br />
It has been very interesting to learn more about water resource m<strong>an</strong>agement from<br />
a catchment m<strong>an</strong>agement perspective, <strong>an</strong>d especially exciting to do research in a<br />
country on the other side of the world <strong>an</strong>d to work <strong>with</strong> people from a different culture.<br />
