By equipping communities with the ability <strong>to</strong> manage <strong>and</strong> respond <strong>to</strong> shocks in the early stages of a crisis, strategic livelihoods interventions allow for more timely <strong>and</strong> appropriate responses <strong>to</strong> disasters than is possible with typical emergency relief assistance. In addition, the early protection <strong>and</strong> promotion of people’s livelihoods significantly reduces the need for massive food aid operations when malnutrition <strong>and</strong> disease reach acute levels. 34
