car,” Ryan told the STAR on
Thursday.
Ryan deployed her K-9
partner Sgt. Kabor to conduct
a K-9 sniff around the
exterior of the vehicle.
“K-9 Kabor gave a positive
alert at the passenger’s
side and driver’s side front
door seams. During the interior
sniff, K-9 Kabor gave a
positive alert on the driver’s
seat and the passenger’s side
floorboard,” states Ryan in
her report. “During the hand
search, (I) recovered a blue
plastic bottle from the passenger’s
side floorboard
which contained approximately
5.8 grams of marijuana
and a small baggie with a
white powdery substance,
believed to be cocaine, all of
which were in a plastic shopping
type bag where Woodby
was seated.
“Woodby made a statement
that the marijuana was
his. During a search of his
person, he was found to possess
a prescription pill bottle
— not prescribed to him —
with 12 red-colored pills. In
his wallet he was found to
possess two packs of rolling
papers and a total of $748 in
U.S. currency.” Ryan states in
the report that the money
was seized from Woodby’s
wallet and Woodby advised
that he did not have a job
and that the money did not
belong to him.
At that time, Ryan placed
Woodby under arrest and
charged him with possession
of Schedule II narcotics, possession
of Schedule VI narcotics,
possession of Schedule
IV narcotics and possession
of drug paraphernalia.
“A search of Shuffler’s
person recovered a folded
piece of foil with a substance
believed to be meth,” states
Ryan in the report. “A total of
$2,472 in U.S. currency was
recovered folded in his pocket.
The currency was seized.”
At that time, Ryan placed
Shuffler under arrest and
charged him with possession
of Schedule II narcotics.
“A passenger in the vehicle
was identified as Summer
E. Jackson,” states Ryan in
her report. “Jackson had
glassy eyes, slurred speech,
unsteady gait and advised
that she had taken several
nerve pills. She was arrested
and charged with public intoxication
for her safety and
the safety of others.”
The Chevrolet Impala
which was driven by Shuffler
was impounded by the
Carter County Sheriff’s Department
and was towed
from the scene to a secure
location.
“The dog had alerted on
the trunk but we could not
get into the trunk so we
brought it here to a secure
location to open it,” said
Carter County Sheriff Chris
Mathes on Thursday afternoon
at a vehicle impound
lot where the vehicle was
being stored.
Once officers were able to
open the vehicle’s trunk
they located a sealed onegallon
Wilder
n Continued from 1
Wilder named Republican
Sen. Mike Williams Senate
speaker pro tempore after he
switched sides to vote for the
Democrat in 2005, and
Williams won’t say for
whom he will vote.
However, Wilder said outside
Thursday’s caucus
meeting that Williams told
him “face to face” that he’s
going to vote for him.
“Mike says he’s with me,”
said Wilder, adding that he
believes he’ll get the 17 votes
to keep his position. “He’s
told a lot of people he’s with
me.”
Williams could not be
reached for comment.
Meanwhile, Haynes said
he was disappointed he didn’t
get nominated, but said
he planned to vote for Wilder
on Tuesday.
“I felt he got the commitments
and had those before I
even got in the race,” Haynes
said of the caucus vote.
“That’s understandable.”
Haynes said he was told
by Sen. Jerry Cooper, who
approximately one-third
full of methamphetamine
product. According to police
the product was in the first
stage of meth manufacturing,
which is known as the
“pseudoephedrine wash,”
where pseudoephedrine is
separated from cold tablets
to be used in the manufacture
of meth.
Mathes stated that police
had previously found components
of a meth lab that
police believe may be linked
to the vehicle which was
stopped Wednesday night
by Ryan.
“Originally officers had
gone to serve an arrest warrant
at an undisclosed trailer
park and they discovered
some components of a meth
lab,” Mathes said, adding
that while officers found
components such as tubing
and a converted oxygen
tank they were unable at
that time to link them to a
particular person. “This vehicle
is associated within
that trailer park.”
Mathes stated that “as
luck would have it, we got
behind this car” and that
Ryan noticed the vehicle did
not have working tail lights
and that there was not a legal
license plate on the vehicle.
“That’s like putting a
billboard on your car that
says ‘Police please stop
me,’” Mathes said of the
homemade license plate.
According to Mathes,
there was further evidence
in the vehicle that pointed
to the production of
methamphetamine. “There
is a piece of a phone book
where they had highlighted
lists of pharmacies that they
had been to,” he said,
adding that the list was
probably used to keep track
of where pseudoephedrine
had been purchased since
state laws limit the amount
of cold medication containing
pseudoephedrine that
can be purchased by a person.
Mathes stated that from
the amount of meth product
that was found in the trunk
of the vehicle, approximately
one to two ounces of actual
methamphetamine
could be produced. “You’re
looking at a couple of grand
in product if that were finished,”
he said. “That’s just
a rough estimate.”
According to Mathes, the
vehicle will be seized by the
Carter County Sheriff’s Department
and further
charges against Shuffler,
Woodby and Jackson are
pending at this time.
By Wednesday afternoon,
Shuffler, Woodby and Jackson
had all three bonded out
of jail. Wednesday evening,
Woodby and Jackson were
that Cooper planned to
abstain from voting on Tuesday.
Cooper, a Morrison Democrat,
left right after the
meeting and couldn’t be
reached for comment.
However, Wilder said he
hoped to get the vote of
Cooper, who is facing federal
him,” Wilder said of Cooper.
“I know you think I’m old.
enjoy doing this.”
Thursday’s contested vote
for speaker was the first time
there had been one in a Democratic
Caucus meeting
since 1988.
