4.2 Access to Plant Protection Products<br />
In Moldova, only registered types of plant protection products (phytosanitary products and fertilizers) can<br />
legally be used <strong>in</strong> <strong>agriculture</strong>. All registered products are summarized <strong>in</strong> Moldova’s Register of Plant<br />
Protection Products (RPPP, see it at: http://pesticide-md.com/registrul/). The importation, wholesale<br />
distribution, and retail sale of phytosanitary products and fertilizers are licensed activities. About 345<br />
companies were engaged <strong>in</strong> this type of activity <strong>in</strong> 2011 (see plant protection products importers and<br />
distributors at: http://www.licentiere.gov.md/licentaresult.php?l=ro).<br />
4.2.1 Buy Plant Protection Products from Local<br />
Distributors<br />
In order to properly comply with local regulations, the follow<strong>in</strong>g steps should be followed <strong>in</strong> the process<br />
of procur<strong>in</strong>g plant protection products locally:<br />
1) F<strong>in</strong>d a local office of Public Health National Center (PHNC) and apply <strong>for</strong> Storage Authorization<br />
(f<strong>in</strong>d local office at: http://www.cnsp.md/<strong>in</strong>fo.php?id1=44&id2=0).<br />
2) Submit the Storage Authorization to the local office of General Inspectorate of Phytosanitary<br />
Surveillance and Seeds Control (locate District division of General Inspectorate of Phytosanitary<br />
Surveillance and Seeds Control <strong>in</strong> district public adm<strong>in</strong>istration bodies at:<br />

4) Buy Phytosanitary products and fertilizers, request a Phytosanitary Certificate with each.<br />
4.2.2 Import Plant Protection Products<br />
The domestic plant protection product market is ma<strong>in</strong>ly made up of imports. Statistics show that about<br />
490,000 tons of plant protection products have been imported <strong>in</strong> 2010, out of which m<strong>in</strong>eral nitrogen<br />
fertilizers account <strong>for</strong> nearly 99%. Because plant protection products are imported, wholesale and retail<br />
are licensed activities. Investors plann<strong>in</strong>g to import these products have to accord<strong>in</strong>gly be licensed (see<br />

In order to proceed with importation of plant protection materials, the <strong>in</strong>vestor must:<br />
1) Submit the company Registration Certificate, Ownership Statement from the Register of Real Estate<br />
(where the activity shall be per<strong>for</strong>med), copies of employees’ graduation diplomas show<strong>in</strong>g that the<br />
