Parking Regulations<br />
340.0015 PARKING DURING SNOW REMOVAL. Appropriate signs having been<br />
erected reasonably near corporate limits as provided in State Statutes 349.13, for the<br />
purpose of facilitating the removal of snow, no automobile, truck, trailer or any other<br />
vehicle shall be parked on any public street, alley, or public parking lot between the<br />
hours of 3:00 a.m. and 6:00 a.m. during the months of January, February, March and<br />
December, unless due to unusual circumstances, special permission is granted by<br />
the Police Department, provided that notwithstanding such restrictions, vehicles may<br />
be temporarily parked for actually loading or unloading of passengers, or property,<br />
and provided further that no other regulation restricting parking as to place, time, or<br />
manner is violated thereby.<br />
340.00151 (1) E<strong>ME</strong>RGENCY DECLARATI<strong>ON</strong>S. The Common Council hereby<br />
declares that an emergency exists in the City of Hartford whenever, in the judgment<br />
of the City Administrator, a snowfall during any period endangers snow removal and<br />
emergency transportation in the City of Hartford. Such emergency is declared to be a<br />
serious public hazard impairing transportation and public health, safety, and welfare<br />
until such time as snow removal operations have been declared completed by the<br />
City Administrator.<br />
(2) PARKING REGULATI<strong>ON</strong>S DURING SNOW E<strong>ME</strong>RGENCIES. Whenever an<br />
emergency exists and the City Administrator has caused the announcement of the<br />
emergency to be made by Radio Station WTKM, no person shall park, or shall cause<br />
to be parked, any vehicle of any kind or description in an area marked by temporary<br />
"no parking" signs; except that vehicles may be temporarily parked for actually<br />
loading or unloading of passengers or property and provided further that no other<br />
regulation restricting parking as to place, time or manner is violated thereby.<br />
During a snow emergency, any vehicle hampering snow removal operations found<br />
parked on any highway, street, or roadway for transportation, or any vehicle which<br />
is illegally parked in a City parking lot between the hours of 3:00 a.m. and 6:00 a.m.<br />
may be removed immediately.<br />
Removal shall be made by a wrecker service upon the request of the Police<br />
Department, or any authorized Department of Public Works official, and transported<br />
to any public or private storage premises at the full expense of the owner and/or<br />
operator of said vehicle.<br />
(3) AUTHORIZATI<strong>ON</strong> OF ERECTI<strong>ON</strong> OF NO PARKING SIGNS. Pursuant to the<br />
provisions of 166.23 Wisconsin Statutes, the City Administrator is authorized to<br />
erect temporary "no parking" signs during the existence of an emergency created<br />
by a snowstorm or excessive snowfall which impairs or prevents the full use of any<br />
highway, street, or roadway for transportation.<br />
7.10(2) REFUSE IN STREETS. No person engaged in removing or hauling stone,<br />
gravel, wood, block, dirt, manure, or any other rubbish or material of any kind on or<br />
across any street, alley, or public ground of the City shall throw or let fall any such<br />
article, material, or substance and leave the same upon any street, alley, or public<br />
ground; nor shall any person throw or shovel snow upon any street or alley after<br />
the same has been plowed and cleaned by the City. (Violators of this ordinance are<br />
subject to a fine not less than $158.10 for first offense).<br />

Finally Myth 12…<br />
Garden Clubs are just for old biddies.<br />
Or maybe, they’re for busy body workaholics. Maybe they are<br />
comprised of experts who meet to discuss things I’ll never be interested<br />
in or such rookies I’ll never learn anything. While that may be<br />
true in rare instances, mostly…garden clubs are forums for gardeners<br />
of all expertise levels to get more out of gardening and have some<br />
fun along the way.<br />
Let me, in fact, talk up the garden club I’m involved in and it<br />
may pique your interest in a club or inspire you to start a club near<br />
you. Now, I’m prejudiced. I’m one of the founding members of The<br />
Fredonia Area Garden Club. Our club is now 13 years old. We generally<br />
have at least 20 active members. We have a mission statement<br />
which includes both beautification of our community and homes<br />
and the intention to have fun.<br />
We are a diverse group of beginners through seasoned and master<br />
gardeners. We have created a community based network for gardening<br />
information, education, outreach and socialization. A breakdown<br />
of our calendar of events reveals our ‘icebreaker’ January chili<br />
dump, presentations on subjects like hostas, herbs and mason bees.<br />
We get together to decorate Village Holiday trees with ornaments we<br />
have made as a club and as individuals, have brunch and install and<br />
maintain gardens within our community.<br />
We volunteer, as a group, for community events, go on field<br />
trips, visit each other’s gardens and show off our successes at our<br />
once every three year garden walk. We have a quarterly newsletter,<br />
offer scholarships and exchange plants, seeds, recipes and crafting<br />
ideas. We bring our kids, grandkids, guys and gals to help build and<br />
maintain the health of our gardens, our larger community, ourselves<br />
and our families.<br />
So, if you’re bored or talkative or just wondering what all the<br />
hype about gardening is all about, there’s probably a garden club<br />
nearby where you can learn and use your skill for something just<br />
you can do. It’s also a place where you can achieve more than you<br />
thought you could do alone and together, too. As we say in our invitations,<br />
‘Guest are always welcome!’.<br />

7.11 SNOW REMOVAL FROM SIDEWALKS OR DESIGNATED BICYCLE PATH.<br />
1) Removal of Snow or Ice. Duty of owner or occupant: The owner, occupant, or<br />
either of them of every building, tenement, lot or lots, opposite to or fronting upon<br />
or adjoining any sidewalk or designated bicycle path within the limits of the City<br />
shall remove or cause to be removed any and all snow and ice the full width of the<br />
sidewalk or designated bicycle path which has accumulated upon the sidewalk<br />
or designated bicycle path within 12 daylight hours after the termination of any<br />
snow storm. The hours between 7:00 a.m. and 5:00 p.m. shall be considered<br />
daylight hours for the purpose of computing the 12 hour period in which the owner,<br />
occupant or person shall remove the snow.<br />
2) Sanding Ice. When ice has so formed upon any sidewalk or designated bicycle<br />
path that it can't be removed, the sidewalk or designated bicycle path shall be<br />
sprinkled with ashes, sawdust, or sand or rock salt so as to prevent the same from<br />
being dangerous.<br />
3) Removal by City. Should any owner or occupant fail to remove or sprinkle in the<br />
manner heretofore described, the Director of Public Works shall cause such removal<br />
or sprinkle such walks or paths, and the cost thereof shall be assessed as a special<br />
tax against the abutting property, and shall be collected in the manner as other<br />
real estate taxes are collected. The City and its employees and agents shall not be<br />
liable for damages resulting from such removal or sprinkling if reasonable care is<br />

Peace Poster Contest<br />
Brianna Luebke, a 6th grade student at Central Middle<br />
School, has taken the first step to becoming an internationally<br />
recognized artist by winning a local completion sponsored by<br />
the Hartford-Kettle Moraine Lions Club.<br />
Luebke’s poster was among more than 375,000 entries submitted<br />
worldwide in the 24th annual Lions International Peace<br />
Poster Contest. Lions Clubs International is sponsoring the<br />
contest to emphasize the importance of world peace to young<br />
people everywhere.<br />
Locally, Luebke’s poster was chosen from 45 entries, all coordinated<br />
by Central Middle School Art Teacher Pam Brandt.<br />
““The inspiration for my poster was Mrs. Brandt. If it wasn’t<br />
for her I wouldn’t even be in this contest! My family and Mrs.<br />
Brandt said that I am a great artist so then I took my time on<br />
planning my poster out. I also invested a lot of time into this<br />
poster. Even if I don’t win I’ll be happy just to be in the contest<br />
or even get this far!” the 11-year-old from Hartford said. The<br />
poster was selected by Hartford-Kettle Moraine Lions Club<br />
members and Hartford Mayor Joe Dautermann for its originality,<br />
artistic merit and portrayal of the contest theme, “Children<br />
Know Peace”.<br />
The judging was held in conjunction with the $10,000<br />
cash give-away, a joint fund-raising effort of the Hartford-<br />
Kettle Moraine Lions Club and the Hartford Area Chamber<br />
of Commerce, held at the Chandelier Ballroom on Thursday,<br />
November 10, 2011.<br />
One grand prize winner and 23 merit award winners will be<br />
selected. The grand prize includes a cash award of $5,000, plus<br />
a trip for the winner and two family members to the awards<br />
ceremony at Lions Day with the United Nations. The 23 merit<br />
award winners will each receive a certificate and a cash award of<br />

Upcoming Hartford Community<br />
Chorus Holiday Concert<br />
W<br />
“ elcome Christmas!” is the theme of the 51st annual<br />
Hartford Community Chorus’ 2011 Christmas concert.<br />
There will be two performances. The first concert will be<br />
held Saturday, December 10 at 7:30pm in the Upper Church<br />
at Holy Hill. There is no admission charge and tickets are not<br />
required. The second concert will be held on Sunday, December<br />
11 at 3:00pm in the Ruth A. Knoll Theater at the Schauer Arts &<br />
Activities Center. Admission is free, however, tickets are required.<br />
All seats are general seating, and there is a limit of 10 tickets per<br />
household. Tickets may be obtained from the Schauer Center<br />
ticket office by calling 262-670-0560, ext. 3 or by stopping by<br />
the ticket office. Hours are Monday through Friday, 11:30am to<br />
5:30pm and Saturday 11:00am to 2:30pm. A free will offering will<br />
be taken at both locations.<br />
This year’s holiday concert program includes parts of “A<br />
Ceremony of Carols” by Benjamin Britten and excerpts from<br />
“Christmas in the Heart,” an arrangement of holiday favorites.<br />
Carols out of the English, French, Norwegian, African and Native<br />
American traditions will be included in this inspirational concert.<br />
Additionally, a few selections will be performed by a chamber<br />
ensemble comprised of select voices from the chorus. The concert<br />
will end with the traditional singing of “Silent Night.”<br />
The 55-voice choir operates under the auspices of the Hartford<br />
Recreation Department with additional support from the Schauer<br />
Arts & Activities Center. Ruth A. Knoll is the director, Stephanie<br />
Hesprich Funk is assistant director, and Stephanie Klockow<br />
serves as this year’s accompanist. Details and additional information<br />

Family Center registration<br />
begins December 7<br />
Registration for January, February, and March programs at the<br />
Family Center of Washington County begins on Wednesday,<br />
December 7, 2011 at 8:30am by phone. The Family Center offers<br />
exceptional programming, most of which is free of charge. The<br />
current brochure is available at www.wcfamilycenter.org or to<br />
receive one by mail please call the Family Center.<br />
Upcoming programs include workshops for parents and caregivers<br />
of children ages birth–age 12 and several family fun<br />
activities. Some of the parenting workshops include Self Esteem<br />
in Kids and Trio of Trouble~Three Common Issues That Affect<br />
Adolescents. A three week series called Active Parenting Now in<br />
3 is being offered in March on Wednesday mornings. This series is<br />
geared toward parents and caregivers of children ages 4-12. Free<br />
child care is available during most programs. Please ask about<br />
availability when you call to register.<br />
Family activities this winter include Night Out With Dad, a<br />
special evening out for kids and their dads, or grandpas, or other<br />
significant male. Family Fun Nights and our ever popular evening<br />
program called Let’s Start with a Book will also be offered. As<br />
always, our Drop In Family Playgroup meets on Tuesday and<br />
Thursday mornings from 9:30-11:00am.<br />
The Volunteer Center of Washington County is teaming up<br />
with the Family Center to offer an opportunity for families to<br />
volunteer together to help those in need in our community. This<br />
program, called Craft 4 a Cause, will be offered February 3 and<br />
February 6. Each session is one hour. Participants should choose<br />
one date. Registration can be done at the Family Center or the<br />
Volunteer Center (262-338-8256).<br />
The Family Center is a non-profit organization dedicated to<br />
strengthening and supporting families and caregivers through<br />
parenting workshops, Family Fun Nights, Nights Out With Dad,<br />
family drop-in playtime, the Diaper Bag Club, a resource library<br />

1 pkg. orange cake mix<br />
1 (3¼ oz. pkg. vanilla instant pudding mix<br />
¾ c. orange juice<br />
½ c. oil<br />
4 eggs<br />
¼ c. vodka<br />
¼ c. Galliano<br />
Glaze:<br />
½ c. orange marmalade<br />
2 Tbs. packed brown sugar<br />
1 c. powdered sugar<br />
1 Tbs. orange juice<br />
1 Tbs vodka<br />
1 Tbs. Galliano<br />
1 Tbs. white corn syrup<br />
⅓ c. coarsely chopped pecans, toasted<br />
(optional)<br />
Evenly grease a Bundt pan. In a large mixing<br />
bowl, combine cake ingredients; beat 4 minutes<br />
on medium speed with electric mixer.<br />
Pour batter into bundt pan, bake for 35 to 45<br />
minutes or until toothpick inserted near center<br />
comes out clean. Let stand for 10 minutes<br />
or until slightly cooled. Meanwhile, combine<br />
glaze ingredients in a microwave safe bowl,<br />
stir until smooth. Microwave 3 to 5 minutes.<br />
Turn cake out on a plate and drizzle with glaze<br />
while warm.<br />
Orange Vinaigrette<br />

1 Tbs. plus 1 tsp. olive oil<br />
1 Tbs. plus 1 tsp. balsamic vinegar<br />
1 c. thinly sliced red bell pepper<br />
¼ c. finely chopped scallions<br />
2 small oranges<br />
Grate 2 teaspoons of zest from one of the<br />
oranges. Squeeze the oranges and measure out<br />
1 cup juice. In a small bowl, whisk together the<br />
orange juice, olive oil, vinegar, scallions, and<br />
orange zest. Pour over a tossed salad and toss<br />
gently. Makes 4 servings.<br />

Put all ingredients in blender; blend together.<br />
Refrigerate for 2 to 3 hours before serving.<br />
Orange Cookies<br />
with Orange Glaze<br />

1 c. sugar<br />
1 c. shortening<br />
2 eggs<br />
2 fresh oranges<br />
1 c. orange juice<br />
1 tsp. baking powder<br />
1 tsp. baking soda<br />
3 c. flour<br />
Frosting:<br />
⅓ c. melted margarine<br />
1 ½ Tbs. orange juice<br />
½ of the zest from the orange rinds<br />
1½ c. powdered sugar<br />
Cream sugar, shortening and eggs together<br />
at medium speed for about 5 minutes. Zest the<br />
oranges and juice them. Add prepared orange juice<br />
to juice squeezed from the oranges to equal 1 cup<br />
of juice. Add the orange juice to the batter along<br />
with half of the zest from the orange rinds. Mix<br />
on low speed until blended. Drop by tablespoon<br />
onto a greased baking sheet. Bake in 350 oven<br />
for about 10 minutes or until lightly golden on<br />
the bottom. Combine frosting ingredients until<br />
smooth. Add more or less juice to get desired consistency.<br />
Spread on cooled cookies. Makes about 3<br />
dozen cookies.<br />

Orange Cake<br />

1 c. sugar<br />
1 c. shortening<br />
2 eggs, beaten<br />
1 c. sour milk<br />
2½ c. flour<br />
1 tsp. baking soda<br />
pinch salt<br />
1 pkg. dates, cut up<br />
½ c. nuts<br />
grated rind of 1 orange<br />
topping:<br />
½ c. sugar<br />
juice of 1 large or 2 small oranges<br />
Cream sugar and shortening; mix in eggs. Add<br />
alternately sour milk and dry ingredients. Fold<br />
in dates and nuts, add grated orange rind. Pour<br />
into 2 bread pans and bake at 350˚ for 50 to 60<br />
minutes. For topping: Dissolve sugar in orange<br />
juice. Spoon over warm cake.<br />
Good Company Salad<br />

½ c. orange juice<br />
⅓ c. cider vinegar<br />
⅓ c. vegetable oil<br />
4 tsp. sugar<br />
6 c. torn mixed salad greens<br />
1 can (11 oz.) mandarin oranges, drained<br />
1 small red onion, thinly sliced<br />
4 radishes, thinly sliced<br />
4 green onions, thinly sliced<br />
⅓ c. dried cranberries<br />
⅓ c. sunflower kernels<br />
¾ c. crumbled feta cheese<br />
¾ c. cherry tomatoes, halved<br />
In a jar with a tight-fitting lid, combine<br />
orange juice, vinegar, oil and sugar; shake<br />
well. Cover and refrigerate for 1 hour. Just<br />
before serving, combine the remaining ingredients<br />
in a large serving bowl. Drizzle with<br />
dressing and toss gently.<br />

Warm Fruit Punch<br />

6 c. water, divided<br />
2 tea bags<br />
1 c. sugar<br />
1 c. orange juice<br />
½ c. lemon juice<br />
½ c. white grape juice<br />
Boil 1 c. water; add tea bags. Steep 5 minutes.<br />
Discard bags. Stir in sugar until dissolved.<br />
Combine all ingredients and serve warm.<br />
Orange Puffs<br />

2¾ c. sugar<br />
½ c. orange juice<br />
½ c. water<br />
1 Tbs. grated orange rind<br />
½ tsp. lemon rind<br />
2 egg whites, stiffly beaten<br />
⅛ tsp. salt<br />
Combine sugar, orange juice, water, orange<br />
and lemon rind. Stir over low heat until sugar<br />
dissolves. Cook to light crack stage (260˚ on<br />
a candy thermometer). Gradually pour syrup<br />
over egg whites, beating constantly until mixture<br />
holds shape. Add salt. Drop from teaspoon<br />
onto waxed paper. Makes 4 dozen candies.<br />
