EXECUTIVE SUMMARY The Philippines initiated a participatory multistakeholder process for <strong>the</strong> <strong>monitoring</strong> <strong>of</strong> implementation <strong>of</strong> <strong>the</strong> WHO Global Code <strong>of</strong> Practice on <strong>the</strong> International Recruitment <strong>of</strong> Health Personnel (The Code). The Department <strong>of</strong> Health (DOH) took <strong>the</strong> lead as <strong>the</strong> WHO designated national authority, with <strong>the</strong> Department <strong>of</strong> Labor and Employment (DOLE), and in partnership with <strong>the</strong> International Labour Organization (ILO Manila) and <strong>the</strong> World Health Organization (WHO Philippines and Western Regional Pacific Office), and local stakeholders from <strong>the</strong> government, trade unions, employers, recruitment agencies, and pr<strong>of</strong>essional associations. The process benefited <strong>the</strong> fact that <strong>the</strong> ILO, with <strong>the</strong> financial support <strong>of</strong> <strong>the</strong> European Union, is implementing a project called Decent Work Across Borders: A Pilot project for Migrant Health Pr<strong>of</strong>essionals and Skilled Workers (DWAB).The project is implemented through a partnership with DOLE, trade union and employers organizations and o<strong>the</strong>r relevant partners. It provided <strong>the</strong> opportunity to work with <strong>the</strong> DOH on <strong>the</strong>ir common concern for ethical recruitment <strong>of</strong> human resources for health (HRH). The ILO DWAB hosted an initial meeting on <strong>the</strong> 29 th <strong>of</strong> March 2012, which was attended by representatives <strong>of</strong> <strong>the</strong> four organizing committee members —<strong>the</strong> DOH, DOLE, ILO and WHO Philippines and WPRO. In this meeting, organizers discussed <strong>the</strong> WHO Global Code <strong>of</strong> Practice on <strong>the</strong> International Recruitment <strong>of</strong> Health Personnel, also known as <strong>the</strong> Code, and its National Reporting Instrument. This meeting mapped <strong>the</strong> terms <strong>of</strong> <strong>the</strong>ir collaborative engagement to assist <strong>the</strong> DOH in <strong>monitoring</strong> <strong>the</strong> Code using a participatory approach, tapping on <strong>the</strong> ILO experience to work through social partners. The organizers ventured into <strong>the</strong> preparation <strong>of</strong> a Philippine Monitoring Worksheet for multistakeholders to provide supplementary data and clarificatory statements. This worksheet, which stakeholders were asked to complete, included <strong>the</strong> WHO National Reporting Instrument questions and linked those to <strong>the</strong> statements from <strong>the</strong> Code. The worksheet also included a column for stakeholders to add supplementary information and clarification on <strong>the</strong>ir responses. The worksheet also provided <strong>the</strong> opportunity for stakeholders to propose improvements to <strong>the</strong> wording <strong>of</strong> <strong>the</strong> questions included in <strong>the</strong> national reporting instrument. With <strong>the</strong> logistical support <strong>of</strong> <strong>the</strong> DOH and ILO, <strong>the</strong> Philippines convened introductory briefings in April 2012, for <strong>the</strong> stakeholders (governments, trade unions, hospitals, pr<strong>of</strong>essional organizations and recruitment agencies) to present and discuss <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> WHO Code, to orient <strong>the</strong>m on <strong>the</strong> completion <strong>of</strong> <strong>the</strong> WHO National Reporting Instrument and Philippine worksheet, and obtain <strong>the</strong>ir commitment to participate in <strong>the</strong> <strong>monitoring</strong> process. The stakeholders were encouraged to consult <strong>the</strong>ir constituents in completing <strong>the</strong> worksheet. x
