Gov. Haley Barbour eyeing top position at North Pole<br />

IN A SURPRISE ANNOUNCEMENT,<br />

Mississippi Gov. Haley Barbour announced<br />

he is not going to run for president of the<br />

United States. Instead, he plans on running<br />

for the position of Santa Claus.<br />

“As president, I would have to cut a trillion<br />

dollars from the budget. As Santa<br />

Claus, I get to give away a trillion in toys,”<br />

Barbour told the Sun. “This is a no-brainer.”<br />

Special inside sources say there are other<br />

reasons for Barbour’s surprise announcement.<br />

in preparation for a presidential run,” the<br />

source revealed. “The real no-brainer was<br />

The 2011 legislative session begins<br />

next month, and lawmakers will have an<br />

opportunity to mull over one bill that will<br />

cut funding for Mississippi Public<br />

Broadcasting (MPB).<br />

The bill is authored by District 58 Rep.<br />

Rita Martinson. She said state funding<br />

needs to be cut because money isn’t<br />

being spent appropriately.<br />

She points to the agency’s budget for<br />

fiscal year 2010 as an example. “They<br />

spent $21,000 on lunches and dinners for<br />

WHAT AMOUNTS to roughly a dollar a<br />

week increase for water and sewer service in<br />

the capital city has the potential to save Jackson<br />

millions of dollars in interest and fines down<br />

the road.<br />

The Jackson City Council recently approved<br />

raising water and sewer rates by 13 percent and<br />

six percent respectively.<br />

Officials say the revenue generated by the<br />

increase will allow the city to hold on to its<br />

superior water and sewer bond rating, which<br />

can be used to float lower interest loans for<br />

infrastructure improvements.<br />

Standard and Poor’s upgraded Jackson’s rating<br />

in the spring, moving it from an A to an A+.<br />

“Because of the rating, if Jackson issues a $76<br />

million bond for the remaining water and sewer<br />

repairs outlined in the 1996 master plan, we<br />

would save about $5 million in interest over the<br />

course of 30 years,” said Director of<br />

Communications Chris Mims.<br />

The rate hikes will take effect on January 1.<br />

Residential customers should notice an $8 to<br />

$10 increase on their bimonthly statements.<br />

The city mails out water and sewer bills every<br />

other month, Mims said.<br />

On November 30, the council voted 5-1 to<br />

raise water rates from $2.20 to $2.48 per hundred<br />

cubic feet. Sewer rates were bumped up<br />

from $2.03 to $2.15 for the same amount of<br />

wastewater that is discharged back into the<br />

city’s system.<br />

Public Works Deputy Director David Willis<br />

said a hundred cubic feet is equal to 748 gallons<br />

of water.<br />

Those voting in favor of the measure included<br />

Ward Seven Councilwoman Margaret Barrett-<br />

Simon, and Councilmen Frank Bluntson,<br />

Charles Tillman, Tony Yarber and Chokwe<br />

Lumumba. Outgoing Ward One Councilman<br />

Jeff Weill voted against it, and Ward Three<br />

Councilman Kenneth Stokes was absent.<br />

The city’s bond rating is based on several factors,<br />

including one that requires Jackson to<br />

maintain 120 percent more than the amount of<br />

its monthly bond payment in cash on hand,<br />

once its day to day operations are met.<br />

The increases will generate about $378,000 a<br />

month in new revenue.<br />

“In the last three years, our costs have<br />

increased and it’s eaten into our 120 percent<br />

coverage,” Willis said.<br />

City better prepared to face<br />

harsh winter weather with<br />

improvements to system<br />

JANUARY IS right<br />

around the corner, and<br />

Northsiders and city officials<br />

alike are keeping an eye on<br />

their thermometers and their<br />

water pressure.<br />

That’s because in January<br />

2010, water mains across the<br />

city of Jackson burst as the<br />

area experienced 10 days of<br />

record-low temperatures.<br />

The breaks crippled the capital<br />

city, causing businesses<br />

to shut down and residents<br />

to be without water or water<br />

pressure for days.<br />

But experts say below<br />

freezing temperatures likely<br />

won’t be a factor in the<br />

coming month.<br />

And Jackson city leaders,<br />

with the crisis about a year<br />

behind them, say they are<br />

better prepared to address<br />

another water crisis, and<br />

cited several steps that are<br />

being taken to prevent more<br />

water system break-downs<br />

in the future.<br />

Johnson Jr., though cautioned<br />

that being more prepared<br />

doesn’t mean that<br />

water main breaks couldn’t<br />

occur once again, especially<br />

if weather conditions don’t<br />

play in the city’s favor.<br />

“People have been pushing<br />

me to put my hand on the<br />

Bible and say ‘we’re not<br />

going to have a problem,’<br />

and I refuse to do it,”<br />

Johnson said. “If we have<br />

sub-freezing temperatures<br />

and the soil shifts, I can’t<br />

guarantee it won’t happen.”<br />

IN THEIR EFFORT to<br />

prevent another catastrophe,<br />

officials aren’t relying on the<br />

right weather conditions<br />

alone to make it through the<br />

winter.<br />

Johnson outlined several<br />

steps the city is taking to<br />

lessen the severity of breaks<br />

in the future.<br />

During the 2010-11 fiscal<br />

year, the city is set to spend<br />

$29 million on water infrastructure<br />

improvements. A<br />

portion of those funds will<br />

be used to install the last<br />

segment of a 54-inch water<br />

main to connect the J.H.<br />

Fewell to the O.B. Curtis<br />

water treatment plants.<br />

“That should start at the<br />

first of the year and take 18<br />

to 24 months to complete,”<br />

he said.<br />

Johnson said having that<br />

line in place will allow the<br />

city to maintain pressure<br />

during line breaks.<br />

Maintaining some continuous<br />

pressure keeps the city<br />

from having to issue boil<br />

water notices once the leaks<br />

are patched.<br />

Johnson said the city has<br />

also learned more about<br />

addressing a water crisis following<br />

a water main break<br />

in June. “We overcame that<br />

quickly,” he said. “I wish<br />

this was something we could<br />

correct in the next six<br />

months to a year, but it’s<br />

not.”<br />

But luck - and a not so<br />

well-known weather pattern<br />

called La Nina - might be on<br />

the city’s side this year.<br />

“As far as temperatures go<br />

for January, we’re not<br />

expecting a high chance of<br />

seeing prolonged periods of<br />

freezing,” said Daniel Lamb,<br />

a meteorologist with the<br />

National Weather Service in<br />

Jackson.<br />

Lamb said a La Nina pattern<br />

has developed in the<br />

Pacific Ocean. Because of<br />

that, he doesn’t expect the<br />

mercury to dip below the<br />

mid-30s for an extended<br />

period of time.<br />

“What we saw last year<br />

was prolonged lower temperatures.<br />

In a La Nina, we<br />

will likely experience colder<br />

temperatures come in behind<br />

a storm system, but they’ll<br />

only last a day or two.”<br />

“We’ll see a quicker<br />

recovery to warmer temps,<br />

but there will be more rainfall,”<br />

Lamb said.<br />

A La Nina occurs when<br />

the sea surface temperatures<br />

in the Pacific fall lower than<br />

normal. That anomaly causes<br />

winter temps to remain<br />

mild in the Southeast, he<br />

said.<br />

“We had a La Nina in<br />

2000, and the average temperature<br />

was closer to 40,”<br />

he said.<br />

Last year, El Nino conditions<br />

were present in the<br />

Pacific, causing temperatures<br />

to fall dramatically in<br />

the Southeast.<br />

The average temperature<br />

for the first 10 days of<br />

January 2010 was 29.9<br />

degrees. That weather<br />

caused surface water temperatures<br />

to plummet.<br />

That factor, coupled with<br />

the age of the city’s infrastructure,<br />

led to 156 main<br />

breaks, leaving thousands of<br />

people high and dry.<br />

Santa Claus recently took a break from<br />

his busy schedule to sit down and have<br />

some cookies and milk with the Sun staff.<br />

He had dropped by to personally pick up<br />

some of his letters from the Northside Sun.<br />

At his request we publish the letters to save<br />

him time. You see, while he’s reading the<br />

Sun he can also read the letters. While<br />

Santa was here, the staff talked with him<br />

about his hectic journey Christmas Eve.<br />

Gee Santa, it seems like only yesterday we<br />

were here in the conference room drinking<br />

hot chocolate and talking about the same<br />

things. It’s amazing how time flies.<br />

“Well to you and me it seems that way.<br />

We’re old. But to the young ones it seems<br />

forever ago. And today is probably the<br />

longest day of the year for them knowing<br />

that tomorrow is Christmas Eve. I’ve got lots<br />

of things to get done.”<br />

Although you seem to have a great job,<br />

it must be hard, especially around this<br />

time of the year.<br />

“Actually my work is easy. I have so many<br />

great helpers in my workshop. The children<br />

tell me exactly what they want and y’all<br />

make it easy for me by publishing their letters.<br />

All that is the easy part and this is the<br />

most fun time of the year for me. The hard<br />

part of the job comes after Christmas. You<br />

think I’m fat and jolly now. Well on<br />

December the 26th I’m fatter and not very<br />

jolly. HoHoHo. I don’t know if you realize it,<br />

but I consume thousands of calories on my<br />

delivery. So many that from January till<br />

about July, I’m on a very strict diet. That’s<br />

the hard part of my job. Thank goodness<br />

there’re not many swimming pools at the<br />

North Pole because I wouldn’t look too good<br />

in my bathing trunks. HoHoHo.”<br />

Tomorrow’s the big night. Are you<br />

ready? Is the list ready?<br />

“Yes, we are ready. Everything is going<br />

pretty smooth. I will be very busy and I will<br />

not get a break until the day after Christmas.<br />

“But we will pull it off, we always do.<br />

“As far as the list is concerned, it is complete<br />

thanks to our teamwork.”<br />

Are you looking forward to all the milk<br />

and cookies the children leave for you?<br />

“Of course. Wouldn’t you? HoHoHo.<br />

People are always tormenting me about my<br />

weight. You know it’s funny, I see all these<br />

pictures of myself in books and on TV and<br />

I look chubby, like I do now. But if you’ll<br />

notice, I’m always on my way to deliver<br />

presents in the pictures. My sleigh is always<br />

fully loaded. You never see me on my way<br />

home. If you did, you wouldn’t recognize<br />

me.<br />

“I bring gifts to almost 400 million children<br />

in more than 90 million homes around<br />

the world. I have about 31 hours to do it,<br />

thanks to the different time zones and the<br />

rotation of the earth, but I still have to work<br />

at a brutal pace. I have to eat those cookies<br />

and drink the milk or I’d waste away to<br />

nothing.”<br />

Many people have come to know you<br />

by your outfit. How did you choose it?<br />

“Well, that’s really kind of an interesting<br />

story. As you know, I’ve been bringing toys<br />

to girls and boys for well over 1,500 years.<br />

And I’ve been coming to the United States<br />

since before it was the United States.<br />

“I used to be a bishop of the church. Ever<br />

since the fourth century, and up until the<br />

19th century, I wore my bishop’s garb. It<br />

wasn’t very comfortable, but I was proud of<br />

my work as a bishop and liked to wear it.<br />

“Then, in 1823, the poet Clement Clark<br />

Moore wrote ‘The Night Before<br />

Christmas,’ and in the 1860s, Harper’s magazine<br />

started publishing paintings of me by<br />

the artist Thomas Nast.<br />

“Moore and Nast did good work. They<br />

got most of it right, but they missed on the<br />

outfit.<br />

“The poem and the paintings were so<br />

popular, though, people just expected me to<br />

be in the furry red suit and this crazy hat, so<br />

that’s what I started wearing.<br />

“Don’t get me wrong, I don’t mind. In<br />

fact, this suit is warmer and I’m a lot more<br />

comfortable now. I just think it’s funny. ‘Art<br />

imitates life,’ they say. Ha!”<br />

Santa, you seem a very educated man.<br />

“Well, I guess I learned a lot on the job.<br />

For instance, I grew up speaking a form of<br />

what is now the Turkish language. As I<br />

began giving gifts to children in larger and<br />

larger areas of the world, I had to learn dif-<br />

ferent languages.<br />

“If I got a letter addressed to ‘Father<br />

Christmas,’ ‘Sinter Klaas,’ ‘Pere Noel,’<br />

‘Julenisse,’ or ‘der Weinachtsmann,’ I had<br />

to be able to understand it. So, I learned<br />

many different languages.<br />

“In the same sense, I have become familiar<br />

with many different cultures. I don’t just<br />

blindly give children gifts they request, I<br />

make it a point to test them first. So, I have<br />

not given a book I did not first read, a CD I<br />

did not first listen to, and so on. I’ve<br />

become very well-acquainted with the different<br />

cultures of the world and I stay up-todate<br />

as they shift and evolve. I guess you<br />

could say I have a pretty good vantage<br />

point. HoHoHo.”<br />

So, how do kids in Jackson stack up to<br />

kids in other places? Naughtier or nicer?<br />

And what about kids today as opposed to<br />

other times in history?<br />

“Good question. The level of naughtiness<br />

in youth remains constant no matter what<br />

point in space or time. Kids in place X are<br />

just as nice as kids in place Y. Kids today<br />

are just as good as ever. The statistics show<br />

it.<br />

“And, to tell you the truth, there aren’t<br />

very many bad kids at all. I’ve been doing<br />

this almost 1,700 years and I can count all<br />

the bad kids I’ve seen on my two hands.<br />

Sure, kids are mischievous, but even most<br />

kids people think are bad aren’t truly bad.<br />

They just make mistakes or they’re sometimes<br />

misunderstood.”<br />

What do you have planned when you<br />

get back to the North Pole after your<br />

rounds?<br />

“Mrs. Claus and I have a little routine. It<br />

has been the same for years. When I get<br />

back, she has a big cup of tea waiting for<br />

me. We sit by the fire and as I drink my tea,<br />

I tell her all about my trip. Usually, some<br />

pretty fun things happen on Christmas Eve,<br />

so she loves to hear about it.<br />

“After my tea, I go to bed and sleep for<br />

about 18 hours. Those next few days is our<br />

only vacation during the year. After a few<br />

days off, the elves, the reindeer, Mrs. Claus<br />

and I have a big New Year’s Eve party and<br />

then, on January 2, we start getting ready<br />

for Christmas all over again.”

Work to start on Lake Harbour Drive<br />

PRELIMINARY work for the Lake<br />

Harbour Drive widening project continues,<br />

with crews expected to begin relocating<br />

utilities in the coming weeks.<br />

The Ridgeland mayor and board of<br />

aldermen recently entered into an agreement<br />

with Entergy to relocate approximately<br />

30 utility poles located within<br />

the footprint of the much-anticipated<br />

widening project.<br />

The agreement will cost the city<br />

approximately $118,000. In addition to<br />

removing the old wooden poles, that<br />

cost will also cover replacing the old<br />

wooden poles with new metal ones.<br />

Mayor Gene McGee said once that<br />

work is completed and the remaining<br />

easements are obtained, the city can<br />

advertise for contractors.<br />

“I hope to have it bid out early in<br />

2011,” he said. The mayor previously<br />

had hoped to have the project bid out<br />

sometime this year, so a contractor<br />

could begin in the spring.<br />

McGee said obtaining the easements<br />

has been complicated for several reasons.<br />

In one case, the city has had to<br />

work with an out-of-state lending company.<br />

The Internal Revenue Service had<br />

placed a lien against another property.<br />

“We’re in final negotiations on the<br />

other one,” he said.<br />

Easements, unlike rights-of-way, are<br />

taken temporarily by governments for<br />

projects to be completed. The properties<br />

are repaired before they’re returned and<br />

residents are compensated for their<br />

inconvenience.<br />

The $16 million project calls for transforming<br />

the two-lane road into a fivelane<br />

thoroughfare from Northpark Drive<br />

to U.S. 51. A bike trail, curbs and gutters,<br />

as well as new signalization will<br />

also be added. In all, about 2.5 miles of<br />

roadway is included in the project.<br />

Work should take about two years to<br />

complete, weather pending.<br />

The project is being funded with an<br />

80-20 matching grant awarded through<br />

the Central Mississippi Planning and<br />

Development District (CMPDD).<br />

Because federal money is being used on<br />

the project, all plans have to be<br />

approved through the Mississippi<br />

Department of Transportation (MDOT).<br />

According to the Ridgeland Area<br />

Master Plan (RAMP), the road would<br />

run south of Freedom Ridge Park and<br />

possibly allow for another entrance into<br />

the popular public facility.<br />

Earlier this year, the city hired<br />

Bulldog Construction for $84,000 to<br />

complete the demolition work for the<br />

project. In all about 14 homes were<br />

identified as needed for the project to be<br />

a success. Residents in each home were<br />

relocated to other spots in the city.<br />

CMPDD identified Lake Harbour as a<br />

top priority for the metro area in its<br />

2030 Jackson Urbanized Area<br />

Transportation Plan. It is one of a few<br />

east-west corridors located in the fastgrowing<br />

southern section of Madison<br />

County. The transportation plan is<br />

updated every five years by the planning<br />

district. It lays out road projects<br />

that ideally should be completed in the<br />

30-year period to meet the demands of<br />

the region’s growing population.<br />

N’sider dragged down North<br />

State Street for $150, purse<br />

CRIMINALS left a<br />

woman stunned and prostrate<br />

in the middle of North<br />

State Street, having been<br />

dragged 100 yards by a car<br />

following a late-night<br />

purse-snatching in Fondren.<br />

The robbers had grabbed<br />

the woman’s purse as they<br />

drove by her as she was<br />

leaving a restaurant. She<br />

was unable to release the<br />

straps from her shoulder and<br />

was dragged behind the car,<br />

her legs simultaneously<br />

bumping the wheel and the<br />

pavement. Fortunately, the<br />

road was recently paved and<br />

the victim had no serious<br />

injuries. A chain e-mail<br />

report claimed the robbers<br />

were laughing as they<br />

dragged the woman up<br />

North State Street. She was<br />

able to free herself in front<br />

of the old Precinct Four<br />

building.<br />

The victim’s husband confirmed<br />

that his wife had<br />

heard laughing. He declined<br />

to comment to the Sun further<br />

regarding the situation.<br />

scrapes to her left shoulder,<br />

boots, which protected her<br />

feet and legs during the<br />

attack,” the e-mail stated.<br />

The incident occurred<br />

around 9:30 or 10 p.m. The<br />

woman was released from<br />

the hospital around 2:30 the<br />

next morning.<br />

The suspects got away<br />

with the woman’s purse,<br />

three credit cards and $150<br />

in cash.<br />

Madison accepting bids<br />

to create new town center Bethlehem tree<br />

PLANS ARE still a go for a project that<br />

will create a new retail and recreational hub<br />

in Madison’s downtown corridor.<br />

City officials are slated to open bids for the<br />

Madison square on January 18.<br />

Community Development Director Alan<br />

Hoops said the city has had a good bit of<br />

interest in the project, and expects three or<br />

four bids to be submitted for consideration.<br />

Originally, the city, along with the Madison<br />

Square Redevelopment Authority (MSRA),<br />

was planning to open bids in mid-August.<br />

However, the deadline for proposals was<br />

extended at the request of two or three interested<br />

parties.<br />

Since the deadline was extended, Hoops<br />

said the city has received several new<br />

inquiries into the project. Most of those<br />

showing interest are from out of state. “I had<br />

someone get in touch with me last week, and<br />

I sent him an RFP,” he said. An RFP is a<br />

request for proposals.<br />

The square will be located on roughly 17<br />

acres of land bordered by Madison Avenue,<br />

U.S. 51, Main Street and Magnolia Street.<br />

MSRA purchased the property on behalf of<br />

the city years ago, with plans to develop it in<br />

the future.<br />

Madison city officials recently brought on<br />

Memphis architect Henry Frank Ricks to<br />

draw up a master plan for the property.<br />

According to a copy of the 25-page master<br />

plan, Ricks envisions a project with professional<br />

and retail space, spots for restaurants, a<br />

120-room boutique hotel and a 25,000square-foot<br />

specialty grocery store.<br />

The square will also include a large public<br />

green space, a main street retail and restaurant<br />

district and an area for city government.<br />

Space will be set aside for a 1,600-seat performing<br />

arts center, a public library and an<br />

18,000-square-foot city hall.<br />

Tulane University, which is currently locat-<br />

ed in part of the old Madison Square Center<br />

for the Arts, will be given an opportunity to<br />

build a permanent facility on the square once<br />

its lease expires. Right now, the New Orleans<br />

school is operating a satellite campus in the<br />

city as part of a three-year pilot program.<br />

If the program is successful, the school will<br />

consider opening a permanent satellite campus<br />

in the city.<br />

A MAJOR FOCAL point of the development<br />

will be a grassy area called the town<br />

square.<br />

Ricks states that the spot “is both the geographic<br />

center of the urban core and heart of<br />

the property.” The plan states that it could<br />

include not only green space, but a civic<br />

pavilion and amphitheater, making it perfect<br />

for meetings and outdoor events like concerts,<br />

picnics, and arts and crafts fairs.<br />

Another public park would be located on<br />

the northeast corner of the property near<br />

Main Street.<br />

In addition to green space, Ricks proposes<br />

a new main street district, to run along a<br />

street parallel to Highway 51.<br />

The street would be a pedestrian-friendly<br />

retail and restaurant hub, with large sidewalks,<br />

trees and landscaping, as well as<br />

pedestrian benches, street lamps, directory<br />

kiosks and signage. Ricks said both national<br />

and local retailers and restaurateurs would be<br />

included in the mix.<br />

RFPs were issued by the city in July.<br />

Developers interested in submitting a proposal<br />

are asked to include a statement that says<br />

whether or not they are planning to lease or<br />

buy the property; a description of the development<br />

team; a statement of qualifications;<br />

and details about their vision for the project.<br />

Hoops said the RFPs will give the city an<br />

idea of what types of retailers builders hope<br />

to bring to the area. “We’re not interested in<br />

just any retailer, it has to be a right fit for<br />

Madison,” he said.<br />

MARTINSON has also authored bills to<br />

make it easier for students to obtain the<br />

Mississippi Eminent Scholars Grant<br />

(MESG), require residents to pass vision<br />

screenings every other time they get their<br />

driver’s license renewed, as well as a bill<br />

that will allow school districts to include<br />

GED recipients when calculating graduation<br />

rates.<br />

“(Madison County Superintendent) Mike<br />

Kent asked me about this,”she said. “If a<br />

person drops out of school and decides to<br />

go to a community college and get a GED,<br />

the district doesn’t get any credit. But the<br />

biggest portion of their education still happened<br />

in one particular school district.”<br />

She said graduation rates affect a school’s<br />

accreditation, as well as a district’s bragging<br />

rights.<br />

Kent said schools receive star status and<br />

other recognition based on a formula called<br />

the High School Completer Index.<br />

A school will receive 300 points for each<br />

child who graduates high school. If a child<br />

doesn’t graduate, the school loses 300<br />

points. If a student gets a GEDthrough the<br />

district, the district receives 150 points.<br />

However, if a student decides to go to a<br />

community college to obtain their high<br />

school equivalency, the school gets zero<br />

points.<br />

Although Kent said Madison Central and<br />

Ridgeland High both have graduation rates<br />

in the upper 90 percent range, he does<br />

believe the scoring system should be<br />

“Say you have a kid who comes up a few<br />

points short of graduating. Summer school<br />

is 37 days long and four hours a day, it’s<br />

pretty grueling,” he said. “Instead of doing<br />

that, the student can go over to Holmes<br />

Community College and get his or her<br />

GED.<br />

“We should get credit for those who go<br />

that route. Who got them to the point where<br />

they could get their GED? We did,”he said.<br />

Kent said Madison Central and<br />

Ridgeland High School both have obtained<br />

star status as a result of having a high completer<br />

index.<br />

ANOTHER BILL, if passed, would<br />

remove the GPArequirement for students<br />

seeking the state’s eminent scholars grant.<br />

According to the Mississippi Institutions<br />

of Higher Learning <strong>Web</strong> site, students can<br />

receive up to $2,500 a year for tuition<br />

through the program.<br />

Eligible students must be a legal resident<br />

of the state for one year prior to high school<br />

graduation; score a minimum of 29 on the<br />

ACT or a minimum of 1280 on the SAT<br />

college entrance exams; be accepted at an<br />

approved institution in Mississippi; and<br />

have a cumulative grade point average of<br />

3.5 on a 4.0 scale.<br />

Martinson believes the GPArequirement<br />

is unfair because grade point averages are<br />

calculated differently at some schools. For<br />

example, she said some high schools have<br />

weighted courses, which count for five,<br />

instead of four points. She also points to the<br />

fact that some students taking advanced<br />

placement courses might have a lower GPA<br />

than students taking regular courses,<br />

because their academic work is more rigorous.<br />

Martinson proposed the bill last year,<br />

but it died in committee.<br />

Suspects arrested in string<br />

of N’side auto burglaries<br />

RIDGELAND police have<br />

captured four suspects<br />

involved in a string of auto<br />

burglaries and thefts on<br />

County Line Road.<br />

And they were caught in<br />

the act. What’s more is police<br />

say the crooks are tied to a<br />

series of burglaries in<br />

Northeast Jackson.<br />

On December 10,<br />

Ridgeland authorities arrested<br />

Jackson residents Eddie<br />

Miller, Alvin Lacey, Patrick<br />

Burnett and Kenyatta Stubbs<br />

in connection with two auto<br />

break-ins and two auto thefts<br />

in the parking lot of Tico’s<br />

Steakhouse, at 1536 East<br />

County Line Rd.<br />

The suspects are being held<br />

at the Madison County Jail.<br />

Miller, Lacey and Stubbs are<br />

each being charged with<br />

three counts of auto burglary,<br />

two counts of motor vehicle<br />

theft, one count of receiving<br />

stolen property and one<br />

count of possession of a<br />

firearm by a convicted felon.<br />

They are each being held on<br />

a $350,000 bond.<br />

Burnett is facing all of the<br />

charges, minus the charge for<br />

possession of a weapon by a<br />

felon. He is being held on a<br />

$300,000 bond.<br />

All charges are felonies,<br />

said Ridgeland Police Lt.<br />

“We staked out the parking<br />

lot and our officer spotted a<br />

vehicle fitting the description<br />

as they broke into a car,”<br />

he said.<br />

At approximately 8 p.m.,<br />

the plain-clothes officer<br />

called for backup. Additional<br />

officers arrived on the scene<br />

and the suspects were arrested<br />

in the parking lot without<br />

incident, Neal said.<br />

Neal said Ridgeland had<br />

been working with the<br />

Jackson Police Department<br />

(JPD) and said the suspects<br />

fit the description of the<br />

group involved in a series of<br />

burglaries in North Jackson.<br />

“We called JPD and told<br />

them that we had them in<br />

custody and asked if JPD<br />

would like to send an investigator<br />

up to talk to them,”<br />

Neal said.<br />

The suspects were driving<br />

a 2000 model Chevrolet<br />

Suburban, a vehicle that also<br />

fit the description of the car<br />

that appeared in the Rolling<br />

Meadows area on the night<br />

Neal said the vehicle was<br />

searched and several items<br />

located in it couldn’t be tied<br />

to the Tico’s burglaries. The<br />

items, however, did fit the<br />

description of several things<br />

stolen from North Jackson.<br />

Precinct Four Cmdr.<br />

Wendell Watts believes the<br />

four were involved in eight<br />

or nine burglaries in the<br />

Rolling Meadows, Lake<br />

Trace and Northpointe areas.<br />

On the night of December<br />

9, burglaries were reported<br />

on Rolling Meadows Drive,<br />

Moss Forest Circle,<br />

Northlake Circle, Kristen<br />

Drive, Northpointe Cove,<br />

Plantation Boulevard and<br />

Northpointe Parkway.<br />

“They stole items from<br />

sheds and cars,” Watts said.<br />

Neal didn’t know what the<br />

suspects will be charged with<br />

in Hinds County. The four<br />

were expected to appear in<br />

Ridgeland Municipal Court<br />

on December 21 for their<br />

preliminary hearing.<br />

Obituaries<br />

Byron Kelly Green<br />

Memorial services were held December 15 in<br />

the sanctuary of First Baptist Church for Byron<br />

K. ‘Buck’ Green.<br />

Green, 92, died of heart failure December 12<br />

at the Lake Lorman home of his loving daughter<br />

and beloved son-in-law.<br />

Green, affectionately called ‘Buck’ by all who<br />

knew him, was born in Leakesville July 10, 1918. After<br />

graduation from Leakesville High School, he attended<br />

Mississippi State University until World War II prompted<br />

him in January of 1942 to enlist in the United States Navy.<br />

He served in the Pacific Theatre as Yeoman First Class on a<br />

destroyer, the USS PURDY, and was part of the initial landing<br />

force on the island of Tarawa. He later was awarded the<br />

Bronze Star and Navy Unit Commendation Medal for ‘outstanding<br />

heroism’ during the battle of Okinawa.<br />

After honorable discharge from the Navy, he went to work<br />

for the Standard Oil Company, where he met and married<br />

his wife of 55 years, Martha Kennedy of Magee, who predeceased<br />

him in 2003. In 1954, he founded Central Heating<br />

Company, which he built into one of the top five residential<br />

mechanical contractors in the Southeast, serving as its president<br />

until his retirement in 1978.<br />

Green was a deacon and faithful member of First Baptist<br />

Jackson for more than 65 years, serving on numerous committees.<br />

He was a major supporter of the Revelation Choir<br />

youth music ministry, accompanying them on mission trips<br />

in the United States and Europe. In the realm of civic activities,<br />

he was a 32nd degree Mason, a member of the Order of<br />

the Jesters, and was cofounder of the Buck and Wing<br />

Hunting Club near Port Gibson. He and his wife, Martha,<br />

were active supporters of the Jackson Symphony League.<br />

Buck Green was blessed with exceptional people skills,<br />

‘never met a stranger,’ and his positive attitude, along with<br />

his quick and unfailing sense of humor, endeared him to<br />

adults and children of literally all ages.<br />

In addition to his wife, Martha, he was preceded in death<br />

by his parents, Hubert Lavender and Edna Killian Green,<br />

brother Frank Green, and sister Mickey Green Brunson. He<br />

leaves cherished loving memories to his only daughter Beth<br />

Green Dean, son-in-law Richard M. Dean, and grandsons<br />

Morgan and Carson Dean, all of Madison; nephews Mark<br />

Green (Sherye) and Bert Green (Rhonda) of Jackson; niece<br />

Darian Gibson of Ridgeland; nephew Bill Brunson (Tricia)<br />

of Austin; niece Cindy Brunson of Madison; nephew<br />

Richard Furr (Robin) of Wesson; niece Ann Tornyos (Karl)<br />

of Houston, Texas; numerous great-nephews and nieces; and<br />

dedicated caregiver Dipti Suthar of Ridgeland.<br />

Pallbearers were Morgan Byron Dean, Carson Kennedy<br />

Dean, Richard Kennedy Furr, Hubert Franklin Green Jr.,<br />

Hubert Franklin Green III, Mark Richard Green, Mark<br />

Richard Green Jr., Lt. U.S. Navy, and Richard Lewis<br />

Ridgway Jr. Honorary pallbearers were the Rev. Larry<br />

Black, William C. Brunson, Gray Hilsman, Charles Hood,<br />

Horace Kerr, Granville Tate, Gene Tolley and the Explorers<br />

Sunday School Class.<br />

Jane Eliza Luter Comfort<br />

Graveside services were held December 17 at Lakewood<br />

Memorial Park for Jane Eliza Luter Comfort of the reservoir<br />

area.<br />

Mrs. Comfort, 51, a longtime Jackson area resident, died<br />

December 15, at River Oaks Hospital.<br />

She grew up in Jackson, attended Duling Elementary<br />

School, and was graduated from Woodland Hills Baptist<br />

Academy.<br />

She was graduated from Mississippi College with a<br />

bachelor’s degree in education and worked in the daycare<br />

field. She participated in Explorers Bible Study at Christ<br />

United Methodist Church taught by her cousin, Becky<br />

Luter Howell of Clinton. She was a member of First<br />

Baptist Church of Jackson.<br />

She is preceded in death by her parents, Dr. and Mrs.<br />

J.C. Luter Jr.<br />

Survivors are her husband Randy Comfort and son<br />

Randall both of the Reservoir area; brother Jesse (Jay)<br />

Crawford Luter III and his wife Cecelia of Laurel; brother<br />

George Scott Luter and his wife Janie of Jackson; sister<br />

Nell Luter Floyd of Ridgeland; and numerous nieces and<br />

nephews.<br />

Don Grillo<br />

A funeral mass was conducted at St.<br />

Richard Catholic Church December 20 for<br />

Don Grillo of Jackson.<br />

Dr. Grillo, 77, passed away December 16<br />

at Baptist Medical Center.<br />

A native of New York, Grillo was a graduate<br />

of Columbia University and Albany Medical College.<br />

He retired as a colonel from the United States Air Force.<br />

He helped establish the first ob-gyn residency at Keesler<br />

Air Force Base where he taught gynaco pathology and<br />

became chairman.<br />

After retirement, Dr. Grillo worked for 20 years with the<br />

Mississippi Department of Health, where he established<br />

the first statewide ultrasound and mammogram program<br />

for health department patients. During his career in<br />

Jackson, he taught midwives, nurses, UMC Family<br />

Medicine and Ob-Gyn residents. He served as District<br />

Five health officer for many years.<br />

Survivors are his wife of 53 years Lee Grillo; daughter<br />

Frances Hess and her husband Trey of Ridgeland; sons<br />

Kevin Grillo of Houston, Texas, and Thomas Grillo of<br />

Jackson; the light of his life, grandchildren Katie and Beth<br />

Hess; and sister Louise Viola of New York.<br />

He was preceded in death by his parents, George and<br />

Mary Grillo; brother Joseph Grillo; and sister Molly<br />

Ciminelli.<br />

Memorials may be made to the American Kidney<br />

Foundation or the American Cancer Society.<br />

Interment was at Natchez Trace Memorial Park<br />

William Bryant Ridgway<br />

A family graveside service was held at<br />

Lakewood Memorial Park December 16 for<br />

William Bryant Ridgway of Madison. A<br />

Celebration of Life service was held at Galloway<br />

Memorial United Methodist Church.<br />

Ridgway, 91, died December 13 at St. Catherine’s Village.<br />

Ridgway was born in Jackson February 12, 1919, and was<br />

graduated from Jackson Central High School in 1936. He<br />

attended Millsaps College and was a 1940 graduate of the<br />

University of Mississippi. He was a member of Kappa<br />

Alpha Order.<br />

In October 1941, Ridgway joined the United States Army<br />

Air Corps. He was an instructor for advanced pilot training<br />

for two years, then served as a B-24 Liberator pilot attached<br />

to the 467th Bomb Group with the 8th Air Force in<br />

Rackheath, England. He flew 14 combat missions before the<br />

war in Europe ended in May 1945. He was honorably discharged<br />

from active duty in the Air Force in October 1945,<br />

but continued service in the U.S. Air Force Reserves until<br />

October 1968, attaining the rank of lieutenant colonel.<br />

After returning to civilian life, Ridgway was graduated<br />

from the Jackson School of Law in 1947, and was admitted<br />

to the bar. He was a real estate broker, a principal in<br />

Ridgway Management Inc., and was active in the oil and<br />

gas, real estate and timber businesses. He was an active<br />

member of Galloway Memorial United Methodist Church<br />

for 85 years, where he served on the visitation committee,<br />

delivered meals on wheels, taught Sunday School, served as<br />

lay leader and chairman of the administrative board.<br />

Ridgway was a member of the Monday Morning Bible<br />

Study Group at Galloway for almost 40 years, and served on<br />

the board of the Methodist Children’s Home. He served as<br />

president of the Junior Chamber of Commerce, the Men’s Y<br />

Club, and the Jackson Central Lions Club. He served one<br />

term in the Mississippi House of Representatives as a representative<br />

for Hinds and Yazoo counties.<br />

Ridgway was a charter member of the River Hills Club,<br />

where he enjoyed weekly tennis games until age 80. He was<br />

a member of the Chancellor’s Trust at the University of<br />

Mississippi, and he was a passionate fan of Ole Miss football.<br />

He loved time with family and friends, enjoyed traveling,<br />

hiking, and fishing, and believed serving anyone in need<br />

was a privilege. He felt blessed beyond measure each day of<br />

his life.<br />

Ridgway was the son of Charles Robert Ridgway Jr. and<br />

Hattie Lewis Ridgway. He was pre-deceased by his daughter,<br />

Patricia Ann Ridgway, his parents, sisters Alice Blount<br />

and Ruth Boswell, and brothers Richard Ridgway and<br />

Walter Stevens Ridgway II.<br />

Survivors are Juanita Wallace Ridgway, his loving wife of<br />

60 years; son William Bryant Ridgway Jr., and his wife,<br />

Creed; daughter Ruth Ridgway West and her husband Eric;<br />

son Douglas Wallace Ridgway and wife Deana; son James<br />

Lewis Ridgway; grandchildren William Bryant Ridgway III,<br />

Mary Kathryn Ridgway, Shannon Grace West, and Haley<br />

Elizabeth West; and by his older brother Charles Robert<br />

Ridgway III.<br />

The family would like to thank the caregiving teams at St.<br />

Catherine’s Village and Odyssey Hospice for providing genuine<br />

loving and compassionate care. Dad loved, appreciated,<br />

and treasured your friendship.<br />

Celebrate 60<br />

Bill and Carroll Waller were married November 11, 1950 at<br />

First Baptist Church Jackson. A 60th anniversary reception<br />

was held at the church recently by their children, Bill and<br />

Charlotte Waller, Bob and Margaret Waller, Eddy and Bae<br />

Waller, and Don and Yonnie Waller. Bill and Carroll, except<br />

for his service during the Korean War, have lived their<br />

entire married life in northeast Jackson. Son Eddy could<br />

not be present because he is currently on active duty in<br />

Afghanistan with the 184th TCE, Mississippi Army National<br />

Guard. All 14 grandchildren attended the celebration.<br />

Gardening Glimpses<br />

Christmas treasures frequently arrive under<br />

the tree in recognizable shape and heft<br />

ALL MY LIFE Christmas has meant<br />

new books. For the last half of that lifetime,<br />

the favorites have been the newest<br />

(or rarest, or oldest, or hardest to find) gardening<br />

books, about plants and by and<br />

about the people who love them and grow<br />

them well, who share their interesting horticultural<br />

adventures and what they have<br />

learned.<br />

I’ve good reason to be confident about<br />

some packages of recognizable shape and<br />

heft already under the tree. But meanwhile,<br />

I’ve been enjoying a brand new gardening<br />

book for two months now - Ray Rogers’<br />

“The Encyclopedia of Container Plants.”<br />

It’s good to sit down regularly for coffee<br />

with a good friend, but usually hard to<br />

manage from New Jersey to Mississippi.<br />

But thanks to the still-potent magic of the<br />

printed page, it can be managed. Most<br />

mornings since the first of October, I’ve<br />

enhanced my first and second cups of coffee<br />

with a dip into this book.<br />

By its nature, any encyclopedic book is<br />

best enjoyed and absorbed in small snatches,<br />

as well as staying handy for answers to<br />

odd or even very basic questions about<br />

plants. I’ve been needing a reliable basic<br />

reference for container plants for many<br />

years, and had never found a satisfactory<br />

one - until now. (I wish I’d had this book,<br />

a few years ago, when my great pleasure<br />

in Allen Lacy’s and Nancy Goodwin’s “A<br />

Year in Our Gardens,” needed only some<br />

knowledge of the new plants they were<br />

sharing to make it perfect.)<br />

FIVE HUNDRED PLANTS, gorgeous<br />

pictures on nearly all of the 340-plus<br />

pages, and in-depth information about all<br />

of the entries. And since to Ray, every<br />

plant on the planet is potentially a container<br />

plant, worlds of useful gardening information<br />

about plants we also grow outdoors<br />

in our climate.<br />

This book is a highly successful team<br />

effort between the author and the photographer,<br />

Rob Cardillo. I asked Ray, “Do you<br />

write the book and then ask Rob to go take<br />

the accompanying pictures, or do you<br />

browse through what he already has in his<br />

vast store of garden pictures and make<br />

choices?”<br />

“Both,” he replied. “Rob is very cooperative<br />

about looking for something, for anything<br />

that I need, or think I need. But he<br />

has a keen eye for the great plant combinations,<br />

the containers placed in just the right<br />

spot.” This isn’t a yearbook collection of<br />

head-on plant portraits, one after another<br />

into the sunset. These are pictures of<br />

plants, in lovely traditional or offbeat containers,<br />

as you could use them.<br />

Cardillo, in the front of the book,<br />

expresses his appreciation to the garden of<br />

Chanticleer in Wayne, Pa., “where poems<br />

are written with plants.” This tribute merely<br />

reinforces the status of Chanticleer as<br />

number one on my list of gardens to visit<br />

which I’ve not yet seen.”<br />

Ray is an excellent writer (you don’t get<br />

published by Timber Press if you are not)<br />

but a thoroughly educated horticulturist,<br />

with not just the requisite school background<br />

but also the assimilated learning<br />

from a lifetime of continuing education<br />

working with plants. He expresses his<br />

appreciation to Ken Selody II, the owner<br />

of Atlock Farm in Somerset, N.J., a unique<br />

specialty nursery, where he lets Ray work<br />

his imaginative magic on the container<br />

plants, and, I suspect, much of the landscaping<br />

in season.<br />

FOR MOST OF US, Christmas or our<br />

birthday is the highlight of the year. For<br />

Ray, it is the week each spring of the venerable<br />

and spectacular Philadelphia Flower<br />

Show. So he knows each year, probably<br />

every month, what’s new and desirable in<br />

the plant world. But he has a good memory,<br />

too, of his own experiences with the<br />

“Grandmother’s garden” plants that many<br />

of us cherish and depend on.<br />

He feels obligated to use the latest<br />

approved garden plant terminology and<br />

botanical classification. Here I mostly<br />

ignore him, and freely tell him so. It took<br />

me 30 years to accept “pothos” as the<br />

proper name for my beloved houseplants<br />

which I’d grown up calling “philodendron.”<br />

I simply refuse to shift over to<br />

“epipremnum.” (Have you noticed that<br />

every time the botanical scholars reclassify<br />

plants, it is always into a category even<br />

harder to spell?)<br />

One thing this book is definitely not -<br />

bedtime reading. It’s much too heavy, but<br />

also it is likely to inspire you to get up and<br />

make lists, or stay awake planning your<br />

own new plant combinations. (I wish Ray<br />

would someday write his own paperback,<br />

non-illustrated book about the gardens and<br />

gardeners he has known in a plant-dedicated<br />

lifetime, one with decades left of active<br />

gardening.)<br />

But if you have a smidgen of the gardening<br />

gene, you will enjoy having this book:<br />

“The Encyclopedia of Container Plants.” It<br />

serves admirably much of the time as the<br />

requisite hefty and lavishly illustrated coffee-table<br />

book we often need to display.<br />

But it’s always handy for you to enjoy and<br />

absorb bits of gardening ideas, especially<br />

valuable in this gloomy, dreary season of<br />

the year.
