In <strong>the</strong> course <strong>of</strong> <strong>the</strong> twentieth century about 50 per cent <strong>of</strong> <strong>the</strong> beautiful historic fabric that existed in <strong>cities</strong><br />
in <strong>the</strong> year 1900 was erased from <strong>the</strong> face <strong>of</strong> <strong>the</strong> Earth. Though some <strong>of</strong> this loss was due to warfare, <strong>the</strong><br />
preponderance was due to a lack <strong>of</strong> binding statutory protection <strong>of</strong> historic material during a period <strong>of</strong><br />
unprecedented urban modernisation. Rapid growth <strong>of</strong> <strong>the</strong> metropolis was propelled by an unprecedented<br />
surge in global urban population, from 220 million to 3000 million people. As a result, a model <strong>of</strong> <strong>the</strong><br />
global urban environment today shows that <strong>the</strong> historic core now constitutes, on average, about 7.35 per<br />
cent <strong>of</strong> <strong>the</strong> contemporary conglomeration, with half <strong>of</strong> its significant historic buildings already destroyed.<br />
Meanwhile, on average, 96 per cent <strong>of</strong> <strong>the</strong> fabric <strong>of</strong> <strong>the</strong> modern metropolis has been constructed in <strong>the</strong><br />
past 100 years. We are building with unparalleled speed, and we are <strong>of</strong>ten build ing very poorly. Studies<br />
by <strong>the</strong> United Nations indicate that half <strong>of</strong> <strong>the</strong>se new constructions have initially been raised as shanty<br />
towns by <strong>the</strong> 1.5 billion urban inhabitants who frequently live without proper sanitation and are commonly<br />
