TUESDAY, FEBRUARY 26, 2013 Glacial lakes a threat to villages: experts ISLAMABAD — With the summer approaching, the Pakistan Meteorological Department (PMD) is concerned about more than 50 potentially hazardous lakes formed in glaciers in the northern areas. Most of these lakes can bring disaster for small settlements downhill. “Glacial lake outburst floods (Glof) have become a concern. Glofs are a fairly unique phenomenon where huge lakes are formed (or water is dammed) inside the walls of glaciers. They are particularly dangerous because the walls holding the massive water bodies can break due to intense heat or torrential rains causing flooding,” said Dr Ghulam Rasul, the chief meteorologist at the PMD, here. The floods could cause devastations, especially to small villages that lay directly in their paths in some cases. “Last year, we installed four automatic weather stations on Passu and the Baltoro glaciers in Gilgit-Baltistan to better understand the melting rates of glaciers in the area. The department has been re- cording constant rise in temperatures in the region,” said Dr Rasul. According to the PMD, temperatures in the northern areas have increased by 0.8 and 1.5 degrees centigrade between 1990 and 2010. The chief meteorologist said because of the rising temperatures, the phenomenon of glacial lake outburst floods was becoming a regular feature in the summers in the northern areas. His department has recorded five Glof events in the last two years. “The Buni glacier last year caused extensive damage to houses in its path. About two to three Glof events are now permanent features at the Gulkin glacier on the Karakorum Highway and that now feeds the Attabad Lake in Hunza,” said Dr Rasul, explaining how another glacial lake outburst flood in 2008 in the northern areas destroyed over 50 out of the 135 houses. Another expert on weather monitoring in PMD explained how the Passu glacier had re- Zardari to finalise gas pipeline deal ISLAMABAD — Despite mounting American pressure, President Asif Ali Zardari has decided to travel to Tehran this week to finalise a multibillion dollar gas pipeline deal, officials here say. Under the agreement, Iran would offer a loan of $500 million to Pakistan for the construction of a gas pipeline on its side of the border. However, the project has run into trouble due to an absence of investors fearing economic sanctions by the United States. A Foreign Ministry official confirmed in a news report published in Express Tribune newspaper here yesterday that Zardari will begin a two-day visit to Iran today to finalise the much-anticipated deal. The official, requesting anonymity, disclosed that Wash- ington was pushing hard to convince Islamabad to abandon the project. “But we feel that the project is important for our future energy needs and we will pursue it at all costs,” he added. Meanwhile, at his weekly briefing last Thursday, the foreign ministry spokesperson rejected reports of US pressure insisting that the Iran-Pakistan (I-P) gas pipeline project was “enormously important” for Pakistan. “We are an energy deficient country. It is in our national interest to have this project,” Moazzam Ali Khan asserted. Not only would Zardari sign a deal on the I-P project, Iran will also set up an oil refinery in Gwadar, Balochistan, it was revealed. And both the formal agreements would be inked between leaders of the two countries during the president’s upcoming visit to Tehran. The $4 billion refinery is slated to be constructed in the port city of Gwadar with an estimated capacity of about 400,000 barrels per day. The proposed co-operation between Islamabad and Tehran is likely to invite more pressure from Washington, sources say. The US State Department said on Saturday that there were better options available for Pakistan than the I-P project to meet the country’s growing energy demands. But, Pakistan so far resisted the pressure and has decided to go ahead with the project. Under such fickle circumstances, sources in the PPP said that a number of names have been discussed within party circles in case the top two office-bearers are convicted. Among them, Federal Minister for Religious Affairs Khursheed Shah is a probable candidate to replace Fahim as party president. A man of a relatively clean background, PPP believes Shah can run electoral matters of the party adequately. Moreover, PPP sources said President Zardari wants the religious affairs minister to contest next elections for the Sindh Assembly and it is speculated that he may become the next chief minister in the province. As far as Ashraf’s replacement as secretary general of PPPP is concerned, Qamar Zaman Kaira has emerged as a possible candidate. New debt management policy ISLAMABAD — With Pakistan’s debt hovering around Rs 16 trillion, the government is considering a proposal to abolish withholding tax on cash withdrawals from banks and launch insurance-wrapped dollar-denominated bonds in the international market to limit money circulation, spur economic growth and provide support to balance of payments position. This is part of a debt management strategy prepared by the Debt Policy Co-ordination Office (DPCO) of the finance ministry and submitted to the government for a policy decision. The DPCO believed that withholding tax on cash withdrawals from banks was contributing to an increase in currency circulation. Currently, 0.2 per cent withholding tax is charged on cash withdrawal exceeding Rs 50,000. “The government may consider abolishing this tax, as the net contribution of this tax is negligible when compared with the potential benefits of reduction in currency in circulation,” says the DPCO. The government has also been asked to market domestic debt instruments to non-resident Pakistanis and other investors given the interest rate differ- ential that may attract overseas investors. The government may consider launching insurancewrapped dollar-denominated bonds in the international market or a partial credit guarantees instrument by an internationally reputable institution to raise sizable flows.
