each<strong>in</strong>g implication for the nature <strong>of</strong> democracy. It is only with reference to theories <strong>of</strong><br />

democracy that we can address the fundamental tension between the centrality <strong>of</strong> <strong>parties</strong><br />

<strong>and</strong> their marg<strong>in</strong>alization <strong>in</strong> an area quite essential to any modern democracy, <strong>and</strong> that we<br />

can try to make sense <strong>of</strong> the place <strong>of</strong> party <strong>in</strong> contemporary democracy more broadly. In<br />

particular, when faced with the challenges <strong>of</strong> consolidat<strong>in</strong>g liberal democracy <strong>in</strong> more<br />

recently established democracies, resolv<strong>in</strong>g problems aris<strong>in</strong>g from the chang<strong>in</strong>g nature <strong>of</strong><br />

<strong>parties</strong> <strong>in</strong> the established democracies, <strong>and</strong> address<strong>in</strong>g the democratic deficit <strong>of</strong> the<br />

European Union result<strong>in</strong>g at least <strong>in</strong> part from the lack <strong>of</strong> adequate channels <strong>of</strong><br />

representation. It is imperative that the literature on political <strong>parties</strong> <strong>and</strong> democratic<br />

theory take more notice <strong>of</strong> one another. For this reason, it is important to look at the<br />

works <strong>of</strong> early Europeans political party theorist (s) or writers.<br />

It is important first to recall that the party as a political <strong>in</strong>stitution is a relatively<br />

recent phenomenon <strong>and</strong> that its presence at the time <strong>of</strong> its <strong>in</strong>itial emergence was not<br />

necessarily seen as <strong>in</strong>evitable or desirable. Parties when they first appeared were<br />

primarily perceived as a threat to the general <strong>in</strong>terest or as overrid<strong>in</strong>g the <strong>in</strong>terests <strong>of</strong> the<br />

<strong>in</strong>dividual. Indeed, their existence was fundamentally <strong>in</strong>compatible with the liberal<br />

democratic tradition rooted <strong>in</strong> the political philosophy <strong>of</strong> Locke <strong>and</strong> the radical<br />

democratic tradition <strong>in</strong>spired by Rousseau, both <strong>of</strong> which are difficult to marry with<br />

partisan <strong>in</strong>stitutions, which by their very nature transcend <strong>in</strong>dividual <strong>in</strong>terest <strong>and</strong> refute<br />

the existence <strong>of</strong> a volute generate. It was the advent <strong>of</strong> mass democracy which made<br />

direct l<strong>in</strong>ks between the state <strong>and</strong> the <strong>in</strong>dividual <strong>in</strong>creas<strong>in</strong>gly unrealistic <strong>and</strong> which thus<br />

served to legitimize the existence <strong>of</strong> <strong>parties</strong> as <strong>in</strong>termediary <strong>in</strong>stitutions between<br />

<strong>in</strong>dividual citizen <strong>and</strong> the state.<br />
