Superintendent’s Corner
As part of my ongoing effort to keep our community informed
of what is happening in our district, I want to focus
this message on the upcoming development of the 2011-
2012 budget for the district. Last year
was a particularly difficult fiscal year
as our state and national economy continued
to struggle. The development
of next year’s budget will present yet
another set of challenges as we wade
through this difficult economic and fiscal
environment.
The same factors that impacted our budget decisions last
year continue to represent fiscal challenges and, in some
cases, there are even greater challenges than last year. We
continue to experience reduced revenues and will be facing
increases in our fixed costs and contractual obligations.
Investment income continues to remain flat and we are
expecting a significant decrease in state revenues, based on
feedback from the newly elected governor. The Act 1 Index
has dropped significantly since last year, which severely
limits the amount of revenue the district can raise via tax
increases. Overall, the fiscal realities that confront us will require
a careful and thorough examination of our entire educational
program and all district programs and operations.
The school board and administrative team have already
started the hard work of trying to meet the challenges that
we know face us as we try to develop a budget for the 2011-
2012 school year. We know difficult decisions that impact
the district’s fiscal standing and educational program will
need to be made. We invite you to provide your feedback
and ideas at our public meetings over the next six months
as we work through the process of providing the most costeffective
programs we can based on the resources that we
will have available to us.
Sincerely,
Dr. Gary L. Otto
