Executive summary <strong>of</strong> c<strong>and</strong>idates<br />

Uttar Pradesh Election Watch (UPEW) analyzed affidavits <strong>of</strong> 1804 c<strong>and</strong>idates out <strong>of</strong> 6,086 who<br />

contested 2007 Assembly elections.<br />

Out <strong>of</strong> these 1804 c<strong>and</strong>idates analyzed, 500 c<strong>and</strong>idates or 28% declared pending <strong>criminal</strong> cases<br />

against them. BSP had 133 out <strong>of</strong> 395 (34%), SP had 126 out <strong>of</strong> 385 (33%), BJP had 95 out <strong>of</strong> 345<br />

(28%), INC had 91 out <strong>of</strong> 390 (23%) <strong>and</strong> RLD had 39 out <strong>of</strong> 252 (15.48%) c<strong>and</strong>idates analyzed<br />

with pending <strong>criminal</strong> cases against them.<br />

Out <strong>of</strong> these 500 c<strong>and</strong>idates with pending <strong>criminal</strong> cases, 243 had pending serious <strong>criminal</strong> cases<br />

like murder, attempt to murder, kidnapping, robbery, extortion etc. BSP had 71, SP had 57, BJP<br />

had 43, INC had 41 <strong>and</strong> RLD had 22 c<strong>and</strong>idates with pending serious <strong>criminal</strong> cases against them.<br />

1767 c<strong>and</strong>idates were analyzed from the five main parties (BSP, SP, BJP, INC & RLD) <strong>and</strong> out <strong>of</strong><br />

these 1767 c<strong>and</strong>idates analyzed, 484 (27%) had pending <strong>criminal</strong> cases against them.<br />

There were 545 IPC charges <strong>of</strong> heinous nature on the c<strong>and</strong>idates analyzed which included<br />

murder, attempt to murder, kidnapping, extortion, etc.<br />

There were a total <strong>of</strong> 54 red alert constituencies (i.e. where 3 or more contesting c<strong>and</strong>idates had<br />

pending <strong>criminal</strong> cases).<br />

A total <strong>of</strong> 394 c<strong>and</strong>idates out <strong>of</strong> 1804 analyzed i.e. 22% were crorepatis.<br />

A total <strong>of</strong> 75 c<strong>and</strong>idates out <strong>of</strong> 1804 analyzed, had declared liabilities <strong>of</strong> Rs 30 lakhs or above.<br />

Among major parties, the average asset per c<strong>and</strong>idate for INC was Rs. 2.01 crores, for SP was<br />

Rs.98.78 Lacs, for BSP it was 97.98 lacs, for BJP it was 65.77 lacs <strong>and</strong> for RLD it was 49.39 lacs.<br />

46% <strong>of</strong> c<strong>and</strong>idates (833 <strong>of</strong> 1804 analyzed) had not furnished PAN card <strong>details</strong>.<br />

Number <strong>of</strong> women c<strong>and</strong>idates was just 370 (6%) as compared to 5,716 <strong>of</strong> men (94%).<br />

More than 59% <strong>of</strong> c<strong>and</strong>idates (1056 <strong>of</strong> 1804 analyzed) were graduates & above.<br />

Analysis based on pending <strong>criminal</strong> cases- c<strong>and</strong>idates<br />

A total <strong>of</strong> 1,804 affidavits were analyzed by Uttar Pradesh Election Watch (UPEW) for 2007 Assembly<br />

elections. Out <strong>of</strong> the 1,804 c<strong>and</strong>idates, 500 or 28% declared pending <strong>criminal</strong> cases against them.<br />

murder, attempt to murder, kidnapping, robbery, extortion etc. pending against them.<br />

Party-wise break up <strong>of</strong> c<strong>and</strong>idates with pending <strong>criminal</strong> cases<br />

A total <strong>of</strong> 500 c<strong>and</strong>idates contesting elections from Uttar Pradesh had pending <strong>criminal</strong> cases against<br />

them. Out <strong>of</strong> 395 c<strong>and</strong>idates <strong>of</strong> BSP, 133 (34%) had pending <strong>criminal</strong> cases, 126 out <strong>of</strong> 385 (33%)<br />
