IMPORTANT INFORMATION CONCERNING THE 2013 GRADE 12 ASSESSMENT PROGRAMME 1. Legislative and Policy Framework The assessment programme is conducted in terms of the regulations, policy and guidelines contained in the following documents released by the Minister of Basic Education or Department of Basic Education: National Policy pertaining to the Programme and Promotion Requirements of the National Curriculum Statement Grades R-12 (2011) National Curriculum Statements Grades 10-12 (General) for the respective subjects (2008) National Curriculum Statement Grades 10-12 (General) Subject Assessment Guidelines (2008) as amended by Circulars from the Department of Basic Education (2008-2012) National Examination Guidelines 2009 Regulations pertaining to the Conduct, Administration and Management of Assessment for the National Senior Certificate (Aug 2008)(Government Gazette No. 31337) as amended by Government Gazette No. 32678 of 3 November 2009) 2. Part-time candidates Candidates registered with SACAI will do SACAI’s school based assessment (SBA) programme which includes a national external preliminary examination and will write the Department of Basic Education’s final NSC examination in October 2013 as part-time candidates. A part-time candidate is a candidate who does not receive full-time tuition in all seven subjects at a school registered with a department of education. Part-time candidates may register for any number of subjects for the NSC in a single examination sitting. A part-time candidate must comply with all the assessment requirements. A part-time candidate may register for less than the minimum subjects required during the first examination sitting but must write the minimum number of subjects required in subsequent examination sittings in order to achieve for the National Senior Certificate (NSC). A part-time candidate can either repeat a subject already completed or enter for a maximum of two new subjects. Please note that part-time candidates are in no way whatsoever regarded as inferior to full-time candidates. They have the same status but are categorised as part-time because of the nature and structure of their programme.
3. Grade 10 and 11 requirements Candidates must have complied with the internal assessment requirements for Grades 10 and 11 in order to register for the Grade 12 assessment programme and must be able to submit proof to this effect. 4. Repeat Candidates A candidate who did not comply with all the requirements for the NSC as full-time candidate and enters for a subsequent examination other than a supplementary examination in order to fulfil the outstanding requirements will for all purposes be regarded as a repeat candidate. A repeat candidate may enter for any number of subjects that were resulted in a previous exam cycle. The candidate will have the option of re-doing the SBA of the subject(s), or to retain the previous SBA mark, SBAs from previous years are valid for 5 years. The candidate’s decision must be clearly indicated on the registration form. A repeat candidate who has already obtained the NSC may enter for a maximum of two (2) subjects not previously offered. In this case the candidate must comply with all the internal assessment requirements for the subject(s) in Grades 10 and 11. Candidates who repeat one or more subjects will be allowed to combine their results based on the current National Senior Certificate requirements to obtain a National Senior Certificate, if the combined results change the status of the certificate, for example, from Diploma to Bachelors, from fail to Higher Certificate etc. 5. Programme and promotion requirements In order to obtain the National Senior Certificate the candidate must offer seven subjects as follows: An official Language on Home Language Level An official Language on at 1st Additional Language Level Mathematics or Mathematical Literacy Life Orientation Three other subjects with the following provisos: Not more than one language from the same group (isiXhosa, isiZulu, SiSwati and isiNdebele form one group and Sepedi, Sesotho and Setswana the other) The same language may not be offered at more than one level Mathematics and Mathematical Literacy may not be offered together Computer Applications Technology and Information Technology may not be offered together Note: The two subjects can from 2013 onwards be taken together by Gr 10 learners which, means that from 2015 onwards Gr 12 candidates will be able to register for both. Consumer Studies and Hospitality Studies may not be offered together One subject developed and assessed by a body other than the Department of Basic Education may be offered as one of the three subjects. A learner may offer more than the required 7 subjects on condition that the additional subject(s) was (were) offered for all three years (Gr 10-12) and all the internal assessment requirements for the subject(s) were met.
