If the project is funded,<br />

CWMTF requires landowners<br />

<strong>to</strong> place land adjoining<br />

the water beneath a 50-foot<br />

conservation easement,<br />

which would establish a<br />

natural buffer along the<br />

creek <strong>to</strong> protect the stream<br />

bank, he said.<br />

McComb said the creek<br />

bank along Elkin Creek has<br />

experienced erosion and<br />

deterioration over the last<br />

decade, and, although the<br />

Recreation and Parks Department<br />

Works attempt <strong>to</strong> keep the<br />

banks stabilized, more efforts<br />

are necessary <strong>to</strong> protect<br />

the creek bank from<br />

further erosion and deterioration.<br />

In his presentation <strong>to</strong><br />

the board, McComb noted<br />

the Elkin Creek, each year,<br />

typically loses an average<br />

of four <strong>to</strong> five large trees,<br />

which help hold the banks<br />

in place.<br />

“We’re barely keeping our<br />

heads above water when<br />

that occurs,” McComb said.<br />

He said the bank near<br />

Memorial Park Drive has<br />

areas that have eroded <strong>to</strong><br />

the road bed, placing the<br />

roadway at risk.<br />

“Some of the land between<br />

Memorial Park Drive<br />

and Elkin Creek is owned<br />

by Elkin City Schools,” said<br />

McComb. “If the grant is<br />

funded, the Town would<br />

request that Elkin City<br />

Schools donate a conservation<br />

easement.”<br />

The project encompasses<br />

Elkin City Schools’ <strong>property</strong><br />

across from the high<br />

school baseball and football<br />

fields between Memorial<br />

Park Drive and the Elkin<br />

Creek.<br />

McComb said a conservation<br />

the school system would<br />

feature many benefits, including<br />

positive public relations,<br />

utilization of the area<br />

as a “living classroom,”<br />

reduced maintenance costs<br />

and continued availability<br />

for parking.<br />

“Parking would remain<br />

available,” said McComb,<br />

noting parking would continue<br />

<strong>to</strong> be permitted in<br />

the areas traditionally used<br />

for parking during athletic<br />

events.<br />

The design would include<br />

permeable pavers for parking<br />

along the creek side of<br />

Memorial Park Drive from<br />

the pedestrian bridge <strong>to</strong> in<br />

front of the apartments, he<br />

said.<br />

Permeable pavers are another<br />

benefit for the school<br />

system, said McComb, as<br />

they provide a hard and<br />

permeable surface able <strong>to</strong><br />

withstand parking and will<br />

absorb impact and mitigate<br />

large potholes and mud<br />

puddles, allowing for an im-<br />

proved parking area.<br />

“The Town would respectfully<br />

request that, if<br />

the project is funded, Elkin<br />

City Schools donate a conservation<br />

easement,” said<br />

McComb <strong>to</strong> members of the<br />

school board.<br />

McComb noted all transactional<br />

costs would be<br />

paid through the grant<br />

except for the at<strong>to</strong>rney’s<br />

fee required by the school<br />

board, a legal description<br />

of the easement would be<br />

prepared by a surveyor and<br />

ECS would be included<br />

within the design process.<br />

“A conservation easement<br />

really means we can<br />

still use it and occupy it,”<br />

said ECS Board At<strong>to</strong>rney<br />

Fred Johnson.<br />

“We would not have a<br />

deed <strong>to</strong> the land,” said Mc-<br />

Comb. “We want <strong>to</strong> keep<br />

the park and the schools<br />

intact, and that’s what we’re<br />

trying <strong>to</strong> do.”<br />
