Teachers <strong>of</strong> <strong>the</strong> Year Recognized; Top 5 Final<strong>is</strong>ts Named<br />

<strong>The</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict recognized <strong>the</strong> 2012-2013 Teachers <strong>of</strong> <strong>the</strong> Year at <strong>the</strong> <strong>Board</strong><br />

Meeting on Thursday, October 18, 2012, and announced <strong>the</strong> Top 5 Final<strong>is</strong>ts for <strong>the</strong> 2013 <strong>Bibb</strong><br />

<strong>County</strong> Teacher <strong>of</strong> <strong>the</strong> Year.<br />

Th<strong>is</strong> year’s Top 5 Final<strong>is</strong>ts, ranked in alphabetical order by school, are:<br />

Nadirah Maywea<strong>the</strong>r - Bloomfield Middle School. Ms. Maywea<strong>the</strong>r <strong>is</strong> in her third year<br />

<strong>of</strong> teaching Engl<strong>is</strong>h/Language Arts at Bloomfield Middle School. She graduated from<br />

Georgia College & State University (GCSU) in 2008 and earned her Master <strong>of</strong> Arts in<br />

Teaching Secondary Education from GCSU in 2010.<br />

Chr<strong>is</strong>topher Kirby - Central High School. Mr. Kirby has about two decades <strong>of</strong><br />

experience as an educator, primarily with <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict, where he has<br />

taught gifted, honors, and International Baccalaureate classes at Central High School. He<br />

also has worked for Houston <strong>County</strong> schools. He <strong>is</strong> a 1990 graduate <strong>of</strong> Mercer University<br />

and received h<strong>is</strong> Master <strong>of</strong> Business Admin<strong>is</strong>tration from Wesleyan College in 2006.<br />

Tara Jones-Lawrence - Nor<strong>the</strong>ast High School. Ms. Jones-Lawrence <strong>is</strong> currently in<br />

<strong>the</strong>ir third year <strong>of</strong> teaching Chem<strong>is</strong>try and Physics at Nor<strong>the</strong>ast High School. She <strong>is</strong> a<br />

2009 graduate <strong>of</strong> Georgia Sou<strong>the</strong>rn University. In February, Ms. Jones-Lawrence was<br />

named <strong>the</strong> 2012-2013 Georgia Teacher <strong>of</strong> Prom<strong>is</strong>e by <strong>the</strong> Georgia Science Teachers<br />

Association.<br />

Julia Manard - Rutland High School. Mrs. Manard has more than two decades <strong>of</strong><br />

experience as a teacher with <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict. She began as an Engl<strong>is</strong>h<br />

and Drama teacher at Nor<strong>the</strong>ast High School in 1990 before moving to Westside High<br />

School in 1997. She has taught Engl<strong>is</strong>h at Rutland High School since 2009. She <strong>is</strong> a 1990<br />

graduate <strong>of</strong> Mercer University and received her master's degree in Engl<strong>is</strong>h Education<br />

from Mercer University in 1997 and her special<strong>is</strong>t degree in Integrating <strong>the</strong> Arts in<br />

Teaching (Curriculum) from Lesley University in 2008.<br />

Katie Wall - Westside High School. Ms. Wall has been an educator since 2009 at<br />

Westside High School, where she teaches Marketing and Work Based Learning. She <strong>is</strong> a<br />

2005 graduate <strong>of</strong> Georgia Sou<strong>the</strong>rn University and earned certification through Georgia<br />

Teacher Academy for Preparation and Pedagogy (TAPP) in 2010. She <strong>is</strong> an active leader<br />

in <strong>the</strong> school's Career, Technical and Agricultural Education program.


<strong>The</strong> 2013 Teacher <strong>of</strong> <strong>the</strong> Year will be named at <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> Teacher <strong>of</strong> <strong>the</strong> Year Gala at <strong>the</strong><br />

Anderson Conference Center at Goodwill on November 8, 2012, beginning at 6:30 p.m. Contact<br />

International Student Media Festival Winners Recognized<br />

Students from Burdell-Hunt Magnet, Heard Elementary, Sykview Elementary, Springdale<br />

Elementary, Howard Middle, Miller Magnet Middle, Rutland Middle, and Howard High <strong>Schools</strong><br />

were recognized as International Student Media Festival winners. At <strong>the</strong> Festival, <strong>Bibb</strong><br />

<strong>County</strong> students received 17 Excellence in Media Production awards, and <strong>of</strong> those, three<br />

received a Judge's Favorite recognition.<br />

Each year, <strong>Bibb</strong> <strong>County</strong> hosts its Media Festival, a competition highlighting student media<br />

projects such as live action video, website design, animation, live action video, sequential stills,<br />

and photography. Projects that receive “Superior” in all areas are submitted to <strong>the</strong> Georgia<br />

Student Media Festival; afterward, <strong>the</strong>y are eligible for subm<strong>is</strong>sion to <strong>the</strong> International Student<br />

Media Festival. <strong>The</strong> projects that advanced through all three festivals and received an<br />

“Excellence in Media” award were recognized Thursday at <strong>the</strong> <strong>Board</strong> meeting.<br />

“<strong>The</strong> International Student Media Festival honors students who are successfully harnessing <strong>the</strong><br />

power <strong>of</strong> media production,” said Michelle Lenderman, Coordinator <strong>of</strong> Library Media Services.<br />

“<strong>The</strong>se students have taken charge <strong>of</strong> <strong>the</strong>ir learning. <strong>The</strong>y have proven <strong>the</strong>mselves engaged and<br />

effective communicators.”<br />

Information Presented<br />

<strong>Board</strong> Receives Update on D<strong>is</strong>trict D<strong>is</strong>cipline and Safety Report<br />

David Gowan, Director <strong>of</strong> R<strong>is</strong>k Management, updated <strong>the</strong> <strong>Board</strong> members on <strong>the</strong> D<strong>is</strong>trict's<br />

progress regarding <strong>the</strong> results <strong>of</strong> Safe Havens International's d<strong>is</strong>cipline and safety report.<br />

Updates included:<br />

Site Safety Assessments: Five <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict School Site Safety<br />

Assessment teams are in <strong>the</strong> process <strong>of</strong> completing school safety assessments. A<br />

<strong>summary</strong> <strong>of</strong> <strong>the</strong> findings from <strong>the</strong>se reports will be presented at <strong>the</strong> November <strong>Board</strong><br />

Meeting. A second round <strong>of</strong> school site safety assessments will be conducted again in<br />

January and February 2013. <strong>The</strong>se school site safety assessments will continue with <strong>the</strong><br />

school site safety assessment teams conducting an assessment <strong>of</strong> every school in <strong>the</strong><br />

d<strong>is</strong>trict in <strong>the</strong> fall and again in <strong>the</strong> spring <strong>of</strong> each school term.


Campus Police: <strong>The</strong> Campus Police Department has filled <strong>the</strong> Chief <strong>of</strong> Campus Police<br />

position and <strong>the</strong> Deputy Chief <strong>of</strong> Campus Police position <strong>is</strong> again staffed. <strong>The</strong> Campus<br />

Police Department has added <strong>the</strong> Command Level position <strong>of</strong> Campus Police Captain.<br />

<strong>The</strong> Campus Police Department has initiated random classroom and student searches at<br />

school d<strong>is</strong>trict high schools and middle schools. <strong>The</strong>se will be continued on a regular and<br />

random bas<strong>is</strong>. Canine searches may be added in <strong>the</strong> future in cooperation with local law<br />

enforcement partners. <strong>The</strong> following items also have been added: a metal detector for <strong>the</strong><br />

Academy <strong>of</strong> Excellence at Bloomfield Middle School, additional metal detector wands<br />

for hall monitors, and two <strong>of</strong>ficers focused on gangs and bullying have been identified<br />

and implemented in <strong>the</strong> Campus Police Department.<br />

Alternative <strong>Schools</strong>: <strong>The</strong> D<strong>is</strong>trict has hired two hall monitors for <strong>the</strong> Academy <strong>of</strong><br />

Excellence at Hutchings and an additional two hall monitors for <strong>the</strong> Academy <strong>of</strong><br />

Excellence at Bloomfield. Two additional hall monitors have been placed at Westside<br />

High School. Four additional hall monitors are currently being recruited for hire.<br />

Transportation: A task force chaired by <strong>the</strong> Transportation Director will be formed to<br />

address each <strong>of</strong> <strong>the</strong> recommendations by Safe Havens International.<br />

Cox Communications Presents Initiative to Offer Low-Priced Internet and Computers<br />

Cox Communications <strong>is</strong> partnering with Connect2Compete to bring low-priced, high speed<br />

internet and computers to qualifying families in <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict.<br />

Connect2Compete <strong>is</strong> a nonpr<strong>of</strong>it initiative, aiming to bring families online by building<br />

awareness, promoting digital literacy training, and increasing access to technology, which<br />

dovetails with <strong>the</strong> D<strong>is</strong>trict's Strategic Plan, "<strong>The</strong> Macon Miracle," and its goal <strong>of</strong> providing<br />

students with better access to technology.<br />

Between now and <strong>the</strong> end <strong>of</strong> December families whose children receive free lunch in 22<br />

elementary, middle, and high schools in <strong>Bibb</strong> <strong>County</strong> will be eligible to sign up for Internet<br />

service at a cost <strong>of</strong> $9.95 per month. <strong>The</strong> program also makes laptop and desktop computers<br />

available for $150.<br />

Starting next week families will receive a letter telling <strong>the</strong>m how to apply. Local partners will<br />

host informational meetings and training fairs as well.<br />

National studies show that less than half <strong>of</strong> low-income K-12 students have broadband at home<br />

compared with more than 90 percent <strong>of</strong> higher-income families. Students with a PC and<br />

broadband at home also have graduation rates that are 6 percent to 8 percent higher than similar<br />

students who don’t have access to <strong>the</strong> Internet.<br />

<strong>Bibb</strong> <strong>County</strong> <strong>is</strong> one <strong>of</strong> five school d<strong>is</strong>tricts across <strong>the</strong> country chosen for th<strong>is</strong> pilot program.<br />

Starting in 2013 <strong>the</strong> program will open up to eligible students at every <strong>Bibb</strong> <strong>County</strong> public<br />

school. Additional ass<strong>is</strong>tance with <strong>the</strong> program will come from <strong>the</strong> Knight Foundation.<br />

<strong>Board</strong> Receives Monthly Update on Accreditation Process<br />

<strong>The</strong> <strong>Board</strong> received information on <strong>the</strong> upcoming accreditation process during <strong>the</strong> 2012-2013<br />

school year. <strong>The</strong> D<strong>is</strong>trict <strong>is</strong> required to participate in <strong>the</strong> accreditation process, and an external<br />

review team <strong>is</strong> expected to v<strong>is</strong>it <strong>the</strong> D<strong>is</strong>trict April 28-May 1, 2013, as part <strong>of</strong> th<strong>is</strong> review.<br />

Th<strong>is</strong> month's update included information on <strong>the</strong> timeline and <strong>the</strong> system progress to th<strong>is</strong> point.<br />

GEAR UP Grant Providing Families with Resources for College Success<br />

<strong>The</strong> <strong>Board</strong> was presented with an update on <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict's GEAR UP<br />

Program, Create Your Future. Gaining Early Awareness and Readiness for Undergraduate<br />

Programs (GEAR UP) <strong>is</strong> a college access program providing students and families with <strong>the</strong><br />

resources <strong>the</strong>y need for college success.<br />

<strong>The</strong> GEAR UP grant was first awarded to <strong>the</strong> D<strong>is</strong>trict in 2011 to follow a cohort <strong>of</strong> students from<br />

what was <strong>the</strong>n <strong>the</strong>ir sixth and seventh grade years through <strong>the</strong>ir graduations in 2017 and 2018.<br />

Students in <strong>the</strong> cohort are now in <strong>the</strong> seventh and eighth grades. To date, 3,600 students from <strong>the</strong><br />

D<strong>is</strong>trict's middle schools have been served. <strong>The</strong> students enjoy support services such as tutoring,<br />

mentoring, summer camps, and college tours to help make <strong>the</strong>ir dream <strong>of</strong> attending college a<br />

reality.<br />

"GEAR UP, in collaboration with its partners, provides an opportunity for our students to<br />

prepare and succeed in college," said Janice Flowers, GEAR UP Project Director for <strong>the</strong> D<strong>is</strong>trict.<br />

"Through many supplemental activities, students and parents become involved in <strong>the</strong> process <strong>of</strong><br />

planning and preparing for a post-secondary education."<br />

Create Your Future <strong>is</strong> a partnership <strong>of</strong> <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict, Bank <strong>of</strong> America, Boys<br />

and Girls Clubs <strong>of</strong> Central Georgia, Communities In <strong>Schools</strong>, Highpoints Learning, Macon State<br />

College, <strong>The</strong> Mentors Project <strong>of</strong> <strong>Bibb</strong> <strong>County</strong>, Mercer University, Wesleyan College, and <strong>the</strong><br />

Museum <strong>of</strong> Aviation Foundation.<br />

During <strong>the</strong> presentation, <strong>Board</strong> members learned about <strong>the</strong> programs partnered with or sponsored<br />

through GEAR UP, such as <strong>the</strong> Envoy Project Camps, <strong>The</strong> Mentors Project, <strong>the</strong> AVID<br />

(Advancement Via Individual Determination) program, and more.<br />

<strong>Schools</strong> Receive Elementary and Secondary School Counseling Grants<br />

<strong>The</strong> D<strong>is</strong>trict received two Elementary and Secondary School Counseling Grants through <strong>the</strong> U.S.<br />

Department <strong>of</strong> Education. Both grants will provide additional support to students through<br />

counselors, social workers, and school psycholog<strong>is</strong>ts.<br />

<strong>The</strong> grant for elementary schools has been designated for Burdell-Hunt Magnet, Burghard<br />

Elementary, Hartley Elementary, Ingram-Pye Elementary, Jones Elementary, and King-Danforth


Elementary <strong>Schools</strong>. It will provide a total <strong>of</strong> $1,177,281 over three years, which will fund<br />

positions for two additional counselors, one additional social worker, and one psycholog<strong>is</strong>t.<br />

<strong>The</strong> grant for secondary schools has been designated for Nor<strong>the</strong>ast High School and Southwest<br />

High School. It will provide a total <strong>of</strong> $1,184,262 over three years, which will also fund positions<br />

for two additional counselors, one additional social worker, and one psycholog<strong>is</strong>t.<br />

<strong>Board</strong> Examines D<strong>is</strong>trict Policies and Rules<br />

<strong>The</strong> <strong>Board</strong> approved a first reading <strong>of</strong> several D<strong>is</strong>trict policies and rules. Any changes to policies<br />

must be read <strong>of</strong>ficially two times by <strong>Board</strong> members before <strong>the</strong>y may be approved.<br />

Monthly Financial Reports, 2010 Capital Improvement Program Reports<br />

<strong>Board</strong> members were updated on <strong>the</strong> status <strong>of</strong> <strong>the</strong> General Fund and as well as <strong>the</strong> 2010 Capital<br />

Improvement Program through a monthly presentation.<br />

Action Taken<br />

<strong>Board</strong> Approves Memorandum Regarding Macon Prom<strong>is</strong>e Neighborhood Initiative<br />

After hearing from Macon Prom<strong>is</strong>e Neighborhood <strong>of</strong>ficials with an update on <strong>the</strong> initiative,<br />

<strong>Board</strong> members approved a Memorandum <strong>of</strong> Understanding dictating how <strong>the</strong> D<strong>is</strong>trict's share <strong>of</strong><br />

allocated funding for <strong>the</strong> initiative will be used. <strong>The</strong> memorandum guarantees that funding from<br />

<strong>the</strong> D<strong>is</strong>trict will be spent for educational purposes only.<br />

Th<strong>is</strong> week, construction crews broke ground on <strong>the</strong> new Prom<strong>is</strong>e Center at H<strong>is</strong>toric Ballard-<br />

Hudson. <strong>The</strong> 100,000-square-foot building, located at 1780 Anthony Road, will be renovated and<br />

house several programs to support education and families. <strong>The</strong> Central Georgia Partnership for<br />

Individual & Community Development <strong>is</strong> heading up <strong>the</strong> initiative.<br />

In 2011 Macon received a federal Prom<strong>is</strong>e Neighborhood planning grant to assess <strong>the</strong> needs <strong>of</strong><br />

families in <strong>the</strong> Tindall Heights and Unionville neighborhoods.


<strong>Schools</strong> in <strong>the</strong> affected area include Hartley and Ingram-Pye Elementary <strong>Schools</strong>, Ballard-<br />

Hudson Middle School, and Southwest High School. <strong>The</strong> schools were identified based on <strong>the</strong><br />

low graduation rates at Southwest High School. Community partners include Central Georgia<br />

Technical College, Mercer University, Wesleyan College, and <strong>the</strong> Knight Foundation.<br />

<strong>The</strong> goal <strong>of</strong> <strong>the</strong> program <strong>is</strong> to streng<strong>the</strong>n educational outcomes for low-income children by<br />

partnering with schools, <strong>the</strong> community and families. <strong>The</strong> United States Department <strong>of</strong><br />

Education establ<strong>is</strong>hed a federal grant program in 2008 to help replicate <strong>the</strong> success <strong>of</strong> <strong>the</strong> Harlem<br />

Children’s Zone in New York City.<br />

“<strong>The</strong> most important partner we have <strong>is</strong> <strong>the</strong> <strong>Bibb</strong> <strong>County</strong> School D<strong>is</strong>trict," said Mercer<br />

University’s Peter Brown, <strong>the</strong> project coordinator, at Monday's groundbreaking. "Th<strong>is</strong> initiative<br />

<strong>is</strong> strongly aligned with <strong>the</strong> Macon Miracle and has <strong>the</strong> same objectives.”<br />

Superintendent <strong>of</strong> <strong>Schools</strong> Romain Dallemand attended <strong>the</strong> groundbreaking. He says <strong>the</strong><br />

community partners will help move education forward in Macon.<br />

“We can no longer continue to use <strong>the</strong> old, antiquated model that has failed our community," Dr.<br />

Dallemand said. "Educating our children for a 21 st century, multi-ethnic, global economy <strong>is</strong><br />

rename <strong>the</strong> Campus Police Department building in honor <strong>of</strong> Officer Euel Thomas Smith, who<br />

Programming provides skill training and access to rigorous curriculum<br />
